Were following developing news out of Southern California. Thats where a manhunt for an accused triple murderer has come to an end. Just minutes ago, kpix 5 got this mugshot of 26yearold ammar harris. Las vegas police say harris is responsible for the deaths of three people on the vegas strip a week ago. Among those killed, an aspiring rap artist from the east bay. Las vegas police say a Multi Agency Task force tracked harris to an apartment in North Hollywood at around noon today. Kpix 5s linda yee shows us how investigators got their man. Reporter 26yearold ammar harris was arrested by fbi agents and Los Angeles Police at an apartment complex in studio city. They captured him around midday today. Mr. Harris was located in an area in North Hollywood inside of an apartment. Officers and detectives converged on that area. He was challenged to come out of that area and he did peacefully and was taken into custody. I dont feel like telling anymore. Reporter this Youtube Video released by Las Vegas Police shows harris bragging over a wad of cash. He had been the target of a massive manhunt. Investigators say he killed three people including oakland rapper kenneth cherry. Police say harris fired into the rappers maserati on the Las Vegas Strip last week causing a fiery Chain Reaction crash. The maserati slammed into a taxi which burst into flames killing the driver and his passenger. Investigators say harris argued with cherry earlier in the parking area of a hotel. We believe shortly after the incident that occurred near las vegas, mr. Harris was a fleeing felon. He left las vegas shortly after this event occurred. Now, when exactly he left, im not going to go into that, as well. But what we do know is he did leave las vegas pretty rapidly. Reporter police had already found and talked to three women who were in harris range rover the night of the shooting. Police say harris, a self described pimp, has an extensive violent criminal history including robbery, Sexual Assault and kidnapping. The District Attorney did not say if he will seek the Death Penalty but he said it will be considered. I cant imagine anything much more serious than firing a weapon from a moving vehicle into another moving vehicle on a corner such as las vegas boulevard and flamingo. That is reckless. It disregards human life. There are certain consequences. Reporter we are learning that oakland rapper kenneth cherry had a passenger in his maserati. Police wouldnt identify him but in the criminal complaint against ammar harris, he was accused of shooting and wounding a man. Harris is charged with three murders and attempted murder and other felonies. Given that this case spans multiple states, any idea if it will be tried in vegas or los angeles . Reporter yes. Actually he will be arraigned monday in los angeles but right now, the clark county District Attorney is filing those extradition papers. So the result is that he will be tried in nevada. All right. Linda, thank you. Checking other headlines tonight a rape reported on the ucsanta cruz campus last week is now being called a hoax. The 21yearold woman who claimed she was attacked and beaten now admits she lied. That report led to a composite sketch and tighter campus security. Prosecutors will now have to decide if she will be charged. In union city, investigators are digging through a creekbed after a group of teens discovered part of a human skull in alameda creek. They found it yesterday half mile from james logan high school. A Forensic Team is investigating the skulls teeth to determine where it came from. They think its unlikely to be from an old native american burial ground. Muni accident in San Francisco left one pedestrian badly hurt. She was hit by an outbound m line train near 19th and Junipero Serra this afternoon. The victim needed cpr at the scene. Her injuries are life threatening. That train operator is being questioned to determine exactly what happened. An embattled School Superintendent is out of a job tonight. The Brentwood School board fired merrill grand last night after a 41 vote. The Obama Administration came out strongly today against californias samesex marriage ban by urging the u. S. Supreme court to overturn it. With the deadline looming, the Justice Department filed a legal brief challenging prop 8 on equal protection grounds. The high court is reviewing last years appellate ruling that the ban is unconstitutional. The justices will hear arguments next month and rule by june. I get up in the morning and theres a whole living room set, two mattresses, three couches, and a well bunch of black garbage bags whole bunch of black garbarge, bags on the side of the street. This is a street they use to dump trashing. Reporter around the corner it gets worse. Piles of garbage boxes, trash and junk, some of it looks dangerous like these jugs of what appears to be motor oil. It seems like this has turned into the oakland dump yard. Reporter one car filled with debris has parking tickets to february 1. Neighbors say the trash problem is acute in the last two years and now they say, enough is enough. Shirley and friends are organizing to get help. We want the city, caltrans and the Garbage Company to come together with us, Work Together with us, and get this cleaned up and keep it cleaned up. Reporter this afternoon officials toured the area with neighbors. They pledged to help remove the tons of garbage and restore the streets. Now that this is brought to our attention we plan to remove this debris tomorrow. Maybe they figure this is just low on the list, you know, compared to whats going on in oakland. And don says some of the trash is coming from a nearby homeless encampment which could complicate the efforts to clean up. A celebration in Little Saigon today. Vietnamese are getting freeway signs. They are not just any signs. Kpix 5 reporter da lin on the end of a big political fight that started five years ago over the name Little Saigon. We have been fighting with the city of san jose for the last five years. Today, finally, the city has listened to the majority voice of the vietnameseamerican community. Reporter the fight over naming this vietnamese Business District officially ending when workers pushed this sign into place. The signs Little Saigon, will now be visible to people driving on a stretch of 101 and 280. We are so proud, were so happy. This is not just for about political, its Economic Business also. People know where to go to get [ indiscernible ] reporter workers installed seven freeway signs directing drivers to Little Saigon, five of them on 101 and two right here on interstate 280. Vietnamese councilwoman Madison Nguyen dug up a big controversy when she recommended the name saigon Business District for this onemile strip of shops but pane people wanted to name it Little Saigon but many people wanted to name it Little Saigon with connection to their homeland. That big ridge of High Pressure taking all the storms shoving them up to the Pacific Northwest actually even seattle, which has been receiving the storms. They are on track for their 8th driest february on record. Now all that moisture stays to the north for several days. Highs for all of us 70s because of offshore flow. Next week the flow will be onshore and we have some fronts to talking about. Im looking at two or three different fronts to move through the bay area giving rainfall here. It involves turning rice fields s city scientists and farmers scientists and farmers may have found a clever way to restore the Central Valley salmon population by turning rice feels into fish nurseries. Don ford explains how the rice and salmon are a perfect combination. Reporter Central Valley rice farmers an scientists have come up with a new salmon nursery they say will help baby salmon making their way downstream without affecting the farming schedule. The future is in our hands. Reporter the fields are dry this time of year north of sacramento but ucdavis researchers have flooded an area between the harvest creating a salmon nursery and they say the results are promising. We are on dormant fields that will again be planted to rice come spring but they are producing fat healthy chinook salmon in that off time. Reporter the experiment is huge and just getting around the feral 25 acres can be tricky. Many of the juvenile salmon are implanted with tiny tracking tags. While scientists dont feed the fish, under water, the rice fields are full of bugs. And the stubble provides shelter. And the fish are getting fat. The ones on the left were taken from the Sacramento River while the ones on the right lived in the rice fields. John brennan has farmed this land for decades. And he says its a winwin for everyone. Its farm to rice in the summertime. Flooded early for the ducks and the water birds. It will be flooded later for the fish and it will be drained off and planted to rice again. Reporter if this project proves to be sustainable, it could spread over the 58,000 acres in the area. A major step in restoring the Central Valley salmon. Scientists have nicknamed these fish the flood plain fatties. Cute. But they say the results though are so encouraging that next year, they are going to double the size of this experiment. Theyre just kicking me back and forth, back and forth, back and forth. Reporter back and forth between comerica the bank that issued her direct express debit card and the Social Security department which will soon require anyone without a bank account to access government benefits through one of these. Youre required to switch to Electronic Payments by march 1 2013. Reporter thats the deadline for mandatory enrollment in the governments new direct deposit into your bank or the direct express Prepaid Debit Card but many complain about the cards online. Like doris, they say they get the runaround when they run into card problems. I asked to speak to a supervisor, then i asked to speak to the manager. They claim that those two people did not exist. This is an issue that will often times happen with a prepaid card. Reporter Consumers Union says while the Government Funds the direct express card, comerica issues the card. They selected Comerica Bank because of their ability to administer the program in addition to offering more incentives, lower fees perhaps. Reporter however, john, the government and most Financial Experts favor direct deposit instead because there are more protections. But for now, doris is sticking with her card hoping the Service Improves as millions more sign up for the card too. The government needs to get a hold of what theyre doing. Youre looking at live pictures from Riverside County where firefighters are now taking on a fastmoving 50acre blaze in rancho jurupa Regional Park burning near hopes and buildings. In the city of riverside the wind is about 5 to 7 miles per hour. But you go up in elevation into the hills where we believe this fire is right now and the winds tonight and tomorrow are forecast to kick up to 30 to 50 miles per hour. Most of us will be in the 70s tomorrow. Over the weekend we transition to onshore flow cooler and cloudier. By tuesday of next, week big changes. The first of three fronts will move through. These fronts will make it here. These fronts will give us rainfall. And we may have a prolonged cooler cloudier wetter period beginning tuesday of next week. Tomorrow enjoy the sunshine.
