The roads are not navigable to some point. We had to hike a 3mile roundtrip to get up to that neighborhood where the woman died this weekend. Im just thinking as fast as this thing got started on saturday especially, it seemed like the emergency crews just like the homeowners were pretty overwhelmed by this thing. Absolutely. It happened so quickly. We just heard it from fire officials, from people who evacuated, theyre watching those flames come over the hill. Theyre going, theyre not going to get here that quickly, then bang. They raced down the hill right in to this community and people grabbed what they could and left. In the case of this women, they had people calling in to the sheriffs department, there were so many calls and they were helping as many as 20,000 people evacuate. They just couldnt get to everybody. And you saw what happened. Theyre worried there might be more. Theyre still going door to door. Theres still some areas they havent been able to get to. Just cannot underestimate the power. Others do. Our houses are gone. Its gone. Reporter for now they live at the napa county fairgrounds in calistoga. Its a mini city that literally popped up overnight. You start seeing people and youre like thank god, its so good to see you because we didnt know if people were going to get out of there. Everyone has a tale to tell, frantically leaving their homes behind. Some of the paint melted on tim craigs car down the way. You try to stay centered and keep it 60, 70, 80 Miles Per Hour and the tires wont melt. Reporter now theyre sifting through donated goods in a make shift city run mainly by volunteers. We mobilized really quick. I just want to be apart of it too. Reporter the gratitude and goodwill is humbling. These people, they lost their homes and theyre still out here smiling and helping people. I cannot believe, its just youre in awe. Back out here live, Authorities Say they will start opening up some of the roadways in the evacuation zones so people can go and check on their homes, check on their pets, but they cant stay long. Theres no power or Water Service in most of that area. Anne makovec, kpix 5. We got word this afternoon eight firefighters have lost their homes to the valley fire. Sadly many of them got word that their residences were in danger as they battled flames in other communities. We talked to one firefighter whose home was spared. He talks about seeing his house still standing. Just frozen probably for about an hour. Just glad its still here. Lopez home was one of only a few homes in the neighborhood left standing. The governor has declared a state of emergency for lake and napa counties, calling the wildfires deadly and costly. He detailed his long and shortterm goals. We need our shortterm which is to deal with the forest with preventative fires. Its to build up our fire personnel and the equipment that is needed and be ready to pull in resources from all over and of course we need the longerterm goals to be try to minimize the buildup of drought and global warming. How about this, one driver showed just what it took to get away from the valley fire. The man who posted this on youtube said he was leaving Anderson Springs about 8 30 saturday night. The fire had been burning for about seven hours. Trees and fences were burning on both sides of the road, kind of like running the gauntlet. Luckily the man behind the wheel did make it out safely. Were learning the va clinic has canceled all nonurgent medical appointments scheduled for tomorrow because of the fire. It will be open and some walkins should be expected but veterans should only go in case of emergency. Certainly a different weather pattern over the past 24 hours and some of those weather changes are helping the thousands of firefighters currently battling the wildfire. Whats helping, cooler temperatures. Relative humidity increases. Thats a good gain there and there have been rain showers in lake county. Whats not helping, the wind direction changed but those winds are still gusty. 20 to 30 Miles Per Hour if not stronger and the fire itself enhances those winds. What we really need to minimize the fire danger is a soaking rainfall and we dont have that in the immediate future. We did see some rain in gilroy earlier today. It has rained in parts of the bay area today including the south bay along highway 101. And kpix 5 high def doppler shows showers in sonoma, napa, and lake county this afternoon. Well talk about our best chance of rain coming up in about 10 minutes. The butte fire, which is burning in the sierra foothills, tonight firefighters there are making progress. They have it 30 contained. 135 homes are destroyed. Another 6400 still threatened. Some evacuation orders have been lifted but there are other mandatory evacuations still in effect. The Engine Companies that just left a moment ago have been repositioned to do structure protection on top of this ridge because of the potential for the rapid fire growth moving uphill and there you go. Reporter within seconds the fire climbed the tree, consuming it. The fire safety manager grabbed us and drew our crew out fast. Its fast running fire still through Calaveras County and fair crews say they havent contained it yet. East of fresno cooler temperatures and light rain are helping firefighters battle the rough fire like you just heard paul say. They now have a line around 40 of it. At 138,000 acres, the rough fire is now the largest ever recorded in fresno county. 6,000 homes as well as giant sequoia trees and sequoia and Kings National parks are still threatened. A Lightning Strike sparked the fire on july 31st. They certainly have been long days and nights for crews on the fire lines. They often spend up to 30 hours working straight before they end up in camps like this one. This is the staging area at the lake county fairgrounds. Camps like this set up by cal fire for crews to get their meals, a shower, maybe a little sleep. Its exhausting. The first few days youre working on adrenaline by the time, if were here for two weeks, by the time we get to the end of this thing, everybody is pretty tired and ready to recharge a little bit. One thing that weighs on their minds during the downtime, they could be called at any minute to help with the flareups. Its sparked a pouring of support for the victims of the valley fire, but a state senator who toured the burn zone today made it clear more help is needed. Lake county is the poorest county in the state of california. Now more than ever lake county needs californias help. Officials say at this point the best way to help is donating money to the red cross. You can designate your gift to victims of the valley fire at redcross. Org. Wednesday morning, scattered showers. By the weekend were back to where we were last week which is sunny and warm. Its amazing how quickly everything changes around here. Coming up, more on the valley fire. There is a state of emergency. Tonight were asking what does that mean for the victims . , a quick update on the valley fire. It is up to 61,000 acres but firefighters are starting to make a little progress. Its now about 5 contained. Thousands of homes remain threatened by the flames. 13,000 people have been ordered to evacuate. As we mentioned earlier, the governor has declared a state of emergency in fire ravaged lake county. Julie watts joining us now. Does it mean theyre going to get Financial Assistance as a homeowner . Not exactly, not with the state declaration. The president would need to declare a state of emergency. But it does have some benefits especially dealing with insurers. It helps get money to peoples hands a little quicker. Insurers will be more flexible in the kind of proof theyll require. Theyll also expedite the claim process and people have breathing room. Theres a week where no one can come and solicit you for business. Thats important to protect fire victims from unscrupulous contractors or private Insurance Adjusters who might prey on their emotions. Disaster victims should always get three quotes and make sure any contractor or adjuster is licensed by the state. It also provides insurers from canceling a victims policy for at least one year after that claim. Insurers have been opting not to renew policies in lake county and other fire prone areas. Theyre dropping policies in areas that they think might have wildfires partly because theyre nervous about climate change, the drought. And because theyre sophisticated gamblers. When they get spooked theyre going to fold and walk away from the table. Some insurers are using fire risk Mapping Systems that equate topography and wind patterns. Than stopped renewing policies in some areas citing unacceptable risk for wildfire. Many of the victims from another fire in lake county this year, they were uninsured. Its too soon to know how many of the victims affected by this fire are uninsured. While there are what are called fair plan policies where insurers are required to cover you despite the risk, many of the uninsured are either unaware of them or they cant afford them. They are a little bit more expensive and they offer less coverage. So this has been a state disaster declaration. If it were a national declaration, would that help these folks . They would bring in money but i think its important to note anyone whos relying on fema, the average fema payout is only about 5,000. Thats certainly not going to rebuild your home. In some of these cases they were vacation homes. They said well, the house is paid off, we dont need insurance. Now theyll have to figure out how to rebuild it.
