The city announced the teenagers death on facebook, noting the boy was in the hospital with family when he passed away. Witnesses say the teenager was riding the bike on the sidewalk a but he veered into the street to avoid pedestrians on the sidewalk. The driver is cooperating and no charges are expected to be fired. Chp is on hunt for a gunman who used the freeway as a shooting gallery. Since november, there have been more than two dozen, most in east bay. Joins us live from if scene of the shooting. Last night near high street off ramp, Oakland Police say the driver of a silver mercedes hit two cars on interstate 880 and then got out and started shooting at another car. He and a dozen local leaders have asked the state for 2 million to install security cameras along i80 and other roadways. I think it is escalating. Bruce miller was out drinking with friends yesterday when he posted this picture on instagram with the caption, sundays are for the boys. The 29yearold ended up the night here at the marriott. Police say he tried to rent a room, was tlold was no vacancy, and then came back at 2 45 in the morning pounding on the door of a 70yearold man. Officers say the man and his 29yearold son told miller to leave, and thats when the 248 pound tight end shrugged both men, sending them to the hospital. Suspect over at the travel lodge. Reporter dispatchers sent officers to the travel lodge next door to the marriott where the desk clerk found miller sick and bleeding as you can see in this justreleased surveillance video. He came outside this way and he sat down there and he started vomiting over here. Reporter the clerk says miller had a cut over his eye, refused medical aid and sat on the steps until police arrived. They handcuffed him and took him outside. Reporter miller was booked into jail on charges of assault with a deadly weapon, not a firearm, making criminal threats and battery. Last year, bruce miller was in court after a fight with his fiance. He smashed her cell phone. In that case he pled guilty to disturbing the peace and was sentenced to attend an antidomestic violence course. Number 49 was welcomed back for his fifth year with the team. Against the chargers last week he caught a 10yard pass and was flagged for a crack back block. After last night, chopping block now describes his rear with the 49ers. He was cut from the team just hours ago. Guests at the marriott had this reaction. It is another black eye for the 49ers, even though were not 49er fans i hate to see that go on. As you heard, this was his second arrest. He was arrested in march of last year, ultimately pled no contest. Ray mcdonald was arrested twice, last in august of 2014 on suspicion of domestic violence. They released him following another incident in december of that year, however no charges were filed in that case. The braze enattack happened around 5 00 in the evening, and you can see this is a busy intersection. The most recent attempted kidnapping happened here thursday off hillsdale avenue near highway 87. Police say the suspect is david lee russell, a 56yearold with prior convictions for assaults against women, and he is considered extremely dangerous. Russell is also accused of trying to kidnap a woman here at hamilton avenue and mer i had yen monday. He attacked this woman and tried to, you know, pull them into his own car. Reporter russell was driving a white nissan rogue similar to this one with no license plate, but police say it is possible he may have switched cars and could be targeting women in other areas. The mere fact that the crimes were committed in san jose, people in the entire bay area should be on the lookout because how easily can he just drive 30 minutes and be in another county really. One driver trapped inside one of the cars, but at least two of the cars were involved were stolen from a fremont car dealership before that accident happened. The drivers are being traced but not by the cops. None of us were involved yet. It sounds like they may have been chased by either a Security Guard or an employee of the car dealership at the time. Trapped driver isnt bad hi hurt. The thieves stole into another stolen car, a lexus, and crashed that car in hayward as well before running off. And to prepare 13 billion of your tax dollars have been spent upgrading bridges across the state, but the question is will they be able to withstand the next major quake. Investigative reporter has been digging into that question. He joins us. Reporter guys, there are 25,000 bridges across california, over 3,000 have been retrofitted to protect you in the event of the next major earthquake, but some of those improvements happened decades ago. As we discovered, they now need to be upgraded again. The question is, how much longer can we afford to wait . Were living on, in a sense, boroed time. Reporter David Schwartz is with the u. S. Geological survey and has been studying earthquakes over 40 years. He specializes in analyzing past quakes in hopes of determining a possible timeline for future tremors. When could the bay area see the next big earthquake . It could be while were having this conversation. The longer we go without a large earthquake just in the bigger picture, the closer were going to be to something large happening. Reporter its been 110 years since the 7. 0 quake or larger rattled the bay area. This is what San Francisco looked like after that 7. 8 quake, leading up to that earthquakes shook the bay area pretty often. But after that massive earthquake in 1906 weve had far fewer disasters. That is, until loma prieta, and even that was 27 years ago. Its shock didnt come from a major fault line, so scientists believe theres still a buildup of pressure underneath the bay area thats ready to burst. Here is why. Underground the earths rough edges are constantly trying to move past each other along fault lines. That builds up energy, and when it gets to be too much the earth lets off seismic waves that can shake the surface. And so that pressure has to get released . What goes into the system as stress comes out as sliponfaults. So it has to be released. Reporter earthquake . Earthquakes. Reporter 171 bridges across california still need to be retrofitted to withstand the next big earthquake. More than 3,000 bridges have already been upgraded over the past 30 years. But the state now says some of nose bridges need to be upgraded again because of new earthquake standards and wear and tear. A lot of them are steel and they tend to core rode over time. Reporter Michael Johnson is with the California Department of transportation and says the state cant afford to make all of those fixes at the same time. That exceeds what the department has available. So we have to prioritize, and we prioritize very well. Will you feel comfortable riding on those bridges that have been eye dent feed as needed to go back and retrofit again . Absolutely. Reporter it was last year when we first told you about the states plan to identify which bridges should get the upgrade first. Now california is unveiling the strategy to improve 35 bridges over the next four years. More than 600,000 commuters travel those bridges each day. I certainly dont want someone to watch this and say, wow, the bridges are unsafe. That couldnt be further from the truth. We made our bridges as safe as they can be given the proximity that they are to the faults that they live by. Safety is number one for us. Reporter vince bonner oversees a team of government designers. Working to improve three sections of the east end of the Richmond San Rafael bridge. Part rests directly above a petroleum plant. Some engineers want to reinforce the columns with steel braces and build a wall to connect it with more support. Infill walls with concrete that would go underground to strength em them. Reporter essentially keeping the bridge intact if there was an earthquake . Right. Reporter other bridges slated for upgrade include this stretch near burnville. This bridge over the river in point reyes. At a much busier stretch includes these north and southbound bridges along 880 in free month. They carry more than 225,000 vehicles each day. While it could be years before any of these bridges are tested by a major earthquake, David Schwartz says it is just as possible that the next big one is only moments away. The crust is ready.
