Happening today, San Francisco teachers plan to call out the district on persistent wage and benefits issues. The problem started earlier this year when a big snag in payroll distribution prompted teachers to protest. Even the district admits those payroll problems are ongoing. The latest tensions between no regional rivals, north korea fired more than a dozen missiles today, with at least one of them landing near the south korean sea border. Nbcs janis mackiefrayer reports from beijing. A dangerous escalation overnight. North korea fired at least 23 missiles that went east and west. One of them landing close to south koreas territorial waters for the First Time Since the countries split. That triggered air raid sirens on an island where people had to take cover and triggered retaliation. South korea sent out fighter jets, firing three airtosurface missiles and said those landed near the maritime border. Even in a record year for north korean weapons testing, the pace today has been relentless. North korea also fired artillery, about 100 rounds from the east coast. Now, the timing of all of this is no coincidence. The u. S. And south korea are holding joint military drills right now with thousands of personnel and more than 200 aircraft. North korea had warned the two countries to call them off and threatened they would, quote, pay the most horrible price in history if they didnt. So the concern now is whats next, and that is a probable nuclear test by kim jongun. He hasnt done one since 2017. Janis mackiefrayer, nbc news, beijing. An alarming new report on our climate in crisis, painting a grim picture about californias rapid rate of climate change. State scientists issued the report which focuses on fossil fuels impact on weather, water and people. Average temperatures continue to rise with eight of the hottest ten years on record occurring over the last decade. The states 22year megadrought has been the driest over a 1,000 year span and overall levels of airborne wildfire smoke and heat related illnesses continue to worsen. At the same time, the state is among those leading the way in taking preventive actions to limit the impact. We want to take a look outside for you. Take a look at walnut creek. Its still a little cloudy out there. Meteorologist kari hall has been tracking all of that. We saw that rain come down yesterday. Yeah. Has it moved out . Its still kind of in and around the bay area. Looking at this camera behind us, you can see some of the rain moving across the bay. I wanted to show you another view of the Golden Gate Bridge where rain started pouring as were seeing some of these cells just passing by. Everyone is not seeing that rain. In fact, in other parts of the bay area it is all clear. But take a look at the rain as it moves into San Francisco near pacifica, as well as approaching half moon bay. Elsewhere were seeing light, spotty showers moving through the east bay, as well as the south bay, while the north bay is not seeing much action right now. This is all happening within the past 30 to 40 minutes and we could see more rain as we go into the evening, even as we take a look at whats happening with the wider view. But just a hit or miss showers are what were expecting as we go into the 1 00 to 2 00 hour. The evening commute may be dry, but we are still looking at this system kind of just spinning across the region. We did get decent rainfall totals, well get a look at that and whats ahead with the next storm system in a few minutes. Thank you. You know a lot of people are struggling to make it in the bay and south bay residents are pushing for more people to learn about a new action for housing options. They say if leaders cannot get on the same page by next february, the city may lose control of the process. We dont think anyone in cupertino is aware of this issue and so were here to just be respectful, but also let the city council know were a little frustrated and we would like to see more action on the housing update. Activists say the cupertino and palo alto are the last two south bay cities to formulate their new Affordable Housing plans. Are you feeling lucky this midday . Well, tonights Powerball Jackpot is reaching record levels at 1. 2 billion. And the take home is a bit less than that. Something you could get by on. Nbc bay areas kris sanchez joins us live at a store that recently struck it rich in the south bay. You know, when you win, they win, too. Reporter exactly. This store sold a big Winning Ticket about two weeks ago, so we met some people who were here because of that. They wanted to buy their tickets at a lucky store. But we also met people who said were not buying our tickets here because lightning doesnt strike twice. So it is a really big jackpot this morning. We talked with quite a few people who only play when the jackpot is really big and this one is really, really big, at 1. 2 billion. It is the second largest jackpot in powerball history and the biggest in six years. We asked people what theyll do with the money if they win and we heard the same answer over and over, take care of family. If i do win, im going to take care of the family and take a vacation and look at going to australia. My wife can retire. I dont mind working. Im going to pay off some bills and enjoy life. I love cars, so i would definitely get some cars, a nice house, set myself up. Dont spend it all. Dont want to spend it all. But, yeah, definitely, i couldnt keep all of it to myself either. Reporter so the plan is to take care of family, also make some donations. That would be a good strategy because with a jackpot this big, the winner of a 1. 2 billion jackpot will need some serious tax breaks. Heres what you take home if you win, 597 million if you prefer the cash option. If you take the annuity option, that is Monthly Payments that adds up to 756 million. Right off the bat, you lose 24 in federal taxes. The lottery holds that aside for you. By the time its tax time, your taxes could be higher because your income is going to be higher. At least california doesnt tax. 1 in 292 million chance of winning. You know they say, you cant win if you dont play. The 7eleven here, they sold the 270 million ticket on october 15th. Theres another lucky spot at a mobile station on los gatos boulevard. They sold a ticket a couple days before halloween that was worth 1. 5 million. Chump change compared to that jackpot. Still, a lot of money. Ill take the chump change. No kidding. Exactly. Just dont forget to pay your taxes. Theyll find you. Different kind of chains. Thanks, kris. Well, the Federal Reserve is taking action to combat inflation. Our scott mcgrew is breaking down the proposed rate hike and how it will affect you. Plus, raising awareness about lung cancer. Coming up next on nbc bay area, the early symptoms you need to monitor and look out for. Monitor and look out for. Well be right back. In a recent clinical study, patients using salonpas patch reported reductions in pain severity, using less or a lot less oral pain medicines. And improved quality of life. Thats why we recommend salonpas. Its good medicine. Just moments ago the federal open markets committee announced that it was raising Interest Rates another threequarters of a percent. Scott mcgrew joins us now. That was expected but now the financial world wants to hear from jay powell. Thats right. Threequarters of a percent, absolutely expected. This will be the sixth Interest Rate hike so far this year. The fed raises rates in an attempt to slow the economy down and fight inflation. So with this sixth rate hike, might the fed pause its hikes for a bit and say that was enough . You can see these people waiting, live pictures from the Upcoming Press conference with jay powell set to begin at 11 30 our time. Lets show you tape from a Previous Press conference. Many wondering if powell will be a bit more dovish, that is he may pause or the group may pause its policy of regularly raising rates. That would make wall street very happy. Now, of course, the fed sets rates that affect banks. It doesnt do your credit card rate or mortgage rate. We know there is a connection. Weve seen those go up with what the fed does and then what you pay in interest. The thing about it, ive learned so much listening to your reports, but like you said, the feds want to slow down the economy. But its the economy that doesnt want to slow down. It doesnt want to slow down. You want to slow prices down by slowing the economy down but the latest data we reported this morning on job openings, there are twice as many job openings as there are workers to fill them, which means youve got to pay them more to attract those workers, which means higher inflation. The big job numbers come out on friday. Weve got the monthly jobs numbers and those may be good, too. The economy just refuses to listen to the fed and say slow down, and the economy says no. All right. Well see where it goes. Thank you so much, scott. You bet. November marks lung Cancer Awareness month. It is a disease many think they know the key causes and symptoms of. Are the symptoms for people who are diagnosed necessarily the same . No, symptoms can be different. But i think the big point is that symptoms often dont happen at early stage. And so most people who are diagnosed based upon symptoms end up getting diagnosed with metastatic or stage 4, late stage diagnosis. So the really important thing is how do we then diagnose this cancer when its early stage and still curable. And thats really through lung screening. Screening is exactly what saved the life of a bay area woman. I spoke with her yesterday. She shared her journey of battling lung cancer with me. I smoked for 40 years and i was coming home from work one day up highway 880, from san jose to fremont. There was a billboard by the side of the road, saved by the scan. I had no idea what that was. I passed that billboard probably a dozen times and i finally went
