But also to talk about the tens of other thousands of people missing since the war broke out between the drug cartels. It is not easy, you dont know if he eats, lives, sleeps, you dont know if he is cold, or any of those things. This is a great burden for a father. One of the students has an uncle who works at stanford, and that is part of the reason the tragedy hit home here, and there are other reasons. There is a responsibility to the u. S. As our neighbors to understand what is happening first of all. And feel for what is happening in mexico. Our fates, our ddestinies are together. Police say joseph carr stabbed his girlfriend to death at her familys home in austin, texas, carr and the victim, kelly turner, were in texas on their first visit to meet her family. Neighbors heard her screaming and saw carr with a knife. He was later found after a manhunt. He runs a shop that produces handmade swords, knives and other weapons. At this late hour, crews are working on a water main break. It was a frustrating sight watching all the water go down the drain in the middle of our drought. We owe it to them especially since we have been seen over and over again, and every vote counts. Sam liccardo says he wants to get started as mayor to repair resolutions with groups such as the unions and pension reform. And the challenger, ro khanna, mike honda still has a fourpoint lead but there are ballots to be counted. Neither camp has conceded or claimed victory. Voterapproved prop 47 is in effect. What is the bottom line . People with relatively small drug and property crime laws get down graded to a misdemeanor. The goal is to alleviate the overcrowded jails. Not everyone is convinced this will work. Reporter that is right, raj, the District Attorney here in San Francisco helped write prop 47 and he says it will steer nonviolent criminals away from prison and towards rehabilitation. But the police chief here says it may make it more difficult to convince criminals to make the right choice. These laws were immediate. We just put out a bullet. Reporter the police chief is letting officers know voter approved prop47 changed the law in california. Some lowlevel drug possession and theftrelated crimes are no longer felonies. Theyre now misdemeanor. The reality is that the system we have right now has not been working. Reporter San Francisco District Attorney George Gascon helped to write prop 47, saying that california is wasting hundreds of millions of dollars putting people in jail with drug addictions and Mental Illness. Six out of ten times when we put somebody in prison they go back in three years and primarily because were not dealing with the root causes in the first place. Reporter gascon says it reduces the penalty for things like shoplifting. You try to craft a settlement that would put them into treatment early on and maybe split the sentence or use some other tools. Reporter the chief is concerned that prop 47 removed a tool. That charge was often reduced to a misdemeanor to convince offenders to get help. Im concerned the unintended consequence was able to levy the people into getting the help that they need. Reporter some supporters say reducing the population will help to fund the Mental Illness a and addiction programs. Only time will tell how this plays out but we do know thousands of people currently in prison for crimes that are now a misdemeanor under the new law will be filing to have those charges reduced.
