This is where the rain has been a lot more steady. There could be standing water on the roads as well. And looking now at a pretty good coverage from the north bay now extending beyond the peninsula. Still in the rain hold in parts of the south bay. Still not seeing much rain there but its starting to move into the east bay. We will have heavier rain moving in. Ill give you an update on that. A look at the forecast in a few minutes. Kerry, thank you very much. You mentioned moving inland. Lets go to bob up close and personal look at whats going on right now on the road for us. Bob, how are conditions changed since youve been out there this morning . Reporter much improved compared to the morning commute. Good morning to you. You can see were heading northbound on 880 approaching Marina Boulevard in san leandro. The roads are wet but you can see based on what is going on with our windshield there is hardly any rain. It could change in an hour, hour and a half from meteorologist kerry hall. We showed this morning, roll some tape and show this to you. This is what you can expect during your ride home tonight or if your spouse is coming home tonight, let them know this is what its going to be looking like because you could see a lot more wet weather. Want to make sure those windshield wipers are fresh, working, you dont have a dirty windshield and you are keeping a safe distance between you and the car in front of you like were doing here. One thing that struck me he, we covered a lot of wet weather in the bay area, didnt see many accidents. Not to say there werent any, it seemed like a lot of people had their head on and doing a good job following the rules of the road. Reporting live in 880 in san leandro, bob, nbc bay area news. Bob watching things from every angle. Thank you very much. Rain causing some delays out there on the roads. Youve been watching for trouble. Oakland is where youre find ing it . Were following oakland because that is the slowest spot. Well look past the coliseum. There is a problem at 29th. That is indicating the fact we did have a pretty good size commute compared to last week on the morning commute. It is starting to ease up now that they cleared the crash. Lets go to the other delay. Potential delays for the bart system, possibly 10minute delay. Inclement weather, rain on the tracks makes it tougher for the trains to stop. They may slow it down a bit. There are no major delays for the bart system. As we look at the map you see the green shows were in the Holiday Light traffic flow. We did have a commute this morning. It eased up quickly. Getting toward another area, interstate 80 and highway 50, both heading over to the north and south shores of lake tahoe. You notice as it goes from green where its wet in through the icy pink and white snow. That is a factor. Highway 50 has chain controls, i80 so does interstate 80 going over donner summit. Brian hickey is normally in the blue canyon area. Hes right on the roadway. Lets check in with him. Well, here along interstate 80 its a slow go for drivers heading into the sierra as the snow continues to come down. This is alta where this morning they were diverting trucks off of the freeway due to concerns of trucks that were stuck on the grade at crystal springs. And while they diverted those cars off the road and sorted out the traffic, that has caused big delays for drivers. Cal trans and california controls said anyone heading into the siary should expect more of this not just today but through the rest of the week. Forecast calling for unsettled weather and more snow in the sierra where it keeps coming down here at 3600 feet. Got about a foot and a half of snow on the ground. You get down around koufax, 2,500 foot level, that is generally where the rain snow mix has been and slushy at points in between. Brian hickey, now back to you. Brian hickey with a slushy snowy report. Well see what happens a week from now. Its the first snow pack measure of the season. Scientists will measure how deep the stick goes, how much snow the siary has gotten. It allows water leaders to make decisions. It showed the snow packs water content at 72 of normal. Thats despite heavy activity. That figure dipped even lower during the holiday weekend. The snow pack is so critical because it provides about a third of californias water by melting in warm dryer months, providing water for drinking and farming and wildlife. Thousands of cars crossed the Golden Gate Bridge and today for some drivers the bridge seemed a little smaller. Looking live at the bridge here behind me, a little gray, a section of the movable median barrier was damaged meaning fewer lanes were opened during the prime morning rush hour. Nbc bay area joins us live. You talked with the spokesperson for the bridge. She says crews should be able to fix this issue shortly . Reporter yes, good morning to you, chriss. Actually just got a text mess alan from that spokesperson. She tells me they are able to make those repairs. They are actually finished with them and traffic should be resuming, get being back to normal conditions shortly. You can see here, guys, there were two southbound lanes of traffic that were only open, but it looks like because they were able to fix these repairs it will get back to the three southbound lanes were accustomed to around this time of day. Well show you a picture they sent us. This is the damage to that median and we had crews out here starting at about 10 15 a. M. Working on it. You can see the steel thats peeled back a little bit. According to the spokesperson, theyre saying bridge patrols noticed this while doing a lane aversion yesterday afternoon. I want to point out this barrier is made up of about 2,500 units. One was damaged by a passing car. Crews were able to fix it this morning. Crews are coming out to essentially pull the pins on either side of that unit. They are popping out that one section and replacing it with a fresh one and traffic will be back to usual. Reporter you can see from our Vantage Point things are starting to clear up. They were limited to about two southbound lanes but it started to open up to three southbound lanes. Theyre telling us this is uncommon for this to happen. In fact, this is the first time those median barriers were hit as the barriers have only been in place for the past couple of years. Were live near the Golden Gate Bridge, pete, nbc bay area news. Right now fire investigators trying to figure out who set fire to a homeless encampment that ended up damaging an adjacent church in the mission. Burn marks can be seen on the wall on south van ness and 18th street. A homeless veteran tells nbc bay area he believes he was targeted overnight and some of his possessions were lit on fire on purpose. Nobody was hurt. Jury selection continues today in the trial for the man accused of murdering morgan hill teenager sierra lamarr. This morning the District Attorneys Office told us that Opening Statements are now on the schedule for january 18th. Sierra lamarr disappeared on her way to school more than four years ago. Garcia torres is accused of murdering her and hiding her body with which has never been found. He is linked to her disappearance through dna tests but defense attorney claims lamarr was a run away. The trial has been delayed several times already. A developing story now from washington where republican lawmakers have reversed course on their plan to strip power from an independent ethics panel. That move came about 90 minutes ago. Directly following a donald trump tweet criticizing House Republicans for wasting their time on this when they should be focusing on tax reform, health care and so many other things of far greater importance dts or drain the swamp. You see the green all up and down our coast line right now, pouring all over into our bay area communities. We are in a micro climate weather alert. All right. A lot of the bigger cities there, San Francisco, san jose getting some rain right now and seems like its wave after wave here the next few days. Yeah, it will be pretty wet after going through the rest of the week. In fact this weekend well see an even bigger storm system moving in. Right now we see that steady rain coming down in the north bay from san rafael. This is where weve seen the rain really not taking much of a break. As we go through the rest of the day, it does get heavier for spots like the north bay and San Francisco over toward the east bay. It will still be wet tomorrow, but it wont be as heavy as what we will see this afternoon. In the sierra, were looking at the potential several feet of snow. This had a measurement from kirk wood, and we saw that theyve had about 32 inches of snow within the past 24 hours. There will be another storm system moving in this weekend, and with the wet ground we have the concern of some flooding, especially once we see that heavy est rain moving in. Right now were looking at a steady light rain, but there is a little bit of some heavier cluster of heavier rain just offshore that will be moving into the peninsula and extending over to the east bay within the next hour or so. As we get a closer look now at what happens happening between windsor and santa rose a, down at ron ert park you see the showers are still steady and it gets a little bit heavier where we see the darker green from san rafael down to about mill valley and also in San Francisco to south city, we see the have more of a steady rain, but it will get heavier. Also for the Santa Cruz Mountains. Over towards the east bay, once again seeing a pretty good coverage there with so far getting up to about a quarter of an inch of rain for most of the north bay. As you go down to sauce lead owe its a tenth of an inch. Lighter amounts there. San francisco also measuring a tenth of an inch. Down the peninsula, up to a quarter of an inch in some spots, but its been a little bit lighter there. The south bay really not measuring that much, only just enough to make the streets wet as you head out. And the east bay more of the same there, up to about a quarter of an inch for many spots. We see the bright reds and the yellows moving in during the day. As we get the center of this storm system moving in, so it looks like there could be a little more energy, a little bit more of gusty winds with heavy down pours and then things tapering off as we go into tonight. The next storm system arrives saturday into sunday and once again raises that flooding threat with the potential of some of that heavy est rain moving through the hills and also for the north bay. This is something well be keeping an eye on. Well also talk about what to expect as far as snow in the sierra. Thats coming up a little bit later. Chriss and sam . Terry, thank you. You talk about snow in the sierra . Well, how about this sight . Rain mixed with plunging temperatures created the sight of snow not in the sierra, in the bay area. Thats video from the top of Mount Hamilton last night. The snow on the ground created slick roads leading up to the top of the mountain. The mere presence of snow a nice sight. It is very pretty. We talk about the rain and the snow. Might surprise you to hear one of the bay areas main sources of water will be shut off for two months. The problem with Hetch Hetchy Reservoir in twol me county isnt a drought, it is a tunnel. Crews have to shut down the pipeline so they can inspect that tunnel which could be at risk of collapsing. The 60day closure is the longest shut down of hetch hetchy since the 1980s. Hetch hetchy is San Franciscos primary source of water, but it also serves palo alto and other bay area communities. You see it there on the map how the reservoir connects with the rest of the bay. If you live or work in one of those areas, you may notice that your tap water tastes or smells a little different in the coming months. Thats because the water will be pulled from local reservoirs on the peninsula to keep up with the demand. At the very end of 2016, the markets pulled back a little bit. We are seeing modest gain so far this morning. The dow jones is at 17,9989. All sorts of odd things happened in the car industry this morning. Much of it cowed by donald trump. This is very interesting and involved a couple different car companies. Lets check in with scott mcgrew. Lets start with General Motors. Donald trump tweeted General Motors is sending mexicanmade models of chevy cruze to u. S. Car dealers tax free across the border making usa pay big border tax. A passenger on board a 14hour flight from sydney, austrailia i cant to San Francisco was pulled off that plain after making racist and homophonic remarks. Part of the outburst was captured on someones cell phone. The disruption prompted the plane to be diverted and a 24hour delay, a full day for passengers. Nbc bay areas jean elle talked with a passenger who witnessed the whole thing. He started screaming, pulse in his neck. Said a few things i wasnt okay with. Neil, go get the flooight atte tend ant, hes being a racist. Reporter they say a flight from sydney, austrailia turned quickly to frightening. When a man sitting nearby repeatedly verbally assaulted his seat mates and flight attendants. Once the flight attendants came over, he then turned into using homophonic slurs towards the flight attend. Reporter they say the flight crew did its best to calm the man for hours. Every 15 minutes another incident, everyone was concerned whats next one going to be. I felt very disturbed and very tense where a few passengers had tear in our eyes because it was such a tense situation for so many hours. Reporter united said the captain decided to turn the plane around and landed in new zealand because the passenger refused to follow instructions. Once on the Ground Police arrested the man. The cabin gave those two gentlemen applause. Yeah, you deserve first class on the next leg. Reporter they say they are grateful fellow passenger and the flight crew remained calm in a tense situation. The word is from new Zealand Police that the 42yearold american passenger who was pulled off will not face charges but he will remain in custody until arrangements are made to get him back to the united states. Theyre not getting back to business after a very difficult night. You can see the lines there just stacking up at miami international. They kept going on and on. All of that was because of a computer outage at customs and border protection. The power outage started yesterday afternoon. It lasted several hours and there was a huge Ripple Effect causing a backlog at airports from boston to the bay area. Passengers had no choice but to wait while customs personnel processed passengers, travel papers by hand. And then there was a very long line. These guys are all working like crazy trying to get people through. At San Jose International airport, some people were delayed by as many as five hours, and there were similar stories among passengers at sfo and at boston, in miami, more than 30 International Flights were affected and at least two people passed out while they were waiting in line. Were starting to see another batch of heavy rain moving into the peninsula, moving from Half Moon Bay over towards san mateo. Well continue to track this and also what to expect during the evening commute coming up. Plus we have seen a lot of rain over the last couple of weeks. So, are we still in a drought . The experts answer our questions. A full day of wet weather today. We are tracking the micro climate weather alert. Rain still coming down in parts of the bay area after a wet morning. Lets take a live look from our san rafael camera. Very gloomy, cloudy. We want to talk to meteorologist kerry hall whose maps are looking colorful. Yeah, weve seen a lot of rain on the radar. While the north bay has been dealing with rain all morning long, the south bay really hasnt seen much at all except for some cloudy skies and showers that move through very early earlier today. And now we are seeing a batch of some rain moving once again into the peninsula with some yellows and reds here with a more steady rain from spots like santa rose a towards saint helena. As you go down 101 to san rafael and mill valley, we still see some steady rain. Also covering San Francisco, but then starting to see some more intense bright colors from Half Moon Bay extending to san mateo, and also for the Santa Cruz Mountains, steady light rain coming down. Were seeing the same for much of the east bay and into the delta as well as the trivalley. Rainfall totals between now and tomorrow could reach 2 inches all across the bay area. It looks like we could see quite a bit, even in the south bay where you havent seen much of that rain yet. And it gets even heavy eras we go into the weekend. Well talk about that and what to expect in the sierra. Thats coming up in just a few minutes. All right, thank you, kerry. Were all waiting for more information from todays snow survey of the season in the sierras. Surveys happen once a month, generally january through april. Despite recent rains there is some concern the snow pack is below average for this time of year. Certainly weve seen where nothing but clumps of dirt come out. They point out we have a long way to go before we can draw any reasonable conclusion. This is decidedly better than clumps of dirt. With all the snow in the siary, the addition weve seen, you might wonder is the drought close to being over. Not so fast. Peggy bunker is in los gatos with more. I love the rain. Its great. Reporter its music to californias ears. Heavy constant raindrops, each one a remedy for the drought. And even better, this weeks snow fall in the sierra. The snow pack is really whats going to make the difference over the long haul. Reporter several feet of new snow in the sierra this week is expected to considerably change the look of californias drought map. Last year at this time nearly 45 of the state was in an exceptional drought. The worst possible rating. This year only 18 of california remains that dry. Our biggest re vreservoir is the snow that falls. It can fill the reservoirs throughout the state. Reporter half the water used in Santa Clara County comes from outside sources and is incredibly dependent on the sierra snow pack. Lexington reservoir was one water source greatly impacted by last years reduced snow pack when water levels sank to new lows at the reservoir, runners were gidy in the rain. I can its fantastic. Makes me sad when im going on drives and the reservoir is low. Reporter while the moisture will make a dent in the drought, experts warn conservation does continue. We should save. Nearly two years after a vallejo woman was kidnapped in a plot the police call a hoax, denise and her boyfriend say they are still being harassed over the ore deal. Back in september of 2016, this man pleaded guilty to kid napping denise huskins. Police apologized for calling the kid napping a hoax perpetrated by her husband quin. They violated their civil rights and dee faming them. Now nearly two years later they are showing some of the nasty messages they continue to receive on social media. We blurred out the Facebook Post because of crude language, but she says all i did was survive and i was criminalized for it. Search right now is on for a man accused of burglarizing an elementary school. Detectives say friday night he walked into an unlocked elementary classroom and ended up stealing five tablets, a laptop, and a box of sharpies. The thief then used those sharpies to write graffiti outside of two classrooms. We now know the name of 18yearold mikaela was the passenger in the seat. The driver, another teenager, drove the car off the road and into a tree. Shes been identified as rebecca gillery. Gillery is charged with drunk driving and suspicion of vehicular manslaughter. Some good news and bad news for muni riders. It was reportedly involved in more accidents this year than last. The good news is more buses and trains ran on time, not quite at the agencys target level. The San Francisco examiner obtained the latest annual muni report which transportation riders will be discussing today. Crashes occurred at 6. 6 for every 100,000 miles covered, the highest rate in last four years. As far as on time performance measures, they were under 60 on time, an improvement from 55 , but well off where muni wants to be 85 on time performance. Turkish police have launched istanbul and arrested several people, about eight, as on the hunt for an attackinger who killed 39 on new years eve intensifies. Reporter the alleged terrorist who gunned down dozens of people in a Popular Night Club on new years eve filmed this selfie video before the attack. The video is being broadcast around the clock on local television today in hopes that someone will find him. After killing 39 people in the club, most of them tourists from the middle east, he ditched his coat and dropped his guns. Police this morning confirm thats him seen on cc tv just after the attack near the club getting out of a cab. Turkish media report the cabby threw him out because now without his jacket he didnt have any money on him. He walks away and isnt seen again. Isis has claimed responsibility for the attack. Turkey launched a military attack in response, striking the government announced around 100 isis targets inside syria since sunday. But as police raided homes in istanbul last night, the most wanted man in turkey remains at large. There was a small peace rally here at istanbul this morning with people walking in front of the night club which, of course, remains closed, remains a crime scene. Right now we are in a micro climate weather alert as we take a live look outside now at the bridges across the bay area. We see the sign up there that said slippery, careful by the san mateo bridge. It comes in different phases. Its gray, gray, gray and gray. Now were wondering when we might see some blue, kerry, not for a while. Not until late thursday into friday. Thats the only break we have in the forecast were basically just tracking all the gray skies, taking a at all of our cameras, the temperatures and the rain gauges and at ocean beach right now its 52 degrees. You can see those cloudy skies overhead. And as we go farther to the north, some low clouds hanging down. We have a temperature there of 46 degrees. Now, it is getting milder. Were tapping into some deeper moisture and thats bringing in some pockets of some heavier rain. Were now seeing that moving into the peninsula, but as we go into the north bay where we see the darker green thats where we do have some heavier rain moving through. And its also causing some standing water in those roadways. In the north bay where weve seen the rain lasting for a little while longer, san rafael down to homestead valley, thats where the rain is a little bit heavier. We see the yellows moving through san mateo at this point where it is still pouring there. And also for the Santa Cruz Mountains, the east bay picking up on the steady rain as well. And will still see this activity really starting to wind up as we go into the rest of this afternoon into the evening. The future cast shows that we will have some bright reds and some yellows that this is what the radar could look like. That shows some more intense rain. And then as we go into this evening, still some breaks in the south bay but during the evening commute it does get a little bit wetter and into tonight, still some pockets of some heavy rain until early tomorrow morning. Still a little bit of some light rain, but we wont the heavy rain we will see today. And looking pretty foggy and still no sun in that forecast as we go into the next 24 to 48 hours. The next storm system moves in on saturday with some heavy rain starting out in the north bay. And that will star to move into the south bay by sunday. And once again, that rain covering much of the bay area with some heavy down pours that could raise that threat of some flooding. Looking at how much rain we could see, at least an inch of rain, maybe 2 inches of rain, this is what this first system that moves out by thursday. And then with the next weather system moving in, we could have an additional 4 inches of rain for the Santa Cruz Mountains this weekend. It looks like all of us will get a pretty good heavy amount of rain. While we get rain, sierra getting snow, in some spots getting up to 30 inches in the past 24 hours. This is a look at heavenly. And the computer models show there will be the potential of at least 3 feet, maybe even 4 feet of snow within the next seven days. So, it looks like it could be a heavy snow event, but there will be some rain mixing in. So, not the best situation, but at least we are getting something here. All right, nbc bay area responding right now to a san jose woman who says she doesnt want the cold shoulder, she keeps getting struck out trying to get a business to give her a refund. Thats why she asked consumer Investigator Team to help her get some longawaited results. Reporter good morning, back in the summer of 2015 cynthia danielly said she said 348 and signed up her daughter through a program called College Coaches skilled camp. A few weeks before cam started courtney dislocated her shoulder. That meant she had to go to the doctor and the doctor said shed be out for four to six weeks. Translation, no camp. Cynthia contacted the camp and said it doesnt give refunds. Sure enough, that is on the camps website. But cynthia said the camp told her it would give her a credit for a future camp. So, cynthia says she circled back this fall, but there werent any camps in northern california. She said she tried again this past summer and again nothing in the area. Cynthia is now thinking a refund is fair because she says the camp is not available and the camp still says no. We reached out to College Coaches skilled camp and it issued cynthia a refund. This is a heart rate monitor we can put on you, track your heart rate and do a calorie count, calorie burn right away, both during your workout and at the end.
