Right now, tributes are pouring in at one of the main plazas there. Mourners are bringing candles, flowers, balloons and signs with messages of peace and unity as Police Patrol silently in the background. Meanwhile, bay area authorities are now on heightened alert. Extra officers on patrol and other tactics you may not notice. Our Team Coverage continues with kpix 5s cate caugiran. Cate. Reporter liz, shock waves from the brussels attack being felt here in the bay area. And our security expert says iconic landmarks around the area make us a target. The department of Homeland Security says there is no specific credible intelligence of a threat to the u. S. But bay area Law Enforcement is making sure the public knows they are watching. We have additional officers that are being deployed throughout the city. The theory is that we want to have as many officers out available to the public. Reporter sfpd says that means expect to see more uniformed officers in high traffic areas, airports, the port and around public transit. Sfmta tweeted a reminder for riders, report anything suspicious. Vta and bart are on heightened security. We have increased visible patrols, more uniforms officers. Reporter all hands on deck to make sure the public feels safe. Kpix 5 security analyst jeff harp says the tragedy highlights how vulnerable we are at home. We have the golden gate bridge, the transamerica building all these icons in america that stand for america and our freedom and our way of life. And so when you have things like that and big Transportation Systems . And a mass of people . Those are likely targets. Reporter San Francisco police tell us there will be undercover agents as well as k 9 units in specific areas. Bart says events like today is a reason restrooms are closed in the underground stations. Bay area airports are keeping in close contact with federal officials and the tsa in the wake of todays terror bombings. Reporter just minutes from boarding her plane to denmark they are among many travelers today with their minds on the latest terrorist attack, in brussels. I think security will be very high. Reporter tonight theres heightened security in the airports in the u. S. Including washington, dc and chicago. Here in San Francisco, a Spokesman Says while they have increased patrols, passenger screening is the same. Im personally not concerned. I think i was telling her today i think this is the safest state to travel from with that high alert. And people will be more observant. Reporter for those traveling to europe like michelle, they expect security to be even tighter there. What are we going to do, cancel out trip . No. Im not worried about it. I figure the chances of us being anywhere near anything happening are so slim. Reporter they are traveling to paris, also the site of attacks in november. We booked for months in advance and its hard to just bail out so we are going to tough it out and we hope to encounter all the best that security has to offer. New at 5 00 a twist in a bay area kidnapping case. The police thought it was a hoax but then a perpetrator was arrested vindicating the victim. Kpix 5s joe vazquez says now they are suing the city. Joe. Reporter they are, ken. You know, we just got a copy of the lawsuit a short while ago. You got violation of the 14th amendment, false arrest, false imprisonment. Negligent infliction of emotional duress. This couple says they want their lives on track and this is the first step. The federal civil rights lawsuit filed today asks for unspecified damages against the city of vallejo on behalf of Denise Huskins and aaron quinn. They want justice and they want make sure that Something Like this cannot happen to anyone else. Reporter an intrudeer attacked the couple a year ago this week in aarons vallejo home. He kidnapped and sexually assaulted her and demanded ransom from him. There were so many bizarre details in the case and denise was let go so quickly that police initially believed the whole thing was a hoax. I will classify it as a wild good chase. Reporter an emotional Vallejo Police spokesman even said so on live tv. Mr. Quinn and miss huskins have plundered valuable resources away from our community. The only crazy part about this story is the way the police acted. Theres virtually no precedent that we know of for police, upon having someone just get out of claiming they were kidnapped and raped, to immediately go on camera on national tv and completely ruin their reputations and turn their lives upsidedown. Reporter no comment yet from the city of vallejo. We have reached out, havent heard back. As for the couple, aaron and Denise Huskins, they are still together and live in the bay area. Aaron has recently been able to go back to work as has denise. But apparently theres still a struggle and in one case the Attorney Says that aaron had a patient who had googled or found out online about this situation but didnt know the whole story but asked to be transferred to another physical therapist. So one year later they are still struggling. Now here comes the lawsuit. Joe vazquez, kpix 5. A pacifica apartment on the very edge. But many residents are fighting to stay. Engineers hope a new hightech tool will help identify exactly whats causing electrical problems on some of the trains. Kpix 5 reporter Juliette Goodrich says its all part of the race to get hundreds of trains back in service. Juliette. Reporter hi, ken. It is a race. We are talking about that stretch of track you see directly behind me. This has affected thousands of commuters even at this very hour. And while bart has this new hightech tool to hopefully fix this issue, its going to take some time. Experts from all over the country are working to fix barts mysterious power surge. They are running test trains with a new hightech tool installed that may help identify the source of the electrical spikes thats damaged passenger cars. The spike is occurring so quick, 100th of a millisecond, and the instruments we had before werent picking it up to the level we needed so were hoping this new tool will help solve the problem. Reporter the hightech tool was installed last night on a test train and running that train along the troubled area of track to detect whats causing the electrical surge. We did try to add a second train to the loop and then experienced some propulsion problems with that train clearly showing it was overloading the system the draw was too much to have two trains so its giving us a little glimpse into what it can and cant handle. Reporter in all, more than 100 cars are out of service. And even if they find a fix, it could take months before its back up and running 100 . So how much does this hightech tool cost and what does it look like . Bart hasnt disclosed any of that yet but they say this will help fix the problem but cant say how soon. Juliette goodrich, kpix 5. Ending his trip to cuba president obama pushed for improved relations. He urged congress to end the 54 year trade embargo and in a final speech he delivered a message to cuban president castro. Do not need to fear a threat from the united states. And given your commitment to cubas sovereignty and self determination, i am also confident that you need not fear the difference voices of the cuban people and their capacity to speak and assemble and vote for their leaders. Following his speech, the president met with cuban dissidents. Plain to put up billboards on 280 has been scrapped. The San Mateo County manager pitched the idea to the School Board School board to get extra revenue. But 280 is a scenic highway but billboards arent allowed. Many residents said the ads would spoil the views. A county supervisor now says the proposal was likely a mistake. However, the county is looking into other sites for billboards. A first for Santa Clara County as a transgender pride flag now flies outside the Government Center in san jose. Supervisor ken yeager the countys first openly gay elected official helped make that happen. He says the raising of the flag today shows the Transgender Community the county stands by them. To celebrate, the county is declaring march 21 transgender day visibility. Lumber liquidator settles with the states clean air agency. The company is paying 2. 5 million for violating californias air safety standards. This comes after an alarming cdc report. It found that people exposed to some of the companys laminate flooring are three times more likely to get cancer. Last year kpix 5 and 60 minutes reported that Lumber Liquidators sold chinesemade flooring that exceeded safety limits for formaldehyde. Marin Commuter Rail is getting funding for more smart cars. The California Transportation Commission is giving the Transit Agency an 11 million grant. Service will start later this year with twocar trains that will hold 318 passengers. City of pacifica is citing new evidence to keep residents out of a dangerous apartment complex. According to a Geo Technical analysis, the apartments on the edge of an eroding cliff are in, quote, clear danger. The buildings owner is appealing that decision to yellow tag his apartments. A hearing is set for tomorrow. And in santa cruz, el nino storm damage is so bad, the city is considering declaring a state of emergency. According to the office of emergency services, rainfall this month alone caused an estimated 9 million in damage. City leaders say they need state funding to keep up with the urgent repairs. I bet they are grateful that were getting a break from the rain. Need a break between these storms. We have had a lot of rainfall. Really, it was one month, february, where we didnt receive that much. Otherwise, december did it. January did it. And march has certainly been more than double the amount of rainfall. So we have a ridge of High Pressure which is wedged between our departing low and the next low but heres the deal. This low is going to get sent to the north because the ridge is going to build closer to us. Several dry days, we had one today mainly dry. We will have one tomorrow thursday, friday, saturday Easter Sunday but watch what happens. That ridge wont build just offshore. The ridge will build several hundred miles offshore and we get that clockwise flow around the ridge. That low is going to go up into canada and then ride over the ridge, kind of like a roller coaster, and slide down the west coast. Kind of an odd direction for a storm to approach. Typically they come in from the west or northwest. This one comes from due north. Its a low pressure system. Well see some rainfall next week, monday and tuesday, a slight chance of rain showers after the easter holiday. Odd direction but it yields the same thing. We could see some more rainfall early next week. Sunny and mild through saturday. Next several days will be very nice. Wont be hot, warm, right in the comfort zone. Cooler and cloudier for Easter Sunday but rainfree. Showers are possible early next week. Upper 60s tomorrow as opposed to the lower 60s. At the coastline highs in the low 60s. Easter sunday a little cooler, a little cloudier with you all those egg hunts will be okay. And then next week, how about this . This would be the fifth consecutive monday with rainfall. Wow.
