Republican front runner donald trump also responded about 30 minutes ago tweeting, i think joe biden made the correct decision for him and his family. Personally, i would rather run against hillary because her record is so bad. Well, we will continue to follow the breaking story all day long updating our digital platforms including our nbc bay area app. Just into the newsroom the shigella outbreak in the south bay continues to grow. And in the last 30 minutes we learned that there are now 13 more victims and that the total for this outbreak is now greater than all the cases last year. 93 people are now sick or recovering from shigella, all of them associated with that outbreak at san juan restaurant three in downtown san jose.  Laboratory Tests confirm that at least 24 of those 93 sick people are infected with that bacteria. And more results are expected to arrive daily. Shigella is extremely contagio contagious. People with diarrhea, even mild, must not work. Especially food service workers, Health Care Providers and child care workers. Proper and frequent hand washing is very important to prevent continued spread. The Health Department is still trying to pinpoint the exact cause of the outbreak or the exact person who started it. Right now all employees at that restaurant are submitting specimens to be tested for shigella. Health officials are still working to identify that patient zero. Meanwhile, the restaurant on Fourth Street remains shut down. This morning warnings of drug abuse have run north bay high school. The principal Tamalpais High School after learning three students last week were sent to the hospital after taking too much cough medicine. Nbc bay areas Stephanie Chuang is live. When firefighters arrived around 5 00 this morning the barbershop at this strip mall at fair oaks was already fully involved, spreading to a common attic to the three other attached businesses. The battalion chief had to order his men and women to stay out and away from the building over concerns that the roof facade could collapse, thats why firefighters relied heavily on an aerial ladder. Investigators still trying to figure out whether or not this mornings fire was started intentionally. Last weeks fire was started on the ground outside a common storage shed in the back of the strip mall. It did creep underneath a steel door but eventually went out on its own. Does that make this fire suspicious . You know, i dont have anything to connect that, but based on straight proximity were always going to look into everything and make sure that we vet out all the details to determine that if this win does determine to be suspicious, then we have some information from the previous one that we can look into. Congressman paul ryan laid out the conditions that he needs from gop leaders if he is going to be the next speaker of the house. It was a close vote but San Franciscos sanctuary city policy will remain in place. Yesterday supervisors passed a resolution allowing the Sheriffs Department not to notify federal immigration authorities about any release of undocumented immigrants unless they are violent felons. Supervisor david compost says the policy makes the community safer. We want a situation where the undocumented people who live in San Francisco and they live in San Francisco when they see a crime, when witnesses or victims to a crime that they come forward. Also yesterday supervisors agreed to keep in place a policy the Sheriffs Department drafted telling deputies not to cooperate with immigration officials. Many politicians including mayor ed lee and donald trump are blaming that policy for the shooting death of this young woman, kate steinle on pier 14 by the man you saw a moment ago ncht an unruly passenger forced an American Airlines jet out of san jose to make an unscheduled landing in feen iphoenix. The passenger would not listen to the flight crew making everyone on board nervous, demanding drinks and lockings himself in the bathroom. The passenger nearby noticed the man before he took off for dallas. He said the man would not stay in his seat and once they were in the air the situation got worse. Thats when they helped to restrain that man. People were definitely nervous. People around us were kind of getting looks saying i wonder what hes up to. I hope that people are doing something about this, kind of thing. After a precautionary landing in phoenix the man was taken off the plane. You may recall on sunday a southwest flight from los angeles to San Francisco turned around after a passenger reportedly choked the woman in front of him for reclining her seat. He was put off the plane but was never arrested or charged. Another algae outbreak in the east bay. The bluegreen sludge is now growing at oakleys big break regional shoreline. This is now the sixth body of water affected in the east bay alone. Park Officials Say the algae did not register as toxic in initial tests but it can become toxic at any time. Mostly for pets, also for people. So both people and pets being warned to stay away from the water. Toxic algae has been found in berkeleys lake anza, lake oakland and quarry lakes. I know this is naturally occurring but seems to be more often with the warm weather, which were going to have yet more of, kari. Yeah. Warmwetter and a lack of rain really not moving that water around. And as we take a live look outside now all across the bay we have sunshine and temperat e temperatures that are steadily warming. Its 75 degrees in the peninsula. And San Francisco now at 68 degrees while the north bay is at 69 degrees. Look for highs in San Francisco around 75 degrees. And 87 in the north bay. And the east bay at 80 degrees while the trivalley also up to 87 degrees, 83 degrees in the south bay. So with all of this sunshine, warmer temperatures lets go hour by hour in livermore as our temperatures continue to warm right around lunchtime were already at 82 degrees. Eventually making it into the mid80s. And by dinner time still bright sun beating down. And 79 degrees. Our temperatures will be dropping quickly once the sun sets and well be back in the 50s before we head through the morning. And before you head out the door for work or school. Looking at the cloud forecast, just a few clouds well offshore for now, but well start to see the low clouds and fog rolling back across San Francisco tonight. And that should also spread elsewhere across the bay as we get into early tomorrow morning. So we didnt have the clouds this morning, but we will see them once again most likely as we go into tomorrow morning. And then quickly clearing in for another warm day. We do still have High Pressure. And at the time its giving us some light northerly wind. So we dont have the onshore flow. And our natural airconditioning. So our temperatures are mostly hitting the 80s in the inland valleys and a few spots i wouldnt be surprised today if you did hit 90 degrees. Now we look in the pacific to see whats happening out there. We have this category 3 hurricane. Hurricane olah with wind speeds of 120 miles an hour. At the time its well east of hawaii at this point. And will move closer before making a more northeasterly turn as it moves over cooler water it will be weakening into the next couple of days. Now, were watching that hurricane because it could have an influence on the bay area. Adding into the long range outlook we see mostly clear skies, dry conditions continuing into the start of next week. Well have another weather system moving in and it could tap into the remnants of hurricane olaf and bring us a good amount of rain for the middle of next week. Kris cu the south bays shigella outbreak appears to be spreading to outside santa just into our newsroom less than 25 minutes ago we told you that the shigella outbreak in san jose has grown to 93 people. And weve just learned in the last five minutes that it appears to be spreading outside santa clara county. Just a few moments ago Santa Cruz County revealed that it is now investigating cases of the highly contagious infection. Authorities believe those cases are linked to the outbreak that began in san jose this weekend where now 93 people are sick or recovering from shigella. All of the cases associated with the downtown san jose restaurant marcos san juan restaurant number three in downtown san jose. The Health Department is trying to pinpoint the case of the outbreak at that restaurant and identify subject zero. Santa cruz Public Health also trying to figure out whether or not the folks that they have reports that are sick are actually sick with shigella connected to that restaurant on Fourth Street. A fire risk is forcing the recall of 6. 5 million toyotas. The company says a faulty power window switch could short circuit causing parts to overheat, possibly start a fire. The recall effects cars built between 2005 and 2010. Toyota says its not aware of any crashes or injuries caused by that glitch. Up next at 11 00, new guidelines for Breast Cancer screening. The American Cancer Society says u. S. Doctors have overdiagnosed the disease, but not everyone thinks less is more. Too soon, and too often. Thats what the American Cancer Society is saying abo t too soon and too often, thats what the American Cancer Society is saying about the current mammogram screening schedule. The organization now changing its stance when it comes to Breast Cancer detection. The group now says women who do not have a history of cancer in their family could begin screening at age 45 instead of 40 because of too many false positives. As you might imagine thats caused some controversy. Heres nbc bay areas chuck coppola. Reporter dana stevens, a cancer survivor, says the new Breast Cancer guidelines for screening will force women to be their own advocate if they want screenings before age 45. I was diagnosed under the age of 40. I was 38. And so i think i had my mammogram and the ultrasound and thats how, you know, we caught my Breast Cancer. Reporter stevens now helps other Cancer Patients navigate the process of cancer treatment. She does not agree with later tests for women of average risk because she says many women dont know if they are of average risk. Push your physician to have a mammogram and ultrasound. If you feel anything or if you dont you can be your own patient advocate about that. Reporter the new guidelines call for annual mammograms later, at age 45 instead of age 40. Scaled back to every other year at age 55 and fewer clinical breast exams where doctors feel for lumps. Not necessary the acs says for women of average risk. The life saving potential of Early Detection really is found in regular mammography. Thats the test that can find a cancer before anybody can feel it. Do you think Insurance Companies can use this recommendation this revised recommendation to deny coverage . I would hope not. I would hope not. The American College of radiology, obstetrics and gynecology still recommend screening at the age of 40. And its an ongoing debate. Reporter chuck coppola, nbc bay area news. Ever heard of shoulder surfing . Thieves watch you use the atm and then hack your account. Police have arrested two people so far but believe more suspects are out there. Nbc bay areas Michelle Roberts shows us how undercover officers are getting involved. Yes, that does worry me. Reporter atm users say they plan to be more vigilant after hearing that thieves have stolen more than 9,000 from customers at two bank of america atm locations in san leandro since may. As part of an undercover Operation Police have now arrested two people including 23yearold blade kittrell from oakland for peering over peoples shoulders and swooning in to keep using your account. You walk away and not really done and reaccess your account and take cash out. Reporter lieutenant mcman nis says these bank of america atms dont end your transactions when your card is removed like some banks do. Meaning if you forget to press cancel or end your transaction, your account will stay open after you walk away. I also know that the bank of america has other reports from customer who is have not reported to the San Leandro Police that their accounts have been defrauded as well. Reporter bank of america wouldnt comment on the investigation but did issue a statement saying in part, we take account security very seriously and protect customers against unauthorized transactions on their accounts with our zero dollar liability guarantee covering fraudulent transactions. Undercover Police Continue to look for suspects. Until more arrests are made, some customers plan to avoid atms and bank inside. If they dont catch them, you fix it, you correct it. Along with the gold rush native americans called this area home. And over the years their land was slowly taken away. But one local tribe is finally going home 200 years later. Reporter the rugged coastline of Sonoma County, this land was once the home of pomo indians, the tribe that lived off the ocean. But in more recent history this milelong stretch of coast has been home to Bill Richardsons family. Since 1925 in my family. We had sheep and cattle. Reporter up here with the sea unfolding below richardson grew up in this isolated paradise. It can be lonely, a lot of places to roam, but i cherish it now. Reporter he wasnt the only one that cherished this land. Walter has loved it as long as he can remember. Even when i was a youngster my dad used to take me fishing here all the time. Reporter as a member of the tribe his ancestors would fish and hunt abalone all along these cliffs. We live off the ocean. Reporter but for anton who grew up in the tribes nearby 40acre reservation, this same stretch of ocean was mostly out of reach. Its land where we used to go before, but now you cant. You know, they still say where its coastal tribe, but we really arent. Not until the moment we can touch the water again. Reporter but now following a threeyear effort a coalition of groups including Sonoma County and the trusts for public land pitched in to raise 6 million to buy this 700acre property from richardsons family and return it to the tribe. This is our first tribal meeting out here. Reporter this week gathered members of the tribe to walk the land their ancestors once walked. Were thinking about what our people had to sacrifice to get to the point were at today. Reporter under the agreement the milelong stretch of property which includes coastal redwoods will remain protected open space, a place to gather for ceremonies without having to ask permission from anyone. But for generations for now they havent had access to the coast. This propertys going to give them their coast back. Reporter general public come to portions of this land and let us be the ones educating. Reporter as a tribe offered a prayer for the land. Thank you for the man that gave this property back. Reporter that man was Bill Richardson who agreed it was time the family property went back to its original family. Its homeland. Beautiful place for everyone. You know, especially for them. The place were talking about is fremont. You may know its the fourth largest bay area city, but did you also know its one of the newest born in just 1956 . So new in fact its still possible to meet some of the people who shaped the history of that city, sometimes in the most unlikely of places. When it comes to staging the ghost house in fremont each october, there are no small jobs. There is however one job perfect for small person. Last year i put in 1,806 of the apples. Reporter someone about sumis size. There is nothing however small about her and her peers contribution to the city of fremont over the years. Since our inception weve contributed Something Like a million and a half into the community. Reporter it all began close to 50 years ago, a time when the relatively new city of fremont didnt have many services, like a ymca. For the children for activities. Reporter so in 1969 sumi and a group of other women decided to hold a Haunted House fundrais fundraiser. They called themselves the Candle Lighters. Might bring some light or something warmth into the peoples lives. Reporter within just a few years the ymca was finished but the Candle Lighters werent. They continued hosting the ghost house year after year and raising money for city cause after city cause. Its now impossible to swing a candy apple around fremont without hitting something they helped create. From the pavilion at central park to the historic roof on the dee poe to the childrens area at the local water park. Its all more than enough to rest ones laurels upon. But not this 86yearold dynamo. My parents said dont be a victim. And give back when you make it. Reporter still, sumi believes the Candle Lighters greatersin greatest contributions to their community isnt built out of stone, its built out of the years of memories their ghost house has helped create over the years. Just seeing the expressions on their face and what theyre saying is nice. Its fun. While sumi is just one of a few of the original Candle Lighters still around, there have been generations of women after her who have picked up the mission and plan to do so for years to come. Say hello to kari. Suppose its a little early for a halloween forecast. Can you believe halloween is next weekend . And then when you step outside it doesnt even feel anything like fall. And were talking some upper 80s today for the inland areas, but the castro looking very nice. Beautiful clear blue skies. And expect those highs today to top out in the mid70s. But right now its 68 degrees in San Francisco. The north bays at 71 degrees. Also 71 degrees in the south bay. As we take a closer look in the east bay were already up to 80 degrees in pittsburgh right now. And livermore 76 degrees. In lafayette its 75 degrees. And with those temperatures in the 60s and 70s it continues to warm up. 78 will be the temperature in san jose at 1 00. And then eventually hitting the low 80s, not much of a wind either. The wind that we are feeling is blowing in from the north. So its not going to help cool us off. No ocean breeze today. And then back down into the lower 60s as we head through the night with mostly clear skies. But we should start to see some more clouds moving in. It starts right along the coast and then starts to spread into the bay. By 9 00 tonight. And theres also meteor shower tonight. So if youre inland you may have a better chance of seeing that meteor shower. And then early in the morning we could start out with those clouds once again. A look at all the microclimates today. A high of 88 degrees expected in gilroy. In palo alto 81 degrees. The embarcadero at 74 degrees. And 86 in napa. 88 in pittsburg and dublin reaching 84 degrees. So some very warm temperatures. The pumpkin is just sitting on the porch just withering away under all of this heat. And High Pressure is the reason why. Its sitting just off to the west of us. And its once again not giving us an ocean breeze. Our temperatures warming up into the 80s. We do have some 70s near the coast and then some 90s as you head over towards the central valley, but this weekend the onshore flow will be back and that will bring back our temperatures. Heres hurricane olaf. Earlier today it was a category four. Now its a category three. It is weakening and staying away from hawaii at this point. But it will start to curve off towards the north and east into the next couple of days. Still on monday it still has wind speeds of 50 miles an hour. And may be drawn in by the next weather system approaching the bay area. So until then we will be dry. There will be a weak cold front passing on sunday morning that looks to give a slight chance of rain for Northern California well north of the bay area. And then by tuesday and wednesday well be watching out for that system that could be drawing in that rain from olaf. And our weekend forecast will be a little bit cooler today, but still warm in the trivalley on friday up to 87 degrees. Looking better on saturday and even better on sunday. Now, these temperatures have been well above average. Even in the trivalley we should be in the upper 70s. Well keep the above average temperatures for a little while longer and looking ahead to the rain in the forecast for the middle of next week. Kris and scott. Thank you, kari. The center for research and Public Policy polled 1,200 people working in food proce processing plants, cafeterias, restaurants and grocery stores, 51 said they always or frequently go to work when they are sick. Most common reason was the fear of lost wages, after all employers are not required to pay sick time. 15 of workers said they would not serve the food they make to their own families. Well, lets talk about very clean restaurant. Weve never said this before, one of the best 100 restaurants in the world is in the south bay. And its an amazing story of perseverance. Id say. Manresa has risen from the ashes literally. Fire destroyed manresa last year and now less than 11 months after reopening its been awarded a third michelin star. There are only 13 three restaurant stars in all of the united states. A publicity stunt in San Franciscos north beach has one unique band of birds squawking, you may know the parrots of Telegraph Hill in north beach. The wild birds are certainly beloved and thats where one Business Owner is now stacking what appears to be parrot meat in his soon opened store. Supposed to be an art installment meant to attract attention which it has. Not all has been positive. A note on the door blasts the stunt saying its distasteful, feathers flying on both sides. This is art. This is an art friendly neighborhood. My 9yearold son said at dinner tonight when we were talking about it, well, maybe they should sell coyote since theres a coyote in the park. The artist says he wants to lee the meaning up to each individual.
