The storm system offshore when the cold front gets here thats when things begin to pickup for us. Ahead of the storm system light to moderate rainfall along the northern coast line. But with that storm in sielgt, we now have a Flash Flood Watch issued until 8 00 a. M. On friday. This is where those creeks, rivers and streams will be rising fast. That goes for the north bay, coastal mountains, also for the Santa Cruz Mountains. Lets take you to an early look at the time line. 6 30 in the morning mainly near middletown, calistoga, point re as. At 9 00 in the morning San Francisco, parts of the peninsula and all of the north bay. We are tracking where the rivers will be rising the most. Ill have another update at 11 19 tonight. Mudslides washed out roads plaguing parts of Santa Cruz Mountain at this hour. Crews are racing a against the clock to fix them before tomorrows rain. Nbc bay areas ian cole is long highway 17 with the very latest and ian, how is it going out there . Reporter the crews have been out here since yesterday, continuing to work right now. They will overnight. You can see one of the excavators right here digging into this mudslide as well as on the top, one of those socalled spider excavators to try and break apart this mudslide and clear it out. Though thousands of commuters are affected by this, theyre also more remote areas eroding as well. The storms wrath claiming this van off sky land road. The driver returning from the store falling right into the washed out road late last night, escaping unhurt. Things are so saturated, this is exactly why this happened. Reporter dana lives in this remote area and passed overtheroad just an hour before it gave way. This was a flat kind of, no stream going under here. I dont believe there is a culvert or anything. Weve only had four or five days. Is it seems like october it was nice. Reporter the van now suspend ed in this 15foot deep hole, the concern now what tomorrows storm will destroy. Water already streaming down parts of the mountain, people here have just one road left leading away from their home. Its going to be awhile. Were going to be taking that road you guys had to use to get in here to get out of here for, i dont know, probably a month. I dont know. Reporter there is no estimated time of reopening on sky land road or here on the northbound lanes of highway 17. One lane in each direction is open on the southbound lanes of highway 17 and crews here working overnight trying to get ahead of the rain. Just in, that traffic headache in the trivalley has just been fixed. A few minutes ago, 580 in livermore fully reopened. Parts of 580 westbound were closed for hours after a major sink hole was discovered. Nbc bay area cheryl hurd is on the scene for us in livermore with new detail. Cheryl. Reporter raj, as you can see it is smooth sailing on westbound 580 in livermore. Rain is on the way which may mean more potholes. Filling that huge pothole was quite an or deal. Trucks carrying quick drying cement got caught in the same pothole created. That wasnt the only problem. We have a number of our employees that live in the Central Valley. They were all late getting to work this morning. Reporter joe is the Operations Manager for safe tow. We towed four or five vehicle in the Central Valley this morning. We could not get those drivers back. Reporter according to the chp this pothole damaged more than a dozen cars stuck on the shoulder with flat tires and other problems. But bad roads have been a problem way before todays road disaster. The amount of rain weve had has really created problems that were going to happen. Reporter frustrating for cal trans because they say roads crumbled due to rainy weather. Heather says for her, that means a bumpy ride. With the stick and the low impact tires it feels like youre bottoming out. But the potholes, they make a huge impact on it. Reporter a look at the Russian River in guerneville. It will be rising rapidly tomorrow night. A couple who live opt banks of this river youd think theyd be worried. When the river floods, you go with the flow. Water, water everywhere along the banks of the Russian River tonight, including underneath laura ann thorps mobile home in forestville. This one right here was at 32 1 2 last night. Reporter thorp keeps tabs on the river level outside her home and this is thorp this morning crossing the flood waters in front of her home. Shes surrounded by water. Its taking a risk, yeah, but its taking a greater risk by moving this hunk of thing. Ive lived here all my life in guerneville and ive seen lots of floods. So, the current flood is not so bad. Reporter guernevilles donna says there is Something Different about this seasons storms. She attributes to years of drought. This year has been more the land slides and the downed trees that have caused more trouble than the actual level of the river. Reporter donna says shes staying put. And i have gas, water heaters, i have a wood stove that i can cook on. Reporter and laura ann says. Just going with the flow. Reporter okay. Laura ann says she keeps track of the river online. So, what youre seeing there was her Facebook Live feed so she could call for help. This is near los gatos. Her fatherinlaw who also lives opt property described to us the moments the mud rolled in. Sounded like a jet plane landing on the property. And i jumped out and i heard somebody yell. And the daughterinlaw was able to tell her friends and family through Facebook Live. Shaken but okay, the family is staying with friends this evening. No word yet if they can salvage their home. New at 11 00 tonight Milpitas Police investigated the reported kidnapping of a City Councils daughter. Gary abruptly left last nights meeting after learning his 13yearold daughter had been taken. Investigators say the teen told them two men took her from the home, forced her to walk a mile and a half, eventually made her get into a car and then drove her to san jose where she says she managed to escape. We take these type of cases very serious in the city of milpitas. The kidnapping case, until we can prove otherwise, we take this as a very, very intense investigation. Navy investigating undeveloped parts of the shipyard. It comes as a result of an nbc bay area investigation when a former worker revealed he was ordered to hide radiation on the site. Senior Investigative Reporter just returned from mexico where he found u. S. Military veterans kicked out of the country that they fought for. Steven. Jessica, a law dating back to president belinellis administration allows the federal government to deport any noncitizen who commits certain crimes, even some minor crimes. Now, this applies even if theyve served in the military. Because of that, we found hundreds of u. S. Veterans deported by the very country they were willing to die for. When you walk out of tony romos back porch overlooking the pacific, you might think youre looking at paradise. You can see san diego. Reporter but in reality, its a paradise lost for tony romo who feels trapped here. Just like prisoners of war, you know. All of us together. Reporter romo, a retired marine who led raids into iraq during the buildup to the gulf war was deported by the very country he served forced to live here after serving time in a u. S. Jail for selling drugs. In the marine corps, i miss my country. My dad soefr there, my daughter, my brothers. Reporter even sew, romos allegiance remains to the country he can see from the back porch, just beyond the border wall. It is a great country. Id defend it any time. I still would. Reporter we found dozens of u. S. Veterans now living in tijuana. Veterans like ar man dough scott, a retired marine. I was deported. Reporter all of them noncitizens who served in the u. S. Military dating back to the vietnam war. I never lived in mexico. Ive been in the United States since i was one year old. How can they repatriate me to a country that i never lived . Reporter all of them deported for committing crimes classified as aggravated felonies, things like drug possession, failure to show up in court, or entering the country illegally. In this report issued by the aclu of california in july of last year, they were able to identify some 250 u. S. Veterans deported to at least 34 different countries. Our investigation found at least 60 veterans living here in the tijuana, mexico area. I dont think its right. But, you know, thats the law. Reporter a deported u. S. Army veteran himself, hector helped the aclu prepare that r0r79. He says the number of deported veterans keeps growing. We come into contact with veterans in the process of being deported or already deported. At least 301, were up to 301. Reporter he served two years in prison after pleading guilty to Illegal Discharge of a firearm in compton, southern california. Deport ed in 2004, he now runs the shelter here in tijuana nicknamed the bunker where deported veterans can get help with job prospects, immigration advice, and legal services. My allegiance to the United States is not to mexico. I was born in mexico, but my a allegiance and who i choose to die and fight for is the United States of america. Reporter our investigation found 70,000 noncitizens enlisted in the u. S. Military between 2009 and 2016. At least half of them never applied for citizenship, according to the center for naval analyses. Leaving them vulnerable to deportation. Im willing to put my life on the line for the country that i love. Reporter and yet your country that you love deports you. The only country that ive ever known. Reporter to a man, these vets served their time in jail prison or probation for the crimes they committed here in the us. No one knows exactly how many there are, because the u. S. Government does not track them. Did the military drop the ball . Yeah, the department of defense did. Reporter retired marine and former california assemblyman Nathan Fletcher says he was shocked when he learned about these deported vets. Anyone willing to die for their country should have a country willing to give them citizenship. And its what they were promised when they joined. Reporter fletcher is now lobbying congress to change the law and allow these veterans back. If we had 300 americans who were missing in iraq or afghanistan, we would stop the gravitational spin of the earth to bring them home. They just have to qualify to be a u. S. Citizen. Reporter sharon rumery represents the u. S. Citizenship and immigration service, the agency that processes citizenship. While officials declined our request for an interview, rumery did agree to sit down with us and answer our questions. Well, if youve been convicted of certain offenses, its a deportable act. Even if you sevld as a veteran . Oh, thats right. Reporter does that seem fair . We dont ask ourselves whats fair or unfair. We are simply here to administer the law. Thats what were charged with. Thats what we do. These are some of the men who passed way in mexico. Reporter in one of the sad est ironies current law allows these veterans to return to the u. S. After they die. We will bring their dead body as cross the border. We will go to a military cemetery. We will give them a 21gun salute. We will play taps, we will fold the flag and a military officer will hand the flag to the Family Member and say a grateful nation appreciates your husbands service. There is no honor in that. There is no honor in only allowing these men to return when they die or when theyre at the point of death. Reporter we found the grave of one such veteran, Manuel Castano who had been deported to wares, mexico, now back in the u. S. Resting finally in peace in the National Cemetery in el paso, texas. U. S. Justice Department Stats show one in 100 vets end up in jail here in the u. S. And there are more likely than nonveterans to serve time for violent crimes. Many vets we talked with told us they were promised citizenship by their recruiters and others told us that they thought they became citizens when they took the oath to join the military. Come back dead but you cant come back alive. Thats exactly right. Are they going to do anything about it . The pentagon has done a better job of educating these recruits and providing citizenship applications since 2009. But, you know what . That leaves tens of thousands of vets still vulnerable for deportation. Now, coming up tomorrow night, we take you behind the scenes of families torn apart by this policy. That storm system is currently offshore right now. There you can see the cold front. Once that gets here thats when we begin to see that rain wall, heavy in intensity. We show this future cast, but i want to remind a lot 6 you at home, the yellow, orange and red colors that show up on this, thats some heavier intensities of rainfall. 6 30 in the morning near middletown, calistoga, also santa rose a. By 9 00 a. M. , widespread coverage of rainfall across the north bay begins to move to San Francisco. And then by 11 in the morning its down here across san jose and the east bay as well. We think this rainfall will hang out in the south bay through 4 00 in the afternoon. Then after that will start to get things to clear out by about 11 00 on thursday night. Rainfall totals, no big change in the thinking on this, but any kind of rainfall, even a quarter inch at this point would seem so saturate willed continue to add to our flooding and mudslide threat. Heres the deal. Santa cruz mountains in for 2 1 2 inches. You can see the zone of red. We expect to move in. It correlates with the key at the top of the screen. Quite a bit of orange here throughout the bay area. Thats an average of 1 1 2 inches we expect. For most of us, san jose in this yellow zone, thats three quarters of an inch. So, a decent round of some rainfall coming our way. That continues to heighten our flooding concerns. So, the top flood concern on our rivers is the Russian River in guerneville going to 35. 4 feet by 11 00 a. M. On friday. That, again, is at flood stage yet again. For the napa river in downtown napa, this hits close to flood stage by 11 00 p. M. On thursday, 24. 6 feet. And then well also get you into the Alameda Creek at niles canyon, this goes to flood stage by 11 00 p. M. On thursday at 10. 1 feet. Now spend some time on the extended forecast and when we will see some drying. Weve seen the tahoe snow report eventually we get some sunshine in here by saturdays forecast. And 32 degrees, will be a lot of snow up there to go skiing on at squaw valley, all pine meadows, 185 inch base. On the forecast for sunshine begins to return as we head throughout saturday. Sunday, monday, tuesday, also wednesday of next week. So, looks good in San Francisco. For the interior valleys were also looking at dry weather as we head into saturday and sundays forecast.
