As you come off the carquinez bridge to the maze, there is roadwork approaching the carquinez bridge. Its also affecting 80 in both directions cummings skyway to the toll plaza only one lane open. That should be wrapped up within the next few minutes. Same goes for the roadwork on the Richmond San Rafael bridge. Were still dealing with that from the west end towards midspan there only one lane open in both directions. Its really not causing any major problems bridge itself. Thank you. Its been a nightmare of a highway but today thats expected to change for tens of thousands of commuters who use it every day. Experts say that this nightmare highway used to cost drivers 60 hours of wasted time every, single year so they have been waiting for this for a long time. And we have a shot of what the finished project looks like. It went from two lanes in each direction to four lanes in each direction including a carpool lane. 130,000 cars use this corridor every, single year and drivers say it was awful. It would be gridlocked and even made the top 10 list of the nations worst commute. We did this interview 4 years ago. 25 minutes to go 2. 5 miles. This corridor has been a bottleneck and bad commute for many years. Thats no secret to people who have been out here. Reporter can you imagine, more than two hours just to go two miles . Well, after 1. 3 billion and five years, the highway 4 corridor project is now complete. And so of course, they are going to celebrate and thats going to happen later today. Crews will celebrate by holding a ribboncutting ceremony later on this morning and drivers can celebrate by not having to wake up as early as they have been just to get to work. Today Oakland Police will be on the lookout for bad drivers and pedestrians putting themselves in dangerous situations. The Department Says that its all part of an effort to improve pedestrian safety. Officers will be looking for and ticketing drivers who speed, fail to stop for signs, or yield to pedestrians in crosswalks, pedestrians who are caught jaywalking or failing to yield to drivers who have the right of way will also be ticketed. San franciscos board of supervisors approved a 9. 6 billion budget this week and voted to put a sales tax hike on the November Ballot. The threequartercent sales tax hike would fund Homeless Services and transportation. San franciscos current sales tax is 8. 75 . The proposal would create a 9. 2 sales tax in april of next year. New this morning some relief at last for renters in oakland because everybody on the city council decided just hours ago that something has to give. Kpix 5s anne makovec is live in our newsroom to break down the renter protection act that they put on the November Ballot. The Oakland City Council approved 2 proposals early this morning to limit rent hikes. One is going to go into effect right away. The other will be up to the voters. A lot of the debate was centered around a stronger rent control that slowed gentrification in oakland. Renters say they need protections but opponents say the new law unfairly tie Property Owners hands in a city the fourth most expensive rental market in the nation. Many owners that we talked to on a daily basis are saying, we are getting 20 to 30 to 40 applications on one unit. The new rules require landlords to petition for rent hikes above 10 a year instead of tenants have been to petition against the hikes. There are also new limits on the amount Property Owners can charge their tenants for Capital Improvements to a building. The proposal that will go before voters in november spells out strict standard under which landlords can evict tenants and would expand those rules to more homes. Have you seen much of that . Reporter well, so there havent been protests close to the Convention Center and we know away from the center there were protests yesterday and again there are police from everywhere, california, alaska, indiana, they are from everywhere and they were out in full force. They had to bring out their beanbag guns as it were because there was a big presence of protestors yesterday trying to get to an alleyway that leads directly to the entrance to the Convention Center. The Police Stopped that from happening. But i think thats an insight into what were going to see as we get closer to thursday night, tomorrow night, when trump officially accepts the nomination and its a big finale. Four unsolved murders possibly tied to vietnamese clubs and gangs in san jose. Police just released neverbeforeseen videos in hopes of getting new tips. The man in the blue seen here checkered shirt seen in this Surveillance Video seconds away from being shot to death. Police stopped the video before he was killed in front of the golden king cafe back in 2014. A second video shows part of another quick and cold kill at the bon mua restaurant on tully four months ago. Police say these and two other killings are associated with vietnam cafes that are clubs and dense of gambling and criminal activity. We know in some of our investigations, theres a vietnamese street gangs that associate with some of these clubs. In each case, the victims were ambushed. If you have any information, call police. A man is accused of posting an online threat against the acting police chief of San Francisco. Investigators say Donald Eric Hoganson posted this on twitter over the weekend. It shows a picture of Toney Chaplin a guillotine as well as a sign reading, white trade only. Theres also a message that calls for chaplins beheading. Investigators say the suspect is behind a photo and message targeting David Stevenson the director of the Community Engagement for the San Francisco police department. The man is in custody but at this point, he has not been formally booked. Oakland rents have been soaring higher and higher but just hours ago everybody on the city council decided enough is enough. Reporter oakland is now the fourth most expensive rental market in the country and city leaders decided that something must be done before longtime residents are priced out of town. The new rules require landlords to petition for rent hikes above 10 a year instead of tenants having to petition against then and theres a limit on charges for Capital Improvements. The proposal goes to voters in november spelling out strict standards under which landlords for eviction and rules similar to San Francisco. The rent prices in oakland are quickly catching up. We have never seen rents this high. We have never seen a higher rent per foot than we are now. Reporter some of the hottest location in oakland, lake merritt and adams point. One bedrooms are going for up to 2,500 a month. The states ban on rent control laws is still in effect. That means that these new rules will not apply to homes built after 1983. Nearly 100 speakers lined up at city hall to push for a Citizen Police commission. It could review policy, monitor recruitment and potentially fire the chief. Still, some Council Members say it could spark change. Who wants to be on a commission if they cant really do a lot . We want to get strong good people and give it some Real Authority with appropriate checks and balances. The city council is set to vote on the Commission Next week. If they give it the green light, the proposal goes to the November Ballot where voters make the final call. This video was caught on a baltimore Police Officers body camera when a driver was playing the game while driving according to authorities causing him to crash into a patrol car. You can see the officers were all standing on the sidewalk when the suv comes through the intersection, hits the car. No injuries but the driver said thats what i get for playing this dumb game. Bay bridge metering lights are on backed up to the maze, so slowandgo off the approaches, 580 looks like carquinez bridge to the maze on the eastshore freeway a little bit busy, westbound 580, northbound 880, those are all starting to see some extra volume this morning. Just south of there, along the nimitz freeway past the coliseum, were still doing okay here. No major snags as you work your way not sure through this portion of oakland. The California Nurses Association says kaiser has not increased Staffing Levels as directed by a 2014 contract.
