Right now in San Francisco, an investigation is under way at Civic Center Plaza after a man was shot and killed this morning. Kpix 5s jackie ward is live in San Francisco with the details. Reporter we dont have much information but what police have confirmed for us is that a man in his 20s is dead after being shot sometime around 3 a. M. We spoke to a man who knew the victim. He says the victims name was christian and he was homeless. He frequented the area of Civic Center Plaza at night. His friend says he was trying to find a way to support his family. I heard the gunshot and then everybody jumped and then i was standing off into that direction already like i seen a friend kind of walking up out of that direction and, um, i heard the pop and everybody, like, kind of hit the ground and then i seen him. Reporter again, all we know is that this man was in his 20s and that he died after being shot. A lot of the people who knew him apparently are still on the scene here where his body was found. Investigators tell us that they have a lot of good leads right now a lot of information about who this shooter may be but they are not releasing details. In San Francisco, jackie ward, kpix 5. Right now investigators are on the scene of a deadly shooting in san jose. Were told one of the victims was shot by a police officer. It happened outside a home on laura valle lane. Anne makovec is live with the latest. Reporter three people died here last night and investigators are still on the scene nine hours after the shooting. They got the call at 9 p. M. The people had heard shots being fired in this area. And when they got here, they found two people had been shot and killed. They then got into a standoff with the man that they believe was the shooter in this case. And they ended up shooting and killing him. So a lot of drama here when it comes to three people dying here on this street. The people who live around here, this is the willow glen neighborhood and nice neighborhood in san jose. They were sheltering in place for several hours last night and you can see laura valle behind me is still closed off. No danger to the public this morning. But the investigation into the original two killings and then the officerinvolved shooting are ongoing. The San Jose Police department and the Santa Clara CountyDistrict Attorneys Office are investigating. The officer who fired the shot is on paid administrative leave. Sergeant scott lunger was shot and killed three years ago a 15 year veteran of the police department. Estrada opened fire for no reason, also exchanged gunfire with lungers partner. He drove away and abandoned his truck in east oakland and showed up at a hospital with gunshot wounds. During todays preliminary hearing, a judge will determine whether there is enough evidence to require a trial. Today a vote is expected in the house on the latest version of the republican plan to repeal and replace obamacare. Key gop leaders expressed confidence the measure has at least 216 yes votes to pass. Possibly setting the stage for President Trumps first legislative victory. Crews will be working on the dropoff area, they will be putting in new pavement, more parking for motorcycles and they will also be adding more parking for 88 compliant vehicles. For just a moment, we are dealing with some closure, Oakland Airport connector is closed out of service so if you transit bus number 73 thats what youll need to use if you are making your way between Oakland Coliseum station and to the Oakland Airport. The rest of your mass transit running on time. We have 50 bart trains in service right now. But this weekend there is a track closure along bart and that is going to slow things down. This is all happening between fruitvale and lake merritt stations. The closure will be in effect saturday and sunday. And you can expect up to 40 minute delays. So bart advises you to plan accordingly. They will have a bus bridge in place for folks who need to make their way between the two stations. Well take it over to our san jose map and you can see traffic definitely starting to get a little slow along 101 if you are making your way from 680 on up towards 880 there. When they got here, they found two dead bodies and they had a confrontation with the man that they believe was the killer in the case, and they killed him. So this is still under investigation. Officers have been here since 9 00 last night. San Jose Police Department looking into this as well as the Santa Clara CountyDistrict Attorneys Office. And this is San Jose Police departments second officer involved shooting in 24 hours. As for the people who died, we dont know their ages or their identities right now. Muni has ordered a new fleet of cars that will start being deployed this year. Today in San Francisco, homelessness is set to be a key part of the conversation at a city budget meeting. The idea is to determine how Law Enforcement resources have been used to address the problem. Supervisor jeff sheehy says that people in his district call him every day to ask whats being done to solve this crisis. Well, today he along with other supervisors on the budget and finance committee will seek answers on how Law Enforcement agencies are tackling this problem and what their work is costing. Whats cheaper . You know, getting someone into some safe space or having police, Law Enforcement officers, go out constantly to move them from one spot to another . Sheehy believes that increased homelessness can be linked to property crimes like car breakins and thefts. According to data from the sfpd overall crime fell 10 last year. Property crime fell 11 . And car breakins were down, as well. They were still high after jumping 31 from 2014 to 2015. Police noted a 6 drop in 2016. Still, there were just over 24,000 breakins. Mark leno is now entering the ring to become the citys next mayor. Thats according to the San Francisco chronicle. The 65yearold says he expects quite a bit of competition for the 2019 race. Leno was a former San Francisco supervisor who moved on to serve in the state assembly and senate. He plans to make the formal announcement today in a News Conference at city hall. Decades old east bay bart station is about to get a major upgrade but construction in the area could make it difficult for commuters. Construction will start in mid may. Thats when crews will begin working and if you see the renderings, the blue area in the section is an area they will be working on. Essentially, theyre going to be redesigning the layout. Parking layout is not the best so traffic can easily flow in and out of the station once they finish construction. Crews will be working on the dropoff area with new pavement, more parking for motorcycles and more Parking Spaces for adacompliant vehicles. And due to the change in the layout of the station, the station will lose some fee parking about two dozen spaces. If you come this early 6 00 you can get parking but if you try and come later, to drop the kids off at school and come, youre not going to get parking. Reporter Officials Say the upgrades will include rain gardens to capture storm runoff. Now, all the upgrades mean that some parking here will have some staggered closures. The staggered closures will take effect in some of the parking in the entrances off of deer hill road here. Elon musk says that he hopes the company will be producing up to 5,000 models a week sometime later this year doubling that to 10,000 per week next year. As far as the 1st quarter goes, teslas loss widened even though its revenue doubled to 2. 7 billion on its strongest quarter yet for sales. Facebook had a blockbuster 1st quarter.
