It has had a Major Staffing issue with all the layoffs and officers leaving the department. But as you said, it is now having trouble attracting new officers. Class, take your seats. [ yelling ] reporter in san jose, the need for new Police Officers is high. But the number of recruits who qualify is low and shrinking. Theres room for 60 recruits in each class. This one has 46 graduating and the newest class will have more empty seats. Yesterday we hired 29 officers. Thats quite a bit lower than were used to. Reporter its the smallest recruiting class in decades but it didnt start out that way. 754 qualified basic physicals but background checks and interview boards wiped out the vast majority of applicants. Staffing is a huge issue with the department in the city but im not going to lower the standards just to add numbers to the academy. Reporter deputy chief dave knott says the problem goes back to recruiting. The department got roughly half the number of applications as usual. We just cant attract quality recruits anymore and 29 is all we came up with. Reporter neighboring departments do pay more. Fremont starts at almost 81,000. Santa clara pays over 77,000. San jose starts out at 75,000. But Union President says san jose Retirement Benefits recently slashed under measure b is the biggest reason. We offer the worst pension plan for police in the state. And people are recognizing that and they are applying to other places. Reporter mayor reed who championed measure b says the number of recruits will bounce back later this year. Linda yee has the latest from the newsroom. Reporter cbs news is reporting that a gunman opened fire at fort hood killing three people and wounding 11 others before taking his own life. Some of the injured are in serious condition. This is the second mass shooting in five years at the texas army base. The post went on lockdown immediately and Central Texas college was evacuated. Some were told to stay sheltered away from doors and windows. One witness said he heard about 20 shots all of them fired at a post motor pool. Sources say the shooter was a 34yearold soldier and that the violence started during a dispute. The president spoke about the shooting from chicago a short time ago. Were heartbroken that Something Like this might have happened again. I dont want to comment on the facts until i know exactly what has happened. But for now, i would just hope that everybody across the country is keeping the families and the community of fort hood in our thoughts and our prayers. Army psychiatrist hasan killed 13 people and wounded 30 more in one of the deadliest attacks ever on a domestic military installation. Hasan was convicted and sentenced to death last year. Thousands have been forced out of crumbling buildings there. The quake that rocked chiles northern coast happened about this time yesterday. Tonight people are still searching for survivors. Troops held residents climb down the hillside in this coastal town in chile. The earthquake forced thousands to flee to Higher Ground because of a tsunami that sent 10foot waves smashing into fishing boats. Residents captured the violent tremors as they rippled through northern chile tuesday night. The shaking destroyed hundreds of buildings and set off landslides that now block roads. The surveillance camera shows shoppers running for cover as items are knocked off shelves. Many are without power but the damage is much less than authorities anticipated. Chile is one of the worlds most earthquakeprone areas and has experienced at least 20 aftershocks. The countrys president has declared a state of emergency and is visiting the hardest hit communities to see the damage firsthand and meet with emergency workers. With faults coursing through the bay area and recent scares to the south, the chilean quake raises fears here. But the key point here is that this magnitude 8. 2 is not the large earthquake that we were expecting. 300 inmates escaped from a womens prison in the chaos that followed that quake.
