At bass lake near yosemite. Cal fire is preparing for what could be a challenging fire season. Bay area firefighters got together today to talk about drones. The Menlo Park Fire Department demonstrated how drones can save lives and property. This is a symposium for Fire Departments today at stanford. So far, only 23 Fire Departments in california are using drones. Menlo park first started using them in 2014. This is Game Changing technology for us. Were firefighters first, but when we do get the chance to put this up, we can gain an aerial view which can allow the incident command to possibly change the way he is at t cloudy running the operation and possibly save firefighters lives. Firefighters say drones could be outfitted with infrared cameras to allow them to better find those hot spots. One of the biggest hurdles is getting through the federal regulations required to fly drones, they say. More now on the developing store we brought you first at 5 00. Within the last 30 minutes, we flew skydrone5 over a water storage tank in south San Francisco. Vandals cut a lock there. Officials arent sure what the vandals were doing. Reporter thats right, veronica. Its not going to take any risk with this. You can tell that one of the tanks over my right shoulder is darker green than the rest of them. Thats where the vandals grew graffiti. On this map you can see exactly where those trainings in relation to this neighborhood. They are just on the other side of the street. Just a little bit uphill on san bruno mountain. Now, this all happened about 8 a. M. When someone came out to check these tanks. They discovered the lock to the fence, the gate of the fence, was cut. And then they did further inspection and saw that on top of it, where you can see with sky drone 5 a lock on the top of the tanks was breached or possibly breached and then graffiti on the tank was written jm. That shows that someone was inside and roaming around those tanks. They are not going to take any chance because they serve 1,000 homes in the Sunshine Gardens neighborhood. All those folks have been notified not to use the water, drink or cook with it and instead the Water District is giving out free water to anyone who wants it at 80 chestnut in south city handing them out until the evening hours to make sure everyone is safe and testing them to make sure that the water in this tank will be drinkable before anybody gets to it. We are hoping to get sample results back by 4 p. M. Tomorrow, at which time we would go ahead and lift the dont drink order and we would go back to each home and renotify. Were also going to be posting on our website calwater. Com. Reporter so the initial test that they did with the water in the tank came back good. But they want to send it off for further testing before they take in this risks in service to their customers so they will get those followup tests by 4 p. M. Tomorrow. An effort to reform californias bail system stalled in the state legislature. The bill proposed by an oakland assemblyman would require taking a suspects economic status and criminal past into account when determining bail amounts. Opponents have lobbied hard against that measure including the reality tv star known as dog the bounty hunter. Last night the bill failed by a single vote in the assembly. But lawmakers may revisit it after a commission of judges makes recommendations. Now, in one county here in the bay area, a process that does consider economic factors and criminal history is already in place. Kpix 5s Wilson Walker shows us how it works in Contra Costa County. One thing thats important about it its not just like we plug it into the robot and it spits out whether or not the person is is going to be released or not. Reporter for most its 17 years on the bench, the judge handled bail hearings by the book. He would check the bail schedule, match the criminal code with the prescribed amount and that was it. But now that process often includes an algorithm. Then you know more about by statistics what the likelihood is that person will reoffend or come back. Reporter its a way many jurisdictions are trying to end what public defenders have claimed is an unfair choice for poor defendants. Which is plead guilty to get out of jail and go back to your life and family and job or assert your innocence in a case where you may have done nothing wrong but stay in jail because youre too poor to buy your freedom. Reporter the new approach does still use the bail schedule but it also looks at things like a defendants criminal history, employment status, family and housing circumstances. And that gives the judge more flexibility something that can help ease our soaring jail costs. Substantial proportion of the people that are in the county jails are not convicted of any crime. They are there while waiting trial on the crime that they have been arrested for. Reporter remember, we now have cheaper ways of tracking defendants. Its a policy that made a lot more sense hundreds of years ago. Reporter so how is the algorithm approach working in Contra Costa County . 93 of them have not re offended. Reporter and thats the statistic that could change the way california courtrooms tackle bail. I like any program where we get to work with all the people involved in the Justice System to do something that is better for everyone and this is one of those programs. So its exciting to be working with it. Reporter in martinez, Wilson Walker, kpix 5. Last year, San Francisco city attorneys decided not to defend the city in a federal lawsuit claiming the bail system is unconstitutional. Its a long shot but a plan to bring a single payor Healthcare System to california is moving forward. Facing a deadline the state Senate Passed a bill that would create a governmentrun Healthcare System. Its sponsors call it a work in progress because the bill doesnt include a way to pay for the plan estimated to cost 400 billion a year. The measure now goes to the state assembly. New at 6 00 bicycling has skyrocketed in popularity but is a trend thats also leading to more accidents. Medical costs from cycling crashes are soaring. Susie steimle tells us that San Francisco is at the epicenter of the trend. Susie. Reporter well, veronica, ucsf just released a study that shows us a couple of things. First, a lot more people are cycling, people are cycling older than they used to. And both of those lead to more injuries and its expensive for all of us. If you are out on the road in the bay area, you likely noticed an increased number of commuters lately. Not just on four wheels but, too. Some people have called it the Lance Armstrong effect. Reporter dr. Benjamin breyer and his team of researchers at ucsf just released a National Study that shows more people than ever are cycling which means injuries and medical costs are sky rocking. Dr. Breyers study found over 17 years, hospital admissions due to bike crashes increased 120 . During those 17 years there were 3. 8 million nonfatal injuries and 9839 deaths. Men consistently make up for 75 of the injuries. And medical costs due to these injuries increased 789 million each year. We do think that the findings illustrate that theres work to be done in terms of infrastructure and in terms of safety. We know where theres more work to do and what kind of work there is to do. Reporter the San Francisco Bicycle Coalition has been fighting for changes to San Franciscos bike lane infrastructure for decades. Mayor ed lee said this morning city streets have to come first and that paving will help improve safety for cyclists, too. We begin with the roads and the streets, vision zero all the things that we want to happen positively in the city. Reporter San Francisco is on the right path but more needs to be done to separate cyclists from cars on our streets as long as they are physically protected bike lanes particularly high injury corridors you will see dramatic safety improvements. Reporter the Bicycle Coalition did have a big win as far as Infrastructure Improvements that was announced last month and thats a one mile stretch of physically protected bike lanes that will go along market street. Now, what that means specifically in this case instead of being next to traffic the bike lanes will be against a curb protected by a line of parked cars. Live in San Francisco, susie steimle, kpix 5. A man walking his dog was hit and killed by a hitandrun driver near lake merritt in oakland. It happened about 9 a. M. The man was hit by a dark Gray Chrysler van at the intersection of harrison and 23rd street. Police say that the driver got out of the van looked at the man then got back in and drove off. The victim was taken to the hospital where he died. Selfdriving cars could one day cut down on accidents. And the bay areas biggest city is trying to map out how those Driverless Cars will fit into its future. Kpix 5s len ramirez on one San Jose Company thats getting out ahead of the pack. Reporter Mineta San Jose International airport is only five miles away from diridon station home of caltrain and someday highspeed rail but the two are not well connected. Mayor sam liccardo says Driverless Cars could see provide the missing link. The question is when and how. Theyre coming. Reporter to answer that the mayor is sending out a request for ideas to the Autonomous Vehicle industry much of it based in silicon valley. The idea is to lay out ground rules for autonomous cars. Where could be here on roads between the airport and the train station. We know that for example is very expensive project by rail. It would cost about 800 million to build. And now its up to the board of supervisors to make the difficult decision about what the future of the fairgrounds will look like. The Santa Clara County fairgrounds sits on 150 acres of prime real estate in the heart of san jose. And not surprisingly theres no shortage of developers or ideas about what should be done with it. Two things we are not going to do. We are not going to eliminate the fare itself. And we are not going to settle property. Those two things are off the table at this point. Reporter supervisor dave cortese says the county is considering a number of different proposals including an openair market, soccer field, even gokart racing. But he says the focus will remain on a Recreational Use the entire community can enjoy. Despite that the public had strong opinions of their own. That would be a casino. It would bring in revenue, more jobs, and, um, hopefully some excitement. I think they should actually build housing for the homeless. They do need a lot of housing for the homeless. Reporter supervisor cortese says right now the county is not planning to build Affordable Housing on the site. Instead, they are looking for an outside investor to help them revitalize and transform the beloved if aging facility. What we do want to do sin corporate the fair into a much more beautiful parklike setting with other Recreational Activities around it so the community at large can really use the place all year round. Reporter the decision about the future of the fairgrounds was supposed to be on next weeks agenda but it has been pushed back two more weeks to give the supervisors additional time to weigh their options. In san jose, devin fehely, kpix 5. Jack oneill the man credited with inventing the modernday wet suit has died. The eye patchwearing surfer started his business in San Francisco in the 1950s. He opened his first oneill surf shop near ocean beach. Then in 1959, he moved to santa cruz. His innovative wet suits gave surfers the ability to surf year round in cold water. No word on the cause of death. Jack oneill was 94 years old. Other bay area headlines. A Brighter Future for an historic lighthouse. The Pidgeon Point lighthouse between Half Moon Bay and santa cruz dates back to 1871. It needs 11 million in repairs. The state parks and Rec Commission has identified several possible Funding Sources and approved a plan for the park surrounding the lighthouse. This follows reports that private fundraising came up short. Firefighters were able to save a cat caught in a house fire in san jose this afternoon. But we still think its important. We are trying to make sure our kids know that its important to reduce our carbon footprint. The Solar Industry as a whole in california is fantastic. We have a lot of restrictions on emissions and so forth but at the end of the day i think a lot of californians understand it and they are responsible about it and they, um, they agree with it. Reporter now, the federal government currently lets people deduct 30 of the cost of installing Solar Energy Systems but it may not continue if the president reforms the tax code. An australian tourist died after a fight at a San Francisco hotel. Police were called to the Da Vinci Villa Hotel at van ness and union after 2 a. M. This morning.
