But what is important is what will take place here at city hall later this afternoon to get things rolling. For a lot of the homes along coyote creek, city hall will vote on a recommendation to donate a city surplus of cars. What are the surplus of cars we are talking about . Ranging from old police cars to different types of sedans, tauruses and others. They are working with Catholic Charities to identify the victims that need the cars. I did have a chance to speak to san ricardo. And he hopes that the vote will pass this afternoon so they can start to help people out. With more 400 folks who need cars, were doing everything we can to bring the Community Together to see how we can get cars and trucks back in the hands of families that need them. Reporter on top of this, the city of san jose is working on a more comprehensive program to include Car Dealerships giving discounts on cars to the victims. Between the intense flooding, the road damage and broken bridges, the total estimated cost to fix the infrastructure in california is 860 million. And three men rushed into the Walnut Creek Apple store right off main street and took off with three laptops and 18 iphones worth thousands of dollars. The suspects did not appear to have any weapons. For now, police are still looking at the Surveillance Video trying to identify the men. And a followup, the city of san jose has taken the first step in looking for a new independent Police Auditor. Council members are expected to vote on creating a recruitment timeline. Senate bill 54 also known as the sanctuary state bill bars local and state Law Enforcement agents is i from using federal resources to help with federal immigration enforcement. It would limit state and federal police from integrating with other authorities. They passed this despite threats from the Trump Administration yesterday. Will they strike back at us . We dont know. Still cool along the coast, 63 degrees at halfmoon bay in San Francisco. And then well start to see the clouds moving in. So i think today will be the last day of just fullon sunshine before these clouds start to roll in. And the rain will hold off until thursday. And it will take its time making its way through the bay area. Here we are on thursday afternoon. Dry until then, once again, and then we start to see the rain moving inland, starting out with light showers becoming heavier late thursday night into early friday morning. Friday mornings commute looks really tough. Even the evening commute will be very slow because of the widespread rain still falling throughout the day. And we may have some standing water at that point. The potential of some flooding after several hours of some rainfalling across the bay area. And then look at saturday, even during the evening, we may still have some rain here. And some snow in the sierra. Sunday looks dry and then another quick round of rain moving through on monday. So its about to get really busy here after being able to relax and get some sunshine and warm temperatures. This model shows how much rain we can see. And we have the potential of getting over an inch of rain for much of the north bay, at least an inch and a quarter. And then you head across the east bay, the peninsula, as well as the south bay, about a half inch to three quarters of an in inch. And we will see more of that in if santa cruz mountains. We are looking at. 75 to an inh for most of us. We could see some wind gusts 15 to 40 Miles Per Hour that could bring down trees. And also some street flooding when the rain begins to fall, but no major river flooding expected as the reservoirs are still very low. Heres a look right now at kirkwood. Petersburg subway yesterday, and specifically more on the suspected bomber and the reason that person targeted st. Petersburg. The death toll now stands at 83 for the alleged chemical attack in north syria. This is video from the city of, dirks idlib. Human Rights Groups say 11 children were killed, some died of suffocation and others were hit by strikes. Amid the smoke, clues and investigators were examining debris and explosive residue. Security camera footage, and above all, a second bomb. Investigators say a bomb at this metro station was meant to be even more powerful. Designed as a fire exi think wisher, it was found and disarmed and will be a gold mine of forensic information. It is still not clear if one man was behind both bombs, no group has claimed the attack. It came midafternoon, the timing significant, because russias president Vladimir Putin was in st. Now, as a result, lawmakers are taking action and renters could soon have an easier time proving landlords are wronkfully trying to evict them. Reporter our reporting is leading to major potential changes citywide. If you have been in rent control for a while in San Francisco, your landlord could be making a lot more in rent by kicking you out and bringing a brand new tenant. That would be illegal. But we discovered criminal charges are almost unheard of. And after months of investigating, we discovered people in San Francisco are getting kicked out at an alarming rate. Open the book. Reporter longtime teacher nicole dalesi says this has even reached her fourth grade classroom. Shes overheard students and their families chatting about soaring rent. And the fear of being evicted from their rentcontrolled apartments. How often would your hear parents talking about it . Regularly. Reporter but it still came as a shock when those fears became her reality. Nicoles San Francisco apartment was sold to a new owner who decided to evict nicole about a year later. Theres not a day that goes by that i dont miss it. So what was the reason your landlord gave for evicting you . His brotherinlaw was going to move in. Reporter here in San Francisco, its perfectly legal for homeowners to kick out tenants so they can move in. And once those landlords live in the building, they can also evict other tenants to make room for their relatives. Its called an owner movein eviction. And San Francisco is home to 413 of them last year. Thats a 200 spike from just five years ago. They are really spread out all over the place. Reporter our Investigative Unit spent six months going door to door to find out if landlords really moved in after evicting their tenants. We interviewed more than 100 people. And in 24 cases, thats nearly one in four of all the evictions we looked into, the landlord or Family Member was not living in the home. And thats an apparent violation of the citys housing laws. No one tolerates fraud. Reporter mark ferrell is one of three lawmakers now proposing new laws to fight illegal evictions. The changes would make it easier for the District Attorneys Office to file criminal charges against landlords who wrongfully tried to kick out tenants. A recent investigation revealed that over the past ten years the d. A. s office hasnt prosecuted a single landlord for abusing these kinds of evictions. It was the great work of nbc that really turned up the volume, i think, to really talk about and identify and expose the amount of fraudulent practices that have happened in this area. Reporter ferrells legislation would also require landlords and their relatives to submit proof of residency after they move in, like an electric bill or voter registration. Right now they dont have to provide any of that which left nicole skeptical because she was only paying 1450 for her onebedroom apartment. Those people who recently moved in were paying over 3,000 for the exact same unit. I wondered if there was an ulterior motive. So the only option was for nicole to sue her landlord, which meant her attorney got to question the brotherinlaw to see if he was really going to move in. I dont know anything about it. Reporter neither he or the landlord would talk to us for the story, but when questioned by the attorney, the brotherinlaw couldnt answer questions about the apartment he was going to be moving into. Have you ever been told about the layout . No. Reporter have you been told how many bedrooms it is . No. He had not seen the unit before moving in. Reporter this is nicoles lawyer, mark kushman. This is the way landlords are circumventing the rules to maximize their profitsle. Reporter she won her case and wont reveal how much she was awarded, but says no amount of money makes up for being forced out of her home. It was one of the worst experiences of my life. Reporter nicole says she couldnt afford to say in the city. She now lives across the bay in alameda. But believes more oversight could have kept her out of court and in San Francisco. Her home of 15 years. Until the laws are changed to protect us, its going to continue. Reporter the new legislation in San Francisco gets introduced later today. Supervisors aaron pescan and jane kim will also be pushing a new law to make it easier to slap land lorss with fines and jail time if they wrongfully kick out tenants in order to charge new tenants a lot more rent. The full board and the mayor will weigh in on both claims in the coming weeks, but if approved, the changes could go into effect this summer. All right. In the meantime, governor browns bold 50 billion gas tax plan to repair roads and bridges has cleared the first major hurdle but faces a key test on thursday. The state Appropriations Committee approved the measure and in a rare legislative appearance, governor brownprovided his own testimony talking about the urgency for this funding. The roads are broken and are getting worse. And they are not going to get better unless we get a significant injection of money. Its a lot of money that youll feel particularly at the gas pump. And we should note the state legislature needs twothirds approval to get a pass on the tax. The governor introduced this plan in concord to boost gas taxes about 12 cents per gallon and create a new fee for electronic vehicles. That measure will be voted on by the state senate on thursday. Happening today, a proposal that could dramatically change the way criminal defendants show up in court in california in order to get a first hearing. Now, instead of requiring suspects to post bail, county officials would decide whether to release them on their risk to public safety. The bail industry and the victims rights and Law Enforcement groups do oppose this bill. A San FranciscoPolice Officer fired for a tax message that he sent on his personal phone. Sf p. D. Says they have zero tolerance for religious tolerance. This is happening from San Francisco. I think violencing in policing is a serious issue. Reporter three years after getting wrapped up in a text message investigation, a Police Officer has been fired. Investigators say the antimuslim text message was discovered and sent from the officers personal cell phone. Once youre sort of caught expressing any sort of racial, religious or any type of bias, whether on your personal phone or your work phone or in any way, i think the message is clear that the Police Department will fire you. Reporter the text message was sent in 2014. It was uncovered during a criminal investigation of two other sfpd officers. Police officers taken a oath to be nonbiased and should stick by that. Reporter the unnamed officer who sent the text message expressed resort and met with Muslim Community leaders and voluntarily worked security detail at mosques after the incident. None of it was enough to convince the chief to keep him. When a Police Officer does more than enough to express remorse and does affirmative things to improve himself and to do so in a way that communicates directly with that community, that theres no forgiveness, theres no second chance, im spiced by that. That was peggy bunker. We did reach out to the Police Department for comments. The Police Officers association and several muslim groups as well, so far we have not heard back. Heres a look at the timeline. So we start to see the scattered light showers moving in thursday afternoon. Moving onshore, well get pockets of heavier rain throughout the morning on friday. And then monday, another quickmoving round of some rain that doesnt look to be as heavy right now. Heres the view of heavenly right now. You can see the clouds overhead. The temperature is at 50 degrees. We have seen some of the snow melting. But we are about to replenish that with additional snowfall across parts of the sierra. Looking like we could see about a foot and a half. Essentially, for some of the Higher Elevations above 5,000 to 6,000 feet, i think well get a foot of snow. And it will be the first of many cold storm systems moving in. So dont expect any, a lot of melting there. For us, were looking at rain, especially on friday into saturday. Our business and tech reporter scott mcgrew is here to talk bear tracking. When yosemite became a national park, slowly but surely the interaction between humans and bears picked up. Reporter as yosemites video shows us, it was not long before we humans started to feed the bears, getting dangerously close. Sometimes too close. Yeah, i mean, everyone loves bears. They want to see them when they go to the park. Reporter now theres a way to find and track the bears from a safe distance. This is yosemites bear tracker, a gpspowered website to keep up with the parks bears. The goal, to warn people, especially those in cars away from where the bears hang out. While helping rangers track the longterm patterns of the animals. Even though theres a fairly healthy population there, they really need to know where the bears are going. If they are interacting with humans too much, then we have issues. Reporter issues like 10 of the parks bears being hit by cars last year. And you wont be able to get too close. Yosemites delayed the gps data so people cant find the animals using the tracker. If theres a recurring bear pattern with this particular bear, they can scare them or deter them away. Okay. Well, those bears are on the move. Scott budman reporting through. So far in a relatively short time, the park rangers have been tracking the bears by gps and learn that the bears in the park move as much as 30 miles a day and begin mating in may, a month earlier than previously thought.
