Area of that city. Thats where nbc bay areas Stephanie Chuang is there this morning. Steph, authorities looking for this driver and the Community Just devastated. Reporter thats right, good morning to you, scott. Absolutely emotional morning here. Witnesses we spoke with this morning say that the 14yearold boy was actually half way through the crosswalk when he was struck by the car and the impact so great it sent him 40 to 50 feet to where the memorial continues to grow since this morning, people have been adding flowers and messages, balloons, stuffed animals, and light more candles honoring a life taken way too soon. Nobody could replace ivan. God has taken an angel. Reporter she grabbed her three sons tighter, emotional thinking of the 14 year old she also considered to be a son, a boy who lost his life after a driver trying to get away from police took ivan cruz and took off. The scooter she was driving fell in the middle of the street, eventually taken by investigators, a scooter given to him as a gift just last christmas. Got him a scooter, he was the happiest kid ever, loved that stuff, rode it every day. Just a part of us, part of us missing now. Reporter his impact on others clear as more and more people stopped by to pay respects, from friends writing messages on lit candles, to other parents who witnessed the gruesome aftermath. When i was walking home, i seen everything and felt so bad. I thought he was going to be okay, and when i saw the mom, i wanted to pray for her and hold her. Reporter Sergeant Jamie nelson says one deputy spotted a reckless driver in the area, but the driver wouldnt pull over, triggering a police pursuit. Nelson asked the deputy call off the chase, but a second deputy in the area started a pursuit again after witnessing the hit and run. The deputy that initially started the pursuit never saw the child get hit. When the other deputy did see the child get hit, he reengaged because he knew that the kid had been seriously, seriously injured. In fact, he was killed. Reporter from family, friends, to those who didnt know ivan cruz, the plea to the hitandrun driver is the same. Its all right for you to live a happy life and the person you hit, their families have to live in sorrow. Just please, have some remorse in your heart to admit what you did. You took a baby, a babys life. And he was he didnt deserve it. He didnt deserve it. Reporter back here live, you see there are already a few people here at the memorial relighting the candles that are going out. There will be a vigil here tonight at 6 00. Meantime, he was a freshman about a mile away. Grief counselors on campus today and there was a School District representative making sure kids were going to class. Alameda county sheriffs deputy says per protocol there was a sergeant monitoring the pursuit and the decision by the deputy to continue chasing the suspect instead of stopping to help the boy, while the office says that is also protocol, its case by case and in that situation if the deputy thought that was the one and only time to get the suspect and there would be other help on the way, that would be a fine decision. Live in the san leandro area, Stephanie Chuang, nbc bay area news. ; do we know anything about the car, what they are looking for . Reporter yeah, scott, good question. Right now its very early in the investigation and there are two agencies handling it. First, the chp is handling the collision investigation, and the Alameda CountySheriffs Office is handling the criminal investigation, saying that they dont really want to release too much, that they are working on leads, but they have not divu e divulged many details on what the leads are. San jose police are talking drones tonight. The Police Department was hit with widespread criticism after it bought a drone without telling the public or city council, so they set up a series of Public Meetings to explain how the drone system will work. The departments deputy chief will give a presentation at city hall, 6 30, and also answer some questions. The presentation will likely include details about how the bomb squad might use that drone. In a report released today, the aclu noted several instances where it thinks that Police Departments were not honest enough when it came to using drones or other hightech equipment like cell phone interceptors. The aclu is now pushing bay area cities to create laws to regulate the way Police Agencies use the drones. The report uses san joses drone purchase as an example of why public input should be mandatory before departments buy and use drones. Well, we are about to see a change in the weather. A live look at san rafael and san jose. Meteorologist Christina Loren tracking a system coming in from the bay area. You had predicted this. Yeah, you know, its a good thing its showing up, right . Thats what we like to happen. Sunol showing you a mostly cloudy sky at this hour. San francisco getting a little bit a break, little sunshine. This is the most you will get throughout the remainder of the day, the clouds steadily increasing now as the storm system gets closer to the bay area, and what i love about this system, a couple things. First and foremost, its maintaining its organization. You can see that counterclockwise rotation and also looks like were going to start to see the sub tropical moisture tap develop. Let me show you what that means when it comes to rainfall where you live. We stop the clock on your future cast. The light stuff starts first up in the north bay and at the coast about 7 00, spreading south overnight, but by 10 00 p. M. , you can see getting some of that sub tropical moisture tap and rich moisture, which will move into the south bay by 1 00 a. M. And continue throughout your morning drive. Then a little bit of a break for the second half of tomorrow and a break that continues all the way through your weekend, looking good for that before two more whopper storm systems start to impact the bay area. Ill show you what were thinking. Looks like the storm window, though, is just beginning to open up, which is good news when it comes to the drought, but we could be talking about rain and a pattern that lasts for awhile, so stick around, ill show you the latest model runs in a bit. Right now, back to you, scott and kris. Happy to hear about that. From our atmosphere to our stratosphere, history made in space just hours ago. So, we are sitting on the surface, talking to [ cheers and applause ] thats the European Space agency celebrating a successful landing of a spacecraft on a comet. Nbc bay areas bob redell watching it from the space center in oakland as it happened. Bob, we live in the future, a robot has landed on a comet. Reporter its very cool. Good morning to you, scott and kris. We are still waiting for that first image that was taken on the image of that comet, on the surface of that comet, known as 67 p. , but we have this for you, a brand new birds eye view of the chunk of dust and ice, as seen from the lander on its final approach, as well as an image of the lander itself. You can see its three landing legs deployed during its descent just before its final touchdown, which bay area space buffs cheered this morning atop the oakland foothills. We got confirmation that the crew has landed. All right [ applause ] reporter applause for the unprecedented, for the first time ever, mankind has put a lander on a comet, one thats more than 300 million miles away. Some of those watching the live fe of this at the space and Science Center were admittedly surprised that the European Space agency pulled it off. I thought it would crash. Reporter as the Philae Lander began its descent early this morning, Mission Control learned the thruster had failed. It would instead have to rely on a backup harpoon, which remarkably worked. You think about the fact it was launched ten years ago, so they were dealing with technology that was, you know, a whole era ago, right, and to be able to preprogram all of those sequences and have them actually function properly is really quite remarkable. My parents life time they went to the moon and my lifetime were going to land on mars. Seeing us land on a comet in reality, it blows my mind. Reporter through december at least, philae will collect and relay data from the two and a half mile wide, rubber duck shaped mismatch of dust and ice to give scientists a better look into the origins of our celestial neighborhood. So this is a great chance to study what the composition of our solar system was like when it was first forming. Reporter for you as an astronomer . Its great. Reporter the European Space agency indicated releasing that image from the surface of the comet some time after 10 00. Here were an hour after. Weve been monitoring twitter, keep in mind, though, 300 million miles plus away. It takes time to send a signal, around 28 minutes, then another 28 minutes to get the signal back. Youre looking at an hour round trip for information, but they were indicating hopefully some time today will be the first time ever. We see mars, seen the moon, but never the surface of a comet before, at least not that close up. Reporting live here at the space and Science Center, bob redell, back to you. Just extraordinary, bob, thank you much. Wow. Pumping poison into a lake on purpose. The unusual tactic to get rid of unwanted fish in one bay area waterway. And we look live once again at a Daring Rescue in new york city. Two window washers hanging far above the ground. It looks like the crews have decided which route would be best. Debating whether or not they should go up from the top of one World Trade Center, which is 100some floors up. Again, all of this happening 68 stories above the ground. The workers are safe, but clearly they must be relieved to be walking through that window and into the rescuing arms of those firefighters. Well, lets take you a couple blocks down the street there and over to the nyse. San franciscos twitter has gained 6 this morning. Mountain lake in the presidio, fouracre pond, where people have bee pet goldfish, bass, sturgeon. Officials have done everything to get rid of the fish, nothings worked, so now they plan to drop 4allons of a cocktail poison into the lake this morning. President obama continued his threenation tour throughout the asia pacific today, headed from china to myanmar. And what happened overnight at a News Conference with chinas president that is getting most of the attention this morning. Kristen welker reports from beijing. Reporter its been three days of high liquor graphed oneonone time between president obama and xi jinping of china, a private walk, a fivehour dinner, but a reminder the two world powers still do things very differently. It started with a question from the new york times, the reporter asking why some journalists are still denied visas to work in china. Isnt it time to extend that sort of right to foreign correspondents who seek to cover your country . Reporter a question president xi seemed to initially dismiss, prompting this knowing look from president obama. Then after answering a question from a chinese reporter, president xi finally addressed the question and seemed to blame the media for any lack of access. Media access needs to obey chinas laws and regulations. Reporter its just one of several unforgettable moments during the threeday summit, where earlier russian president putin was accused of being a bit too friendly to president xis wife when he draped a shawl over his shoulders, and some Internet Users called president obama rude for chewing gum at this lavish welcome ceremony. All of that comes as president obama has gotten criticized here in the chinese media, with some questioning his power on the world stage, particularly after that bruising defeat in the midterms. It is criticism that president obama has brushed aside. His next stop is myanmar. Kristen welker, nbc news traveling with the president in beijing. While the president is in asia, Congress Gets back to work today for the First Time Since the midterm election. Democrats getting ready to hand over control of the senate, but not before taking heat for essentially killing hundreds of bills from ever becoming law. In todays reality check, sam brock looks into the claim 300 bills were bottled up in the senate. Republicans claim that ousted majority leader harry reid has stacks of bills on his desk that would help our Economy Today if he would just bring them up for a vote. Is there any truth to that allegation . First of all, you have to take a look at the history over the last couple years. The house was extremely productive in passing legislation and as we all know, bills just started to stack up in the senate. These remarks made by former House Majority leader eric cantor on meet the press mirror a National Campaign run by republicans. Its called stuck in the senate and blames democrats for holding up some 300 bills passed by the gopled house. What i have in this stack are bills that could make a difference to a struggling Economy Today. That number might actually be low balling it. On House Majority leader Kevin Mccarthys website youll find 387 bills. So whats in there . We pored through the documents to find out what future laws are getting trapped in legislative limbo. Lets see, theres this measure to stop the smuggling of contraband cigarettes, one to award golfer Jack Nicklaus a gold medal. To be sure, a balanced federal budget and a measure to strengthen our cyber security, so this 300bill number, is it fair, inflated, or a little bit of both . There are a lot of different kinds of legislation that have been stuck in the senate. Some of them are certainly substantiative, and the substantiative ones are actually quite important, whether its issues around jump starting Economic Growth through the Keystone Pipeline is one example, then there are probably others that are less significant, naming post offices, battlefields. Reporter a Research Fellow at the Hoover Institution and a policy expert, he helped us grapple with this question, what does 300 bottled bills mean, especially when the Washington Post reports of the last 20 congresses, 11, more than half of them according to this graphic, have left 300plus bills awaiting Senate Action under both democratic and republican leadership. Part of it is the inaction, which may not be unusual, but part of it is the tone and the nature and the way in which the senates been run, and i think people attribute that to harry reid, whether fairly or not, he was the majority leader, so he bears some responsibility for the tone of the discussion. The reality is this, the house passes a lot more legislation than the senate does, so its not surprising or even historically significant that there are 387 bills unaddressed right now, but can Congressional Republicans and the president discuss and agree upon big ticket issues like immigration, tax reform, and energy . Thats the Million Dollar question. And that is also this edition of reality check. Back to you. Thank you, sam. Of course, the senators will take office in january. Reporter but her most enduring image from death was hearing her late fathers reassuring voice telling her she would make it. I asked for that. Widespread rainfall on the way, and keep that umbrella handy, because were tracking several storm systems, and the two on the heels of this one look very, very juicy. Thats because were tapping into that sub tropical moisture, that count plume of moisture that always extends in the Hawaiian Islands to the coast of california. We just need a storm system to tap into that moisture when its available, and today as we head throughout the next couple days, there was a tropical system thats going to feed into that and help us bring our tallies up.
