Reporter the sound of the gunshots was caught on a witnesss cell phone camera. It was scary. Reporter Julio Ramirez was standing outside his house when Hayward Police opened fire. Like nine times. Reporter you ducked your head . Right. I went like this, bomb, bomb, bomb, bomb. And then i just went inside. Reporter witnesses say it all started when a park ranger drove up to a man parked in an rv motor home and told the rv driver he needed to move along. The rv driver apparently got upset and rammed the park rangers vehicle. Then witnesses say he went on a rampage smashing into about half a dozen cars parked alongside. Then when police arrived, investigators say he rammed his rv into more than one police car. He assaulted parked cars and then assaulted the officer that tried to stop him. Once he hit the officer, then they are going to have to defend themselves so thats when i knew everyone get in the house, get in the house and the gun fire started. They say someone sexually assaulted a disabled boy. It happened saturday night at the pittsburg bay point station. Police say a man followed a boy who has down syndrome into a rest room. Officers were able to track down the suspect. He is now in jail. The victim was taken to a hospital in vallejo. The dental part we dont like because they pull out all your teeth. Reporter but most prisoners we talked to seemed content. Staff is pretty good. Reporter he goes for dialysis three times a week at the prisons inhouse clinic, a few minutes walk from his cell. Its a winwin for prisoners and really provide the economies of scale. Reporter we found thats not the case. In the two years since this billion dollar prison of the built, paid for by taxpayers, it hasnt made a dent in the cost of medical care of inmates. In fact, the opposite has happened. Medical costs are way up. California spent 1. 9 billion on medical care for california prisoners in fiscal year 2012 2013. The population of over60 yearold inmates is the Fastest Growing segment in our Healthcare System and as a result of that, we are going to definitely have higher costs. We spotted a row of prison vans waiting at nearby san joaquin general. Costs are up 8 and transport and guarding costs are up a whopping 52 . Explain to me how you build a hospital to treat inmates and yet youre your overall healthcare costs go up, your treatment of inmates in hd hospital goes up and the cost of guarding those patience goes up patients goes up. We did not build a hospital. The California Health facility in stockton is not an acute care hospital. It is a facility that provides field nursing care like a nursing home. There are some who argue these prisoners are Getting Better healthcare than a lot of californians. At what point are we spending too much money. Under the u. S.
