The chp just wrapped up a quick press conference here and saying overall, things went pretty smoothly for this first morning commute with the bay bridge, some people pulling over and gawking, even taking some pictures. But i wanted to show you what it looks like here at the toll plaza this morning. Even at this hour, officers say traffic is a little bit heavy out here. We have seen lots of families rolling by very slowly this morning. Aid chance to ask a couple of them what are you doing . And they shouted back, were going to see the bridge. To the bridge was the hardest part. Traffic backed up early but past the toll plaza, the incline. And then, there it was, sweeping views you could never see from the old bridge, signature tower that wowed commuters from San Francisco. Everybody on the bus had their iphones and cameras out, taking pictures. What were you thinking when you shot this . Wow. Reporter debra aikens has a piece of history, her ride from perched hein a bus. The view absolutely spectacular. The ride is smooth. It was more open. We were in our car, might have been a little short to take advantage of them, but very pretty ride across. Worth 6. 4 billion . Not sure about that. Reporter the new eastern span opens 24 years after the loma prieta earthquake that damaged the original structure. I think it was kind of surreal it was driving on the new span and seeing the old span next to us, as if it was really it really felt so dated. Reporter eastbound out of the yorba buena island tunnel, drivers now get a view, too. This bridge has shoulders, not like the old one. The chp warned drivers early on not to pull over there and take pictures or even drive and shoot. We had a couple of people that stopped on the shoulder or slowed to the shoulder to do their picture opportunities. We had some people who were driving too fast for conditions too fast for the speed limit. We had some people who were doing iphone videos or cameras as they were going. The chp says there was one man removed from the cantilever section of the bridge this morning, he had gone around a couple of construction zones and was trying to take photos of both bridges together. He was removed. Now the chp again reminding people not to stop and shoot pictures, but they say they also do understand this is the first time its opened so mostly, they are giving warnings today. As christie mentioned, with the bridge back open, the chp asking drivers to please, please resist the urge to slow down and gaze lovingly at that new span. Drivers also being warned not to pull over around take pictures, as christie mentioned. Unlike that older span, the new span of the bridge does have a shoulder on it, no, this is not for sightseeing or pulling over for leisure. The area made specifically for emergency purposes. Chp officials saying they are in full enforcement mode on that bridge and they will be ticketing for not only pulling over to take pictures but if they catch anybody trying to take pictures while they are also driving. So i guess you can consider yourself officially warned, but christie said they might be lenient, too. Warnings today would be ready in the future. Reporter good morning, tomorrow, could be any moment, for the first morning ever, pedestrians and bicyclists would walk and ride over the eastern span of the bridge, the old cantilever section did not have that option, just give you a lay of the land. Looking west, the old cap the leifer section. You can see the top part that needed to be taken out, the structure on the right. It is on its own dedicated structure, separate from the vehicle traffic. Right now, the vehicle the bike path goes across the bridge, past the suspension tower but stops short of yorba buena island but it will be extended in a couple of years once that old section, old cantilever section is taken down. Right now, there is a dedication ceremony going on for this. This new bike path is significant because it reaches out to a huge portion of the east bay. This map shows the bay bridge bike path trail extending well into emery and oakley and then eventually connect the east bay not only to yorba buena island and Treasure Island but to San Francisco, the Golden Gate Bridge and marin. Imagine one riding over not one but two modern marvels, the new span and the Golden Gate Bridge. Now, just over an hour ago, the mayorser of oakland and emeryville met up with each other at the Emeryville Ikea to start a bicycle caravan to the dedication, the bike path at the foot of the bay bridge to be the first to make that historic trip across the new span. Joining them, avid bicyclists and members of the east Bay Bicycle Coalition pushing for this bike path for a number of years. To see it happen now is i wasnt sure i would still be alive when it happened. Hopefully, still be alive when the best span is complete as well, get into San Francisco. Just think about it. Look out one way, you see the Golden Gate Bridge. Look out this way, you can see the new bay bridge. I mean, its just like it just really defines us because in the past, we were defined as steel mills, paint plants and now, its going to be a beautiful toy is look at with a lot of connectivity and walkability. Reporter so again, the bike path will go almost across the eastern span. Going to stop just short of the tunnel. Thats because the old bridge is still in the way. The estimate time for getting that old bridge out of the way and extending that path to the island, a couple of years. Who knows how long it will be to get a bike path on the western span. When this is complete is part of 500mile network is that now is only 60 complete, the idea in the future you would be able to bike around the entire bay, and or walk. The policy forces officers to record the ethnicity of people that they detained but ultimately, dont place under arrest. Nbc bay areas Monte Francis is live at San Jose Police headquarters. San joses independent Police Auditor made the recommendation for the policy in this report two years ago and it is now finally being implemented. The policy deals with three cs, curbs, cuffs and cars, refers to when officers initiate a stop, make someone sit on the curb, put them in handcuffs and sit in the back of a car. The police chief ordered them to document all the stops they make in those cases, especially when there is no arrest. Shortly later after the acting chief took over, he suspended the policy. The complaints came from minority groups who said they were being targeted by San Jose Police, especially with the practice of curb sitting a spokeswoman for the department explained to us just a short time ago why it took two years to make this happen. This is a long process. We retooled the initial policy. We took input from the officers. We wanted to know how to make their job more efficient. We wanted support, Proactive Police work. We realize that it is vital to maintaining safe communities and what we came up with was a workable policy that will be efficient for the officers. Reporter this morning, i spoke to san joses independent Police Auditor by phone and she told me that, this policy is groundbreaking. No other Police Department in the country is doing this and they should be. It is good for everyone. Its a win win. The Auditors Office says it should be december before we can glean anything new from this information. Live in san jose, Monte Francis, nbc bay area news. Another reason it is a big day forth San Jose Police department, the city council will consider mayor chuck reeds proposal that would add hundreds of officers to the force. The proposal introduced last week by the mayor around Council Member sam liccardo would add 200 officers to the San Jose Police department over the next four years. It will also restore the 10 pay cuts officers took during the recession, but the San Jose Police Officers Association says the fouryear timeframe is too long and full of empty promises. The new plan is estimated to cost about 50 million per year. New efforts to restore Police Services come during a violent time in san jose. Officers are still looking for the shooter involved in the citys 33rd homicide, which happened in the middle of the day in downtown san jose last month. With 33 homicides in the first eight months of the year, san jose is currently on pace to surpass last years total of 46 whom sides.
