Reporter that driver was a Service Provider for uber until tonight. Its one of the many Ridesharing Companies that operates in San Francisco but are not regulated by the city. They are regulated by the cpuc. The sfmta only regulates taxi drivers. I took 40 hours of classes registered with the police department, registered with muni, and was drilled and grilled on the safety of pedestrians and crosswalks and bicycle lanes. Reporter late last year, the state Public Utilities commission did lay down some ridesharing rules but its unclear when and how those are being applied to massive fleets of individual drivers. We dont know if these people from uber or flywheel or lyft or moustache, we dont know their qualifications. Reporter tonight uber said, the driver was not providing services on the uber system during the time of the accident. But that raises another question. What exactly does providing services actually mean . Is it en route to a pickup . Is it when a passenger is actually in the car . So far, none of this has been untangled, making issues of liability vague at best. But its a new world on city streets. And no one is exactly sure how it is going to work. Ridesharing like these are pretty new. And were trying to work with these companies and to work with the cpuc to coordinate our efforts. Theres no mystery when it comes to an actual taxi driver. They are employees, liable and ensured the moment they step into the car even with no passengers. The state Public Utilities commission will review its ridesharing policies this year. The state dmv says the man and muzzafar both have clean driving records. New video tonight we have Surveillance Footage of the arsonist who torched the chinese consulate in San Francisco. It happened just before 9 30 last night at 1450 laguna street. Flames engulfed the front of the building. Our da lin is outside the burned consulate with the video that captures the crime. Da. At least two Surveillance Video captured the incident. The question is who did it and why. A surveillance camera across the street from the chinese consulate shows at least one person setting the front doors on fire last night. A spokesman for the consulate says their surveillance camera above the entrance also captured the attack. After the fire started, you see a person driving off in a minivan. Poured two buckets of gasoline on the front door of the consulate and then set it on fire. Reporter its hard to make out the attacker in this footage but the consulate Spokesman Says their footage has a better shot of the arsonist. He wouldnt release any information about the attacker. We strongly condemn this despicable act. Reporter a couple of workers were inside the building at the time. No one was hurt. The flames blew out the two front doors and damaged the balcony. The Spokesman Says the attacker also threw a bottle through this window. San Francisco Police have since stepped up patrols with an officer watching the consulate around the clock. The fbi says there are no National Threats and no one has claimed responsibility. We have not received any responsibility notes or demands from anyone at this time. Reporter the federal government is also concerned and has reached out to the chinese consulate. We take this incident very seriously and we are working with the fbi and local authorities to investigate and apprehend the perpetrators. Reporter the consulate was also attacked in march of 2008 when someone set the buildings back gates on fire. Demonstrators were protesting over the beijing olympics due to chinas human rights record in tibet. The fbi does not know if the two arson attacks are connected. At this time, no motive and no suspects. And they still dont know if this attack is politically motivated. By the way, the chinese consulate did not release their Surveillance Footage to the public. A 10,000 reward is being offered tonight to help solve oaklands first homicide of the year. A 13yearold boy was shot to death just blocks from his home as he returned from a new Years Eve Party at the Boys Girls Club. The family of Lee Weathersby says he wasnt involved in any trouble. They think its a case of mistaken identity because lee looks older than his age. Police dont have a motive in the case. The family is trying to come to grips with what happened. This is really shocking. He was 7 blocks on his way walking up the street home. Who expects their child to come home from a Boys Girls Club and to be killed . Nobody expects that. Just two days into the new year the city is already investigating its first homicide. Kiet do tells us what police are saying about the city as increasing crime problem. Reporter San Jose Police found the man dead in front of a home on the 1600 block of san antonio street. The victim was in his 30s and had been shot at least once. There were no witnesses. Its not the way we wanted to start off 2014. Reporter Police Spokesman Albert Morales says homicide numbers in previous years were high even though the first murder happened much later in january. Bottom line, homicides are nearly impossible to predict. They say they found no accelerants at the scene and it is unclear how it started but organizers of the memorial say tensions have been broiling in the community over the shooting and they believe it was arson.
