The state Water Project of california says there isnt enough water in the system and as a result for the first time in its history, it will not provide a single drop of water to farmers or residents this season. People in the south bay, in the east bay will feel the biggest impact. The trivalley receives 80 of its water each year from the state Water Project. Considering we are 2 3 through the wet season, the state would have to experience heavy rainfall and snowfall every other day through may in order to just get us back to average precipitation levels. Even then we would still face drought conditions. Todays announcement impacts a million acres of farmland. Chief meteorologist jeff ranieri joins us now. Jeff, it has been a dry january. It is coming into play, with the last day of january in the books. All of 2013, the driest calendar year ever on calendar, breaking 50 to 1000yearold records. January goes down as the driest ever in San Francisco. For San Francisco, just 0. 06 of an inch of rainfall. Lets take a look at the hardest hit location. That has been san jose since july 1 for the very important water here, 1. 68 inch of rainfall. In the past, weve had 24hour rainfall better than that. 99 of the bay area now in extreme drought, and there is a small zone that is in the worst category, which is exceptional. That includes south gilroy, watsonville and fresno. It has never been declared before in the history of the Drought Monitor in california. We should say the Drought Monitor started in 2000. With that staid, extremely bone dry conditions here. The other thing we like to look at is the snow pack, right now just 18 normal. So even with two feet of snow this past week, thats going to do little to help. As we wrap things up for right now, were tracking a storm system out here for the wmd. This is raising some concern in the south bay. A hospital thats critical to a local community is for sale. The Catholic Group that runs the hospital in gilroy announced its selling its entire health system. George kiriyama is at the hospital is what this means for gilroy. Im definitely concerned. I definitely want it to be here like a community hospital. Reporter eddie ruiz just moved to gilroy and this is the hospital he goes to for his medical needs. But this hospital and two other bay area hospitals are up for sale. Ruiz worries that it could shut them down if they dont make money. Its very important, because i have children. I just bought a home here. Its definitely going to be a big, huge inconvenience to drive to san jose to get energy care, pediatrics or anything like that. Reporter but the mayor says its a crucial part of the community, and doesnt see the hospital shutting down, even with new owners. He says saint luis shutting down would not makeceps. If theres any kind of an emergency, if you have to travel 30 minutes to an hour to get to a hospital, you know, its not going to work. Reporter the daughters of charity it put the hospitals on the market because financially it was becoming difficult to exist in the current modern health care system. In that statement they say theyre doing the right thing, because theyre starting ahead of time so that they dont end up out of money before theyve done a transaction so the hospitals wont shut down. Reporter the mayor says the quality of care will be maintained no matter who runs the hospital. So the quality is there. I dont think the hospitals will go downhill. Theres too many standards out there to do that. Reporter george kiriyama, nbc bay area news. Its not just in gilroy. Two other bay area hospitals are on the market. Oconnor hospital in san jose and Seton Medical Center in daley city. New video of a house fire thats being investigated as an arson case. The fire started overnight. Police arrested a woman who also turned out to be a victim of the fire. Shes the only member of the family injured in the blaze. B. A. R. T. Inspection crews are gearing up for another look at the transbay tube after a ship dropped its anchor above it. No one inside the b. A. R. T. Trains heard anything and there were no alarms, but the trains were stopped for about 20 minutes while the tubes and the tracks were inspected. The San Francisco b. A. R. T. Pilot at the helm says the anchor was dropped several hundred yards from the tube. One step closer to legalizing pot. Advocates want to get the issue on the ballot this year. The effort failed four years ago. Does it have a chance to win now . Jean elle joins us from San Francisco. Whats the strategy this time around . Reporter well, authors of this Ballot Initiative say thousands of marijuana activists weighed in on this proposal, so theres widespread support in the industry. They believe this year voters are on their side. They will legalize for the recreational user and protect the medical cannabis providers. Reporter voters may get another chance to decide if marijuana will be legal. The secretary of state gave legalization advocates permission today to collect signatures to put the marijuana Legal Initiative on the ballot, an idea voters rejected in 2010. Grassroots, we all wrote this together. Reporter she says unlike prop 19, this initiative has widespread support in the industry. And as voters watch a booming industry in colorado generate millions in tax revenue, views are changing. We are now calling it 51 . We have states, even in the southern states, getting ready, like florida and tennessee. Reporter california says legalization will save 100 million annually in Law Enforcement costs and generate a few hundred million in tax revenue. But theres still the question of federal law. The Drug Enforcement agency says marijuana is illegal. Going down the path to legalization in this country is reckless and irresponsible. Reporter some voters say while they support the idea, theyre concerned ant the risk. I think ultimately federally it should be legalized but its a very difficult thing to do state by state. Covered california, the Agency Responsible for handling obamacare, hired convicted felons. The information released by covered california shows 31 people with criminal back grounds were hired as counselors. They say the employees pose no threat despite being able to access personal information like Social Security numbers. The flu season continues to hit the bay area hard. Two more people have died. That raises the number of deaths in the bay area to 34 now. Statewide the situation is much more serious. So far 147 people have died from the virus. Four of them children. The number expected to climb with 42 deaths still being investigated. Put that in perspective. Last year, 106 people died during the entire flu season. Experts are urging you to go ahead, still get your flu shot, because its still the best way to protect yourself. The cdc reports flu activity is expected to continue for a few more weeks. Last year we exposed some major flaws in food safety, the way food is distributed to our local Grocery Stores and restaurants. Tonight, the fda has new rules. Its cracking down on the companies that handle what we eat. Vicky nguyen has been on the story and joins us with more. Reporter you may be surprised to learn that until now, theres been very little federal oversight of how our food makes it from farm to table. The fda is now taking steps to regulate how human and animal food is transported. It will create uniform standards instead of the patch work of state laws. Under the new rules companies have to make sure they use proper vehicles to keep from becoming spoiled. That means refrigeration for meat and eggs and separation of food and nonfood items. Companies would be required to train employees in sanitary practices and keep records of cleaning, cargo, and temperature controls. The fda says its goal is to prevent risky practices that jeopardize food safety. Its a problem we up covered last summer when our cameras captured Cisco Company storing raw foods that sat for hours before it was delivered. Cisco has since stopped that practice and is under investigation by the state health depth and the usdc. The fda says more thanle 83,000 businesses will be affected and lit cost 2,000 for each business to implement. But critics say it will be more expensive. Well let you know when the rules take effect. We do think as we head throughout tomorrow, winds will calm down as we see brief break in that forecast. But lets get right to that weekend system. Which oov got the storm system thats going to ride down the jet stream. As it gets close to the bay area, we think its going to ride down the coastline. Without the center of the storm moving across the bay, we eastern not going to see heavy rainfall totals. We will think at this point get something. So that area of low pressure winds up at saturday 11 00 p. M. , sunday morning, 8 00, 9 00, 10 00 and 11 00, well see potentially rainfall in napa, San Francisco, also santa cruz. This is a storm system that well track hour by hour. Because of the center of the storm, it moves closer to the bay and well get higher totals. If it stays offshore, we could have a completely dry forecast. All in all, looks like the slight chance of showers will remain in the forecast throughout 6 00 p. M. Then lifting out by the evening hours. Of course, no amount of rainfall is going to make up for january. Coming up, credit card breach affecting some hotels now. Back in a moment. Another credit card breach to tell you about, this one involving hotel chains. Marriott, hilton and Starwood Hotels says its learned about the potential breach from the same security blogger who first reported that breach at target. So far it appears hundreds of credit and debit cards used between march of last year through december were hacked. Its not clear how many hotels have been affected and whether other chains may be involved in the security breach. Lets face it, most of the pictures we take never make it to a printer.
