Area a Flood Warning for the napa river. It has been at flood stage. We now anticipate it to crest and cause some moderate flooding in the napa area. Meanwhile in guerneville thats the other river we have been watching diligently, its the Russian River it has already overflowed its banks and then it receded and now its anticipated to crest and cause moderate to significant flooding in the area. Its yet another area of low pressure causing anywhere from light to moderate rainfall around the bay area. Green is light, yellow moderate. And we clearly see that right there outside of petaluma. Then we go to the eastern portion of our bay area. You see that 580 680 corridor near dublin . Thats some moderate to heavy rainfall backing 580 to Castro Valley 238 into the hayward and oakland areas. A bit of a rain shadow in cupertino and blue hills this morning but nonetheless its raining look at that cell over alum rock. Your Santa Cruz Mountains, you are getting hammered and you expect 4 inches of rain there over the next 24 hours. San francisco is raining. We are going to tell you how much rain to expect and all the watches and warnings pertaining to the wind but right now lets send it over to roqui. Thank you, roberta. We have some updates for you in the north bay here. Lets start if you are heading into napa. Northbound 29 after south kelly road this is closed due flooding and then we have the sonoma area highway 121 at highway 12 also closed due to flooding. But we have an estimated time of opening here and thats 6 a. M. So well definitely keep an eye out on that for you. Moving to the bridges heading into downtown San Francisco heres a live look at the wet bay bridge toll plaza those metering lights should be turning on in about 30 minutes or so and do expect high winds across the span into San Francisco. Carquinez bridge along the eastshore freeway to the maze, that commute will take you about 19 minutes. Heading into the peninsula across the span of the san mateo bridge from hayward to foster city, a quick 14minute drive but those roads are very wet so you want to slow down. I cant tell you that enough this morning. Moving over to the Altamont Pass, traffic coming out of tracy, thats 205 moving at 45 Miles Per Hour. So not too bad until you hit north flynn road where youre down to 29 Miles Per Hour so north tracy boulevard to the Altamont Pass will take you about 27 to 30 minutes along 580 westbound. Thats your traffic. Michelle, ill send it to you. Strong winds and high tides are expected around the peninsula. And the wet conditions come just after crews in pacifica cleaned up major storm damage along highway 1. Kpix 5 reporter anne makovec is live in pacifica with more on their concerns. Anne reporter the rain just picked up here along the coast of pacifica. The good news is that highway 1 is reopened this morning. We have several hills and cliffs in the area that are in dangle falling this morning as the ran up continues to fall. Thats what we saw happen yesterday with this mud slide along highway 1 near rain nadel mar. Mud dirt and rocks on the northbound labors and between cleaning up and shoring up the hillside it took almost 25 hours to get the lanes reopened and there arent a lot options for getting around highway 1 unfortunately, so traffic backed up along the peninsula coast all day long. Crews put a concrete barrier between the section of the hillside and the highway to try to prevent another roadblock but preventing the land from sliding is impossible. The ground is saturated and it will be more so by the end of the day so its impossible to know when and where the next landslide might pop up. Live in pacifica, anne makevoc, kpix 5. Crews are keeping an eye on a mud slide in guerneville. It slid down near several homes on santa rosa avenue. Some homes are redtagged and evacuations are in place. The full extent of the damage is unknown at this time. Officials are waiting for daylight to get a closer look. Not far from guerneville, the Russian River hit its highest level yesterday. It had a crest of 35. 2 feet. It destroyed an rv camp. The flooding has been forcing people to clear out of their homes. Some even leaving their cars behind. Mudslides are also causing problems in napa. The silverado trail is closed between pope street and deer park as crews work to clear it up. They hope to have it reopened sometime around 8 a. M. A Flood Warning is in effect in napa. The National Weather service says the napa river could rise above flood stage over the next few days. Kpix 5s jackie ward is live to show us how things are looking now. Jackie. Reporter well, michelle, we were on our way to the napa river but we got stuck as we were heading northbound on highway 29 and this is why. A couple of cars are stuck due to flooding. It appears that they got into some kind of accident. We dont have details. We only know that chp is on scene and highway 29 northbound is closed from minnie drive. So the flooding here northbound is more significant than on the southbound side because as you can see, the northbound lanes are lower than the southbound lanes. So there will be flooding here. No one is in the car right now that silver car but over here, in the white van, a passenger is still in the car and appears to be okay. The flooding is obviously just grassy area here. Im already up to my ankles in water so this is significant. Northbound highway will stay closed until the water recedes. Who knows how long that could be . The rain doesnt seem to be coming down too hard right now. But well keep monitoring this area and bring you the latest updates. In napa, jackie ward, kpix 5. In the south bay damage from a mud slide is putting this part of highway 152 out of commission. The debris between gilroy and mound madonna is forcing a closure until friday. So attorney general nominee Jeff Sessions is before the Senate Judiciary committee today. Any chance for democrats to stop his nomination . Reporter virtually none. Extraordinary moment. It was 31 years ago that Jeff Sessions was rejected by this same committee because of allegations he was a racist and it was the lack of support from his fellow alabama hefflin a former segregationist made it so sessions couldnt get the nomination. Today we are going to have cory booker a black senator from new jersey testifying against sessions which has never happened before. But that said, he is a member of the committee himself Jeff Sessions. He is almost certain to fly through. It also marks the debut of Dianne Feinstein californias senior senator as the ranking democrat. Thats the top democrat on that committee. That means if democrats were ever to take over the senate, she would be chairman of the committee. She has vowed to be tough on him today. Democrats have called for a delay in some confirmation hearings because not all nominees have submitted their paperwork. Do they have a case . Reporter its remarkable how politicians at the top level are able to switch their stripes. Thats a major principle. Mitch mcconnell 8 years ago wrote a letter to Charles Schumer who at that point was the head of the Judiciary Committee saying, were not going to look at any of obamas nominees until you guys do all the paperwork. It would be wrong. We would be cheating the american people. On sunday, mcconnell said, oh, grow up, democrats. You dont need all the paperwork. So schumer i think we have a look at it here simply crossed off the names and the headings and the dates and sent it back to mcconnell saying whats changed in eight years . So they have a case. In fact, just late last night, republicans announced they were going to postpone at least one of the confirmation hearings until next week so all the paperwork can get in. Clearly this is just strategy. Democrats want to stall and republicans want to rush. All right. So lets talk about president obama. What do you think what can we expect to hear from him tonight . Today history will be made in stockton when the city swears in its youngest mayor. 26yearold Michael Tubbs will be the first black to lead the city. He grew up in stockton with his single mother but later was given the opportunity to attend stanford on scholarship. Just get your education. And he did. Tubbs says he will focus on reducing crime and attracting businesses to the city. Thousands of staff throughout the university of california system will stage a oneday walkout today. Its in sympathy for 12,000 striking workers at ucla. The employees there are asking for a pay hike of 18 over the next 6 years. According to uc officials, the employees earn an annual average salary of 47,000, which they already over the state average. Northbound 101 at thats flooding in all lanes so be very careful as you head out in this area. Another marin county commute from marin county into San Francisco across the span of the golden gate bridge, that will take about 14 minutes from 580 not golden gate bridge. The bay bridge toll plaza metering lights will be turning on in 15 minutes. High winds across the span into downtown San Francisco. 80 westbound between carquinez bridge and the maze, 19 minutes. In the oakland area, westbound 24 a new crash before broadway a twocar crash and it resulted in a car fire. So the Fire Department and chp are on scene now and its blocking the four left lanes. The chp says its working to open up the two right lanes. And now lets move to the san mateo bridge from hayward to foster city. A slow commute because its very wet out there. You can see the rain coming down pretty hard so from 880 to 101, that will take you about 15 minutes. But i say tackle on a couple of extra minutes because of slowdowns. In the south bay we have a look in the Scotts Valley Santa Cruz Mountains area. Highway 17 between vine hill road and sugarloaf road is reduced to one lane. Normally its two lanes. Thats because of a mud slide they are still cleaning up. We are keeping a watchful eye on a couple of different situations, the napa river in napa is going to overflow its banks tomorrow morning. When that happens, you definitely have some crop losses and some erosion near the river. Meanwhile, in guerneville, same situation a watchful eye on this as we see its already overflowed its banks once and it will do it again to. Live hidef doppler showing heavy precipitation in the bay area. When you see yellow thats moderate rain and i just saw a speck of orange. Thats a tremendous downpour thats happening just outside bellevue. East bay you have some pretty moderate to heavy downpours around oakland to san leandro, hayward, union city. So this encompasses 580 238 commute this morning. Rain in pleasanton, livermore, sub noel grade into san jose. Meanwhile in Boulder Creek Redwood Grove in the San Lorenzo Park these are areas prone to flood. We are expecting four more inches of rain over the next 24 hours. A bit of a break around the peninsula but in the city by the bay, the city of San Francisco, harrison street, Mission Street, cargo way into the bayview district, you have some heavy rainfall there. You know what im talking about if you live there. Heavy raindrops hitting the rooftops. Bay bridge gusty winds heavy rain at this time. All this will be through the morning commute and intensify at times during the day through the evening commute. This is why we do have a Flash Flood Watch in effect for that blue highlighted area. Yellow is the Coastal Flood Advisory in effect for beach erosion coinciding with astronomical high tide. We have it all going on. And once again, its raining all around the bay area and we have Team Coverage on storm watch. We begin with kpix 5s jackie ward live in napa where a Flood Warning is in effect. Jackie. Reporter good news for drivers planning to take northbound highway 29 this morning. Despite this car behind me who got stuck in flooding, the northbound lanes of highway 29 just reopened but as you can see this car has yet to be removed and the second car has yet to be removed. The water receded fast. Its not raining here that much. Its just kind of spitting out. So that helps for sure. We moved over to the southbound lanes to get this look and angle for you. The drive of the white van saw flooding on the righthand side of the lane. He swerved to the left, didnt realize there was flooding there, too. So thats how that driver got stuck. He actually knows the driver of that silver car thats stuck. It was a mother with three kids in the car and she was trying to avoid him. She went over to the right where he was trying to avoid, ran into a mess there. So flooding is a major concern here this morning even with this rain letting up a bit. I was stepping in at least ankle deep water and it could have gone up to at least my midshin. So its pretty serious out here. [ loud sound of traffic passing by in the background ] reporter highway northbound 29 is now reopened. So you should be good to go. Just be mindful of the cars that have yet to be towed here. In American Canyon, jackie ward, kpix 5. Jackie said the rain is letting up for this minute that she is standing up in it, but its not letting up . No, the north bay will be pounded the hardest up to 4 in and already saturated soil. They have already received up to 4 inches of rain in santa rosa from the last system. You couple that up with another 4 inches of rain, we are starting to see the accumulation take effect here in the bay area, gusty winds will be a huge factor with more downed trees today. But jackie is in the north bay and thats where were keeping an eye on the napa river in napa. Its now at 16. 7. Flood stage is at 25 feet. We anticipate it to overflow at 25. 1 by tomorrow morning, facting the lowest parts of town. Meanwhile, lets check the guerneville situation. The Russian River, thats another dire situation. Its already reached flood stage. Its already overflowed its banks. We are anticipating a further additional rise by tomorrow morning. And in addition to that, were keeping a watchful eye on a Flood Warning situation in saint helena. We also anticipate near major flood stage the napa river. So we have at this particular time more rain falling. When you see the green, thats a light rainfall. Yellow is heaviest in the north bay moving out of lagunitas towards novato which has gotten 3 to 4 of rain since the weekend. This cell just moved into san ramon along 680 going east but pretty moderate rainfall around the 580 680 corridor into the santa clara valley. San jose had a rain shadow effect but now moderate rainfall lifting into alviso into Mount Hamilton area. Santa cruz 4 over the next 24 hours. Boulder creek, Riverside Grove and also San Lorenzo Park. Those are the areas prone to flood. Peninsula youre now picking up rain showers from daly city making tracks 280 into the San Francisco where we have rain showers across the golden gate bridge. We have a Flash Flood Watch in effect for most of the bay area. Coastal flood advisory, as well. We have a high wind warning for our highest elevations of our bay area. And we also have a wind advisory in effect for the bay and the coast. Winds 20 to 35 Miles Per Hour. Currently blowing up to 20. Temperatures are in the 50s. And if it matters, with the rain and the wind todays highs 50s and 60s. Well continue to track this present storm and the one for thursday next time around but first, heres roqui. Reporter all right, thank you, roberta. Its 5 30. Good morning. Youll have a rough morning commute out the door. So lets take a look here in oakland. This crash we reported earlier is now a Traffic Alert issued by chp. Its westbound 24 in oakland before broadway. Its a twocar crash but also resulted in a car fire. And its blocking the three left lanes now and causing some earlymorning slowdowns. Youre driving in that area at just 13 Miles Per Hour. So i cant even say driving. Youre inching your way through that area. That backup is already through the caldecott tunnel into orinda. So well keep an eye on that for you. Moving to the Altamont Pass, coming out of tracy youre moving at 57 Miles Per Hour and then as you inch your way through just that 30mileper hour to north flynn road so north tracy boulevard to the Altamont Pass will now take but 30 minutes on 580 westbound. Lets move to the south bay in the Scotts Valley Santa Cruz Mountains area. Highway 17 between vine hill road and sugarloaf road is down to one lane in both directions. Its due to a mud slide from yesterday that they are trying to clean up so on northbound 17 into san jose, expect some slowdowns and give yourself some extra time. Ill send it to you. Reporter roberta just mentioned that Coastal Flood Advisory that is in effect through thursday so we have this combination of high tide, high winds and more rain expected. A lot of the hillsides and cliff sides around our area are in danger of crumbling and we did see that yesterday with this mud slide along highway 1. Reina del mar with mudslides. It took almost 24 hours to re open the lanes. Traffic backed up along the peninsula coast all day long. It doesnt surprise me theres huge mudslides. But its crazy how many people depend highway 1 to get to the city for work. Reporter absolutely. But there are a lot of concerns mainly this morning along the coastline because of that high tide we were talking about. Thats expected at 9 a. M. Reaching up to 7 feet. So again, combine that with the stormy conditions, some concerns about that Apartment Building we have been talking about for the last couple of years on esplanade avenue. Well talk about that coming up in the next halfhour. Right now live in pacifica, anne makevoc, kpix 5. Mudslides are causing problems in the Santa Cruz Mountains. Chp officers shot this video yesterday along highway 17 near vine hill road. A tv news van got caught under some rocks and mud as you can see there. The driver is expected to be okay. But all the rain hitting Santa Cruz County isnt spelling more water flowing from the taps. Despite these wet conditions, the county is facing a short term water shorteddage because the newell creek pipeline ruptured during Weekend Storms. Some 1500 gallons of water were gushing out every minute for hours before crews spotted the trouble and shut down the pipeline. Now residents are being asked to reduce their water use this week by 30 . We need folks to cut back on anything thats discretionary. So if you can put off running your dishwasher or your laundry over the next few days, please do that. Repair work begins this morning and is expected to last a week. The harsh combination of snow, wind and rain has once again shut down a stretch of the i80 in the sierra. Right now, i80 is closed between colfax and the nevada state line. Among the big problems, poor visibility. Meanwhile, some caltrans crews have been working 12hour shifts. Were looking pretty good and then we just got socked with the rain on the snow. The National Weather service has a winter storm warning in effect for the tahoe truckee area through thursday morning. A blizzard warning is in effect until 10 a. M. This morning on 50 towards south lake tahoe, chains are required between kyburz and meyers. Governor brown is set to release his opening Budget Proposal today. Browns plan will reportedly prepare california for potentially steep cuts in federal funding for healthcare and other public services.
