The parents of a young boy stabbed to death in Discovery Bay are now suing Contra Costa County. The 9yearold was stabbedded to death in his bed last year. According to the lawsuit a sheriffs deputy knew suspect William Schultz had a large hunting knife in his backpack the day before the stabbing. The deputy visited the home because the boy was being violent. Earlier that day schultz had a voluntary Mental Health evaluation. Southbound again we are going to run into a bit of a mess as you hit the sunol grade past pleasanton. Elsewhere eastshore freeway still very busy this morning. Its easing up a bit but we had this accident a sig alert in fact westbound 80 connecting over to 880. All lanes are now open. And it is still slow as you come away from looks like the richmond area all the way into berkeley. You will see brake lights as well when you get to the bay bridge with the metering lights on. Your drive time though improving, 21 minutes now carquinez bridge to the maze. No delays on the upper deck of the bay bridge into San Francisco. It is foggy in some spots this morning. Live look at the golden gate bridge, limited visibility in some spots along 101 southbound out of marin. Northbound highway 1 along the peninsula, as well. With it a robust wind west to 14 in San Francisco also at sfo across the bay 11mileperhour winds in san ramon. Westnorthwest in livermore. So the winds are fluctuating, southwest at 16 in fairfield. These winds will be variable 10 to 20 Miles Per Hour. And thats according to our surface wind profile. So during the bulk of day, the more northeast across the eastern portion of our bay area, north in san jose. We have a beach hazard statement in effect forted through the evening hours for sneaker waves and the possibility of some strong rip currents at the coast in addition to a small craft advisory. Theres so many open questions this morning. Who is going to be leading britain . Whats happening to europe . Will other nations try to follow their lead . Whats going to happen with scotland who wanted to stay in the European Union but will not be seeking a referendum to try to leave the United Kingdom. There is so many things open on the table at this point that the market is not going to see where the world is going on. Uncertain. Uncertain. Hates it. The market has been looking at various times in the past year or more for some sort of a correction or bear market. Were still flirting today with record highs, so theres been that impetus for something to happen. This might be it. I think the real concern here is what shape is europe going to be in in two years . This begins a twoyear process of britain leaving the European Union. And in that time, also, youve got elections in france, germany, and already talking france now that willem bsh embolden them to seek a referendum. Youve got a recipe for turmoil around the world that wont make the markets anywhere happy. Yesterday, they were saying it looks like they were going to pull it out. That well be okay. I was watching the returns last night at about 11 00 eastern time here, which was 3 00 in the morning in britain and it was literally there were a thousand votes separating the two sides, 51. 1 to 49. 9 , and then things started to turn. I think the reality is as much as this was on the table, nobody really expected this was going to happen. And the interesting thing it is both economics and politics. Yes. Because the implications here as we talked about on cbs this morning the grievance list for the voters who voted to leave is the same as virtually you are hearing here, many people supporting trump and some supporting Bernie Sanders. Economically they feel like they have been left behind and secondarily, they are scared about immigration. Those are two powerful forces. They feel its unfair. The banks did well and they didnt. They have a legitimate grievance, which is what Bernie Sanders said on the show this morning, and what voters again and again have been telling people around the world. Even speaking some of the same languages that were taking our country back. I saw one british voter back cheering were taking our country back. Were looking at down at 2. 5 right now, relative to whats happening in europe, seems kind of small. Thats almost 500 points. Thats a big number. Other countries in europe, netherlands, france, the antieu sentiment, interesting to see how significant that cleavage is as we move forward. Youve got a real question now in france and netherlands and also in Great Britain. This is going to em bolden the independence party. David cameron made a big bet and he lost it big. It will embolden nationalist parties and beyond. Every european government has to be asking themselves, if this referendum happens here, could we lose it . Were you surprised he stepped down so quickly . He had to. He put this on the table and he got clearly beaten. Everybody said he could not survive. I think that was inevitable and if he would have stayed, it would have caused even greater concern and chaos. He may very well be replaced by another conservative, boris johnson, two guys who found themselves diemetryicly opposed. His party was split. The real issue here now is weve seen a vote in a country that has many parallels to our own in which these issues of immigration and the economy are on the table, and everybody thought it was going to go one way and it didnt. It went another. What amazes me is that all the reading i had done and all the things written and said people talked about a catastrophe, a huge blowup in the global economy, all of those things would come to pass if this happens. Well see what happens. No one really knows. This hasnt happened before. The interesting thing too is the prepond preponderance was this was cat grosk by intellectuals. A lot of people predicting dire, dire, dire consequences. Listen, its bad, well survive. I think thats true. I think its going to be messy. I think at times its going to be scary and i think there are going to be you are going to look at a wave of this happening in europe scm other places saying well could it happen here too. The people of the United Kingdom have spoken and we respect their decision and the special relationship between the United States and United Kingdom is enduring and it remains a vital cornerstone. This came out 8 minutes before the markets opened. I think clearly what this is is an effort to try to calm the markets a bit. Well see if it works at all. Also this from german chancellor angela merkel. She said the European Union is Strong Enough to find the right answers. The Prime Minister of france called this a an electroshock this morning. They have to lock at this how does this affect us . How do we approach this union . I suspect there will be other referendums on the table in other countries. Ive heard the term frakit this morning. Weve never been here before. What you are seeing is a clear demonstration of a backlash against the situation in the globe at this point. Take yourself into the boardroom of huge financial institutions. Yes. What are the questions they are asking and what are their options . Well, they are looking at whats happening here right now and they are saying what does this mean and i think until until this plays itself out, and there was a lot of fearmongering on both sides going on. Until this plays itself out and i dont think it will be as catastrophic as either side portrayed it, there will be bumps in the room. Theres no question that the right wing parties of europe will be enormously emboldenned by this and thats going to create waves of turmoil for some time. We just saw donald trump in scotland identifying with the spirit of the voters. And calling it fantastic. Jp morgan and Goldman Sachs issued a letter this morning to their clients saying were on top of this. They have to watch it. You are going to see you are going to see a lot of volatility in the next two years as because there are going to be issues that come up here that we havent even anticipated. The dow is down 500 right now, which is significant. It does not appear to be in free fall. No. Its funny that 500 actually looks pretty good at this point relative to what happened in europe.
