Officials now strongly suspect the jetliner was brought down by some kind of surfacetoair missile but so far they tell us its not clear who fired it or more importantly whether the passenger jet was being deliberately targeted. Some of the answers will ultimately come through intelligence but some will have to come through wreckage in the planes black boxes. The trail of debris clearly shows the jet began breaking up in midair. Wreckage and bodies are spread over several miles along the flight path and that would be consistent with the plane being ripped apart by aerodynamic forces after the aircraft was penetrated by some kind of high explosive projectile like a missile. Large sections of the jet have been recovered now away from the primary crash site. At the impact crater itself, the wreckage is more pulverized and charred, suggesting the plane hit the ground at a high rate of speed and engulfed in a very large fire. The fuel tanks in the wings were heavily loaded for an 11hour flight from amsterdam to kuala lumpur, so a lot of fuel was available. Its not clear who will take part in the investigation but ukraine needs to bring in expertise perhaps from the u. S. Or great britain. Aviation experts and fire experts will have to examine the wreckage to look for residue of missile propellant and evidence the skin was punctured inward by a highspeed impact. Its imperative the investigators need to look at the black boxes because they should confirm the pilots were caught unaware by a missile strike. Big questions Going Forward, who did it and why. Pelley do you think the United States will be part of the investigation on the ground . Reporter i know theyre willing to do that, scott. They have some of the best experts in the world, but they have to be invited in by ukraine goftd. Its important that whatever the finding is that its factual, credible and accepted. The u. S. Experts could add that kind of power. Pelley the u. S. Is, of course, supporting the ukraine government but the crash site is in rebelheld territory. Bob orr, thank you very much. Going now to National Security correspondent david martin at the pentagon. David, what do we know and what do we not know . Reporter pentagon officials are confident that a missile shot the plane down. What they dont know, what kind of missile, where it was fired from, and who fired it. Pelley david, what is the evidence that it was in fact a missile . Reporter well, theres evidence of a midair explosion simply because the debris was scattered over a large area, but on top of that, u. S. Intelligence was able to detect the missile in flight, and also a radar that was tracking the airliner. You add those three together, and it comes up with a pretty convincing case that this was a shootdown. Pelley so there is evidence, as you understand it, of the missile in flight . Reporter thats right. Indications of the track of the missile as it went up toward the airliner. Pelley and why are the ukrainian rebels, who are supported by russia, the most likely suspects in this . Reporter well, i think everybody assumes, at least for now, that no one had a credible motive to shoot down a civilian airliner. So if this was a mistake, the separatists are the ones most likely to make a mistake, because unlike ukraine and russia, governments which have access to International Flight data, which would have told them about the airliner, the separatists probably wouldnt have known there was an airliner there. Pelley david martin reporting for us at the pentagon. David, thank you very much. Joining us now are juan zarate, our cbs news National Security analyst, and our state Department Correspondent margaret brennan. Margaret, all of this puts Vladimir Putin in a difficult position. He and his government have been supporting the rebels, both in terms of rhetoric and military assistance for months now. Reporter they have. The Obama Administration has believed that from the beginning the strategy has been directed from the very top of the russian government, from president putin to try to make the young, very westernleaning Ukrainian Government look inept, look like they cant control the country. Theyve accused putin of helping to fund not only paramilitary groups, but sending in unmarked agents, referred to as sort of little green men, basically skilled agents who can teach some of these paramilitaries how to use heavy equipment. Also sending in troops to the border to influence things, and financially squeeze ukraine to make them more dependent on russia. So the strategy up to this point has been lets try to make it costly to putin. The United States and europe have put sanctions on him and his government, but theyve punished him, they have not deterred the russian government from this strategy of continuing to support these paramilitaries. Pelley and whatever missile this was, it had to be sophisticated, operated by trained troops, because the airliner flying at 33,000 feet at 500 miles an hour. Thats not an easy target to hit. Juan, how does this change the landscape of this conflict that weve seen growing over these months . Reporter scott, i think this is a game changer in three ways. One, it internationalizes this conflict in a way we havent seen to date. This isnt just a conflict between russia and the ukraine, something confined to the east of that country or crimea. This is a flight, civilian flight, from europe to asia, affecting numerous nationalities and countries. So in some ways it makes it a more Material International conflict. It also puts president putin, and i think the russians, on the defensive here. Its not only an exposure of their lies in terms of their support, but it demonstrates that theyve enabled and armed militias ontheground that at best they cant control. This puts him on the defensive. Lastly, it changes the nature of the diplomacy. Weve relied on the russians to try to contain these forces on the ground. If they cant contain the forces, if theyve unleashed them in a way that putin and moscow cant control, that changes the dynamics and we may be facing escalation. Pelley margaret, what happens next in your estimation with regard to american diplomacy on this . Reporter the u. S. Has been trying to stop the flow of fighters, coming in with different agendas from russia into this eastern part of ukraine. Thats a top item on the agenda. Shut that down, start to get control over fighters on the ground. But what it also does, for the new ukrainian president , poroshenko, it perhaps allows him to take the gloves off. Hes been restrained in having taken military action, then pulled back to try to go down the diplomatic front. Keep in mind, scott, i think in addition to change the diplomatic landscape in the region, there can be broader implications here, because this is not the only Foreign Policy challenge for the administration right now. They need russia strategically to negotiate with iran. They also need them for influence with syria as well. Pelley thank you very much. Today, charlie rose interviewed former secretary of state hillary clinton. One of the topics that came up was the Malaysia Airlines crash. Reporter so what does the United States do if theres clear indication and clear evidence that it was russian separatists and perhaps using weapons from russia . I think that the first question is what does europe do. I think the United States has been very clear in both its criticism of russia and putin. If there is evidence linking russia to this, that should inspire the europeans to do much more on three counts. One, toughen their own sanctions. Make it very clear, there has to be a price to pay. Number two, immediately accelerate efforts and announce they are doing so to find alternatives to gaspram. And thirdly do more in concert with us to support the ukrainians, and to put putin on notice hes gone too far and were not going to stand idly by. Chesley sullenberger is one of the most experienced Airline Pilots in the world. The former u. S. Airways captain who made that famous Emergency Landing on the hudson river, hes now our cbs news aviation and safety expert. Sully, airlines from various countries, including the United States, were still flying through this airspace above the war zone. Should that airspace have been closed before now . Reporter scott, the investigators in the next weeks and months will be looking at that, and many other questions. Is there sufficient coordination and sharing of information, not only about safety issues, but about security threats. The mere presence of a surface toair missile of this performance level is a game changer and a real threat. I expect that there will be improvements Going Forward in how not only Safety Information is shared but how evidence based, intelligencebased risk information is given to not only airlines but to pilots when they plan flights. Pelley aircraft that have been shot down there recently have been shot down at much lower altitudes with shoulder fired missiles. This is a big change from what they had seen before. What can the International FlyingCommunity Learn from all of this . Reporter i think thats going to be much of what the investigation reveals, but in the meantime we shouldnt wait. When there is merely the presence of a surfacetoair weapon of this caliber, it creates great pause to those who might consider flying over that area. Pelley sully sullenberger, thank you very much. Now to another major story tonight. Israeli troops have now launched a Ground Invasion of gaza. This follows 10 days of air attacks. Palestinian militants have fired hundreds of unguided rockets into israel, killing one israeli civilian, but israel responded with air strikes that have killed 240 palestinians. Holly williams is in gaza for us tonight. Reporter israel is pounding the gaza strip tonight in the heaviest bombardment weve seen since this escalation began. As its happening, the israeli media is reporting that tens of thousands of Israeli Soldiers have crossed into the gaza strip. Israel has been threatening a ground offensive for days, calling up 55,000 reservists, massing troops and moving cool lawmakers of tanks to the border. It seems as if the offensive will be limited, at least initially, and target tunnels used by Palestinian Militants to infiltrate israel. The Israeli Military says it foiled an attack by 13 militants overnight trying to sneak into israel, killing at least one of them with an air strike on the mouth of that tunnel. Israel says its that attack, along with palestinian militant rocket fire during what was supposed to be a brief humanitarian ceasefire today, that forced it to act to defend its own citizens. We talked this evening with a spokesman for hamas, the militant group that controls the gaza strip, and vowed to make israel pay dearly for sending troops into the gaza strip. Minutes later, the police say the woman was taken hostage as the bank was being robbed, and she got caught up in a car chase and shootout with police. Carter evans has the story. Gunfire gunfire reporter the hourlong car chase ended when police surrounded the three alleged bank robbers and a hostage in a stolen suv. Keith burgad took cover while on his cell phones. I counted ability 50, the Police Showed up, and gunfire started. Like Chinese New Year going crazy. Reporter how many shots . At least a thousand. Reporter the chaos began at this bank after alarm was tripped. Two female customers and a teller were taken hostage. They were fired with handguns and rifles and ammunition strapped to the body. Jose maldonado was across the street. Od they got into the car and they couldnt shoot at them because they were so close to the hostages. Te reporter a running 35mile gun battle followed through three towns. Homes and cars riddled with bullets. The two tellers were jumped or pushed from the suv. Police chief eric jones says the customer misty hold singh was used as a human shield. In over two decades of law enforcement, i have never seen or experienced this type of total disregard for human life. I believe there definitely was a goal of killing other people including our police officers. Reporter singh and two gunman were killed. Jaime ramos is in custody. Police say his accomplices were gang members. Prosecutors say the suspects intended to take hostages and the two survivors are in the hospital tonight recovering from gunshot wounds. Pelley the woman killed is the woman who left her child in the car as she went into the bank. Was there any connection to the previous robbery at this bank . Reporter thats something the police are looking into, scott. In fact, two robberies at this particular bank branch in the last two years under similar circumstances. Those robberies are unsolved. Pelley carter evans, thank you very much. Hot, windy conditions tonight fueling a wildfire in the Cascade Mountains of Washington State. Nearly 900 houses evacuated. The plume of smoke reached 25,000 feet in the air, the fire has grown to nearly 8 square miles and is not contained. Crews are stretched thin, fighting three fires in Washington State right now. Well, this was also big news for that state and for the country today. Microsoft announced the biggest layoff in its 39year history. 18,000 jobs are being cut, about 14 of microsofts workforce. It is critical that the ukrainians invite a number of agencies that are independent, globally recognized as professional aviation investigators so they can get in there to document the scene, to pick up all the evidence thats necessary to do a good investigation, do the analysis required, and then come up with the probable cause. Pelley the United States has good relations with the government of ukraine but the crash site is in rebelheld territory. It would be tough to get the investigators in there. Absolutely. And, frankly, if i were still running the agency, i would not go over there unless i had full assurances from both sides they could come, work safely and get back home. Pelley david martin from the pentagon was reporting there is evidence in the hands of u. S. Military intelligence that a missile was fired at the plane. Whats left to find out . Well, certainly, we have to take a look at what, in fact, was on the ground. That will tell us, the wreckage, the debris field will tell us exactly what happened. We will know where the missile struck. We will know how this aircraft may have come apart. Well be able to tell you the kind of weaponry that was used that brought this aircraft down. Pelley and what kind of evidence would the investigators be looking for in the debris field . Theyre actually looking for any type of residue. Theyre going to be looking at the shapes, any deformation of the metal itself. Theyll actually try to also find out the condition of the bodies to see if potentially shrapnel was in any of them. Pelley the flight data recorder, is that going to be important to find . Scott, thats very important as well. Let us hope that this has not been found by somebody, attempting to open it up by themselves. These are sophisticated devices. They must have professional examination or were likely to lose the data. Alameda county sheriffs deputies confirm just a short time ago the man died. This started as a Domestic Violence incident. The cops who arrived on the scene were Alameda County sheriffs deputies motorcycle officers who wound up shooting the man as you can see you can see that motorcycle turned over at the scene there. Authorities are telling us they got the call earlier today around 4 30 saying that a man was beating a woman inside of a car here on east 14th street. When they arrived on the scene, the sheriffs deputy wound up opening fire on the suspect in the car and killing him. The woman has been taken to a nearby hospital. Authorities telling us she is suffering from severe head injuries. We have to assume that was from the beating. Authorities say she was receiving it in the car. Authorities are not telling us whether the man who was shot was actually armed. They say they are still interviewing the sheriffs deputy at this time. But again, details still coming in at this time about exactly how or why this shooting happened whether he was beating the woman or he was armed. Christin ayers, kpix 5, san leandro. Shot in the skies over ukraine, tonight questions into who brought down Malaysia Airlines flight 17. U. S. Intelligence analysts believe someone shot a surface toair missile at that jet carrying 298 people. The wreckage was found in fields. The debris including passports and travel books strewn over miles. As investigators sift through it all, the focus turns to how this could have happened. U. S. Military and intelligence analysts are now using high Speed Computers and mathematical formulae to pinpoint where that missile came from. The plane was headed to malaysia from the netherlands and we now know several passengers were on their way to an International Aids Conference in australia. Its not clear how Many Americans were on board. An early report says 23. Kpix 5s ryan takeo joins us live. Ryan, no one is claiming responsibility. But could this have been orchestrated . Reporter oh, a former higherup at the dod says it comes down to two options in her mind one of two options. One of them mistaken identity that someone thought the plane was military by accident. And two, its a setup with one side trying to frame the other. The Ukrainian Government says it is the rebels. The rebels say that its the Ukrainian Government. And then each side is saying well, maybe its the other side pretending to be them. Reporter gloria duffy says the next step for the u. S. Is to investigate the crash itself and see who did what. Its a house of mirrors essentially as to who did this and what the motivations might have been. Its a tragedy. Its a tragedy for the whole world now. Reporter bay area, russian and ukranian natives know this tragedy will bring more attention to the regions crisis. They worry about hostility in their homeland. From the local conflict back in ukraine it became an international conflict. Reporter some distrust both sides. I think nothing is good happening from both sides. We dont know who did it. Reporter she said it could be an accident. It could be misidentified as a Ukrainian Military aircraft. A simple mistake by the people who are operating this anti aircraft equipment. Reporter she says both sides have access to the buk missile launchers. Theres a lot of equipment from the former soviet union floating around. Reporter she doesnt know why a boeing 777 was flying above a war zone. She says there was even a red flag a couple of days ago. A military plane had been shot down just a couple of days earlier. So that should have been a sign to route aircraft around this particular area. Ryan, this afternoon we learned there was an airspace restriction a bubble in essence over the area because of the violence. But that aircraft was actually above it . Reporter thats right. We heard that actually from reports over in europe. The european air Traffic Control body said that there is a restricted airspace 32,000 feet above that area over in the Eastern Ukraine. Now, 1,000 feet above that, thats where flight 17, thats where it was flying. It was not obviously out of the range of the missiles. Ryan takeo live in San Francisco, thank you, ryan. Reporter well, i have been bouncing back ard forth between agencies all day trying to get some answers each one telling me to talk to the other. Finally today the Sheriffs Office says the deputies came out to sfo tuesday night on reports of a drunk and disruptive man. He is now accused of giving new meaning to the phrase flying the friendly skies. Inside the International Terminal at sfo, a tsa imposter is accused of an xrated security patdown behind closed doors. Even more frightening. I mean, its just terrible to take advantage of people this way. Reporter now were learning the alleged groper, 53yearold Eric Slighton is on International Investment mogul. A source says he may have had too many drinks at the airport lounge, went through Airport Security with his own ticket, then decided to take security measures into his own hands, allegedly luring a foreign female passenger into a private room to be manhandled after she had already been screened. The reports are, a fake tsa agent had on khaki pants, blue polo shirt and may have stolen plastic gloves to look the part. But when slighton allegedly tried it a second time on a different woman, he popped up on the real tsa agents radar screen where they claim they caught him redhanded. We went to erics listed address in San Franciscos presidio area looking for answers. But nobody answered the door. All the tsa would tell us is that they are aware of the situation and that none of their employees was involved. Its shocking and its horrifying. I feel terrible for the women it happened to. But i also feel bad for the tsa. Reporter exactly what happened in the private room remains a mystery. Both women hurried away to catch their flights to the so called friendly skies. Maybe carrying with them some extra emotional baggage. So still a lot of questions. How did this happen . How to keep it from happening again . The tsa says the statement, were wear of this alleged situation and we are aware of this alleged situation and are looking into it. They are looking for other victims. Brian webb, kpix 5. Thank you. The Sheriffs Office says he has addresses in San Francisco and hong kong. He is free on 10,000 bail. We tell you about road rage and sometimes it does get violent. But gunfire between two Senior Citizens . It happened in corte madera. Police Say Something happened on the road that set one of these guys off. The driver of a mercedes followed the other driver all the way to his house. And things only got worse. As he attempted to close the garage door, the second driver in the road rage incident actually pulled into the driveway as well and actually the garage door came down on the top of his hood. The homeowner pulled out a gun and shot several times hitting the other man in the leg and the stomach. The homeowner was arrested. Police say the three suspected bank robbers who took hostages on a wild chase through stockton were armed to the teeth with guns and ammo. 19yearold jaime ramos was the only suspect who survived the shootout that ended yesterdays hour long pursuit. Police say he only made it out alive by grabbing his final hostage and using her as a human shield. The victim, misty holt singh, was a bank customer. She was married with two children. [ crying ] disgusting disgusting. What must have been going what she must have been feeling, what must have been going through her mind is what i think. She is probably begging for her life and i know what kind of person she was. She was really strong. So im sure she tried. [ crying ] the two other hostages were either pushed or thrown from the speeding suv during the change every chase. They will make a full recovery. The limo Company Involved in the fire that killed five women on the san mateo bridge will only have to pay a fraction of the fine. Investigators said the limo had two every too many passengers when it burst into flames last year. Regulators fined the company limostop 20,000. But after appealing, it will now pay 5,000. The family of a student who committed suicide at san jose state is now suing the school for 11 million. 18yearold Brenden Tiggs hanged himself in his dorm room in february. His family claims he was distraught the night before. But instead of calling in professional help, University Police left him in his room. The school says it cant comment on a pending case. And relatives of a stunt pilot killed at an airshow want 20 million after his death. 77yearold Eddie Andreini burned to dead after initially surviving a crash at Travis Air Force base. Reporter 49ers ceo jed york called them out by name, santa claras early visionaries and true believers who first got the ball rolling on levis stadium decades ago and who saw through todays spectacular ribboncutting. Appreciate the fact that kevin moore was the first person that really reached out to the 9ers and said, you have to look at santa clara for a football stadium. Reporter kevin moore is a former Santa Clara City Council member who wrote this letter to dr. John york in 2003 inviting him to build a new stadium in santa clara on the site where the stadium now sits. The rest is indeed history. What did you say in that letter . Uhm, i talked about the infrastructure the councils before me put in. Something about a small town and what we had to offer. Reporter so he hooked em and you reeled em in. What did you do . Correct. We reeled them in. What we did is we introduced them to our community. Reporter current City Council Member lisa gilmore led the efforts to get measure j passed in santa clara which, along with road improvements made 50 years ago paved the way for the stadium to be built. We didnt have to put in a single new road for the stadium which is just incredible. Reporter nfl commissioner Roger Goodell was reportedly sold on santa clara after another City Council Member showed him the city from the Observation Tower at great america. Its the first pro football stadium in california since the 60s. So its a significant achievement. Ky goldberg reports their city just slapped them with a fine because of it. They are threatening us and we are not sure why. Especially considering its a drought. Reporter michael and his wife laura homeowners here in the city of glendora are upset but mostly confused by this Code Enforcement flyer put on their front door by the Glendora Police department. It says the couple must use water to turn their brown grass back to green or face fines up top 500. When we are given a flyer that says we are going to be fined or possibly subject to criminal action, if we dont get the lawn green and lush, it just seemed very wrong to me. Reporter they do admit that their lawn is unsightly but believe they were just trying to avoid violations by saving water. Now they fear they could be facing violations by saving water. Here we are being threatened with fines or possible criminal actions for just supporting the environment. We would have to really start just pouring water on it at this point to try to get it green. Reporter we reached out to glendora city manager chris jeffers. His offers said he was not available for comment on this matter today. As for michael and laura ann, they hope to continue to dry out their lawn and replace it with more ecofriendly plants and shrubs.
