Because traffic flow is very easy on the peninsula, and even the south bay. We havent really started with the Silicon Valley Community Just yet. The trivalley does see a little build for traffic flow. Also, hayward in the Castro Valley, an issue at the dublin interchange. A disabled vehicle reported. I dont see slowing thats unusual, at least an unusual pattern. I see slowing because of the volume, and also low clouds hovering around. Be careful there, maybe mist you have to deal with as well. Live pictures now from san jose where police say a woman was injured in some sort of altercation outside a jackinthebox. It happened shortly after midnight alt fourth and east san carlos streets right next to san jose state. Police are not releasing a lot of details but they say a woman, possibly in her 20s, suffered head injuries in front of that raunt. Our crew found blood on the pavement outside. Employees of the restaurant tell us they didnt see what happened. We have reached out to San Jose Police about whether or not theyre looking for any suspect. Stay with us for updates on this story. Happening today, the man accused offing seven people and injured three other in that 2012 Oikos University shooting rampage is finally due in court to face murder charges. This is a case that has been years in the making. We have been following it since the beginning. Bob redell live outside the courthouse in oakland morning with some of the major developments that havent haenned in the last weeks in this case. Good morning, bob. Reporter good morning to you, laura and sam. In about three hours, that suspect is scheduled to enter a plea here at Alameda County superior court on the charges he killed those seven people in a mass shooting at Oikos University five years ago here in oakland. It was just this past friday that a judge ruled that go, who is a 48yearold man from alameda, is competent to stand trial. Couple years ago, a judge placed the trial on indefinite hold because she believed go, who is a paranoid schizophrenic, was incapable of assisting his attorneys in his defense. Go has said in the past that he wants to plead not guilty, that he believes the teachers and administration at Oikos University were the ones responsible for the murders, and they bugged his home and tracked his vehicle. In april of 2012, he went to oikos dedemand a refund of his 6,000 tuition. He dropped out of the program several month prior. When told the administrator was not in, he allegedly started shooting. He hit ten people, including the receptionist and several of his former classmates. Six women, one man died. Only three people survived. Reporting live here in oakland, bob redell, today in the bay. A Police Source telling us an arrest has been made after a shooting at a popular south bay mall that happened yesterday. This happened in the parking lot behind the thelys restaurant. A man in his 20s was shot. Hes expected to be okay. Police say that a nearby car was also hit as well as a citibank window. One person right now is in custody, but police are still looking for two others on the run. A witness who did not want to be identified described what was a chaotic scene. The first two were like pop pop. And then it was a little pause and then you heard pop, pop, pop, like someone was unloading. Right now, police are looking through Surveillance Video of that incident for more evidence. Also new this morning, b. A. R. T. Is being more cautious in the wake of the recent trab o train robbery involving dozens of teenagers. Saturday night, police say about 50 teenagers jumped fare gates and forced riders to hand over their valuables. B. A. R. T. Police say last night, a lake merritt station agent saw three or four young fare jumpers. When the group went downstairs, the station agent called police. Police sent two trains through the station without stopping until the fare jumpers left the station. Today, were expected to learn more about a lawsuit being filed following a deadly Apartment Fire in oakland. This is the one caused by a lit candle. 15 residents of that west oakland residential building are now suing the land. They claim that the owner and Master Tenant there knew of severe Code Violations years before that fire happened. They also say that the Living Conditions were, quote, deplorable. Last months fire killed four people six others were injured. Theres a press conference expected at 10 30 this morning. 6 06. Happening to East Palo Alto members of one of the deadliest house fires in u. S. History, this happened 20 years ago, killing nine people. Five of whom were children. This happened at a home on fordham street. Youre looking right now at the scene after it. The fire was determined to be arson, and it remains one of san mateo countys largest unsolved cases. Today, the menlo park Fire Protection district is holding a remembrance event at the fire house on middlefield road. Happening today Governor Brown will be in San Francisco at a conference on sustainability. The conference is taking place at the westin st. Francis. Theyre working with corporations to build better sustainability. Brown will make an address but his appearance is not open to the public. Also happening today, President Trump will unveil the broad outlines of a tax overhaul he would propose slashing Corporate Income tax rates and steeply discounting rates on profits brought into the u. S. Part of his plan would have a massive cut of taxes from 30 to 15 . Taking a live look at capitol hill this morning. A lot of strong reaction from the Trump Administration after a federal court in San Francisco blocked an executive order that would have cut federal funding to sanctuary governments and that includes San Francisco. The president tweeting about San Franciscos ninth Circuit Court within the past three hours this morning. He said, quote, first the ninth court rules against the ban and now it hits again on sanctuary cities. Both ridiculous rulings. See you in the Supreme Court, unquote. Then, minutes later, he said the ninth circuit has a terrible record of being overturned. We want to go live to tracie potts who has been following all of the overnight developments live from washington. And this is an issue obviously in our backyard here in San Francisco. Good morning. Well, and its an issue that will hit your city in the wallet if it goes all the way to the Supreme Court and the president wins, to the tune of about 2 billion in funds that would be withheld if this continues to be if San Francisco continues to be a sanctuary city for people who have been detained and may also have immigration problems and the government wants to deport them. That is the issue here. The tweet from the president , interesting about the ninth Circuit Court along with his chief of staff calling it bananas. Its making its way to the ninth Circuit Court. A Federal District judge has now said no to this new order that prevents those funds from coming to cities like San Francisco because the Trump Administration says they need to cooperate with federal authorities. But the judge said its unconstitutional, too broad, and that the money has nothing to do with immigration policy. Here we go again with another big blow to the president S Immigration policy. Really centered right there in the bay area. Although there are other lawsuits around the country, this one getting a lot of attention because again, its going back to the same ninth Circuit Court that said no to the president s travel ban. A neighborhood divided. The future of 42 trees in tiburon has people taking sides. Some neighbors want to fork up thousands of dollars to cut down the trees. And im worried about somebody getting injured or my neighborhood catching fire. Many of these trees as possible. Nature and trees are much more important than our views. As we get a look at some of the temperatures in the highs today, were going to be up to 64 degrees in the peninsula and 65 degrees in the north bay. Only making it up to 61 today. If youre planning to head out, then go golfing at half moon bay. Expect it to be drizzling throughout the morning and early afternoon. And temperatures staying in the 50s. Were also tracking some light rain in Sonoma County. As you head out the door, you may also need the umbrella just in that area. This will be zipping to the south as were seeing it play out on the hourbyhour forecast with cloudy skies and some times of some light rain. Not expecting much to accumulate or give us any high rainfall totals, but all cloudy and we may be measure rainfall, a few 100th of an inch. The seven day forecast shows well be in the upper 60s to low 70s. A lot of bright sunshine for the weekend and highs in the mid 70s. Inland areas, low 80s. Look at how warm it will be. It will feel like summertime by next week, after this wet and cool start to this week. And mike sees the backups starting to disappear a bit . Thats right. Right before your eyes. Watch this. Authorities are investigating a shooting that left two people critically injured in hayward. Happened a little after 7 00 last night near meek ln and medford avenues. Deputies say the victims were in a car. It may have been a driveby shooting. The victims considered in serious condition. Sofar, no information on the shooter or vehicle involved. That is a familiar sound if not a desirable sound for anyone living along caltrain tracks. Now the transed agency is taking steps to try to make the tracks quieter. Pete is live with details on some of the noise reduction project getting under way today. Good morning, pete. Good morning to you, laura and sam. The purpose of the project is to reduce the noise as the trains pass through caltrain stations like the one here in san carlos. Its going to be noisy while they work on the project, and its going to start tonight in San Francisco at the caltrain station there. Crews will use a railmounted grinder to smooth out the rail. They hope to rethe noise from the track and make for a smoother ride for passengers. Now, its going to start in San Francisco, move along the peninsula, eventually ending in the south bay. The equipment will be used between 10 00 p. M. To 4 30 a. M. Not much on an impact to riders. Theyre saying it should take a few weeks to finish the project. The goal is may 19th. The water is cranking through here att anderson dam, and when this happens around california, that creates power. The problem is when the water was not flowing, you power meter was cranking. Thats because theres a loss in hicroelectric power, which is less expensive. That dropoff in hydroelectric power increased the cost of electricity nearly 2. 5 billion between 2012 and 2016. What does that mean for you . You likely paid about 12 more per year on your power bill. Without that source, utilities also use more natural gas, increasing smog and greenhouse gases. A january study by the same think tank also pointed to higher water costs as providers tried to make up for the fact that people were using less water and thus generating less revenue. Of course, many families spent money buying more efficient appliances and lowflow appliances attachments and toilets and replacing landscaping as well. We also know the think tank also thinks that Going Forward as we more droughts, more dry years where we might not have the hydroelectric power, the state should consider more Renewable Energy like solar and wind that doesnt count on the and water so when we have to switch sources, we dont have to go to the costlier natural gas. You may recall that fire back in 2015. It was east of sacramento that destroyed 549 homes and killed two people. The California Public Utilities Commission says a tree hit an overhead elect conductor which ignited the fire. Pg e has been cited for failing to remove trees near the power lines. Happening today, people in the bay view neighborhood of San Francisco say theres a dangerous intersection there, and they contend that nothing has been done about it. So now, that neighborhood is launching a campaign to try to get the city of San Franciscos attention. The intersection in question is at 3rd and revere streets. For the last six years, activists have complained its dangerous for pedestrians, especially Senior Citizens and disabled people. At 11 00 today, theyre announce agtwomonthlong campaign to push city leaders to make some changes. All right, folks. Theres been some changes on the roadway as well. Just a little more traffic, and nothing unusual as far as the pattern. Theres the south bay with the build now finally starting and the push over for the try valley and the east bay. The bay bridge toll plaza metering lights are on. Through hayward, slowing through 880, down past the san mateo bridge. Well show you the san mateo bridge and you can see Traffic Building to the peninsula. No delays for 101. There are some low clouds coming around this area as well. Ill keep my head out of the clouds and hand it right back to you. And your feet on the ground. I have a harder time keeping my head out of the clouds. Were halfway through the week right now. It is your wednesday. Thats right. A little cloudy out there, but things will clear this weekend. Yeah, this weekend is going to be nothing like today. As we look forward to the weekend, there will be some huge changes on the way. Lets take a look at the forecast for the peninsula. Its going to be in the mid to upper 70s. And a lot of sunshine. Thats something were really missing today. And a look at San Francisco in the low 70s. Were going to see it up to 73 degrees on sunday. So as you make your way through the south bay, it will be in the low 80s. Those inland areas will be much warmer, up to 82 degrees on sunday, and the east bay will be at 79 degrees on sunday. And looking at the butter and egg days festival in petaluma, the parade starts at noon on saturday, and well be right at 68 degrees. A lot of sun. As the temperatures warm up, make sure you have lots of water. The sunscreen, and maybe a hat to protect from all of that bright sun. In San Francisco, we have cesar chavez day. The parade at 11 00 in the morn in the Mission District in San Francisco. It will be a nice day for that, too. A little cooler there, but still a lot of sun. And not much of a breeze. And if youre planning to hit the road, look how hot it will be. Is like summertime. If you want something hotter, this is where you go. Up to 80 degrees by the end of the weekend, and looking at heavenly, a live picture with cloudy skies now, but it will be sunny this weekend. In just a couple hours, the man behind the deadly Oikos University shooting will be in that courthouse. 48yearold one goh is scheduled to enter a plea. It comes less than a week after he was found comp tntd to stand trial. Hes facing charges for killing seven people during a mass shooting that happened five years ago. The trial was put on hold for a couple years because the judge believed that goh, who was a paranoid schizophrenic, was not fit to stand trial. A live look near san jose state where police say a woman was injured in some kind of altercation outside of that jackinthebox there. It happened at 4th and east san carlos street. If that sounds familiar, its right near the entrance to san jose state university. Police are not releasing a lot of details right now, but they say a woman, possibly in her 20s, suffered head injuries in front of the restaurant in the attack. Our crew found blood on the pavement outside. Employees at the restaurant tell us they didnt see what happened. We reached out to San Jose Police whether or not theyre looking for suspects right now. Sun veil City Employees could go on strike at any moment after a late night vote last night. The decision means the Union Leadership can walk out any time. The union wants a 14 raise over four years. And the city is offering 10 . We want to get this deal done. We really do. But we also need our families able to support themselves. And thats what this is about. About 400 people belong in the union. Many work as librarians, engineers, and mechanics. We reached out to the citys mayor for a response but have not yet heard back. A strange crime to tell you about. Machine rage, perhaps . Surveillance video capturing this bizarre crime in mountain view. Police say Jason Sylvain picked a fight with a robot at a company last week. The robot sounded its alarm and employees ran outside. Sylvain was arrested for prowling and being drunk in public. The robot was not damaged. Flood protection work is well under way on the San Francisco creek in pal oo alto. The closure began this week. The popular trail off limits from east bay shore road to the baylands athletic center. Crews will excavate decades ofment build up in the channel. The channel will also be widened. A new levee will also be constructed. President trump is expected to unveil his big tax plan today. Could include huge tax cuts for corporations. Scott mcgrew will talk the bottom line. This could really add to the deficit. Seems okay with a lot in the gop, including orrin hatch. He said hes already with a plan that increases the deficit. Thats big change in Republican Party policy. We do expect to get some detail about the tax reform today from the white house. Which would include cutting corporate tax, a cut for socalled pass through businesses. That would benefit many of the president s businesses and could include an increase to the standard Tax Deduction that families take. Thats where middleclass families could benefit the most now. Right now, the average family can lop off 12,500 from declared income and not be taxed. The new proposed idea would crease that to 30,000. Thats for people who dont take other deductions like mortgage interest. Todays plan could also include bigger tax credits for child care. And maybe even make those tax credit refundable so that poorer families who dont pay federal tax at all might make money back anyway, a net plus for their budget. Now, if you are handing out tax cuts and tax credits, the government brings in less money. Thats obvious, right . But republicans say maybe not. Treasury secretary Steve Mnuchin on monday insisted the tax cuts would pay for themselves. Its a controversy idea because this is your money were talking about. Its important to understand what hes saying. So we got a graph. Heres the deal. The more you charge in tax, obviously, the more the government makes. But republicans say up until a point. If you charge too much tax, productivity actually falls and the government makes less money. So by backing up this, theres a way of lowering taxes and increasing revenue. It will be cool because of the low clouds, and as we get a look out the window and trying to get ready for the day, we bring it inside to make sure you know the long sleeves, definitely will be a choice there as we will also need to stay comfortable, some jeans also, as the temperatures will be cool throughout the day. And also getting up, getting the kids ready for school. Watch out for that patchy fog. Otherwise, a mild start. It will be mostly cloudy at recess, but for the most part, it will be dry. There will be scattered light rain, but probably not enough to cancel any outdoor plans. We have seen it very hit or miss on the radar this morning, especially for the east bay as were tracking some low visibility and light rain. As we go hour by hour, we see some rain moving through. 8 30, and its still showing light rain. This is what the radar could look like in the north bay. We see some spotty showers there. Otherwise, all cloudy throughout the afternoon. And clearing out tonight, so the sevenday forecast shows that our temperatures will be in the upper 60s to low 70s, and in the mid 70s in San Francisco for the weekend. New this morning, a Police Source tells us an arrest has been made in a shooing at a popular south bay mall. It happened yesterday afternoon in the parking lot behind the chiles restaurant at the east bay mall. A man in his 20 was shot but is expected to be okay. A nearby car was also hit as well as a window. Sources tell us one person is in custody, but two other people are still on the run. This is a live look right now at the caltrain station in san carlos, with at least one passenger out there right now. It may soon be getting quieter for the people who live nearby. Thats because the agency is starting a noise reduction project. Theyre going to use a railmounted grinder to smooth out defects on the rail and bring it as close to its original form as possible the short term tradeoff, some of the neighborhoods will be noisier in the work, but then the line should be smoothed out in about three weeks. A live look this morning, look at the water flow there. This is the anderson dam in morgan hill. Were learning just how financially damaging five years of drought was for california. Because of all that reduced water flow, hydroelectric power was far less abundant. One nonprofit has determined the losses from less available green energy totaled about 2. 5 billion in the drought.
