Major garrett is at the scene ot tonights Vice President ial debate in farmville, virginia. That is about 60 miles west of richmond. Major, good morning. Good morning. The Vice President ial candidates will, of course, defend the records and rhetoric of their running mates. For indiana governor mike pence that means dealing with a couple of comparatively new issues. One, revelations about Donald Trumps business losses and taxes in the mid 1990s and be what exactly he meant when he stress are not, quote, strong. I have legally used the tax post laws to my benefit. Donald trump made no apologies for claiming massive m losses decades ago which may esr have shielded him from personal federal income taxes for 18 a years. Honestly, i have brilliantly i have brilliantly used those laws. Trump tried to brush off t revelations his businesses losto mi companys financial problems onh the 199091 recession. The conditions facing Real Estate Developers in the early 90s were almost as bad as the Great Depression in 1929 and fan worse than the Great Recession e in 2008. According to the bureau of labor statistics, that recessio in the early 90s was among the the m most mild of the nine prior economic downturns since world war ii. The whole Mental Health issue is going to be a lth issue when i take over. Trump also raised eyebrows with this comment at a session with veteran supporters when asked about Mental Health care for combat soldiers. When people come back from war and combat and they see things that maybe a lot of the folks in this room have seen many times over and youre strong and you can handle it, but a lot of people cant handle it. The comments were met with e anger from veterans and their families online. Orter som some criticized trump for for paul tweeted, every National Leader has a responsibility to use accurate and appropriate language when talking about Mental Health and suicide especially. Senior trump advisor retired Lieutenant General Michael Flynn defended trump writing in a statement, quote, the media continues to operate as the propaganda arm of Hillary Clinton as they took mr. Trumps words out of context in order to deceive voters and veterans. All right. Of major, thank you. Ton as our poll also finds that 59t of voters say that Hillary N Clinton has the right temperament to be president. 63 say she is prepared for they role. Now those are her highest numbers so far on these esident. Particular traits. Y shes other recent polls show that clinton leads in the battleground states of florida, North Carolina, and polls pennsylvania, but she still trails donald trump in ohio. Nancy cordes is also at the vicg president ial site in farmville,o virginia. Nancy, good morning. Virginia, the state where her running mate was once governor, is now senator. She was in another battleground. State, ohio, yesterday. Argues that trumps tax history shows that hes the epitome of a system that he calls rigged. What kind of genius loses a billion dollars in the first he place . C reporter in akron, ohio, clinton slammed trumps businesl skills and his motives. Hes advocating for huge taxn cuts that would help him and as moti family even more. E what do you want us to do, pay him to lose money . You work hard. You pay your taxes. Reporter clinton and Top Democrats quickly cut ads to capitalize on the news theyve d anticipated for months. T i want a president whos proud of our country, not a president whos proud of getting out of paying taxes. Reporter yet the new cbs ot say trump is better at handling the economy though she edges him out on immigration, Race Relations and the economy. Gh he is so thoroughly, completely uninformed. An reporter campaigning for clinton in sarasota, florida, Vice President biden criticizeds trumps comments about ptsd. Etr he says, youre strong, you can handle it, but a lot of people cant handle it. Where in the hell is he from . In reporter the new poll shows women are key to clintons latest surge. They favor her by 18 points while men favor trump by 11. They wanted to fire her for putting on so much weight, and o it is a beauty contest. Reporter and in the wake of an trumps comments about a former miss universe, voters are far more likely to say clinton cares about the needs and problems ofe women. He finds it a lot easier to e insult women than to talk to the president of mexico about deb reporter in the debate tonight tim kaine will force mike pence to embrace or disavow some of trumps more controversial comments or w proposals to show there is trum discord even within the Trump Campaign over some of the thinga he wants to do for the country. Charlie . Nancy, thanks. Cam Donald Trumps campaign th manager Kellyanne Conway joins us now. Welcome. Thank you. So secretary clinton said yesterday what kind of genius loses a billion dollars in the n first place so they get this kind of tax Carry Forward. That from a woman whos never created a job, front of a paycheck for anyone. As you know, charlie, this provision in the tax code has been around since 1918. Its 100 years old and the year that donald trump accessed that particular provision, 1995, the i. R. S. Reports that half a Million People went ahead and did the same thing. So this is what happens when businesses lose money, they th carry it forward. This i and in the case of donald trump you reinvest. You create jobs my question is not the fact y rein he legally could Carry Forward but what about losing a the question that secretary clinton she was being very sarcastic. How did he lose the money . Inf shes not the only one losing that question. The type that then carries forward the loss into years a where he did make a profit. How did you lose 1 billion is what im asking . That we dont know that. Question but at the time you remember real estate in 1995 leveraged companies, but the fact is what did he do . Esta in other words, the art of the comeback, and this nation can certainly use a comeback thats anal question, but to ask how did hey come back after losing 1 billion using the tax code as questioninvesting in new businesses. He certainly has you look around new york and other cities, particularly here, and doll you see the fruits of donald ci, trumps business acumen, what he did in carrying forward that loss, but the fact is e thismileanhour has thi man has paid hundreds of billions of dollars. Federal taxes, excise taxes, ta, property taxes. Ta you didnt say income taxes. That he made a profit like anybody else, he paid income taxes. Let me ask you this about the last president ial debate. Profit we have a new cbs news poll out this morning that shows 36 of voters who watched the first debate said it made their opinion of mr. Trump worse. What is he doing differently for sunday night and that debate, that second matchup . Mr. Im struck also by the number you have up there, norah, where half the people said it had no effect. That was pretty surprising given all t clinton since the debate. Were very happy about the town hall format. We know thats very beneficial to mr. Trump. Hes out there every day with mr. Trump in a similar forum. Ra you showed a clip of that where he engages with voters every day. F its natural for him to do thate i hope he brings up obamacare ht because we have none other than president bill clinton being highly critical of obamacare, its failures. Its a terrible thing for Small Businesses. I no he that firsthand, it certainly is. Hillary clinton to account for her record and for i think she h has to defend both her record and any of the failings, the shortcomings of the obama administration. We have 16. 4 women in poverty, 12. 4 without Health Insurance. I think youll see that for mikt pence. Its a big night for mike fr pence and tim kaine. It is. The majority of the public ds not know either one of them. What will mike pence do tonight to make sure people know his name by the time the debate is e over tonight be . Hell go out there in a fiery performance, especially for someone known as low key. Doing the job of the vice nce. President ial nominee which is to hold to account the other partys nominee and asking those questions about Hillary Clintons fairly unremarkable record here in new york as llar United States senator. Y the blemishes as secretary of state and really the wrong vision she has. Nato when you say what do you whahen you say hes going to be fiery. People look at mike pence as . P low key. He is. Hes a perfect gentleman. Ive worked with him for years and years. Work hes there to absolutely do wha. These Vice President ial nomineee are doing and what tim kaine has been doing on the stump almost exclusively, with i is to attract donald trump. I cant remember the last positive policy statement tim kaine has 4r5laid out. Hes always talking about donald trump pe juror rativelily. End mike pence can lay out the caset Kellyanne Conway, thank you so much. Thank you for having me. E were going to talk to manager in our next hour. Right now face the nation moderator John Dickerson joins us from washington. John, good morning. P good morning, norah. Lets talk about tonight. The Vice President ial debate. What are you waiting to see . Well, mostly in these Vice President ial debates its sort of the hippocratic oath. Vice first do no harm. It Kellyanne Conway telegraphed there that mike pence is going to come out and press very hard. That will be interesting to see. Its not his nature. Pre sustained attack. That will be interesting. One of the things for tim kained to watch for is that he when he was announced as the vice tim k president ial running mate gave a great sort of pitch for Hillary Clinton. He is going to go out there andr part of what these debates are about is building enthusiasm in your own party so it will be g t interesting to see him not only defend Hillary Clinton but then also to try to keep that enthusiasm momentum that she eep gained after her first debate th hin so what happens when both of the candidates disagree with heb their running mates . Tes how do you think they will handle that tonight . Well, that will be one of the things to watch for. They will probably do as they hy often do which is run over and answer some other question than one that asks them to account for their nominee. However, you can only do that so much. And if there is a glaring moment where they have to separate hae the behavior of their nominee, that will be quite interesting to see. When you have candidates that ht have issues as both do, but b particularly obviously mike pence with donald trump, its hard to kind of lapse into the i talking points fully. Fully. You have to answer for what your candidates have done. John, what do you expect u donald trump and Hillary Clinton to try to do in the second o president ial debate . Ond i think the same as the firse debate. Donald trump has to show that he can handle the job of the presidency. Job he has to show that hes prepared which is the thing to a do before the debate. Do he has to show that he has somes source of restraint. Hillary clinton, the advantage for her is that its an audience and she does a lot of these audience events out on the stump. Its a little bit more natural for her. John dickerson. Thank you so much. Cbs news will bring you live coverage of tonights Vice President ial debate. Elaine is the moderator. Adot is looking at a toll road as a way to help pay for at least some of a planned freeway, south of i10. The current plan for state route 30 calls for a six lane freeway to be built south of i10. That will run parallel to itth new 202 South Mountain freeway. But highway 30 is on the back burner, lacking a start date and secured funding. So adot in an effort to speed the project along and help fund it is studying the possibility of making it a toll road. Which would be a first for arizona. Time now for traffic with kylee. . Good morning to our viewers in the west. It is tuesday, october 4th, 2016. Welcome back to cbs this morning. More real news ahead including a look at the president ial race with Hillary Clintons campaign and first on cbs this morning, the top five billionaires on the new forbes 400 list. But first, heres todays eye opener at 8 00. The hurricane is bearing down on southwest haiti with power the National Hurricane center warns will be life threatening. Potentially a category 3 hurricane just off shore, or hugging the east coast of florida. The Vice President ial candidates will, of course, defend the records and rhetoric of their running mates. Past history shows hes the epitome of a system she calls rigs. Mike pence and tim Vice President ial debate, what are you waiting to see . Mostly in the Vice President ial debate, it is sort of the hippocratic oath. First, do no harm. What will mike pence do tonight to make sure people know his name . A fiery performance, especially for somebody known a criticizing medicaid saying the government needs Better Regulation to prevent patient neglect and fraud cases. The relationship with president obama as an older brother, younger brother dynamic. The only downside is when obama forgets to pick him up from soccer practice. I get it. Youre busy. This mornings eye opener at 8 00 is presented by Liberty Mutual insurance. King and norah odonnell. Florida and the southeast are preparing for the dangerous hurricane now slamming the caribbean. Matthew is a deadly category 4 hurricane. It just made landfall this morning in haiti. If the storm continues on its current path, matthew could hug the east coast or make a direct hit. North carolina and florida have already declared states of emergency. Torrential rain and winds of up to 145 miles an hour are lashing roads have been flooded there and one man was killed when a wave crashed right through his home. In the dominican republic, the deluge dropped several inches of rain forcing cars to drive through floodwater. In cuba, people along the eastern coast have been urged to go to higher ground. Donald trump is making no apologies for using the tax code to his benefit after claiming nearly a billion dollars in losses in 1995. Trump said he, quote, brilliantly used those laws that income taxes. Speaking in pueblo, colorado, he blamed the recession in 1990 and 91 for his nearly 916 million business loss. The conditions facing Real Estate Developers in that early 90 period were almost as bad as the Great Depression of 1929 and far worse than the Great Recession of 2008. Some of the biggest and strongest people and Companies Went by the way. Are you proud of me . Would have loved to have used that card, but i just didnt want to do it. Now, take a look at the bureau of labor statistics. They say that the early 90s recession was milder than other downturns since world war ii. Trump didnt declare bankruptcy in 1995, but four out of the six times his company filed 1992. Donald trump says his administration would focus on Mental Health. He spoke yesterday in an event hosted by veterans who support his campaign. When you talk about the Mental Health problems, when people come back from war and combat and they see things that maybe a lot of the folks in this room have seen many times over and youre strong and you can handle it, but a lot of people cant handle it and they see horror stories, they see events that you couldnt see in a movie, nobody would believ medical. Vice President Joe Biden criticized trump saying he suggested that some troops are not as strong as those who dont have ptsd. He points out to the veterans room and says, and youre strong, you can handle it. But a lot of people cant handle it. Where in the hell is he from . Comments were taken out of context by the media to deceive voters and veterans. Donald trumps charity has been ordered to stop soliciting contributions in new york state. Eric schneiderman said that the donald j. Trump foundation is not properly registered. He is a democrat who supports Hillary Clinton. He also is investigating charges trump used the charitys funds for personal gain. Trumps campaign says, quote, while we remain very concerned about the political motives behind attorney general the trump found nevertheless intends to cooperate fully with the investigation. The is thfirst and only vp debate and when Kellyanne Conway was here last hour, she says we can expect a fiery debate from mike pence. What are tim kaines marching orders tonight considering most people do not know who he is . How is he going to break through . What were hoping is he has the agenda he and secretary clinton have, to make the biggest investment in jobs since world war ii, help Families Afford College and health care, and basically talk about the issues. Thats when we always do best as a campaign. As you mentioned, i think the Trump Campaign is a bit panicked right now. They need to change the narrative, they need to change the message, they had a bad week. So were expecting them to throw a lot of mud. And it is going to be very interesting to see how mike pence responds to questions last week. Is he going to defend the way he attacked alicia machado, the former miss universe, is he going to defend the 3 00 a. M. Twitter rants . Is he going to defend Donald Trumps comments about veterans or hes proud he didnt pay taxes for nearly two decades. This is usually a test to see if the candidates are prepared to serve as president. I think both of them are regarded as pretty accomplished public servants. The real question is is mike pence going to defend donald trump. Is that the goal, to put mike pence on the defensive to defend Donald Trumps record . The goal is to talk about the difference that senator kaine and secretary clinton want to make in peoples lives. Thats been our goal for all of these debates. Thats when we do best as a campaign, because secretary clinton and senator kaine actually have real plans that are going to make a real difference in peoples lives. But i think the dynamics of the race are very special and it is going to be interesting to see how would secretary clinton, if she becomes president , change the Affordable Care act . Because as you know, former president clinton had something to say about it yesterday in terms of people that were not exactly as well as they thought they might. Well, i im sorry, i thought you were going to play a clip there. Really glad you asked that question because i would if i had one. No question because this is an issue that affects a lot of voters. Look, the important thing is that 20 million americans have Health Insurance today because of the Affordable Care act. It made a tremendous difference in a lot of peoples lives. But we need to do more to lower premiums and in particular the price of Prescription Drugs is rising way too fast. We have seen these companies, you know, abusing their patents to jack up costs for life saving cancer drugs and the like. Drug prices down, make sure families can afford them and finally do something about these premium increases. Does secretary clinton agree with her husband, former president bill clinton, that obamacare is a, quote, crazy system that hurts Small Businesses . Well, what he was referring to was the Health Care System both as it used to be, and then sometimes when happens in some of the markets, you were basically the market place skews the cost, this is exactly why we got to do something about premium increases, but i assume also he was including in that Prescription Drug prices. Can i ask you quickly about the latest polls. We see that secretary clinton is up in florida, North Carolina, pennsylvania, virginia, but losing to donald trump in ohio. Can she win the presidency without ohio . Look, there are many paths to winning. Absolutely essential for her to become president . No, it is not. But thats completely separate from the fact that we are working as hard as we can to win ohio. I ran secretary clintons Ohio Campaign in 2008 and my parents live there. It is near and dear to my heart. I know we can win it and were working very hard to do that. All right. 30 plus days and counting. Thank you very much, robbie mook, well see you later on, im sure.
