Tonight San Francisco City Attorney suing the developers of a luxury high rise thats sinking and tilting. Dennis herrera accuses the developer of the millennial tower of deliberately hiding the problems from buyers. His new lawsuit claims the developer knew what was going on before it put high priced con domes on the market. Ing condos on the market. The building has sunk 16 inches and its tilting, also. My offices investigation shows the developer Mission Street Development Llc knew for at least a year before they began selling conned minimums that this 58story residential building was sinking much faster than expected. The developer says herrera has chosen to take the focus off finding a fix for the building and is instead attempting to divert attention from the real culprit here, a government agency. It says construction of the new transbay terminal nextdoor is making the soil weak. The new even taller now if youve been paying attention to the millennial tower story, you probably noticed the new even taller residential tower thats going up right nextdoor. So how was that one built . Tonight kpix5s Wilson Walker has an exclusive look inside 181 fremont. Well, were in the center of San Francisco, the transbay district and were also 702 feet off the ground with phenomenal 360degree views of the city and bay. Reporter next year when it opens, 181 fremont will be the tallest residential tower in San Francisco and its 55 condos in a well be the most expensive, but these days french door handles and italian marble may not be the premier selling point. I think it reinforces decisions made early on. Reporter buyers are now flooding the sales office with questions about foundation designs and structural engineering. Its complicated and a lot of the stuff is groundbreaking. Reporter this is a conversation, of course, driven entirely by the nextdoor neighbors, the famously sinking millennial tower reinforced concrete on a socalled floating box foundation. Architects and engineers agree that millennial is simply heavier than most buildings using that design. As for 181 fremont . Were down 260 feet with 42 different elements into bedrock. Reporter they even tossed out the first design, started over and aimed for something more lightweight. We actually pivoted and went to this more resilient design, weighs a bit less. Reporter light and more resilient means shock absorbers every four floors. The building has already been honored as the most earthquake resilient tower on the west coast and given the attention to the way these things are built, overengineering may be a towering investment. About. I think its being borne out by recent news about other buildings on the market. Reporter in San Francisco Wilson Walker, kpix5. With the end of Daylight Saving times people will use their headlights earlier. Surprisingly many cars do a poor job lighting up the road. Only on 5 tonight sharon chin on the problem and what you can do about it. Reporter what do you look for in a new car . Gas mileage. Air bags. Reporter how about headlights . Good if they have them. No, i dont look at the headlights. I didnt give it much thought. Reporter she will now. The Insurance Institute for Highway Safety tested new car headlights for the first time and most of them failed. Among sedans the Insurance Institute gives a poor rating to the nissan at marks kia optima altima, kia optima, and Hyundai Sonata and only a handful of suvs were acceptable. The poor, jeep wrangler, kia sportage and honda hrv and of the 11 pickups tested most headlights failed including the ford f150 and chevrolet colorado. The average driver out there is probably struggling to see as far as he needs to see to drive safely on the roads at night. Reporter and not price tag doesnt matter. Headlights on some expensive new cars flunked like the Mercedes C Class and bmw3 series of contrast the dimmer light from bmw on the right with the prius on the left, the only mid size car of 31 with a good rating. We conducted our own unscientific sperm driving around San Franciscos presidio in the dark and compared nissans 2016 altima with its maxima. In our first test we parked the cars and aimed the headlights across the street and tried to spot our producer leslie and her dog by the flagpole. We do barely see them. Still the maxima which got an acceptable rating did a better job lighting the scene at the top of the scene. Below the altimas poorly rated lights offered less visibility. So it wasnt a shock when we drove the altima down a dark street at 10 mail an hour and could not clearly see our miles an hour and could not clearly see our producer and her dog crossing the street until we were just yards from the crosswalk. With the better rated maxima we were surprised to find its lighting wasnt much better. We dont really see already until were almost up on top of the crosswalk. In fact, neither car had headlights bright enough. At close range we could only see the bottom half of her body. Headlights are critical because whether or not he 20 of driving is done at night half the when 20 of driving is done at night, half the crashes happen then. You can do some things to increase nighttime visibility. Use high beams more often. Only one in five drivers do. Improve your headlights at home. After five years the protective coating deteriorates cutting down on your light and increasing the glare for our drivers. Aaa in Southern California shows how to restore the coating on halogen reflector headlights using a 10 to 30 kit with a little sandpaper and polish. Take that layer off thats been discolored or deteriorated. Were going to apply some polish. Reporter it takes about 30 minutes to restore each headlight. A light meter shows the brightness before. We have a reading of about 510 average. Reporter and after. Now our reading has gone up to a little over 1,000. Reporter twice as bright. With many headlights leaving drivers in the dark its one thing we can do on our own to safely light our way. Sharon chin, kpix5. Yeah. We film back an Hour Saturday night. 5 05 is sunset sunday. It will sneak up on you. Rough surf will be wining down tomorrow morning at about 5 a. M. Winding down tomorrow morning at about 5 a. M. The 15foot swells are just about done.
