The latest attack happened overnight in the sea side lee resort town. Five men hit pedestrians with a car before they were killed in a shootout with police. Investigators belief those suspects are somehow linked to the horror on the streets of barcelona hours earlier. In that attack, a van mowed down people alongside the popular las rom plas promenade. The video not independently verified by nbc news. The shots heard streets away as officers opened fire killing the suspects. He heard the fun fire around midnight as he fled he saw three people shot. One in ht head. They were wearing suicide belts, he says, police now say the explosives on the belts were fake. Police say it began when a vehicle drove at a crowd. A car could be seen overturned, its inwindows smashed. Six people and a Police Officer were injured. This morning news, that one of those, a woman has died. This happened hours after a van mowed down tourists in central barcelona, killing 13. The police saying this morning the second vehicle attack took place in h this sea side town, 70 miles to the south of barcelona. Police say they fatally shot four people, a fifth died late every. The area cordoned off. Spanish police now investigating what increasingly looks like a Terror Network whose intent was an attack or attacks perhaps far worse than the blood shed of the past 24 hours. Witnesses many of them tourists described hiding. One told me he lay on the ground for three hours. Another said 60 or 70 locals went into a restaurant there some clam orring through the window. A man hunt is under way this morning for the driver responsible for mowing down people on barcelonas main pedestrian street. At the van traveled for about 600 yards, it wasnt just driving but zigzagging back and forth chasing down victims but people still came back today to show they wont be terrorized. I ran into that bakery where they let me in, and there were a couple of us, about 20 in that bakery, hiding. The attack is just the latest case of terrorist turning ordinary vehicles into deadly weapons. Hundreds killed in the last two years alone in beloved cities all over europe including berlin, london and paris. Spanish dignitaries this morning leading a moment of silence. The heart heart of barcelona, center of the citys famed street life. The mood now a mix of shock, sadness and anger on this day of mourning. Thought out things how they might delay First Responders using fake suicide vests, maybe not having all the sophistication to create bombs although that i may have been part of this but what we see is a Group Planning and probably simultaneous attacks planned. Heres what is so nerve wracking. New york times reported there were three vehicles rented under the same name. A group of men drove a car into a group of people at a beach resort south of barcelona. The suspects were shot and killed by police. Lets start with the one you mentioned, that happened around 1 00 in the morning spanish time. A vehicle with five men inside, started charging toward police, driving towards crowds, killing one woman. But Police Responded very quickly. You can hear those gunshots. Police overpowered the men. Shot all five of them dead. And it turned out they were wearing what police described as simulated suicide vests. So, that attack, mostly thwarted. It came hours after a deadliest incident, on las ramblas, the most iconic street in the center of barcelona, the beating heart of this citys street life. A rented van came streaming down this street, plowing into people. Injuring almost 100 people. Killing over a dozen. Police have secured this area. And many people are coming out today, in the thousands, in fact, to express their solidarity. To express their sympathy for the victims. And there was a third incident that i mentioned. This, when it first happened two days ago, it didnt get a lot of attention. A house outside of barcelona blew up. And investigators are looking at this incident as the key to all of it. When that house blew up two days ago, that may have been a bombmaking factory. Thats what investigators believe. Once that factory blew up, the attackers, that were part of a cell, that this is all some sort of cell, after that bomb factory blew up, they had to mobilize. They mobilized here on las ramblas. And they mobilized south of barcelona. The manhunt for the driver of the van is under way, as is a manhunt for other potential attackers or accomplices. Thats the fear it can still be going on. Were talking, as you just mentioned, about two separate terrorist attacks in two different locations. The worst, the deadliest incident took place along las ramblas, a street where i am right now. But because there were multiple attacks in multiple locations, police in this country believe this is the work of a terrorist cell. And police Just Announced a short while ago that at least four suspects are now in custody. The Second Attack south of barcelona could have been far worse. At least five militants in a vehicle drove into police and crowds, but they didnt get far. And all five attackers were quickly shot by police. Four died on the scene. The other died later. The attackers were wearing what spanish authorities described as simulated suicide vests. The mostly thwarted attack came while a manhunt is still underway this morning for the driver responsible for mowing down people on barcelonas main pedestrian street. The attack is just the latest case of terrorists turning ordinary vehicles into deadly weapons. Hundreds killed in the last two years alone, in beloved cities all over europe, including berlin, london, and paris. Spanish dignitaries this morning leading a moment of silence in the center of the citys famed street life. The mood now, a mix of shock, sadness, and anger on this day of mourning. Overnight, paris and new york, cities all too familiar with terror, showing their solidarity. Isis claimed responsibility for this attack, saying that one of its quote, soldiers drove that white rental van down this street, killing and injuring so many people. But it offered no evidence that it had any advance knowledge of the attack. And there was one incident that didnt get much attention at the time. It happened on wednesday. And it could be the key to understanding all of this. On wednesday, south of barcelona, a house exploded, killing one people. And investigators think that may have been a bombmaking factory. And that after that house exploded, the terrorists in this cell didnt have the explosives and went on the rampage using a van here, and then using that other vehicle south of the barcelona with those simulated devices. And its interesting, because we have nod ht had a major hurrica since 2005. The last was wilma in 2005, cape ramano, florida. But that doesnt mean you cant have a lot of damage with the lesser hurricanes. Since wilma, weve had ten storms, including sandy and matthew making up for 130 plus billion dollars in damage. We are wrapping up our special kids and money series this morning, and now were going to talk about the college set. This years average graduate left with more than 37,000 in debt. Thats up 6 from last year, on top of that, 11 of all Student Loans are currently in default. With that in mind, today financial editor jean chatzky is back with some tips to help your family. Hey, jean, good morning. Good morning. Youre saying you want to have the college talk early, even in high school to gear up for this. Absolutely. You want to Start Talking about what college is going to cost, what you as a family will be able to contribute, and get your kids into the mindset where theyre thinking about value. Public versus private, schools that really want you and will give you money to attend. Because the most important thing we can learn today is youve got to keep the borrowing within limits, so that those defaults dont happen to you. And you want to keep it to about what you think youre going to earn your first year out of school, which means if youre going to be a lawyer, its very different than if youre going to be a journalist. And there are a lot of Free College Programs that are emerging. We saw rhode island come out last week or the week before. Talking about Free Community college. They joined new york and a couple of other states. There are states like georgia that have the hope scholarship. So look into these programs. There are requirements, but they can provide you with a lot of money. Okay. And you want to build a budget. How do you do that . Okay. We know that in addition to room and board and tuition, it costs about 4,200 to pay for the expenses okay, so this is after weve already done room and board and tuition, which is a big chunk of change. This is books, transportation, pizza and beer, right . This is what were talking about here. Youve got to break it up for your kids, because they cant handle that much money all at once. It will just go through their fingers. My suggestion, give them enough for books, thats about 1,200 on average, but split it into two chunks, so they can pay for it each semester, and take the rest of that money and divide it into weekly sums, deposited electronically into their account. They will blow it in the first week or two, but then theyll get used to the fact that they have no money by friday and theyll get used to it. And food for all parents, this is where everything goes wrong. So talk about how much it costs to go to chipotle and Everything Else and how many times a week you can do that. I can remember college a thousand years ago, there were credit card offers everywhere. So should you or should you not sign up for a credit card if youre in college . Its a mixed bag. I think college is an important time to build credit, because when you come out of school, you want to get an apartment, you want to buy a car, you need credit in order to do those things. A couple of ways to do it safely, if your child has a job and can prove income, they can apply for a card on their own. They may be able to get one. You want to keep the credit on that card, the limit artificially low. 500, at most. They dont have a job. You can add them to one of your cards as an authorized user. Again, make sure that theres a very low limit to that that sounds dangerous you can make sure theres a limit just for them. So you set that at 500, just be sure that that particular credit card reports to the Credit Bureaus on behalf of your child. Secure credit cards where you deposit a sum of money into the bank that becomes your limit is also a possibility. I know youre big into saving, even when youre just starting out. People probably feel like, i dont have any money to save, im barely getting by. This is when you graduate, this is what you want them to do, save regularly. Keep a lid on that credit card behavior. And understand, they have to live on the net, not the gross. They may be making 40,000 a year after taxes. That is a big shock, because its so much less. And get into that 401 k . As we gear up for mondays eclipse, a lot of people are looking a little farther into space. The featured story in National Geographics space issue is a look at the google lunar x prize competition. Mark shingles is the ceo of the x prize foundation. Hes brought along some really cool devices that are maybe headed for the moon. Marcus, good to see you. Good morning. Give me the crib notes on the x prize. X prize is a nonprofit that uses incentive competitions that we leverage with 20 to 30 million prize purses to Spark Innovation to solve some of humanitys greatest challenges. You ask people to design something that could be a moon rover. You got a lot of different projects working. Some people might hear, why are we developing a moon rover. Weve been to the moon. Weve done that. Whats your answer to that . Sure, so this is the 30 million google lunar x prize. The reason were looking at the moon is because the moon is the hub for new space, for space exploration. Theres a lot of minerals on the moon. Theres fuel on the moon. The gravity is onesixth that of the earths gravity so we can use that as a launch pad to the rest of the university. Youre trying to promote private groups funding things like that. Thats very important. The only entities that have ever landed on a moon today are three countries. The soviet union, the u. S. , and china. After spending tens of billions of dollars, what were trying to do now is Spark Innovation where the machines you see here today are anywhere from 75 million to 10 million. So its bringing down the cost down significantly. So weve got three of the five final projects here. Three of the five. Talk about this one here. This seems different than the other two. Its interesting, because the requirements for winning the competition, you have to land on the moon, you have to travel 500 meters, and send back highdefinition video and pictures. So the tragedy with moon express here out of cape canaveral, florida, is to actually land on the moon, but you notice this is different. It doesnt have wheels. The way theyre going to accomplish the requirements to go 500 meters, theyre going to try to hop after they land. Their structure is conducive to that. This one is planning to go up on a rocket and move through the bhe wheels. This is out of japan. Team hakuto. And the real innovation here is the miniaturization of technology to produce this kind of technology that can get and land on the moon. How are they powered . All solar powered . Solar powered and other forms of energy. The thing thats interesting about the competition is this is team indus out of india. And japan is actually hitching a ride on the space rocket thats going to launch and theyre both going to share that and share the spacecraft thats going to land on the moon and have a race to do the 500 meters. Theyre not going to go at it right here in the studio or anything like that . Seems like that Television Show ive seen. When is the deadline for these entries to be finalized and submitted . The deadline is march 31st at midnight of 2018. Thats when the competition will officially end. As a kid who was a complete space geek, i love this. I really do. Exciting stuff, isnt it . And how do you make box lunches that kids will want to eat . Culinary sfrurinstructor, pamel saltzman is the author of the new book, cooking matters. Breakfast so important. Kids need protein and you want to give them something theyll enjoy eating. What do you think is the best recipe to start . Were going to do a hash brown waffle that can be made the night before and popped in the toaster oven. It can be customized and made with so many things. Hash brown waffle. Im ready. Heres the grid weve got here. Potatoes and eggs and weve got some melted butter and some paprika. And then theres some toppings that we can add or put in as well. Whatever your kids like, really . Exactly. So well start off with some eggs. Well beat these up and add some melted butter, which makes the hash browns really crispy. Whats nice about doing this in a waffle iron, you get maximum crispiness. Really crunchy. Thats good. Salt and paprika for color. And if you have a box grater, you can grate your potatoes by hand. But really, i like using a Food Processor with that shredding disk. And i live a yukon gold. Is that the best kind . Yeah, theyre so buttery and flavorful. What you want to do after you grate your potatoes is see if you can squeeze out some extra moisture. Thats the grated potatoes in there . Yes. See that . All that moisture will inhibit crispiness and you want cris crispiness. We have some prepared batter here. Does this have the eggs and everything all mixed in . All mixed in. What you can do, we have a bunch of addins. You can do bell peppers, a little cheese, you can do a little cayenne. I would never do this much, but whatever your kids love. So well brush this with a little melted butter. If you dont do butter, no worries, do olive oil. Just spray it with that spray stuff . Of course, whatever you want. So just ladle that in. Ladle it in. Its amazing. I wouldnt do this the morning of. I am way too stressed out do it the night before. So you cook it the night before, put it in the fridge and pop it in the toaster in the morning . Yep. These are them. And theyre crunchy are you guys downstairs . What do we think of the waffle . Very good. So you can put salsa on top, you can do avocado, you can maple syrup. Add a fried egg on top. Al said maple syrup. Maple syrup, barbecued chicken, whatever. Take us to lunch. These are really fun. My kids love these. These muffins. This is my answer to that sadlooking piece of pizza in the lunch box. So cheese, some eggs, some buttermilk. A little maple syrup. So what we do when we make muffins, we start with the dry ingredients first. Youll whisk together the whole wheat flour, oregano, baking powder, baking soda, salt. And i give lots of ways you can adapt this for gluten free and dairy free diets. Two different kinds of cheeses, mozzarella, pecorino, a little ov olive oil. And the maple syrup cuts some of the bitterness. Interesting that maple syrup is in there for a biscuit. Just atini b teeny bit. So do i dump this in this or that in that . It doesnt matter. Lets just do this. Away from us, right . And then you whisk this up until there are no lumps . Exactly. You never want to overbeat, because you dont want to get that gluten to start activating, because it can make the muffins tough. I didnt know that. Just until its barely combined. Zplo look at me cooking. Look at you. All right, we have some prepared batter here. I love using a scooper like this, an ice cream scooper. It makes even batter throughout the muffins. These are awesome. What are these . Reusable silicon liners. But you have to tell your kids that they can come home. A lot of times kids will throw these away, but theyre actually reusable. So you scoop it out, pop it in the oven for how long . Probably about 20 to 25 minutes. I like to top it with a little sauce and a little more cheese. But, you can also stick like a piece of mozzarella in there. Lets get the verdict downstairs on the pizza muffins. I mean this in the nicest way, but savannah is our food bloodhound. She detected there was cheese in those muffins. You knew. She said, i think theres a hint of cheese. Two major kinds of cheese. I was like, i think theyre mostly cheese, actually. Breaking news, one offduty firefighter has been shot and killed and another seriously injured this morning, this after a gunman shot the pair last night in san joses japan town. Sources tell Damian Trujillo both victims are recent graduates of the oakland firefighters academy. Shooting happened at about 9 po 30 outside of the gordon brewery on east Taylor Street where they attended an event with other firefighters. Police say at least one suspect is in custody and the officers caught up with that suspect several blocks from the shooting scene. Happening now, our Damian Trujillo was first to learn this morning that the victims worked for the Oakland Fire Department. In the meantime, youve been soaking wooden skewers. Why do you soak them . You soak them because they will burn when you put them on the grill. That makes sense. Youre going to once you got your marinade, youre going to just skewer them. And i use two for stability. And youre going to thread that in. And you got that your skewers. Now, corn on the cob. Some people like to do with the husk on. I take the husk off. My husband does that, too. But he burns them. Well, the idea, if you put the olive oil on and you rub it and put it on the grill, and you put the skewers on, the shrimp, only going to take two to three minutes on each side. What about the corn . The corn, you basically, until it gets charred. I dont it doesnt take that long. About three or four minutes per side. You just let it just keep turning it. And you got that. Youll have your grilled corn. And youve got your shrimp. Now, you had your meal. Heres our secondary grid for the salad. Beans, the shrimp, the lemon. Its simple. The juice and zest of a lemon. Crushed garlic. Youre going to take some salt. Pepper. Its very similar to what you marinaded with the shrimp. Without the jalapeno. And youre going to put in your olive oil. Theyre all leftovers. Steve bannon, President Trumps controversial chief strategist and member of the Trump Campaign and brightbart news is now out at the white house. Just the latest high profile departure for the trump administration. Nbc News White House correspondent Kristen Welker is in new jersey where President Trump continues his working vacation. Not such a big surprise. Not a surprise, harry. It has long been thought that steve bannon could be on the chopping block. Remember, he has been a lightning rod since the first day that President Trump announced he was going to serve as his chief strategist. Hes a former Top Executive at brightbart news, linked to the far right conservative branch of the Republican Party. A lot of Establishment Republicans told President Trump at the time that he shouldnt appoint bannon to such a high profile role. But hes really someone who was a touch tone to President Trumps base. All those people that got President Trump elected. However, the calls for him to go have grown a lot louder in the wake of charlottesville. There was a sense that the mixed messaging that we heard from President Trump, the fact that he compared White Supremacists to the counter protesters may have had echos of Steve Bannons very philosophy. Now important to point out in recent days steve bannon has granted a number of interviews in which he made it very clear he thinks that its important to stomp out white supremacist, kkk members. He said essentially theyre a bunch of clowns. But nonetheless, the damage was already done. You had a number of republicans denouncing President Trump but saying in order to stem the bleeding, he needs to get rid of steve bannon. This is something that could potentially anger President Trumps base. But it is something that could help repair his relationship with a number of the members of his own party, gop lawmakers who have been very critical of this president in recent days and, of course if, theres a big breech with the president and his own party, that could stand in the way of his legislative agenda. Things like tax reform and fran structure reform. Harry . Can i speculate a little bit about this . You have a relatively new chief of staff who said this is how this white house is supposed to work. Were talking about a former john kelly that in this white house there would not be room for a steve bannon. General john kelly made it very clear from day one that he is someone who needs to have a chain of command. He wanted everyone to essentially be reporting to him. Now steve bannon initially said that he was prepared to do that. But steve bannon is also someone who is very much has his own philosophy, his own ideology, his own set of policy goals and that may have run counter to john kellys sense of how this white house should be ordered. And how to streamline operations. He wanted there to be a more discipline message coming out of this white house and in recent days, of course, weve seen steve bannon really break with that in some of the interviews that he conducted. So theres no doubt that this bears all of the hallmarks of this new chief of staff john kelly who is now in position. Also important to point out, harry this is all unfolding as President Trump right now is meeting with the Vice President as well as members of his National Security team discussing the way forward on afghanistan and a notable absence was steve bannon. Usually steve bannon would be at the table. Hes not at the table right now. That was a clear indication starting this day that he could be on the chopping block and now it turns out that is what has happened. Harry . His name noticeably absent from that list. So he undercut the entire National Security team. Adding to his problems there. This second sin he committed in trump world was taking more credit for trumps victory than donald trump. We know the president is not pleased with the new book that came out, steve bannon is sort of the guy who pulled the strings here to make all of this happen an that the movement is more bannon than trump. I think the people in the white house that have been trying to go to bannon from day one were effectively able to use that as a way to drive this wedge. But i think if they hope, if the white house staff hopes that lancing the boil that is steve bannon from the staff will start to repair the process on this issue that charlottesville, this race issue, the monument thing, thats not going to change anything. On ideology here, bannon and trump were soul mates. They found each other. Its not as if bannon changed trump or anything like that. So i think this is about making the west wing work better and i think it might. But i dont know if they think this is going to help begin the healing process with the issue on race, thats only going to get better when the president himself deals with it. Firing a staffer doesnt begin that healing process. Right. Its interesting though. When you go all the way back to january, all those magazine covers, the store yiies of him portraying him, these are covers of a different issue, all of those portraying bannon as a person that is this mastermind type. There was a fisher there to be sure. Fwhut notion of how close he is to the alt right and as much attention in space that president has given the alt right and the last week or so, its kind of amazing that there would be this split at this time because trump is basically saying i need these folks. I still respect those folks. Well, and, harry this is where one of the occasions steve bannon may become a larger figure in american political life now. Not a smaller figure. That he now goes back and is the essentially the new roger ails, if you will. The roger ails who arguably fought certainly the late roger ails founder of fox news, thought he sort of had his own media world that he controlled that gave him influence in the conservative movement. Theres a chance here that this make bannon more of a player in the american political world and perhaps from the outside is just as much of an agitator of sorts to some of the conventional republicans here in washington. Maybe more so. And so thats going to be fascinating to watch over the next month. Let me bring in Kristen Welker for a second. Is there a sense that you have because theres a republican establishment that still holds much power in washington and much sway even in the white house. Is this part of that sense of were trying to bring order to this presidency . And this is a move that we can help facilitate that in the end of the day maybe the optics are not good for a moment for the president or maybe for some of his followers but for our agenda to get done or accomplished or even the president s that we can do this now with this particular person out of the picture . I think that is absolutely a key part of this decision by general john kelly and by President Trump. Remember, President Trump really cut ties with a number of the Establishment Republicans who were in his own administration. Reince priebus, sean spicer, two other rnc staffers, former rnc staffers who worked at this white house out under President Trump. There is a sense he was losing his connection and that he has lost a significant part of his connection to the establishment part of the Republican Party and that the bottom line is that made it very difficult to get things done, to work with congress. We saw that play out to some extent, i think, during the health care debate. You didnt get the sense that the white house and that lawmakers were on the same page. And so i think as they approach the fall season, as they try to get things done like tax reform, infrastructure reform, they feel like they have to mend some of the fences and speaking with one Senior Administration official, the sense is that they cant get tax reform done. Its going to be devastating in the wake of what we saw with health care, harry. Chuck, are you still with us by any chance . Of course i am, harry. Im thinking about this week that just happened that is i mean the news cycles go, drinking from a fire hose. Starting in the manufacturing council, the ceos dropping out, all of this stuff. Can order be brought back to what, you know, we look at from some youre the one who is closest to it in terms of visualizing a trump administration. Can this house be righted . Can it settle down . I think i would sat best can you hope for is sort of paralyzed status quo is what i would call it. And because, look, the party is dividing. The party is dividing on divid. The Republican Party is dividing on character, not on policy. It is not as if you are going to see you may see republicans vote against the president but they are not going to start voting against republican orthodoxy. Do i think congress maybe comes up with a tax plan with no input or minimal input from the white house . They might. Do they shove it over to the white house and want them to sign it . Yes.
