Its continuing to move right here across central california, and the thing that were really seeing pick up right now is some heavier rainfall just offshore. We put a storm track on it, and it likely could make it into daly city by 11 52. Half monday bay at 11 40. The big talk tonight continues to remain the south bay, which has been missed out on the past couple of storms. Widespread coverage of light to moderate rainfall right now. Its again enough here to get those roadways slick. So if youre working an early overnight shift, please, please take it slow. That coverage continues right at the peninsula into San Francisco and also back for all of the trivalley from danville to dublin over to livermore, and it continues here throughout oakland, berkeley, orinda, and lafayette. Now, not only the rainfall were dealing with right now, but into tomorrow morning, still expecting this moisture to move up from the south. Im tracking it all the way through friday, and we have a major change on the sierra snow forecast. Ill have details in ten minutes. Good news for our drought but each hour it rains, the concern is growing in pacifica, not just flooding in the neighborhoods there, but those sea side cliffs are eroding right before our eyes. Nbc bay areas rick boone joins us from the coast this evening. Rick, youve been there all day. Any visible damage tonight . Reporter not yet. Not yet. But certainly it is incredibly wet down here, over here, raj. The rain has been picking up steadily throughout the entire evening, and the waves, high tide coming in bigtime. We got to watch out for a shot here because it will certainly splash us right in the face. The high tide has been a little bit higher than normal. Very aggressive waves as it goes against the shore. That is an issue for the erosion happening right now. You look at those waves and the rain coming down, that would be a disaster, a good recipe for many people for not a good outlook. But not everyone is saying that at this hour. High tide in pacifica usually leads to high concern about the eroding coastline. Add in rain, and its a headache that may have many locals worried about flooding. The first year we opened, this whole parking lot was flooded. Reporter his Bar Restaurant that sits right on the Pacific Ocean has now gone through a renovation over the past two years. Not inside but outside. All paid for by the city. We put in the new bridge over here with the army corps the engineers came out, revamped everything. Reporter that bridge along with a revamped drainage system helps avoid standing water, plus an increase of seawalls to take on the pounding waves and protecting the crumbling coastline. Even though this mixed with rain might look dangerous, those on the coast say pacifica continues to upgrade with more shields in place. Back here live along the coast in pacifica where the waves are coming in, the waves if youre a surfer, i guess you like what youre seeing right here. Now, there are some free sandbags that you can get quite a bit. You can get them 24 hours a day. Thats at fire station number 2. Thats 1100 mar linda boulevard. That is a huge concern, especially for folks in the flooding zone as this picks up. Theyre used to their front yards and backyards getting very wet. As you can see, underneath this light, the rain is coming down pretty steadily. Its been like this for a while now. People i talked to say its a mixed blessing. At the summit house in los gatos, families and bluegrass fans take refuge from the rain with good food, drink, and fun. We just needed a drive to get out of town and enjoy the view here at the restaurant. Reporter but owner roseanne makeland knows the rain can bring real problems. Up here on the summit we get worried about it. As far as our business here, we get a lot of people that stop in due to traffic accidents and different things. Theyre pretty shook up. Reporter makeland says earlier today she saw seven accidents before the rain even picked up. The light rain seems to be the worst sometimes. People dont take it as seriously on the highway and drive fast. Reporter despite signs warning drivers of slippery roads. Still, terry gibson says the rain has been a Long Time Coming and hes making the most of it. Everything smells fresh, but the more the better. Reporter reporting from los gatos, laura, malpert. Now the weather forced a local pilot to make an Emergency Landing at an unlikely location. The pilot landed a small plane at the old Alameda Naval air station which has been closed for nearly two decades. Alameda Fire Department posted these photos on the plane on twitter. Firefighters say the pilot did the right thing by landing there. Turns out he had a limited license which only allows him to fly with the sky is clear. There were two people onboard with him. Barry hiezener and darlene marquise pictured here are accused of robbing a 55yearold woman last week who was returning to her home in fremont after she went gambling at a south bay casino. Police say hicener, walked up behind her, hit her in the head multiple times with a hard object. Hicener was spotted on Surveillance Video earlier in the night, following that woman, the victim, at the casino. Hes now facing attempted murder charges. An oakland man is on the ig run tonight, one of dozens of people linked to an International Phone scam. The feds announced those arrests today. Most linked to the scam are in india. Callers posing as federal agents have been threatening if they dont pay up. There are 10,000 victims including many in the bay area. A deputy general at the department of treasury sat down exclusively with nbc bay area to give insight into the investigation. The number for the irs, which is the General Number given to taxpayers to call, they were spoofing that phone number. Several suspects are still at large including a man who was last seen in oakland. The feds are warning people that agents would never call demanding money, and certainly wouldnt take payment in the form of prepaid debit cards. We dont expect any as we head throughout tomorrow morning, but light to moderate rain continues across the bay area. A little heavier pocket near morgan hill. Nbc bay area. We investigate. Its not your everyday fishing gear and it may not net the right catch. Were talking about a type of fishing gear being blamed for killing endangered and threatened wildlife along our coast. Other states and even the United Nations have taken steps to ban or restrict these fishing nets but its still fair game here in california. Our Investigative Reporter has been looking into why. Reporter guys, these fishing nets are called drift gill nets. Theyre designed to catch swordfish but they can reel in a lot more than what fishermen are actually after. We want to warn you that some of the images were about to share are hard to look at. Over the years thousands of animals have been killed after getting caught in these nets, ranging from whales to sea lions. Some want the nets banned while others say the impact is overblown. Tonight, we investigate. What happens when something gets entangled in one of these nets . Its the beginning of the end for that animal. Reporter biologist todd steiner heads the Turtle Island restoration network, a Conservation Group that works to protect some of the most vulnerable sea creatures. But he saz a specific kind of fishing net known as a drift gill net is posing a major threat off the california coast. These are invisible curtains of death that are just placed out in the ocean. Everything that swims into it becomes its victim. Reporter fishing boats can drop the nets into the ocean from about sunset to sunrise. So the nets are left out overnight. They can stretch up to a mile long. Thats nearly the entire span of the golden gate bridge, roughly 6,000 feet. Theres no cap on the height, but the nets are typically about 100 feet tall. This is basically a barbaric method of catching fish. Reporter the federal government documents how much marine life the nets catch and kill each year by randomly placing Government Employees on anywhere from 10 to about 30 of all fishing trips that use the nets. They obtain their photos and analyze their records and found that only about 22 of whats caught in the nets is actually kept. The rest is tossed back into the ocean. Its estimated 87,000 sharks were killed in drift gill nets over the past 25 years along the west coast. 3,400 dolphins. 1,100 sea lions. 389 whales, which includes endangered species. And 107 sea turtles, which are all either endangered or threatened. California is the last place left on the west coast where this is allowed to occur, and it needs to stop. Reporter earlier this year, state lawmakers pushed to ban all future permits, but the legislation failed after the fishing industry pushed back. What have we got going on here . Lifelong fisherman bill sutton and gary burke fought against the measure. We joined them off the california coast. How much of your livelihood depends on these nets . All of it. Reporter both men believe drift gill nets are the best tool to catch swordfish. Another option is harpooning each one individually, but thats less profitable. How many harpooning trips would it take to catch the same amount that you would with a gill net . Its probably five to one. Reporter so if the industry tossed the nets, they argue consumers could end up paying more since fewer fishermen would be willing to go out at sea. You couldnt afford to keep fish something. Not really. I couldnt. It is open ocean. Theres always going to be something bad that, you know, youre going to catch. But i think that happens in any fishery. Reporter but when the federal government studied the issue, it found californias drift gill nets kill and injure vulnerable Marine Mammals at a rate higher than any other type of fishing gear used along the west coast. You get rid of this fishery, all youre going to do is have more imports and thats just more killing of you know, like ten fold the killing in foreign countries. Reporter burke says california now takes more pr precauti precautions. To protect sea turtles, the nets cant be used for half the year for the most part. They have to be 36 feet below the surface so theres room for sea life to swim over the top. Plus noisemaking devices are attached all along the net to scare away Marine Mammals like dolphins and whales. So these will emit a constant sound . Constant sound, a beep, beep, beep. Reporter as a result, the number of entangled Marine Mammals over the past two decades has been cut in half according to government researchers. But its estimated the nets still caught 14 whales and four sea turtles over the past five years. Some species are endangered, so injuring or killing just one or two can impact the entire population. If these milelong nets can potentially entangle or kill a lot of what comes in its path, isnt that pardon the pun here just casting too wide a net . Jesus fished with nets. Reporter but was his a mile long and did he leave it out overnight . I guess i guess it would be all in the hands of the person using it. Reporter todd steiner believes the nets entangle too much to ever be used responsibly. If you want to talk about efficiency, you could throw some bombs into the ocean and catch all the fish that floated up to the surface. Were not looking for efficiency. Were looking for sustainability. Reporter the federal government does issue guidelines on how much marine life fishermen should be allowed to kill each year unintentionally. While some some have exceeded those levels in the past, we discovered there are no penalties. The fed proposed a new law that would force the gill net season to close down for up to two years if certain types of whiles or sea turtles are killed or injured in the net. We have just a little a little bit of moisture moving in from what was once hurricane seymour. A lot of it is heading to southern california. Then we have our storm system out here tapping into some subtropical moisture. Its an impressive view of that moving in across the bay area. Its only produced light to moderate rain for the most part, but we do have some heavier rain offshore that could eventually be hitting our coastline, also the Santa Cruz Mountains as we head into the overnight hours. Theres no flood watches or warnings or any rivers that are expected to crest as we head throughout tomorrow morning. Its just an area of rain pushing across. Well get through this one. You can see here across the south bay, its widespread coverage of green. San jose really has seen little to nothing with the past couple of storms, so youre happy to see this. As we head up the peninsula right now, it is dangerously slick here throughout south San Francisco into downtown s. F. Airport delays coming in at sfo so any flights in the morning likely will be delayed. For the east bay, concord getting wet, antioch down to livermore, Castro Valley and right back through oakland and richmond. All areas seeing that consistent rain. I think it will continue again for tomorrow mornings commute with temperatures in the 50s. That 5 00 to 7 00 a. M. Window, youll need your light jacket and also the umbrella with you. As we head into the timeline, youll see the coverage considers to be widespread at 3 30 in the morning. This continues into 6 30 in the morning. I really start to see things beginning to clear out in terms of the rain fall by 10 30, and then as we head throughout the afternoon, the chance here of maybe some hit and miss showers and the cloud cover stays in place. Totals, a half inch to three quarters of an inch. We may see some isolated amounts higher than this, but thats what were good for at the current moment. The Santa Cruz Mountains could see that one to two inch average. Big changes on the sierra snow forecast. Anywhere near lake tahoe on sunday, snow in the mix. Two to four inches expected generally. Right around 5,000 to 6,000 feet. At the summit we could see six to ten inches. Sunday looks like Winter Weather travel across the higher elevations.
