Today the fbi led a team of agencies in a security drill at levis stadium. It was planned before the paris attacks. But that incident giving todays exercise a new urgency. The news media doesnt always get notified when there is a Training Exercise in preparation for super bowl 50 here at levis stadium but we were notified today by the fbi, who invited us to cover it. But apparently santa clara the local Police Department wasnt all the way on board with that and so they threatened to pull the plug before this event even got started. The Training Exercise involved s. W. A. T. Teams, fire rescues and medical teams. It was a simulated bombing at levis stadium causing mass casualties and evacuations of victims. Police say it was planned months before the paris terrorist attacks and is part of ongoing preparations for super bowl 50. Training is always an integral part of the daily things we do and particularly when faced with an event like the super bowl, we want to take all the precautions that we can to ensure that we have the basings covered. Reporter but before the copters flew, the First Responders hit the ground, Santa Clara Police threatened to cancel the exercise due to the presence of the news media, although the fbi invited coverage in a press release, its local Law Enforcement partner santa clara pd later trying to enforce a media blackout. A staged event went on only after camera crews allowed police to look through their lenses at the view from across a large parking lot. There are certain things that we dont want filmed and we dont want publicized and thats all and thats not that were trying to hide anything, its just Operational Security. Catholic charities of Santa Clara County has not yet received any Syrian Refugees since the countrys civil war first broke out. But that could soon change. We have an absolute responsibility whether to refugees are christian or otherwise, it doesnt matter. They are human beings. They are fleeing persecution. The city of richmond is looking for a new police chief tonight. The current chief chris magnus is heading to tucson. Kpix 5s john ramos reports many say his record will be a hard act to follow. Reporter it is not hype to say that the streets of richmond are safer now than they were 10 years ago. And many give credit for that to police chief chris magnus. When he announced that he is leaving to become chief in tucson, the reaction was almost universal. Were sorry to see him go. Its going to be sad to lose him. Reporter it wasnt that long ago that richmond was known nationally only for its murder rate and its police force earned the nickname cowboys but when he was hired in 2006, magnus changed things. Community policing was truly embraced and officers were held accountable for their relationship with the neighborhood. He had to have a relationship with rankandfile all the community leaders, and he had to develop a level of trust that we would have with him. Reporter the changes worked. The community became more cooperative with police and vice versa. And the murder rate has dropped by more than 70 . But it didnt come easy. City leaders unveiled the n richmonds Waste Water Treatment Plant has gotten a 16 million makeover. The city leaders unveiled the new facilities today. That plant on canal boulevard got an upgraded pumping station pipeline. Officials say the upgraded tank will be able to handle the storm runoff from the heavy rains predicted this winter. And we have seen rain over the last few weeks. But californias drought is far from over. One of the most dramatic examples is east of sacramento. Reporter sean bennett takes us to folsom lake, at an alltime low. Reporter this area should be filled with water. In fact, take a look at where the water begins way off into the distance. Several hundred yards away from where were standing. Now, according to the California Department of water resources, folsom lake is 977,000acre feet. Now, the current capacity, 140,501acre feet, about 14 . Now, the average for november 15 is nearly 500,000acre feet which is less than total half capacity. Heres what the city of folsom has to say about folsom lake. This morning it dips right below 140,000acre feet. One of the positives with that, that i can take away is that we expect it to be lower than this originally back in april and may. So its nice to see that there is a little bit more water in there than we originally anticipated. Right now, this is the primary water supply source for the city of folsom. And we are still receiving water today. Everybody has the same opportunity as they did when the lake level was full. So we havent seen any impact from our Drinking Water supply. Gives you some perspective on how we need to conserve water. Were really low. You can see snow up in the mountains up there. But right now, were in trouble. It used to be encryption was complicated, expensive and you had to know a lot to use it but today anybody can use it without any special skills.
