Back then 883 million worth of damages throughout california, 17 stormrelated deaths in the winter, 40 counties were declared federal disaster areas. 100,000 people evacuated with 55,000 more who needed shelters. So the preparations for el nino have been going on across the bay area including things like shoring up drainage canals in san jose. Important work as fema says the drought has hardened soil making it act like cement so the first heavy rains may cause widespread flooding. Winds could force widespread power outages, debris likely to clog streets and storm drains. A lot is going on. A lot of people working on this. The rain we had this morning its from the north bringing rain to the Pacific Northwest and did what we thought it would, fade out across parts of the north bay. Were going to still hang onto light showers through the day across parts of the north bay, but the farther south you head youll see more sunshine. Mid60s across parts of the south bay, 59 in peninsula and cloudy skies north of the Golden Gate Bridge with on and off mist from time to time. Microclimate forecast here on wednesday brings sunshine for the south bay. Mid60s expected from san jose to morgan hill. Cooler on the peninsula, thats where youll find more cloud cover and cloudy skies across parts of San Francisco today, temperatures near 60. Across the north bay thats where youll see the on and off showe showers, temperatures cool upper 50s to low 60s, more sunshine east bay and trivalley. Here is the timing on this next round of rain expected to move across the entire bay area. Right around midnight tonight well start to see showers across the entire bay. It will start to get really heavy around 4 00, 5 00 especially across the north bay. The line pushes into the south baby about 7 00, the trivalley even the peninsula. And by 9 00, 10 00 tomorrow morning were done with the rain, at least the first round of showers. Well see some sunshine. Well get a little bit of thunderstorm activity by the afternoon hours. And then another heavy band of rain pushes into the bay area. This is around 5 00 tomorrow evening. And thats going to be with us all the way through the friday morning commute. So do keep that in mind especially if you have to travel tomorrow and for friday, at least through Early Morning hours. Now, heres how much rain were expecting, about half an inch to an inch and a quarter across the south bay. Looks like well see about an inch for San Francisco. Places north one to two and maybe potential three to five. I did some research over the past couple hours to see where this storm adds up and where it compares some of the top three previous storms weve seen over the past year. And san jose, you have to go back to november 2nd, thats when we had over an inch of rain, february 6th same deal. Last year almost to the exact day we had almost 3 inches. Now, in santa rosa weve only had one storm this year that produced more than an inch and that was on february 8th where we got one to two inches of rain. So if we get more than that, this could be the biggest storm this year. And San Francisco we havent had one storm this year at all that has produced an inch or more across parts of the bay area in San Francisco in particular. You have to go all the way back to december of last year to get anything thats going to rival what were talking about this upcoming well, next 24 hours. By the weekend we do clear out friday afternoon. Well see some sunshine. Saturday thats your dry day to get out and enjoy because more rain is on the way for sunday, laura and sam. Extremist attacker who targeted paris bataclan french officials have said the third extremist attacker who targeted paris bataclan concert hall has now been identified as a frenchman who left for syria in 2013. Nbcs chapman bell reports. Reporter the third attacker in the bataclan attacks has been identified as 23yearold frenchman fouad mohamedaggad. Hes reported to have traveled to syria back in 2013. This morning the french Prime Minister told news outlets there that the attacker was part of a group of a dozen radicalized young people who left a neighborhood in strasburg in september 2013. Mohamedaggad was able to travel back to france and take part in that attack at the bataclan carnage hall where the worst of the carnage took place in the attacks in paris where 130 people lost their lives. He was identified by french authorities by matching dna with family members after his mother received a text message from syria telling her her son had died as a martyr in the paris attacks. Vans and vandals, a School District victimized. Nearly every van it owns damaged. Well, now the beniche unified cool district, we have more from beniche. Reporter School Officials say this was more than just an innocent school prank. This was one of the vans that was vandalized. You can see they took out this entire back window. And while these vans are out of service, district officials are having to figure out other ways to transport students. Vice principal Shawn Thomson says hes never seen anything like it. As far as this damage, this is the worst in 14 years ive seen here. Reporter some time over the weekend vandals broke in. Thompson says nine of the ten School District vans were vandalized. There was a barrage of o at least 30 to 40 stones that were all over the ground. So they were pelting, throwing, they even grabbed some pieces of metal and parts from a car, took apart and threw those at it. Whatever they could find. Reporter they are now being repaired at a local autobody shop. Probably going to be 5,000, 6,000, yeah, its a lot of work. They had to skip meals because they didnt have enough money or they were in thousands of dollars in debt because of medical bills. You know firefighters and Police Officers are trained to deal in situations that would kind of create tension or urgency. Well, one firefighter going out of his way to deliver a baby in a parking lot. Thats right. But there is a twist to this one. This time its a San Francisco firefighter bringing his own son into the world. Heres today in the bay ian cole. Reporter calm baby boy lucas came into this world a lot faster than anyone expected. I knew we werent going to make it all the way to the hospital. Reporter michelle was in labor and husband charles was racing them to the hospital in santa cruz. They only made it two miles from home when she yelled, its time. His head was peeking out and it was imminent. Reporter charles, whos a deputy fire marshal at the presidio of San Francisco called 911 and pulled into this parking lot at the sheriff substation in felton because he knew help was nearby. He did not give me very much time before he entered the world. Michelle said the baby is coming. She slipped out of the car and leaned over the seat and i got into position delivered the baby. I believe she pushed two times. And the baby was born. Reporter but there were other challenges. The umbilical cord was wrapped around lucas neck. He wasnt breathing immediately. So it took a wlihile for him to start breathing. And he had some fluid in his lungs. So it was touch and go. We were worried about it, but then you could hear him cry and things got better. Reporter a minute later emergency crews arrived. Now mom, baby, even dad are all fine. They can laugh about the story theyll tell of lucas birth. I dont think hell ever live it down. I think hell hear it for the rest of his life. Reporter and charles has advice for expecting dads out there who might deal with the same thing. If she says she needs to pull over now, it means now. Reporter ian cole, nbc bay area news. Precious little baby. And understanding urgency. Really, that was an urgent situation. It was in the tone of the voice i think. So whether its stormy there, stormy outside here anthony as you watch the rain coming through. The north bay saw a little shower activity this morning, but our big storm system is out here across the pacific gaining strength. You can see over the past couple of hours its really blown up. Its going to be making its way here tonight. In the meantime we have a few light showers across parts of the north bay. And you can see Doppler Radar picking out a few blotches of green but otherwise mainly cloudy skies through the north bay. More sunshine across the south bay right now. Were at 64 degrees. You head farther north thats where were seeing more cloud cover. In fact low clouds. 57 right now in San Francisco. 60 degrees will do it for the north bay. In fact thats where were going to end up not going to move much because of the cloud cover and fog, even misty skies. 65 for San Francisco today, and 66 today for the south bay. Lets time out this rain. Its really going to stay mostly cloudy through the day. Its not until after midnight tonight when we start to see the showers pull into the north bay around 4 30 in the morning thats when the heavier bands of rain will pull through the yellows and orange and note that. As we move through the Morning Hours tomorrow that band of rain pushes through about 6 00, 7 00 in the morning for the east bay, south bay and peninsula as well. We will dry out tomorrow morning around about 10 00 in the morning. And then well get more thunderstorms as we head into the afternoon hours. So well see a good mix of sun and clouds by the afternoon, but again every now and then well get a brief thunderstorm. And we could see small hail with that as well. Tomorrow evening 5 30 in the evening well see another round of heavy rain push through the bay area and this will be with us through friday morning. So as far as rainfall amounts go were expecting about half an inch valley floor and south bay, maybe upwards one and a quarter inch near the trivalley. Peninsula, San Francisco, coastal mountains you could see up to an inch. Even north bay expecting one to two inches. And coastal mountains in the north bay this is really where we could see some of our highest totals, up to three inches of rain. Now, this is going to be one of the strongest storms weve seen all year. I want to take you back a little bit. This is san jose. Go back to november 2nd, thats when we had a storm gave us little more than an inch. Back too february 6th we had an inch and a quarter in san jose. If we get more than that this will be the strongest storm weve seen since december of last year. Same deal for santa rosa. Theyve only had one storm this year alone that produced more than one inch of rain. You got to go all the way back almost to the day where they got over four inches of rain from one storm alone. Were expecting to get about two inches in places like santa rosa, but in San Francisco we have had not one storm, zero, goose eggs, nothing has been as strong as this storm thats going to move this way. You have to go all the way back over a year to see anything as far as what were going to be looking at as we head towards the next 24 hours. So this storm system is going to be very strong in all regards compared to what weve seen all yearlong. Now, the other thing thats going to be with us is very strong winds. Were talking potential of 30 to 40mileperhour gusts and San Francisco down to the south bay, trivalley as well. Head farther north those coastal mountains in the north bay could see gusts anywhere from 50 to 60 Miles Per Hour through the Morning Hours. The winds do start to subside as we head towards the afternoon, so wont be as gusty at least all day long. The other thing we have happening, yes, more snow headed to the sierra. Winter storm watches posted already for today and they will go all the way through saturday. Were expecting upwards of two feet of snow. And even more than that across some of the higher elevations. So once this system moves through, we will be done with the rain at least for saturday. And another fast moving storm system moves this way, sam and laura, that could produce another half of an inch, even inch in the north bay of rainfall. Clean out the storm gutters and drains because really once we get into the next couple of days its going to be raining for a few days. Back to you. All right. It is already busy. A College Student in michigan has been planning a christmas prank on his family for years. He wanted to confuse distant relatives with a card that makes it look like hes married with kids.
