Reporter the victims daughter met with Vallejo Police this afternoon to share the leads that shes uncovered. She wants to make sure what happened to her mother doesnt happen to anybody else. Its horrible, they ran over my mother for something that wasnt even theirs. We just went them to be caught. Reporter shes horrified at what happened to her mother. Her moms car was stolen from in front of her home tuesday morning. But the 61yearold spotted it down the street the next night, only to be attacked by a man and woman when she tried to take it back. He closed the car door and caught my moms shirt and dragged my mom when he put the car in drive. It rolled right over her on the uturn and took off. Reporter the daughter has been on a mission ever since the track the attackers down. The pair have been driving the gray honda civic and trying to use the victims credit cards all over the area. She uncovered Surveillance Video of the man she believed is responsible and has posted it to social media. They used the cards all day. They went on a shopping spree. And the went and even washed the car, washed my moms car as if it was their own. Reporter the daughter sharing what shes collected with police. They say with her help, theyre confident theyll catch the crooks. It appears at this point that we have a good idea who the suspect is. My mom could have been killed. For what . For what . A couple of thousand dollars . My moms life is worth way more than that. Reporter the 61yearold is still shaken, shes a grandmother and were told she has injuries all over her body. Were told you can actually see tire treads on her legs. Of course the police are hoping that they will catch those responsible very soon. Thats the official status for one of the Alameda County sheriffs deputies disciplined in connection with this video. Prosecutors have filed charges against two other deputies who they say wielded the batons. The third deputy, sean osbourne, was put on paid administrative leave. The victims say he tried to buy their silence with a necklace. The Sheriffs Office says osbourne is no longer a part of the department. Scary moments for residents in lake county after a wildfire broke out near the town of clearlake, very close to last years devastating valley fire. This is video shot by one of our viewers a few hours ago. Here is what it looked like from our nbc helicopter. Good news at this hour, evacuation orders have been lifted and the fire is now 50 contained. But the fire has burned 15 acres, and at least one structure has been destroyed. People at the st. Helena hospital clearlake are still being told to shelter in place. Making the battle even tougher is the persistent heat across the bay area right now. Meteorologist rob mayeda is tracking these temperatures. Its cooling in some places but in others really hot. Clearlake unfortunately not seeing much of a break. 102 in lakeport. Humidity levels bone dry as well, so you have heat, humidity, breeze conditions, the triple threat of fire danger. Right now it looks like theyve got a prerequisite good knockdown on that fire but fire conditions still challenging across the bay area. Across the bay area it could be an issue for people with respirato respiratory issues, especially with the festivals going on. Reporter thats right. Even as thousands are here for the gilroy garlic festival, firefighters are waiting for the next fire update. Cal fire has already told us the fire is still going strong. Festivalgoers should keep their eye on all kinds of smoke. The only smoke many people at the garlic festival can see is from the gourmet alleys. But the wildfire has destroyed over 50 homes and buildings. That smoke wont be going away until the end of next month. Theres quite a bit of vegetation that will be in front of that fire for a number of days ahead. We still have high fire activity at night as well as the fire activity we see during the day. Reporter so far, festival organizers say they feel lucky. The winds seem to be keeping smoke to a manageable level today. But they say the festival is preparing for sudden turns this weekend. We have First Responders and Emergency Services onsite and monitoring at all times. If conditions change at all, we have action plans in place. Reporter a Public Health officer said thats a good idea, especially for the elderly, the very young, and those with respiratory conditions. They should look for symptoms of causing, shortness of breath, and potentially be prepared to go home, and also have their action plan together if they have asthma. A medical transparent plane bound for oakland has crashed. Four people on board that plane were killed. Were told that parts of the piper pa31 aircraft are spread across a densely forested mountain in humbolt county. Radio transmissions show the pilot reported smoke in the cockpit. The plane turned around to go back but crashed five miles north of the airport. The plane was registered to a company that transports patients throughout california and oregon. The identity of the victims has not been released. A new clue in police in san leandro as police look for a man who tried to kidnap a woman at a bus stop. They believe this man tried to kidnap a 23yearold woman this morning on washington street in san leandro. A passerby saw the suspect dragging the woman to his nissan sentra. He jumped in to stop. I was going to do everything i had to do to make sure she was okay. I pried her free, all the while the guy is trying to pull her in. Hes spraying her with mace, its in her eyes. The attacker is described as a black man, 510, goatee and glasses. The young woman is said to be physically okay but still recovering emotionally. A family along the peninsula says they are being evicted after complaining about rats, mold, and cockroaches in their unit. People are angry and today theyre rallying for a ballot measure they hope could bring some hope. Michelle roberts talked with a family who is fighting to stay put. Michelle . Reporter thats right, janelle, the family that lives in the complex behind me says its not healthy to stay in the unit as it is right now. But they are fighting to stay. Meanwhile, theyre also fighting an eviction that theyre scheduled to be out on monday. This man says his three kids share a room on the other side of this fence. They do not pick up for almost a week. Reporter he says rats showed up inside his apartment after track from the entire complex piled up at night. Im afraid at night because of the rats. After nearly two years, San Francisco Police Believe they have a break in a quadruple Murder Investigation in San Francisco. 27yearold lee farley was arrested today in connection with the shooting deaths of four people on january 9th, 2015. This is video from that night. Four people were shot shot in a car in the hayes valley neighborhood. Police say multiple leads ultimately brought them to farley who was in prison on an unrelated charge. In san jose theyre trying to solve the 29th homicide of the year. Police say the shooting happened in the area of willow and sherman streets. This is right now near washington elementary school. We reached out to San Jose Police department tonight, but so far they have little to say about the shooting that took place last night other than the gunman is still out there and theyre not really seeing any names of the victims. As San Jose Police investigate the homicide, the department continues to deal with staffing issues. The police chief says its a testament of how dedicated his Police Officers are. Nbc bay areas Damian Trujillo is live at San Jose Police headquarters with a look at the crime rate in the bay areas largest city. Damian . Reporter janelle, even though homicides are up this year, other crimes are down. The chief credits good police work, even with a dwindling police force. This is what burglars did to a home, knocking down homes and windows to get inside. The suspects ended up face down in a creek bed nearby. Neighbors say theyre surprised but glad the suspects were arrested so quickly. Its not easy to actually catch the people. Reporter the police chief says his department is exhausted, and mentally fatigued after repeatedly hearing reports of officers being killed while in the line of duty across the country. Theyre under a tremendous amount of stress. Its a very tired police department. Theyve been doing so well for so long with so little. Reporter because of understaffing, right now the Department Needs to fill 240 shifts per week, each of those is filled by officers on overtime. Yet even with all the threats, the chief says hes seen drops in burglaries, from 5,167 in 2014 to 4,896 last year, and other crimes. We want to be safe, like only police can save us. Reporter sources tell me the Police Officers in this picture were all working on their day off or on overtime. Now, the chief says one way to get more officers is for voters to invalidate the measure b pension reform on the november ballot. The relationships between Police Officers and the communities they serve have sparked a National Conversation about race and injustice. Here in the bay area, our yearlong investigation into how officers are used on School Campuses is now leading to major policy changes which will impact thousands of students. Here is Investigative Reporter bigad shaban. Reporter our reporting revealed that when students act up in school, their skin color can play a role in whether they get sent to the Principals Office or to police. It can leave children and teens with criminal records. Now after our reporting, educators and officers are unveiling major changes. Its one of the biggest policy changes in recent years, absolutely. Reporter the superintendent heads the east Side Union High School District in san jose. He now believes his schools overly relied on Campus Police to deal with misbehavior that school staff should have handled. Too many of our students were sited for things they shouldnt have been cited for. Reporter last year, our reporting found of the more than 16,000 School Districts across the country, east side union ranked 14th in the number of students it referred to Law Enforcement during the 20112012 school year. The district called police on 1,745 students. That number has since dropped to 184. That data was alarming. Reporter at a school board meeting, some credited our investigation before unveiling a new districtwide policy that dramatically limits when his investigators should involve police. Why did you think it was important enough to make those changes . If were putting students on the path to prison, thats not keeping kids in school. Reporter bringing dangerous weapons to class or seriously injuring someone are still reason enough to contact Law Enforcement. But students using tobacco or profanity are now examples of when not to call police. The statistics are very clear. Any time a student is suspended from school, expelled from a district, or enters the justice system, they are less likely to graduate from high school. Reporter some School Districts contract with the san jose emplopolice department to provide officers on campus. But none of those schools has ever outlined the roles and responsibilities of those officers, even though the National Association of School Resource officers recommends that as a best practice. Funk is now working with the San Jose Police department to define what officers should and should not be doing at schools. I think it has to do a lot with your story. Reporter Sergeant Jason pierce is with the p. D. And helps train 120 officers in the department who patrol schools. Last month, pierce and other instructors traveled to anaheim to receive 40 hours of training in schoolbased policing. Their trip came as a result of our reporting. We discovered while the department of justice recommends those 40 hours for School Officers, San Jose Police only prides a half hour. How much can you really learn in 30 minutes . You can learn a lot in 30 minutes. But i think thats going to be increased. Reporter pierce says more training is also needed for school staff. Hes concerned they call officers too often. Do you think schools are relying too heavily on police to discipline students . I do. Reporter last year we toldk you about bret harte middle. Adrian crosby, a 13yearold student with autism, used rocks to scribble his initials on the sidewalk. I thought people would look at this and say, a legend was at this school. Reporter his initials washed off with water but he was arrested and was left with a criminal file. We met with a student who did somersaults at lunch and was arrested. I dont think its fair. Not at all. We need our officers to provide safety and security for the campus. Reporter Dane Caldwell holden told i sus his officers y use arrests when warranted, although he doesnt explain what that means. Why havent you put that in writing . Were there to make sure theyre not there to conduct discipline but to keep students safe. Reporter that is hadhas tha been made clear to everyone in your district . As absolutely. People are on different pages when it comes to citing individuals and for what types of crime. Reporter in one School District, a kid could get sent to the Principals Office, but another he could get a criminal record . That is correct. Reporter and the question is; is that fair. Reporter this Upcoming School year, San Jose Police plans to unveil detailed job descriptions for campus officers at 34 schools in three separate districts. Scientists say the lake has been warming at a pace 15 times its historic average. The warmer waters could threaten the lakes clarity, causing moramor more algae, silt and invasive species. Speaking of lake tahoe, if you head up there next weekend, notice big thunderstorms there south of lake tahoe, south of highway 50, towards yosemite.
