We spoke with that man that rushed to his aid, and talked to abhors that knew him and said he was the ultimate family man. He was 34, involved in his Christian Church and a youth baseball and basketball coach and he loved his motorcycle. Yesterday, around 4 30 p. M. , katherman was involved in a crash while on patrol, what happened exactly is still under investigation. Totally tragic. You have no idea. Reporter Dann Sullivan was one of the two men that rushed to help katherman, they used the police radio to report the problem. He assisted in cpr until officers arrived and the officer later died had the hospital. He brought flowers to add to the growing memorial. When you see something this tragic and a fallen officer and all they do for all of us, its tough to take. Reporter and today, former neighbors remembering the fallen officer as a devoted family man that often took his wife and kids dirt biking. He got to ride for the san jose police, i know that was one thing he wanted to do. Reporter and her grandparents, too emotional to speak on camera said that michael was an amazing grandson, they, this department and community are hurting in his absence. Its a scandal in which a self described prostitute said that she slept with more than 20 Police Officers from various bay area departments. More drama in oakland, a different scandal has prompted the mayor to fire the Newest Police chief. He was on the job for less than a week. Now, new interim police chief Paul Figueroa is in command. He hit the ground running with the weight of the Police Department on his shoulders. While others left their posts empty for hours during critical times when trains were running in palo alto. The track watch program was created to keep an eye on suicidal teens. What do other many raise concerns after a series of nbc bay area reports exposed problems, starting with guards committing crime on the clock and others missing in action with the current company, Cypress Security. These are our tax dollars. Theres better way to use other money. We need to have the best adults for these kids at the tracks. Reporter now we learned that some of the problems could have been avoided. We obtained this list of recommendations sent to thesy in may the Company Proposed solutions to the city months ago, back in december and again in march. One of the biggest, the lack of adequate restroom facilities. They said at multiple posts, guards must travel 1. 3 miles to 3. 5 miles each way to get to the nearest bathroom at a safeway store, that leaves posts empty for an hour. They recommended installing portable restrooms, it was not until may 2nd, that the city hired one additional guard to provide relief at the posts during rest and meal breaks. Its unreasonable that a officer has to walk half a mile to use the restroom. We showed the recommendations to an expert. And oversaw security for facebook and others. I think the recommendations are outstanding and every one is spotty on. But i would have made those recommendations at the on set. Reporter cypress wants to have permanent guard shacks installed. The city discussed the concern before the start up, because it predicted Security Officers would seek warmer and dryer location and take refuge in their personal vehicles. Something we have observed over multiple nights of surveillance. There was clearly a disconnect of what the best of intentions were versus the outcome. Reporter the importance of the Program Continues to hang over the city. In may, another recent High School Graduate ended her life on the tracks. Prompting the city to add a fifth post. Several guards complain to residents and to us, saying they are regularly asked to work overtime shifts of 12 hours or more. When you want people at their best, you know, 8 to 10 hours is as much as you want them to work. Reporter the company has seen 75 turnover in the track watch practical because of the conditions. Despite giving workers a raise of 2 an hour. Do you think in this case, both the city leaders and the Security Company did not prepare well enough . I think theres opportunities missed. Reporter he said that the city has to own up to the responsibility of overseeing the taxpayer money its spending. Now at roughly a million dollars, to make sure a worth while program in concept is worth while in effectiveness. The current contract for the program ends june 30th.
