Reporter the theory is to tax the people who use the roads and that means a big gas tax could be coming our way. The governor is going to make his announcement here in Consumer Report at 10 a. M. , 12 cents a gallon tax on gas. And, um, that would be in addition to the existing 18 cent gas tax. Then an extra vehicle fee of 48 a year plus 100 for electric cars since they dont pay gas taxes. This is like the roof on your house. If you dont fix it your furniture will be ruined, the rug will be destroyed, the wood will rot. Thats what its all about. So step up and pay. Thats what this bill is all about. Reporter but republicans in the legislature are not so quick to agree on higher taxes. Senator jeff stone sent out a statement saying the socalled plan is the latest assault on working class people the democrats claim to represent and will make many hard working californians including our seniors choose between food and gas or medicine and gas. And the governor does need a twothirds majority in both houses in order to pass this tax. So whatever way you slice it i think we can all agree our roads do need some work. You know, 1,000 people from the nine bay area counties were surveyed and its right here in Santa Clara County home of Silicon Valley that tops the list of the most people wanting to get out. So why are they wanting to leave . Well, it may be no surprise, as you said, um, the problems that top the list are, um, cost of living, traffic, housing problems, and homelessness. Heres some of the numbers from that survey. The 1,000 people polled, 40 of them want leave the bay area in the next few years and of those, 46 of millennials. Housing prices are so high that it definitely makes me want to move elsewhere. Reporter all right. So the survey also found that overall optimism here in the bay area is also down compared to three years ago, when half of the people who were surveyed thought that the bay area was going in the right direction. An East Palo Alto landlord who was caught trashing his tenants cars wont be serving jail time Nemat Malek Salehi pleaded guilty and the judge reduced his conviction to a misdemeanor. He sentenced him to three years probation and 40 days of community service. The judge also ordered him to pay his victims for the damage as well as more than 8,400 in court fines. But the District Attorney doesnt believe the punishment fits the crime. I know all of these skills will be useful in the future in life. Reporter kennedy high students are enrolled in the construction class at the Mission Valley regional occupational program, or mbrop. Mvrop. Its right next door to the school. The class combines math and construction. Students learning math like geometry use their knowledge to build the miniature and go on to bigger things. The bigger project is a two bedroom one bath 850square foot house, all of it built by students over the last two years. Everything you see from the framing, plumbing, electrical, floors and drywall all done by students. If its off by an inch there would be a, like, a huge gap and if theres that gap then cold air can seep in through. Reporter the cost to build a house was about 55,000. It came from grants and now the school is hoping to sell it. Now its, you know, looking for somebody who is in the market for something small, something that was built by hand and something built with a lot of heart by kids. Reporter theres no real price tag yet but they hope to get at least enough to cover the cost for the next project. Im really proud of myself and proud of my classmates, too, to think that a bunch of High Schoolers can major a project like this. Reporter the students are learning math in a whole new way and lifelong skills. Students really give us a lot of energy when they do when they take on big projects and they finish, um, you know, they get a real sense of accomplishment. Its really fun. This morning Governor Brown is joining lawmakers to push for support on a transportation bill totaling billions of dollars. Anne makovec reports from concord about the taxes to come if this bill passes. Reporter californias gas tax hasnt been raised in more than two decades but this new proposal would do just that. The theory is that the people who are using our roads should be the ones who pay to fix them. The governor is set to make the announcement here at concord at 10 a. M. So we are talking about a 12 cent per gallon increase in the gas tax. That is on the existing 18cent tax on gas. Vehicle fees would go up an average of 48 based on the value of the car. Electric cars would pay 100 yearly because they dont pay gas tax. And all of this would generate 5 billion annually for road repairs. For decades transportation in california has been getting worse. And the funds to fix it have been drying up. Lets be clear our roads suck. Reporter but republicans in the legislature not so quick to agree on higher taxes. Republicans in the house and senate sent out a statement saying in part, the transportation proposal announced by the capital democrats is a costly and burdensome plan that forces ordinary californians to bail out sacramento for years of neglecting our roads. Resorts in tahoe are taking advantage this season with most staying open for at least a couple of more weeks. Today in moraga a stretch of road closed for more than 8 months for landslide repairs opens up to traffic. The road has been off limits since july of last year. At 6 p. M. Officials will hold a Ribbon Cutting ceremony to open it. A 2. 6 million budget allowed them to reconstruct it because of landslides eroding the area for decades. People in the area saying finally.
