Reporter she said shes still waiting for the body camera footage on the night he was killed. I feel like my family has been sentenced to a lifetime of suffering because of fear. And i know a lot of good cops that have never had to pull out their guns. Reporter police say part of the reason they want their cameras is because video captured by passer by dont always catch the story. We dont want video where you dont see the beginning and end of it. Reporter things like ferguson and baltimore. Were not waiting for things to happen and if theres a problem here theyre going to move forward and deal with it. Reporter now, san jose officers will likely Start Testing out different body cameras. And they are shooting for july 2015. Okay. Thank you peggy. Now lets turn your attention to our bazar weather. The bay area drying out after a spring storm. Even thunder and lightning. It packed a serious punch and it may not be over just yet. A lot of us got hit by this weather and lets get over to our meteorologist. You see all the lightning bolts. Across the east bay and south bay. Right now, still seeing a few lingering showers out towards 586 corridor and off towards the sierra a lot of snow coming down. So far, at least five inches. And while the bay area is still seeing a few scattered showers, look at this for tomorrow. The winter storm warning continues through 5 00 tomorrow evening. And well talk about how the morning commute could be effect bide few more showers. New video tonight heavy rain exposing a small crack in the windows of the santa clara government center. The water trickled in to leave a puddle on the floor. Work was not effected peffected. The rain whipped through the trivalley. Pretty soggy out there . Reporter the rain is stopped recognize now but this trivalley area did get pretty hard. This area got what the state desperately needs. Some say someone shot and killed him at a skate board park across the street from his school. It was found shortly before noon. After finding the Teenager Police locked down the high school and a nearby elementary school. And what isnt clear is if the boy even made it to school today. There are no suspects. Tonight, police at the campus think they know who put the camera there. It was discovered outside a restroom of one of the dorms last friday. They wont say who the pursen is but that they arent at uc berkley anymore. Late today, we learned the train actually accelerated before that crash. This has investigatoreds even more puzzled. And the engineer will tell his side of the story as early as tomorrow. Reporter raj, that engineer worked here at cal train back when amtrak ran the tracks and tonight he is out of the high school and friends are saying he was life long train buff whose dreams came true when he became the engineer. 32yearold Brandon Bostian says he will speak to ntsb investigators. His attorney told Good Morning America he was not under the influence and his cell phone was off as required by amtrak policy. The least thing he recalls is which coming to looking for his bag and grabbing his phone and calling 911. Reporter it accelerated to 106 mileperhour in a 50 mileperhour zone. Technology that would have helped prevent the accident is being installed in the bay area. It will warn the engineer and if the engineer doesnt take immediate action, then it will stop athe train. Reporter first in april of 2013, gunman attacked the met calf substation and destroyed 17 transformers and a potential to black out much of sillicon valley. Driving now to a large substation in the Central Valley then last july an nbc bay area investigation indicated reporting to verify pg es promise to increase security. Our reports included inside from a military vet with special ops training. What could be done . How long could it take . Met calf could effect all of the sites youve shown me. Reporter then a breach that met calf substation. This time they cut through a fence, stole expensive equipment and it was an indictment of the utilitys claim of enhanced security. Do you think pg e has done enough now to prevent another met calf attack . We are doing everything we coo k. Reporter just 12 days after that interview, just a week after the Second Security breach at met calf, on august 30th she wrote this memo to pg e president chris johns. It includes the security infrastructure has work to be done and she wrote in reality its years away from a robust security posture. Her words stand in stark contrast to what she told us 12 days before she wrote that memo. Would you call that high level security . Yes, i would say we have high level security there. Yeah. Reporter in reality, the corporate security devision cannot firmly account for what security assets are in place and the companys existing security infrastructure is an assortment of technologies many of them out dated. She ads, i would consider them to be in a fail mode. Can you tell us where weve been and when . Ill let you tell me. I do know a couple of places youve been and youve been visiting some of our sites at night. Reporter thats part of our test here. Can you tell us where we were and when . We work every day to make sure our security is in place so that we dont have another met calf. Reporter after reading this memo was she telling us the truth . Clearly shows that she wasnt telling us the facts of the situation. Reporter and we risk not knowing about Security Issues and having gaps exist for some time before the issue is re revolved. We dont have years for security. This could be drastic and devastating for our economy and many peoples lives if we lose any of these substations. Reporter what do you say to the insiders who wanted this to become public . Two words, thank you. Reporter we requested a new interview and she declined and instead sent an email with changes which include more funding and staffing for security and monthly reviews. And a barrier wall and enhanced detection and detrnt systems and improved lighting. Changes in place, yes, but no explanation of the reality painted in that memo.
