You can see the water behind me and if i just take a few steps here, this is the shoulder already of highway 37 and you can see see crews already busy at work here. They have been arriving here the last few minutes that we have been here. So exactly whats closed here . A threemile stretch of the fourmile highway between 101 and atherton avenue. That area is prone to flooding from the novato creek when it rises and its either been partially or fully closed during the recent storms but, you know, while crews are work on the roads, that means traffic detours through novato neighborhoods where people who live there say it is now just a nightmare. Horrible the traffic, going down here 50 miles an hour all day long. Reporter so exactly what are they going to be doing . Crews will be regrading the pavement, replacing the drainage system with larger drain pipes and installing concrete barrier on the shoulder going eastbound. Now, they say while it wont prevent all flooding in the future, they do hope that it will minimize the flooding out here especially during the next storm. Live in novato, maria medina, kpix 5. They did send an electrician out there to get it ready for you but the lower deck of the bridge still partially off. Visibility is low there. Moving to the san mateo bridge now traffic is starting to slow down into the peninsula between hayward and foster city. Eastbound though 92 looking good there and, of course, here we are in Scotts Valley highway 17 still down to only one lane in each direction between vine hill road and sugarloaf due to that massive mudslide last week still affecting the roads today so at 3 Miles Per Hour you are inching your way through this area. And you have about a four to fivemile backup so give yourself some extra time to get through here. If you want to take an alternate, i would suggest branciforte and vine hill road to get beyond some of the red haros but not completely through the slow traffic so again please give yourself plenty of time and expect delays throughout the day. With this new measure bart wants to modernize the train control and Power Systems and buy 300 more cars. Now, some of the money would also go to other agencies. The man accused of a crime spree in Santa Clara County is expected in court today. Cruz vargas was arrested in january. The 21yearold faces several charges. Police say his crime spree started at the bank of America Branch in Scotts Valley. Vargas allegedly robbed it then stole multiple cars including a police cruiser. He was on the run for nearly 30 hours. Authorities say that Harrison Ford had another close call with an airplane this time it was with a 737. Officials say that fords plane almost hit the 737 at the santa ana airport on monday. Air Traffic Controllers reportedly gave ford the all clear to land, but ended up flying over the American Airlines plane on the runway. Today crews will remove trees at the top of the hill they say are unstable and plan to build an 8foot catchment berm to prevent any material from dropping on the road. Now to the latest on the oroville dam crisis. The Evacuation Orders for almost 200,000 people has been lifted. Many people are returning to town to get back on track. Everything is better. We are getting our lives back together and slowly starting to feel of normal. As the spillway continued to pump lake water out into the Feather River officials determined that it was stable and that erosion in the structure had stopped. Crews have been working around the clock to stabilize the damaged spillways and drain the lake by 50 feet before the next rain arrives. The city leaders are warning there may be another Evacuation Order if the risk goes up again. For now, at least, evacuees are glad to be back home, um, after that, um, situation there. Well, as the repairs get under way, the federal government has approved aid to support the rebuilding of the damaged dam. Sean spicer the white house Spokesman SaysPresident Trump has been monitoring the site of crisis in oroville. We are going to be keeping our eyes on that area. Is the rain going to affect that area . Reporter the cost is significant. We are talking raising tolls by between one and three dollars on each of the bay areas stateowned bridges. And that is 7 bridges all of them beside the golden gate bridge. This proposal could be on the ballot as soon as next year. And bart is one of several transit agencies already grabbing for some of that money. Bart wants up to a third of it to go to new railcars among other projects. You might remember we just voted on new funds for bart, that was measure rr last november. That means bart is getting 3. 5 billion in new property taxes already. A vote is expected today on a deal to allow a Railroad Company to keep storing railcars full of flammable gas in Sonoma County. 80 tankers have been parked in schellville for months now. The sonomamarin area Rail Transit Authority previously said that they posed a safety threat. But they have reached a tentative agreement with northwestern pacific railroad. The tankers can stay as long as their contents are made public and they stay off the 101 corridor. Lets check traffic with rocky. Reporter we have had some issues. But now lets head to novato so we can give you an update on the highway 37 closure. We have crews on scene as you can see its a little desolate out there. This is the closed portion of highway 37. But crews are out there trying to completely, um, solve this problem here. We have heavy flooding in the area but now as you can see the roads are dry. And they are planning to raise the road up so that you can prevent future heavy flooding in the area. So we do have crews out there trying to open that up for you as quickly as possible but, of course, theres still no estimated time of reopening. So lets take a closer look at how the roads are looking here across the span of the bay bridge. The area is prone to flooding from the novato creek when it rises. And its been partially or fully closed during the recent storms.
