The department has to come up with the money to keep shotspotter by this summer when the contract is up. New at 6 00, volunteers are going to Start Testing the waters off the west coast for traces of radiation from the fukushima disaster. Scientists expect to start seeing low levels of radiation next month. They have crowd sourced volunteers to take water samples from alaska to california. This comes three years after the japan tsunami. Federal agencies currently dont sample sea water for radiation. New tonight, californias highspeed Rail Authority now has the green light to tear down more properties in its path. This is an animation of the bullet train set to travel from San Francisco to l. A. Today the agency overseeing the project won permission to begin Eminent Domain cases against eight properties in fresno. But this is just the beginning. They need to seize nearly 400 properties to build the first 27mile stretch of the project. We have discovered that trains are rolling into the bay area carrying highly explosive fracked oil. This has been happening under the radar so much so that Christin Ayers had to tell the state what was going on. Reporter its called a unit train, 100 cars long, designed to deliver 70,000 barrels of crude crosscountry in one single run. The same kind of train that derailed and exploded in quebec. And the same kind of train that bay area residents have been fighting to keep out of their town. So whats it doing in a railyard in richmond . I was very surprised. Reporter Energy Consultant ian goodman found out about it in an investor publication for kindermorgan, the Energy Company operates pipelines and terminals all across the u. S. Saying theyre very proud of the fact that they were only the unit train terminal to unload crude in california. My impression is there were no existing unit train unloading facilities in california. Reporter thats apparently what state officials thought too. At this point we dont have any of those facilities operating in california. Reporter gordon shrimp is with the California Energy commission. We showed him our video. These are dot111 at kinder morgan. They are directly acknowledging they have a 100car unit train facility in california for crude oil. Thats a change. We havent been made aware of that. Reporter he said kinder morgans richmond terminal has been receiving ethanol on 100 car trains for years but what about receiving explosive bakken crude . Is that something that may be should be run through an Environmental Impact report or at least put out to the public . I think it would depend. If the crude oil is in railcars and is just temporarily stored there in railcars, then there should be no need to do an environmental report. Reporter but our camera captured much more than that. After talking to the state, we went back to richmond and saw this. Bakken crude oil getting unloaded from the train cars on to tanker trucks. We followed one of those tanker trucks to the tesoro refinery in martinez. So wheres the Environmental Impact report . Our agency would not necessarily require an eri to be done. Reporter the bay area air Quality Management district says kindermorgan just applied for a change of use because their terminal is already set up to receive ethanol trains. So even though its now bakken crude, key agents involved dont seem to care. This would not be something that would be a significant concern to us. Reporter Christin Ayers, kpix 5. We called the city of richmond to see if they approved the project. They told us kindermorgan leases the railyard from burlingtonnorthern railroad so they cant control what happens on it. The push to bring back affirmative action at our states public universities is hanging by a thread. Reporter in the heart of uc berkeley, the group drawn to scale is a small scale representation of the student bodys racial makeup. [ music ] reporter across california, 14 of the population is Asian American. Here on cal campus, that number is 43 . Primarily asian and lacking in africanamerican. Reporter africanamericans make up only 4 of berkeleys student body. Thats one of the reasons behind the push to use a students race and ethnicity as part of the College Admissions process. Theres a lot of things working against people of color especially for African Americans so theres definitely a stepping stone to help us get into places like this and prove we are capable of being here. Im asianamerican. Reporter student leaders across the system want more diversity but she is in the minority when it comes to her own race. Especially being one of the very few asianamericans who are in support of this at least publicly in support of this. Reporter thousands of Asian American parents like oaklands carl chan complained to state lawmakers. Chan called state senator leland yee and was one of the 100,000 to sign an online petition against the affirmative action amendment. Chans worried the idea to add diversity will mean fewer Asian American students will be admitted to state schools. The reason why theyre here is for better opportunities for our next generation. Earlier this week the senator sent a letter to Assembly Speaker john perez urging him to stop the bill from advancing further. Perez is reviewing that request. Less than an hour ago we got an email from the chancellor of city college of San Francisco expressing sadness that a demonstration on campus turned violent. Students battled police in a protest over a new payment policy last night. Kpix 5s brian webb is at city hall today where protestors got some news in their favor. Reporter the student protestors got the backing of several city leaders and this resolution asking the state to restore the colleges elected Board Members and to get rid of the guy sent to save city college. [ chanting ] reporter the latest chapter of the city college saga took place on the steps of city hall. Students protesting the new strict payment policy forcing upfront payment in full or a rigid payment plan. Just make sure students are paying. Well, the issue with that is mostly that he implemented this policy almost overnight. Reporter the man in the middle of all this is state appointed top dog Robert Agrella put in place to save the schools accreditation and make sure students pay their bills. That meant getting rid of elected Board Members like this student. That shouldnt be taken away by the state chancellor or the board of governors. Reporter the college was in real trouble. Thats why they did what they did, right . There were issues that needed to be addressed but we were addressing those issues. Reporter violence on campus on thursday over these issues. Police and protestors clashed when students tried to enter conlin hall. The chaos caught on camera bringing the debate to a new low for a whole world to see. When the protestors tried to break into the building, we had to stop that. So it was unfortunate not what we were looking forward to. Were sorry about what occurred. Reporter students hope these protests and pressure from city leaders will spell out a happy ending and restore the city college they know and love. The Chancellors Office told me today that the board werent acting quickly enough so they had to put dr. Agrella in the spot and he made several positive moves so far to save the school, they say, the schools accreditation which is still a question mark at this point. Reporter police are investigating and the school has sent notices to all of the parents informing them about these allegations. These 12 students were involved in this sexting rick. Every blackmail by one of the students exposing the circle and parents are speaking out. Students were taking inappropriate pictures on their cell phones at home and sending them to other adams students. Reporter this middle School Parent is reading an email from the principal sent to all parents prompting serious discussions at home. By talked about it at school. Well talk about it again. Reporter it was sented out after a teen from Adams Middle School was allegedly using sexually explicit photos of a girl to blackmail her to engaging in sexual acts right on the middle school campus. Individual cents it to intimidate or harass, they can be charged. Reporter when the girl told an adult, the School Called police right away. Its a serious situation because of the Collateral Damage that it can cause and the rumor mill if they ends up in the wrong hands. Reporter they take these allegations seriously. We have preventative programs in place. We work with students to try to instruct them in the safe use of social media. My son has a smartphone and i check on it every day make sure theres nothing there thats not supposed to be. Reporter when you hear this going on at your brothers school, what do you think . Its pretty concerning. Even though with texting and sexting, it has to be taught by the parent. Reporter police have confiscated all of the students phones. They are using forensic testing to decide the charges. No one has been arrested yet. Salmon are on the move trying to get back to the ocean but john ramos reports some fish may have to catch a catch a ride because of the drought. Reporter the Fish Hatchery near redding is the single largest producer of juvenile salmon in the Central Valley nearly 12 million fish. Foes fish will make a big difference in our 2016 those fish will make a big difference in our 2016 fishing season when they return as adults. Reporter normally they would swim down the sacramento to the ocean. In the past some young salmon have been trucked in from hatcheries to be released in san pablo bay. This increases survival rates up to 7 times. But if the rivers stay at dangerously low drought levels, state and federal fish managers have decided to take the entire population of chinook salmon on a threehour drive from coleman hatchery to the bay. Because of drought conditions, our view is we are going to lose them otherwise if they release at the hatchery. They will never live to be a year old. Reporter ordinarily state officials dont like to truck salmon because it makes it harder for the fish to find their way home at spawning time but san rafael bait shop owner Keith Frazier says if they dont truck there may not be a spawning season. Five inches of rain in the year 2013 just doesnt do the job. Thats a disaster. Moving these fish means that well likely have a decent year in 2016 as opposed to being shut down from fishing like we were in 2008 and 2009. Reporter desperate times call for desperate measures. Reporter Cloyne Court Student cooperative housing in berkeley has been around for a long time. Four years ago, john gibson overdosed nearly died. His parents sued and settled out of court claiming the drug tolerant lifestyle left their son brain damaged. [ music ] reporter cloyne has had problems for years. A chronicle review of a single fiveyear period shows Police Responded more than 325 times, once 16 people went to the hospital for eating pot brownies. Even this year paramedics have responded three times for drug related illnesses or injuries. And all three times someone went to the hospital. The Berkeley Student cooperative that runs cloyne is making drastic changes. It will become a completely sober living environment. The existing 150 tenants will not be allowed to stay. Some wall art will be allowed to stay. But all rooms will be cleaned and painted. Some students are not sure the idea will work. This really is sad. I dont know in that will fly. Substance free policies encourage drug users and addicts to use alone because theres a culture of fear on using drugs and not a culture of education and how to reduce arm and reduce an overdose. Reporter she did. When a single mom is supporting her child on a babysitters salary, there is no financial cushion for a serious illness or an accident. Imagine how scary that was for a little girl who is now a student rising above. Brenda vasquez usually cooks dinner for her mom who works os a babysitter sometimes 12hour days but today mom is home early. Theres no dad in the picture and very little money. But their relationship is something special. Im really proud of her. All the things shes done for me and really grateful. Reporter they are unusually close because of an accident that happened when brenda was in fourth grade. Brendas mom seriously injured her leg at work and couldnt walk. The yearold brenda became an adult overnight. Cook, clean, helped her move around. Helped bathe her. Brenda truly took on the role of being the parent for her mother. Reporter her mom fell into a deep depression. The savings ran out. I was always worried we were not going to have money for anything and just be on the streets. For brenda, it was a fear that, what if my mother does not get well . Who will take care of my mother . Who will take care of me . Reporter that was the scariest part for brenda. She had heard about foster care. Because if she wasnt able to care fee more, maybe i would be taken away from her. Reporter were you worried about that . Yes. Reporter well, that did not happen. Her mom got better and went back to work. Poverty had always shaped brendas dreams. She never expected to go to college. I knew my mom could never afford it. So it wasnt a priority and it wasnt really one of my goals. Even just in high school being able to pay for her bare necessities, that was always a challenge. Reporter she got into a rigorous College Prep Program at Berkeley High called the International Baccalaureate program. She began to realize, she could go to college. Something that we went over yesterday reporter she goes to a tutoring program after school. Her grades climbed. And she learned about scholarships including students rising above. She had to learn to advocate for herself and to really ask questions and to learn that, wow, there are resources there and how do i get a hold of that . Reporter brenda has already been accepted to sonoma state college. This is something you never thought would happen to you . No. Reporter so for it to happen yeah, its whoa reporter she wants to get a good job and help her mom and other families like theirs, as well. Brenda will not be able to go to College Without help. They love to spell. Thrive on the challenge. They want to win. Well, sharon chin talked to some past National Champions from right here in the bay area and the lasting lessons they say they learn. Reporter she still vividly remembers winning the National Spelling bee in 1987 as a 13 yearold representing pennsylvania she received congratulations from president Ronald Reagan and his wife nancy. There are certain moments in your life that really stick out. Reporter today, she is a Princeton University graduate and partner at a San Francisco law firm that works with nonprofits. She said she originally entered the bee to fill a shortage of spellers and her dad promised she could pierce her ears if she made the top 20 nationwide. Nearly three decades later she learned life lessons in determination and perseverance. First off, the discipline of learning to spell and taking a pursuit and developing it and taking a skill and becoming good at it. Reporter she also gained confidence in public speaking. Youre a 13yearold kid wearing your placard, what word are they giving me next . Youre doing your best to hold it together and i think its a great experience in pressure. Just took on a life of its own [ indiscernible ] disagrees. As an 8th grader from the sacked area she became the first National Spelling bee champion from california in 1988. Today, she is a surgical pathologist at the university of california San Francisco. She credits her childhood focus on word studies for developing her language and writing skills. At the time, yes, some of these words were very unusual but as i grew older, i realized that they really form part of a strong and cultured and well traveled persons vocabulary. Reporter she said contestants learn how to win and lose with grace. Basically all these kids are extremely bright and good at what they do but theres only one winner.
