Westbound 580 slows now from the 205 interchange and you can see its heavy in pockets now approaching vasco. But once you pass vasco, this is what your commute looks like along 580 as you head through the livermore valley. Westbound traffic still okay approaching the dublin interchange. No delays as of yet heading down the dublin grade. And the highway 4 commute Still Holding steady with no big delays as you leave antioch heading towards pittsburg down into concord. Developing news on this friday morning. Former microsoft ceo steve balmer appears on the verge now of buying the l. A. Clippers. Anne makovec joins us now in the newsroom with details of the recordbreaking offer for the basketball team. Reporter frank, there are still some things to be worked out behind the scenes. But balmer has that money in hand and he is ready to buy. The tech world knows steve balmer as the former ceo of microsoft, the sports world knows him as a potential nba owner. He was part of a group that wanted to buy the Sacramento Kings and move the team to seattle but that deal fell through. Now balmer has signed a binding agreement to buy the l. A. Clippers for 2 billion telling the wall street journal earlier this month he wouldnt try to move the team. The deal was brokered by Shelly Sterling, who owns half the team, and it wont go through before clearing some red tape. The nbas board of governors will have to approve the sale and then theres donald sterling. The league is still in the process of terminating his ownership and his lawyer made it clear he doesnt want to let the team go. We dont think the team can be sold without mr. Sterlings consent. Mr. Sterling is not going to consent unless the nba does something about the scurrilous and illegal charges they filed against him and so far, we have heard nothing to indicate that will occur. Reporter so who has 2 billion just lying around . Apparently, balmer. He was the 24th employee microsoft ever hired and after stepping down as ceo three months ago, he still sits on the board. Balmer is also sitting on 20 billion in assets according to forbes in part because he is an even bigger shareholder in microsoft than bill gates. Meantime, the league is scheduled to meet about Donald Sterlings status on tuesday but a sale could delay that meeting. Frank . And it sounds like donald and Shelly Sterling are kind of going Different Directions here, right . Yeah. Shelly sterling says she is acting under her own authority as the sole trustee of the Sterling Family trust which of course owns the clippers. The city council is working on a new garbage collection contract. City staff is recommending a deal with Waste Management that would see fees jump by 50 but some critics say its a back room deal thats too expensive. We believe that we have structured a deal thats a win win for Waste Management, the city of oakland and the surrounding community. A price increase was to be expected. But to say that were shocked by 50 would be an understatement. The owner of another company that submitted a lower bid says he was not treated fairly. The city council has about a month to decide on a contract to take effect in july of next year. 5 04. New this morning, some disturbing video of a Security Guard at an east bay high school. Kpix 5s cate caugiran joins us now at oakland high where reports of a student was attacked. Reporter frank, that Security Officer has since been arrested for child abuse and faces felony charges this morning. You can see it on the video. You see that student sitting in the wheelchair and getting hit several times. The principal says the Security Officer was trying to get the student to go to class. Either he was too slow to move or didnt go. So the officer started to push his wheelchair. That student slapped his hands away and then the officer handcuffed him and continued to roll him to class. And thats when the student spat at the officer and then the violence began. Now, afternoon hitting the student, the officer after hit had gone the student, the officer dumped the student on the floor before another officer restrained him. A letter from the principal here says, quote, this incident is not reflective of the kind of culture we cherish at our school or how we treat one another. Now, we know that that students injuries were so bad they had to take him to the hospital. Reporting live in oakland, cate caugiran, kpix 5. The student is expected to recover. All right. Time now 5 05. The parents of one of the students killed in isla vista have now taken part in a memorial in san jose including friends and teachers from george chens high school. Kpix 5s kiet do is in san jose with more on the memorial where hundreds of people turned out last night. Kiet. Reporter yeah. It was a large emotional ceremony here at Leland High School in south san jose. 400 people here all essentially saying the same thing that george chen was someone who approached life with a positive upbeat attitude. Georges parents shared some insight into that terrible weekend. His father didnt know until saturday night that his son was dead. When his parents got to his dorm room, his phone charger was plugged in and the computer was still on. George had gone to visit friends in the apartment they shared with the shooter. And all three were among the first victims killed. He was in the wrong place at the wrong time. I dont want to stand here. If my son can come back, i dont need to stand here. And i hope im the last one stand here. I hope, i pray our family and the other five beautiful children the other five families are the last ones, the very last ones. Not one more. Reporter and georges parents are now making funeral arrangements. They say that they are praying for the family of elliot rodger, the man who killed their son. The Santa Barbara county Sheriffs Department now says deputies knew about youtube videos posted by rodger three weeks before the killing but those videos posted in april are said to be less menacing than the ones posted the day before his rampage. I dont know why you girls arent attracted to me. But i will punish you all for it. Four deputies were sent to rodgers apartment for a welfare check on april 30. They questioned him for 10 minutes but didnt find any reason for concern. Meanwhile, a friend of rodgers family says the gunmans parents are mourning the victims more than their own son. Quite seriously, they are unable to string a sentence together. The memories of their son are going to be very difficult to have any loving memories of him. Family friend Simon Astaire says rodgers parents had tried to help their son through his Mental Illness since he was 9. Members of the House Gun Violence Prevention Task force will hold a News Conference this morning. They plan to introduce Mental Health and Domestic Violence legislation all aimed at reducing gun violence. A cal administrator has been fired after allegedly embezzling as much as 90,000 from the school. And kpix 5s linda yee found out this is not the first time the administrator has been accused of stealing on the job. Reporter here at uc berkeleys school of public health, she handled millions of dollars in grants and donations, a job she got after sonia waters got after she was fired for stealing Company Funds at a previous San Francisco job. Cal never did a criminal background check on her. In this case, she progressed in her position to a level that would have required it. But it, unfortunately, fell through the cracks. Reporter waters attorney told time. Com she admits she stole money by forging a deans signature on university checks. They were used to pay tuition at this private French School for her two sons. It costs about 25,000 a year for each child. Were very disappointed that this happened. Obviously, we need to look carefully at our processes and ensure that this cant occur again. Waters is charged with nine felony counts of grand theft and embezzlement. She faces five years in prison if convicted. About 400 High School Students in pleasanton will have to retake their advanced placement exams. The College Board found seating irregularities after a recent testing session at Amador Valley high school. And those irregularities included some students sitting too closely together and not all facing front. Forums will be held at the school today and tomorrow for parents with questions. And facebooks Ceo Mark Zuckerberg and his wife Priscilla Chan are donating 120 million to help schools in low income bay area communities. The couples donations will be spread out over five years with the ravenswood and redwood City School Districts expected to be among the first recipients. The bay bridge toll plaza commute, now the earlier roadwork we had from overnight thats been picked up so all lanes are now open. Traffic is moving well in both directions. We have low clouds and fog gathering along the coastline now pushing inside the bay. So we have some big changes coming our way for this friday and for the weekend, too. Today as much as 14 degrees cooler in oakland, 9 degrees cooler in San Francisco at 63. And about 75 still pleasant lots of sunshine into san jose but these temperatures really dropping off all around the bay area. This weekend, it looks like it will be a cooler weekend with low clouds and fog and drizzle out toward the coastline. Maybe just inside the bay. That trough of low pressure going to kind of carve itself out here kind of hanging around through tomorrow then beginning to lift a little bit on sunday and maybe enough to just warm the temperatures up that day, as well. 80s and 90s into the Central Valley lake tahoe. Around the bay sunshine and 70s in the south bay. 60s and Cool Conditions and cloudy skies toward the coastline. 70s and a low 80 all the way to antioch and brentwood to see those warm temperatures. Inside the bay numbers cooler, lots of 60s and 50s and low 60s toward the coastline. Next couple of days, we are going to cool down the temperatures maybe warming up just slightly on sunday. Come monday and tuesday, we cool things off again before warming back up as we head in toward the middle of this next week. New this morning, a Security Guard facing criminal charges for an attack caught on camera at a bay area high school. We get the details now from kpix 5 reporter cate caugiran live at Oakland High School. Reporter frank, you know, this happened a week ago but we are only now getting a look at the video. The Security Officer faces felony charges. This video is tough to watch. The Security Officer is seen with the student in the wheelchair and then the brutal beating. The officer punching and hitting the student repeatedly. In a letter to parents, the principal says the officer was trying to get the student to go to class and he refused. The student tried to push the chair, the the student slapped the hand away, then he handcuffed the student and started to roll him again and then the student spit at him, and the attack began. The principal says this incidents is not the kind of culture we cherish at our school or how we treat one another. After that incidents after the Security Officer hit the student he tries to dump him on the floor and thats when another officer had to restrain him. Frank, back to you. Cate, how is the student . Developing news after weeks of controversy surrounding their longtime owner. The Los Angeles Clippers may be on the verge of being sold. Kpix 5s anne makovec is in the newsroom with details of a recordbreaking offer from former microsoft ceo steve balmer. Reporter he is offering 2 billion for the team. All of the parties seem to be in agreement about the sale except for donald sterling. Former microsoft ceo steve balmer has signed a contract to purchase the Los Angeles Clippers for a recordbreaking 2 billion. He made the deal with Donald Sterlings estranged wife shelly. The team says in a written statement she was acting under her authority as the sole trustee of the Sterling Family trust which owns the clippers. Mrs. Sterling and her lawyer have gotten an offer that they seem to be content with, the highest offer. And mr. Sterling has not agreed to accept that. Reporter in a written response to the nba charges, sterling argues the leagues efforts to terminate his ownership are baseless. He claims the leaked recordings of his racist rant to his girlfriend are illegal. Sterlings Attorney Says the 80 yearold is willing to fight the nba to repair his reputation. They think that because they are a cart organization they have cart blanche to do anything they want. Thats not right. Reporter threequarters of the leagues owners will have to approve the deal for balmer to become the new owner. Balmer says he lost basketball and intends to do everything he can to ensure the Team Continues to win. Now, last year, balmer was part of a group that made a bid for the Sacramento Kings and planned to move the team to seattle. But nba owners rejected that deal. This is his Old High School that he graduated from two years ago. His parents got back into town on wednesday night. They came back home to a loving and warm Memorial Ceremony last night. As parents we would die 100 times, 1000 times, if our kids can be not hurt. Reporter with the back drop of 1,000 colorful cranes, students and faculty at leland high remembered george chen. His parents spoke out. His father said they didnt know until saturday night their son was dead. We think that georgie is safe because he living on campus. Reporter georges parents say when they got to his dorm room, his phone charger was plugged in. The computer was still on with the class project halfway finished. George went to visit friends in the apartment they shared with the shooter. He was in the wrong place at the wrong time. I dont want to stand here. If my son can come back, i dont need to stand here. The Veterans Affairs secretary right there speaking to advocates for homeless veterans. Eric shinseki is outlining his plan for fixing th va. He will take the report straight to the white house later. President obama reportedly wants accountability and concrete result but a growing number of lawmakers says shinseki should resign now. He should step down. We need to spend our energy on getting the va fixed. Its beyond clear that the va has not performed up top anyones standards under his stewardship. A preliminary report this week by the vas Inspector General confirms delays in the care for veterans throughout the va system. And that includes the Va Medical Center down in phoenix, where up to 40 vets may have died while waiting for care. The recall includes 2008 to 2011 ford escapes, mercury mariners, also involved are explorers from 2011 to 2013. The company says the government has received several reports of crashes linked to the problem. And another controversy over a General Motors recall. Gm recalled some pontiac g6 midsized cars to fix a fault over brake light system back in 2009. But the company waited more than five years to call back over 2 million newer cars with the same system. Gm says the problem caused 13 accidents and two injuries. Back here on wall street well see if the markets can end the week on a high note. Yesterday the dow was up 65. The nasdaq was up 22 and the s p increased 10 points to close at another record high. And if a 59 flight from atlanta to california, chicago or new york sounds too good to be true it probably is. The department of transportation is fining Southwest Airlines 200,000 over deceptive advertising. The backups begin for westbound 580 as you leave 205 and that stays heavy in patches now approaching 680. But highway 4 has been a troublefree area so far this morning. No big accidents.
