New tonight at 6 00, an article in the Student Newspaper questioning the relevancy of black History Month sparked a rally today at san jose state. The rally ended up at the famous black power statue on campus. It was originally planned as a march to celebrate black History Month. Then an article came out in the spartan daily titled black History Month is redundant. Students told us they were offended by the article. A lot of people try to argue racism isnt prominent in todays society. But it is because a lot of people feel a certain way about us being here and black history being taught. The fact its not relevant. So just with that, it angered a lot of us. We felt like are we redundant . Do people think our culture is redundant . Are we fighting still for relevancy in today, 2013 . In addition to the campus at san jose state, the article was discussed passionately on twitter, too. For an update on a developing story out of the east bay, investigators spent the day combing a creek bay for more human remains after a skull was found. It went on at union city off a trail near alvarado mills road. Any new information tonight . Reporter jessica, about a dozen investigators spent the day combing through this creek bed, as you mentioned, after a neighborhood child made a startling discovery out here. A piece of a human skull. Now the search is on to find out how it got here and who it belongs to. Cadaver dogs and sheriffs investigators spent the day scouring union citys Alameda Creek looking for signs of human remains after a child playing in the creek bed found a portion of a human skull yesterday afternoon. Had dental work done. I wont say a filling, but it did have dental work done. Were able to eliminate that its a native american bone. But yet, the bone is is so decomposed, its been here at least a year if not 20 years. Reporter investigators sifted through a lot of material, but they say they found nothing more than animal bones. At this point they have no idea who the skull belongs to or how the person died. Creepy stuff. Reporter mike masias lives along the creek, an area frequented by dogwalkers, joggers, and children. He says the discovery of a human bone is highly disturbing. And he hopes investigators can solve the mystery. I would like for the family to get notified if they find out who it is. And they can finally put it to rest. Im sure theres somebody out there with a missing Family Member thats been worried, you know, for maybe years or forever how long it is to, you know, finally get some closure with it. Reporter now the coroner was able to conclude that the skull is that was an adult. They also know it is relatively modern because of that denial work that was done inside the skull. Investigators are releasing more information about Human Remains Found in an open space preserve in San Mateo County in hopes of identifying the victim. Investigators say the remains are that was a white male in his mid 50s to mid 60s. His pants had a 54inch waist and 30inch inseam. His shoes were blue, white, and Silver Nike Air max moto size 12. A hiker stumbled upon the remains on february 18 in the redwoods open space west of 280 near woodside. Investigators determined the victim had been dead for about three years. San jose police have a man in custody in connection with a string of Bank Robberies in the south bay. 45yearold Thomas Rhodes of sunnyvale was arrested monday in modesto after being stopped by Stanislaus County deputy sheriffs. Six robberies have taken place in six different banks in four cities as of january. Now these are surveillance photos that show the suspect. In each time he handed a note to the teller demanding money and then took off with an undisclosed amount of cash. In San Francisco, a woman has been critically injured after being hit by a muni train this afternoon. Our chopper was over the scene near 19th, not far from San Francisco state. Police say the victim is in her early 20s. Shes been taken to San Francisco general with life threatening injuries. Its not clear yet how the crash happened. Police arrested the triplemurder suspect linked to a deadly shooting and fiery crash on the Las Vegas Strip that killed an oakland rapper. 26yearold lamar harris was arrested in north hollywood. The selfprofessed pimp was charged with three counts of murder. Investigators say harris fired shots at a maserati killing oakland rapper den ethicherry and then crashed into a cab killing both people inside. False claims, serious impacts. Today u. C. Santa cruz police said the report of a rape on campus was a hoax. The u. S. Coast guard is also investigating a possible hoax after receiving a distress call from a sinking sailboat off the coast of monterey. Tonight, we look at the real con scenes of these consequences of these reports. Reporter january 25, Cupertino Middle School was placed on lockdown after a student reported seeing a gunman on campus. The s. W. A. T. Team and dozens of other officers respond while students, some locked in closets, waited in fear for hours. Turns out the student made up the story. Also in january, san jose mother Jennifer Arroyo reported a man tried to snatch her 3yearold daughter from her arms. More than 60 police units responded to search for the suspect. Canvassing the neighborhood for hours. Arroyo later admitted to making the story up. She is now facing a misdemeanor charge of falsely reporting a crime and will be arraigned next week. Even if shes convicted, prosecutors say the maximum she faces is six months in jail and a 1,000 fine. Any time you get people filing reports that you come to find out arent true, its definitely taxing on all our resources. Santa cruz, police say the woman admitted she made up the attack. The ucsc police say the case engaged all 17 of his officers but says the community paid the bigger price. California came in at the bottom, ranking 41st nationally, flunking nearly every measure the Group Promotes for meaningful education reform like teacher tenure and evaluations. Unfortunately, california rank near the pom with an f in that we have lots of laws and policies in this state that just are not creating an environment where kids in schools can be successful. An admitted harsh grader, rhee gave no as. The highest grades, two bminuses, one for florida. Another big state like california with a large latino population of english learners. Florida, you know, 10 to 15 years ago was in the bottom third of the country it was not doing well. It was not doing well at all. Change there started with governor bush, put in place very aggressive education reforms like letter grading of all of the schools, saying were going to tell the public is your school an a, is your school a d or f. In addition to pushing for School Vouchers and charter schools, florida bought into the Obama Administrations demand for new rigorous teacher evaluations. An idea that has staunchly failed to catch on in california. Its not just staying still and maintaining the status quo. Its trying to move the state backwards. And thats something that should frustrate every taxpayer, every mother, every grandparent in the state to say why arent we putting our kids first. Which is is that powered by the unions you think . Absolutely. It is the opposite of what the Obama Administration was pushing. The opposition of what other states are doing. Its that evangelism that has earned her the ire of some educators and many politicians. Are democratic politicians afraid of you or dont want to associate with you . Some are, but not all of them. Reporter certainly not sacramento mayor kevin johnson, rhees husband, who persuaded her to start students first in california. He said, you need to come to the belly of the beast, baby. If you can make it happen in california, then it change the landscape of the entire country. I admire your books. Thank you. Rhee is also hoping to change the landscape of her school bully reputation with a book entitled radical. Part memoir, part education manifesto. I wanted people to understand my motivations. What drives me to do the work that i do every day. I dont particularly love getting yelled at and protested. Why do you think youre dogged always by that perception that youre antiteacher . Do you think thats a label that someone put on you, and its a convenient label to try to ding you . I have been willing to say what i think is the truth which is that the vast majority of teachers in this country are effective and doing great, but there are people in this country who dont belong in the classroom. People have interpreted that as being antiteacher when i actually think thats proteacher. Rhee says she remains pro u. S. Schools and pro california. California educates one of every eight children in the entire nation. If we can move california, the entire dynamic changes. Says shell need an uprising to do it. And i hope that everybody else becomes a radical, too. Dont count on everyone. The california teachers association, the Largest Teachers Union in the state with more than 300,000 members, is ready to take on rhee. Giving us a statement, it reads in part, it looks like her real agenda it s to exploit our underfunded schools raise more money to back unproven reform ideas like more standardized testing and private School Vouchers, or attacking experienced teachers. You dont put students first by putting teachers and parents last. Ironically, this morning nine California School districts including San Francisco and oakland announced that theyll use student achievement data in a proposed new accountability system. And its part of their move to get a waiver from the federal no child left behind legislation which, in turn, would give them more access to 100 million in federal funds. The mayor says she will do a better job reviewing listings in the future. Congress reviewed the violence against women act this morning. The law set the standard for how to protect women and some men from Domestic Violence as well as how to prosecute abusers. The violence against women act is credited with helping reduce Domestic Violence incidents by 2 3 over the past 20 years. Congress left the capitol for the weekend without a deal to stop 85 billion in federal cuts. Two senate measures aimed at stopping sequestration failed to advance today. Bipartisan congressional leaders are set to attend a white house meeting friday with the president. But theres little expectation that the lastminute facetoface talk will end in a deal. The president now has until 11 59 tomorrow night to sign off on the cuts. White house Officials Say he wont do so until after meeting with congressional leaders. Critics of sequestration say the impending cuts are bad policy. Not just because they cut programs across the board, but they target those who need Government Services the most lowincome americans. In tonights reality check, we look at whether the sequestration burdens the countrys poorest and most vulnerable people. Reporter i guess it depends on your point of view. From 80,000 feet above sea level, youd have a hard time arguing that the cuts will have a devastating impact on any particular group. 85 billion in cuts represent just a fraction of our overall federal budget. And half of that will be borne by defense. If you go into the weeds, youll find the remainder of the cuts creep into the corners of the greatest areas of poverty and the areas of highest need. Its the middle of the school day at a san jose high school, and things are moving along as usual. No talk of cuts that would strip san jose students of 1 million in funds this year because whats 1 million out of a budget thats 300 million . Except when the cuts are coming strictly from special education and a dedicated pot called title 1 funds. Who is losing what by way of title snunds title 1 funds . Students learning english language and those of high poverty. Its targeted to them. They will be suffering the loss of programs if these federal cuts go forward. Reporter steven mcmahon, chief Business Officer at san jose unified, says the School District has to make up for lost special education funds by law. But the cuts to programs for lowincome student which he just mentioned will stand. Theyre part of a tidal wave of slashed services to highneed resident that mcmahon says will bleed into school life, as well, like 2 billion in cuts to public housingment is. Heres an open housing support. Heres an open letter from the secretary of hud to a congresswoman detailing the impact of sequestration cuts. It says 1 5,000 individuals and families are at risk of losing part or all of their housing subsidies and becoming homeless. We are concerned. This is a very serious communication from the federal government. Reporter alex sanchez, executive director of the Housing Authority of the county of santa clara, says its not clear at this point how many of the 18,000 people who utilize section 8 hug in his district to live in nice communities like these will be impacted. This is the typical family helped by government aid. The households average about 14 of the Median Income in santa clara county. Its about 16,000, a household for a family of four. Reporter many of those same families depend on social services. Santa clara county social services director, bruce wagstaff, says the cuts will seep into local funding for thing like senior nutrition and meals on wheels. You cant just look at this in terms of a particular reduction. You have to look at the cumulative effect of these things and how it affects families. In my case, lowincome families who, as i said, are really working hard to get by every month. Reporter to that point, it may seem like weve covered a lot of ground here. Education cuts for lowincome students, less money for subsidized housing, pullbacks in childcare grants and meals on wheels. But the combination of cuts when taken all together can and likely will devastate thousands of family who rely on services and have no other options.
