Good morning. Reporter good morning, michelle. This is a huge deal for millions of drivers every year. The highway costs drivers 60 hours of wasted time every year. So again, this is a huge deal. The final project went from a twolane highway to 4 lanes including a carpool lane and about 130,000 cars use this corridor every, single day and drivers say it was a nightmare. It would be gridlock. In fact, it made the nations top 10 list of worst commutes and we spoke to drivers and crews about 4 years ago. At least 20 minutes, 25 minutes just to go 2. 5 miles. This corridor has been a bottleneck and really bad commute for many, many years. Im sure its no secret to people who have been out here. [ pause ] [ no narration ] were having some audio issues. Contra costa county officials have approved 100,000 in funds to deter shootings on highway 4. The money is coming from the Keller Canyon landfill Mitigation Fund which is replenished by dumping fees in the county. Some of the money could be spent on cameras or stepping up police enforcement. Since last year there have been nearly 40 shootings along freeways and highways in contra costa and alameda counties. Highway 4 is getting a lot of attention today. New this morning, much relief for oakland renters because hours ago, their city council decided things are out of control. Kpix 5s anne makovec is live in our newsroom to break down the renter protection act heading to the november ballot. Reporter the Oakland City Council approved two proposals this morning that would limit rent hikes. It is the voters who will have the final say in november. But there is widespread support. A lot of the debate is centered around a stronger rent control would actually slow gentrification in oakland. Longtime renters say they are being price out under the current rules and need new protections but opponents say the new laws unfairly tie Property Owners hands in a city thats now the fourth most expensive rental market in the nation. Many owners that we talked to on a daily basis are saying were getting, you know, 20 to 30 to 40 applications on one unit. The new rules would require landlords to petition for rent hikes above 10 a year. Thats instead of having tenants petition against them. There are also new limits on the amount Property Owners can charge tenants for Capital Improvements to a building. The proposal also spells out strict standards under which landlords can evict attends and would expand those rules to more homes. Live in the newsroom, anne makevoc, kpix 5. Are there any exceptions to the rules . The citys rent control laws would not apply to newer buildings. Those built after 1983. Those buildings are protected by state law. Thank you. At the same meeting, the Oakland City Council finalized its decision to ban shipments of coal from the port of oakland. A developer wants to build a shipping terminal that would receive coal from utah and send it overseas. Utah lawmakers there approved 53 million in funding to help pay for the project. The coal would be delivered to oakland on covered trains and thats raised some concerns about the potential Environmental Impact. A huge setback in the effort to prevent trains from carrying crude oil through the bay area. Environmental groups had filed a lawsuit attempting to block shipments of a certain crude to a terminal in richmond. Regulators approved the project without an Environmental Impact report. The state Appeals Court has upheld a Lower Court Decision to throw out the lawsuit because it wasnt filed within the 6month deadline. Today prosecutors are wrapping up their case in the criminal trial against pg e in San Francisco. According to an fbi agent who testified tuesday, the Utility Company spiked pressure beyond the maximum amount of pressure including the one that failed in san bruno in 2010. Pg e is fighting charges including 12 counts of poor recordkeeping and shoddy maintenance of its pipelines. And a charge of obstructing justice. At least 11 staffers from the California Republican party have been confined to their hotel rooms in ohio after they were sickened with the norovirus. The Health Commissioner in erie county, ohio, says the first person got sick shortly after arriving at the hotel in sandusky last week. The people affected are members of a planning group, delegates were not affected. In oakland, dozens of people took the podium last night with a clear message for the city council. Give us the right to help reform the police department. Nearly 100 speakers lined up at city hall making the case for a Citizen Police commission. It could monitor recruitment, review policy and potentially fire the chief. The proposal follows a number of scandals in oakland pd. One of them involved a teenaged prostitute. The Police Union Says it cannot support a, quote, knee jerk solution. Meanwhile, the city council is set to vote on this Commission Next week. San jose police hope newly released Surveillance Video will help them solve four murders tied to vietnamese clubs and gangs. This comes outside the golden cafe in 2014. Police stopped it before they say two asian victim. A second video shows part of another quick and cold kill at the bon mua restaurant on tully four months ago. Police say these and two other killings are associated with vietnam cafes that are clubs and dense of gambling and criminal activity. In each case, the victims were ambushed. Maria medina is live in antioch with changes made to highway 4. Reporter good morning. One driver said it took him 25 minutes just to go a twomile stretch. Experts say it used to cost drivers about 60 hours of wasted time every year. So this is a huge deal for them. So this project basically widens the highway. It went from a twolane highway each direction to a fourlane highway including a carpool lane. 130,000 cars use this highway every day and drivers said it was horrible. It would be gridlock. In fact, it made the top 10 list of the nations worst commutes. We spoke to commuters and crews about four years ago. Over the years theres been more development in east contra costa county. Theres more demand on the freeway. What these projects are going to do is take the highway thats now two lanes in each direction and make it four lanes in each direction. And it will also make it wide enough for a median for Rapid Transit to go down the middle. Reporter so after a few years ago, 1. 3 billion later, the highway 4 corridor is finally complete. And, of course, they will celebrate, so later on this morning crews will celebrate by holding a ribboncutting ceremony. And, of course, drivers can celebrate by waking up a lot later than they used to have to and as you can see, it would be gridlock at this time around highway 4 but traffic is smooth. A large sewage spill has closed beaches in the long beach area because of a pipe that burst in downtown los angeles. Look, there are a lot of Trump Supporters on the floor here and even at home who maybe arent 100 okay with him as a president ial candidate but what they really want to see is a sort of down the line establishment conservative like mike pence. Polls show us that even as much as 80 of the American Public doesnt know who he is and cant really even weigh in on the polls [ chuckling ] that were giving them. So tonight, its going to be critical for mike pence to make the case for his vice presidency. Thats going to make people more comfortable and people may be on the fence more comfortable with a trump nomination as long as mike pence is by his side so tonights going to be crucial as mike pence introduces himself to the American Public. Melissa, what about last night . There were plenty of impassioned speeches that we heard. Which ones stood out to you . Reporter so the two speakers that really stood out why Chris Christie, who said i am a prosecutor, im going to make the case against hillary clinton. He had the whole arena yelling, guilty, and lock her up and so that was definitely something that went over well. Also, donald trump junior came up and said, my dad built his real estate empire by being out there with the guys on the line pouring concrete, saying my dad wasnt hanging out with geeks from wharton. He was down there with the construction workers and humanized his father and that went over really well so those are two highlights from last nights convention. Melissa, its been busy for the california congressional delegation including a big moment for the vice chair of the state republican party, can you tell us about that . Reporter thats right. So last night to kick off the session, San Franciscos very own vice chair of the California Republican party and a member of the sikh religion gave a prayer to begin the session. She says that Reince Priebus asked her to participate. Now, california hasnt voted for a republican president ial candidate since 1988. And if you talk to delegates who have been to a number of conventions, they will tell you they are usually treated with some measure of irrelevance and pity but not this year because california overwhelmingly voted for donald trump. They were front and center and when they cast 172 votes to nominate donald trump for the partys president ial candidate, the whole arena erupted in a way that it did not do for other states. A lot of people are talking about the planned merger between two sillicon Valley Companies tesla and solarcity. But will shareholders give thumbs up to the deal . Joining us now is kcbs radios financial reporter jason brooks. Reporter despite criticism on wall street over that proposed merger between tesla and Solarcity Elon musk is confident it will happen. The ceo of tesla and the chairman of solarcity tells the wall street journal that he believes a supermajority of shareholders will sign off on that deal. He says that some investors those that are highly informed have come to him in support of that deal saying that most investors right now just dont see how a car company and Solar Panel Company combined can come together with some sort of product for consumers. He thinks that that deal will come through and will release release details of his master plan and the proposed merger. Tesla shares were way down. Shares in solarcity and tesla are on the rise today. Microsoft is leading the charge for the stock market. The Washington Company turned in strong earnings. Its changing its focus more to the cloud and it saw strong growth in the Cloud Services and as a result its shares are surging higher on that news. Thats helping out the stock market. Its looking for another record high for the dow and s p. The dow aiming for its 7th Straight Record high. Now, stocks are fairly flat though at the moment. Back to you.
