Today berkeley city leaders will consider a proposal for police reform. Kpix 5s Jessica Flores live in berkeley. This follows the release of a report containing some data on police stops. Reporter thats right. That report was released a couple of months ago and today two members of the City Council Want to address this and they want the police to reform not only their training but also the use of force policy. Now, the move comes after that report was released that shows Racial Disparity in berkeley policing. The center for policy policing equity a nonprofit think tank compiled five years of data and they say blacks are stopped at a higher than whites but most blacks pulled over were let go without any arrest or citation whatsoever. The senate is in session and an Affordable Care act is possible today set to include senator john mccain just diagnosed with aggressive brain cancer making a return to the capital in order to cast his vote. For more insight, lets turn to our washington insider marc sandalow. Marc, run down for us what the is it senate is voting on today if you would. Reporter good morning. So this is just a procedural vote. The big vote today is whether or not to talk about obamacare on the senate floor. But its an important vote. When it comes to, um, hearing on this debate there are a lot of folks who when it comes to repealing obamacare is not hard for the Majority Senate republicans to agree. Yes they want to repeal it. When it comes to replacing it, they dont have a majority vote yet. So todays vote is simply to allow them to continue talking about it. John mccain as you said dramatically flying back after being diagnosed with brain cancer will cast a vote to continue the talks. That will likely push them over the top. Not to repeal obamacare, simply to discuss it. What a lot of democrats are worried about is that the senate might say, okay, its easy to repeal it. Well vote later this week to repeal obamacare. In terms of replacing it, thats down the road. Well figure it out in the next few years. But todays vote is simply to keep the debate going. How does this affect us . Whats the Immediate Impact . Reporter if you have Health Insurance through work, which im grateful i do, i imagine both of you do, or if you are on medicare and get your needs taken care of by the federal government, these changes have no effect. It will affect the prices supposedly price of private insurance may go up for a few years and then down. The big impact is on the people who dont have insurance or dont get it through work. If you are relatively healthy, if you are young or if you have a lot of money, this is good news because its going to take away the requirement that forces you to buy insurance. If you are sick, if you are counting on medicaid or any kind of assistance in buying your healthcare, youre in trouble. So basically, this is a good bill for the young and the healthy and old. Its not good for the poor and sick. President trump is in full twitter mode on this vote. How does that affect the discussion on the floor . Reporter you know [ stuttering ] for people it matters to, sometimes its hard to remember in the bay area bubble that um, that there are a lot of people who love president obama. It will make a difference for people like her. This morning, President Trump treated what a hero john mccain was for coming back to washington to cast a vote. It was a year and a half ago that donald trump said, john mccain is not a hero. He got shot out of the sky in vietnam. My hero are the people who dont get shot down. There is such a lack of consistency from the president. I can tell you that even republicans in the senate are confused by the white house as most of the folks in the bay area are. All right.
