In january, the districts began asking people to reduce their water use by 25 . And even though this district is benefitting by the recent storm, the voluntary rationening is still in effect. Reporter on sunday afternoon a man Sexual Assaulted a 15yearold girl as she jogged ahead of her family along the creek trail that runs through the ardon wood mayonnaineighbor the man came and groped her. Reporter police searched for the man, a white man with a medium built, short black curly hair wearing a blue spandex shirt and basketball shorts and dark sunglasses. They never found him. People in the neighborhood are concerned. I would definitely anchorage to be with that other person. Reporter police say no one has reported similar crimes yet but fear there could be more victims now or in the future. A teen in custody tonight accuse in a brutal attack. Santa cruz police say he attacked this man. A latenight party was underway when he asked the teens to move his cars when they began beating him. He under went emergency brain surgery and in intensive care. Police arrested that teenager today and hes 16 years old and because hes a minor, his name is not released. The city counsel will debate a first of its kind proposal from facebook. Its readily to give hundreds of thousands of dollars to pay for a fulltime Police Officer. According to employees, the company that operates century 21, 22, and 23 told employees it would stop showing movies here march 31st. A transgender student that claimed he had been attacked has now changed his story. Its a story thats received National Attention in the past 24 hours. Monte francis is live at the Police Department and what changed in the past 90 minutes . Reporter jessica, police say late this afternoon that student recan recanted his story. The police realized a number of inconsistencies and the Police Officer started a second interview about 1 30. By 3 45 the student admitted it was a fab ration. For one thing, police were unable to substannuate the injuries he claimed to have. The student in question was born female but identifies male and he told police three male teens attacked him physically and sexually we were unable to substannuate things like the injuries that he claimed he had to his head, hands and face. The fact that we could not find any cooperating witnesses and so forth and so after the interview with the detectives, the reporting party admitted that he fabricated the entire story. Hercules police say they extended a lot of resources on this investigation, fingerprints, the bathroom, interviewing people and even providing additional security at the school. So now they are looking at possible charges against that 15yearold. Those charges include filing a false police report. Of course, well stay on top of the story for you. A woman is now facing murder charges after attacking her own mother with a hammer. As we first told you yesterday, cindy burley called police and said she attacked her mom. Police officers arrived at the scene and found a 75yearold woman bleeding from her head. She was arrested on attempted murder charges and they are upgraded to murder with special circumstances when her mother event twlly died from the injuriinjur injuri injuries. A lottery heist. The thing to note, humid out in the east bay now and San Francisco, see drizzle tonight with on shore flow returning and the north bay, a mild cloud cover currently overhead will cap off some heating for today and youll see overnight lows in the 50s. The east bay, it is a beautiful shot as that sun continues to set right back towards the coastal mountains looking pretty incredible now with winds out of the northwest at eight miles per hour. This follows a bay area investigation uncovering the Sexual Assault and subsequent termination of a member of the guard. Military women across the country are calling for new ior kovaleski is here. Jessica brown had the courage to tell her story and they say the story is not unique, consequences not surprising, shes not alone. Sexual assaults in the military also ended their careers. We completely understand what shes gone through. Weve been there. Weve been pushed to the brink of death, and its not her fault. You can heal and it does get better. Reporter three experienced military women responding to our reports about Master Sergeant jessica brown. I just want it to stop. I just want it to stop. Reporter that was back in 2012, brown describing in front of our cameras, her memories of retaliation after she had an issue of Sexual Assault of a training exercise. Leadership has been told, and they dont do anything about it. They throw it under the rug. Reporter the california guard says it investigated browns allegations of Sexual Assault but her claims were never substantiated. The conflict did not go away. Last year, brown says the retaliation after reporting a Sexual Assault became so unbearable, she tried to end her own life. Hours after that attempt, the guard confirmed it tried to serve her termination papers. In the hospital. My heart was broken when i saw her story because i have been pushed to that point. I have ended up in the hospital with wanting to die. Reporter Jennifer Norris served in the air force and the Main National guard. She reported four separate Sexual Assaults, assaults she says took place between 1996 and 1998. Norris says she reported those to her command, but like jessica, she faced retaliation. My career was simply ended because i was getting help for the military sexual trama. Reporter she sat in front of our cameras with other advocates from the military rape crisis center. Army veteran kate weber says she was raped in 1993. Coast guard veteran says she was raped in 2006. They all say jessica browns story is far from unique. Every Single Person that we know that has reported Sexual Assault has been fired for being raped. The problem we have been seeing with the National Guard is the lack of support within the command. This has bipartisan support Sexual Violence in the military. Reporter in recent years, military sexual trama received a flurry of attention from members of congress, but in those cases, federal legislation addressing the reporting and prosecution of sexual crimes does not apply to state military departments. A lot of people just assume that because the National Guard is such a big part of the department of defense that they automatically have to adhere to the laws of the dod. Well, they dont because they are a state entity. I think its important that the legislature be involved with this, and we know how many of these cases are happening. Reporter lawmakers in iowa are addressing the issue in january and introduced a new bill requiring commanders to report incidents of Sexual Assault outside the chain of command to civilian authorities. The goal of the legislation is we have better reporting of Sexual Assaults to law enforcement, but also for the legislature to understand how many of these incidents are happening. Reporter the woman of the military rape country sis center say they hope to see other states take up similar legislation. The whole system has changed, the whole entire National Guard. I would like to see, you know, california, other states following iowas steps. The current Sexual Assault reporting system has failed many very successful women and there needs to be change. Reporter she has asked us to disguise her identity because shes currently a member of the 129th rescue wing at move et field. Jessica, your bravery to persist and determined and overcome is a model for all those out there even in the wing. So those deciding not to speak out. I feel like what i did is worth it if its getting out there. Reporter since our original report, the california guard terminated master s eer sergeann and she no longer serves as a member. How do you want to make things for the military more accountable . I think its phenomenal because there is very little accountability. Seeing a Sexual Assault get processed in the civilian world, we need that kind of support in the military. Reporter if lawmakers approve the new law in iowa, Sexual Assaults reported in the iowa National Guard would receive an independent outside the military review, although some National Guards have that requirement in the policies, there is currently no law requiring it. The california guard declined our offer to comment on the investigation and the department of defense says it does not comment on pending litigation.
