So this is basically our red flag that identified were in a red flag warning day. Flags like this one will be across the bay area through saturday morning. Gusty winds coupled with low humidity ramp up the threat of wild land fires in a big way. Starting at 6 00 tonight until 6 00 a. M. Saturday morning, were under a fire red flag warning. Were having erratic fire weather. Were having strong winds out of the north. Particularly above 1,000 foot elevation. There will be gusts up to 50 Miles Per Hour. Until youre in it, you dont understand the power of it. This woman knows exactly how real the threat of fire can be. Her family was forced to evacuate three times as flames got dangerously close to their property. It would go down and come right back up. It would go up to the summit and come down again. The jensens have hoses placed around their home. They say theyll be extra alert as the red flag warning kicks in. You see people throwing a cigarette butt out or like you said weed whacking and barbecuing or theyre having a campfire outside and it just makes you a little more on patrol and a little bit more nervous. You want to jump out and say dont do that. Take care of it. Bay area firefighters will be stepping up their effort. But they say everyone can play a part in keeping a disaster from striking. That really is a particular importance because that wind lacks any moisture. Prevailing winds here in the bay area is typically coming in from the pacific ocean. This is very dry air moving from the interior locations all the way across parts of the east bay and also for the south bay. So i do think the most critical areas with that fire threat will be the north bay. Over the next 18 hours, winds likely 20 to 48 Miles Per Hour especially in the hills above 1,000 feet. Weve already seen humidity levels as low as 10 today. Here are some of the max wind gusts, up to 44 Miles Per Hour. The coastline at. 8. Showers in that forecast. People are scrambling to keep their business as live. No problem. I will do that. Picking up the phone used to be a good thing here at hotel charlotte. The cancellations and that we will actually had a lot of them. In fact, this morning the hotels canceled so far this week. Hotel owners said now on day three of the Government Shutdown people started to lose hope for a fast turn around. For us, its just salt on the wound. Business owners are just starting to heal from the devastation caused by the fire which stole two of the peak summer months. The phones were ringing off the hook in opposite directions. Investigators here in washington confirm the woman shot to death by police today here on capitol hill had no gun of her own. There was a car chase, a small black sedan pursued by police on the circle just below the u. S. Main capitol stair way. Seen in this video by an Arabic Network funded by the sust go. It started at the white house. The female driver ramming her car into a gate and failing to smash her way in. Pursued by the secret service, she reportedly headed toward the u. S. Capitol that would soon be surrounded by police. Near the west side of the capitol came the confrontation. The suspectss car surrounded by police but surging back and forth and then driving away as police gun shots were clearly heard. I saw that video. Only captured the small part of the incident. Education writer was one of 1,000 people packed into stanfords Memorial Hall this week to hear the 75yearold professor discuss her new manifesto, reign of error. She is a very outspoken proponent of small class sizes and fixing schools. She is really against Charter Schools and anything that could possibly be deemed privatization of schools. Case in pint, a Charter School cutting ribbon in San Francisco which brought together School District telephones and ceo of facebook. It does not sit well with ravage. San francisco was there to open this new high school. Theyre on the same stage with mark zuckerberg. They were celebrating this new high school. Do you see something wrong with that . I do. I think the obligation of the superintendent of Public Schools is to promote Public Schools for which he or she is responsible and not to promote privately managed schools. Ravages visit coincides with the introduction of new education standards called the common core in schools across california. Is common core any different . Im not a supporter of common core. And the reason im not is i dont like the process by which it was developed. There were very few teachers involved. It was done very quickly. There wasnt enough consultation. There was no field testing. As for the on going debate about the use of standardized test scores for teacher evaluation, ravage, once again, pulls no punches. I dont belong to the union. I dont represent the union. I do research and i strongly believe that evaluation of teachers is just science. Strong words from an opinionated woman. She has her own list of solutions for improving schools. Key among them, reducing poverty and rarnl segregation. She would also like to see preschool for all, smaller class sizes, more rounded curriculum and a ban on for profit Charter Schools. On a related note, yesterday Governor Brown signed a law that will temporarily suspend standardized testing in california while the state transitions to the new common core standards. But weve had no reaction from the secretary of education because of the shutdown who threatened to withhold 30 million in funding from california. And we show you the loophole in current law. That makes it hard to catch and prosecute drunk drivers. Also Silicon Valley is known for employee perks. This may be best one yet. But its not alcohol that theyre talking about. More and more it is drugs impairing drivers. Our Investigative Unit is tracking a new approach by Law Enforcement to catch drug drivers. Steve stock is here with the details. He has some very intensive reporting. Absolutely. Its a very serious problem. Whether its prescription drugs or illegal narcotics, officers say too much can affect you behind the wheel. With alcohol, the law is black and white. You blow a. 08 or higher and youre legally drunk. But with drugs, current law says theres no such minimum level. And that leaves a very gray area in current law. Making arrests and prosecuting these cases a big challenge. Its 10 00 on a wednesday night in reading, california. And this driver is walking the line. Youre being placed under arrest for dui. Reporter officers say its not alcohol that put the man in handcuffs. I think he is using something that is picking him up and bringing him down at the same time. Reporter its drugs the officer is a dui specialist with the Reading Police department. Last year the office of Traffic Safety recognized him for making 225 dui arrests. But a third of those werent for alcohol but for driving under the influence of drugs. Drug Impaired Driving is an issue that we need to address. Reporter according to Californias Department of motor vehicles, drug related crashes jumped 40 in the last ten years and the dmv statistics show that in a majority of those crashes involving fatalities or injuries where drugs are involved, the drivers are not convicted of dui. A lot of prosecutors are afraid of drug duis. They dont have the background knowledge of drug influence and drug impairment. Dave radford is with the california district attorneys association. Theyre afraid to take to the trial because theyre difficult to prove it a jury. Reporter but it is also a challenge for Police Officers to identify and catch drivers on drugs. Drug duis can have some very real consequences. We have a vehicle that is off the bridge. Reporter two years ago kelly groves bmw was hit by the cab of a big rig truck on highway 101. The truck went over this bridge and burst into flames. Kellys car with her infant and 10yearold in the backseat was left teetering on the ledge of the bridge, a 100 foot drop below. The baby crying in the back. But from sage, silence. Yelling for sage. Sage . And then there is just no nothing. Nothing at all. And i figured she must have died. Until a whisper came from the back. Sage was alive, injured, and kelly thought she didnt have much time. At that point it was screaming for someone, anyone, to get us out of here. Reporter get them out they did. The whole family survived. Then came the coroners report on that truck driver. Showing he had significant levels of meth amphetamines in his system. When there was a drug issue brought up, it was it wasnt an accident. This could have been prevented. Drug driving is an epidemic. Taz where police go through the drug recognition training where theyre taught to recognize seven different drug categories that may impair a driver. The officer in reading is dre certified. Put your left foot on the line. Your right foot if front. We wapd for over an hour as he and another officer performed the dre test on this woman. Are you shooting in your arms . Reporter the officers conclusion, the woman was impardon by meth and heroin. Anyone driving on the roadways is a concern to us. In the last year alone, this officer taught. Dre course to 111 students from Police Department as cross the state. Our ability to recognize these individuals and take action is crucial. Reporter right now california does not even track drug dui numbers. Current law does not separate drug duis from alcohol duis, making it difficult to put a number on the problem. Even if it changes one person, its worth it to me. As for kelly groves, she thinks that any tracking and training is critical to keep our roads safe. That one person that will then stop and think i shouldnt be taking this and then driving is actually saving an infinite amount of people. It sfz that family that would have been hit. Now beginning january 1st, California Law will split up the type of duis into alcohol and drug categories. That will allow Law Enforcement to separately track drivers arrested for driving. Narrator influence of drugs. The chp is also currently trying out a roadside drug test in four separate counties including sacramento and l. A. Where officers can now take a swab from a drivers saliva on the road, a test that can tell us immediately what types of drugs are in a drivers system. All the arrests you saw in this report have cases still pending before the courts and none of the people that have been found guilty and each declined our offer to talk about their individual case. An excited crowd surrounded Governor Brown as he signed this bill outside of city hall in l. A. Californias police chief and insurance groups supported the bill which they say will make the states roads safer. The licenses look slightly different from those carried by citizens which activists worry could lead to profiling. But we do think, you know, over a Million People will certainly benefit from this law. You know, theres a lot of californians struggling to work, go to church. Drive places to take care of their children. You cant do that right now because of the current laws in the books. Theres no design yet for these licenses. But any plan will have to be approved by the department of Homeland Security to ensure they comply with federal law. The licenses will be issued in january of 2015. On the eve of the fourth day of the Government Shutdown, the public is fuming. Protests are popping up all across the country. The government failed so far. A string of deadly insect attacks in china has people running for their lives, running from hornets. Its happening in northwestern china. The hornets killed 42 people and injured 1600. Officials are now trying to get rid of large nests located at schools, apartment complexes and parks. The asian giant hornet carries a venom that can lead to kidney failure and death. It can also cause deadly allergic reactions. It is unclear what is leading to these attacks at this point. We heard of the perks but none of them quite like this one. Facebook is offering housing to its employees. The social Networking Company is reportedly starting talks with the city of men low park to build a giant Housing Community next to its headquarters right near the bay. Shes very tired. But attempted to her newborns and her seven puppies are healthy and well tonight. They called her bristol. She is a teenage mom. The german shepard that is believed to be less than a year old is now recovering from a very rough pregnancy. On sunday, she was found tied to a bench in Lake Shore Park in newark. She had already given birth to one puppy who didnt make it. After receiving calls about the struggling dog, a Police Officer found her. Put her in her patrol car and drove here to central veterinary hospital in fremont. The drive over here, she gave birth to a puppy. And there were some complications with that one. That puppy did not make it. One, two, three, four, five. At the hospital, this xray was taken to see how many more puppies were inside bristol. The exhausted dog took a break then gave birth to seven healthy puppies. Shes a wonderful, attentive new mom. There she is. Hi, momma. You look so much better. Today newark pd dispatcher laura lewis who fielded several calls about the distressed dog came to see how the shepard and her puppies were doing. Bristol had no microchip and no tags. And so far the owner has not come forward. Our hopes are to actually find her a wonderful home for the time being we would like to find her a foster for her and her children. A few Police Officers have expressed interest in adopting one of these furrey friends. Who knows one day this little guy who hasnt even opened his eyes yet may one day become a canine pup. This story is really touching a lot of people. In fact, i just text here with the veterinary hospital and the last couple of hours, they received more than 20 calls of people wanting to adopt bristol and her puppies.
