You dont want to lose it. These dams werent really built for that kind of agility. The lake level can be brought lower sooner meaning they can make room for big storms before the water even starting kr climbing toward the top of the dam. Updating folsom lake by 3 billion and it may not have happened thanks to another major disaster. Katrina did a lot of good for our system. Essentially what were looking for is essentially a 30 foot wall of water. We hope to not have too much water. You often need a little bit of failure.
