Last seen in her room in september at San Francisco general. Her family has been posting fliers across San Francisco hoping to find her. But tonight they are facing the possibility that she has been here the entire time. It is frustrating to be 19 days into this. Reporter outside San Francisco General Hospital where his friend Lynn Spaulding was last seen three weeks ago, david perry wants answers for a family desperate for word. Lynns daughter is obviously traumatized. Reporter hospital staff admitted the 57yearold with an infection september 19th. A nurse saw spaulding in her hospital bed and 15 minutes later the patients cell phone was in her room and the patient was not in her bed and spaulding has not been seen or heard from since. Her family launched a search and this morning, San Francisco General Hospital found a womans body in a fourth floor exterior stairwell. A devastating discovery for spauldings daughter. Its difficult getting a call from someone saying we think we found your mothers body and spending the day by the phone hoping for information. Reporter perry says the medical examiner is telling the family it will take time to identify the remains. So for now, loved ones are left with horrible uncertainties. Spaulding is either still missing or worse. I cant imagine many things more horrible. For her friends and her family to consider about her body being abandoned there for 19 days. Reporter the spauldings have more questions than answers about what happened to a woman who was vivacious and larger than life. But one thing is certain, someone died in a hospital stairwell and San Francisco general has questions to answer. Tonight the San Francisco Police Department and the Sheriffs Department are investigating this case. The discovery of the body raises tough questions about how thoroughly the hospital was searched when spaulding disappeared. Reporting live in San Francisco, jean ellie, nbc bay area news. Negotiations and a rally over this evening but talks will resume between b. A. R. T and the union in the morning. We are 48 hours before the cooling off period ends. Union leaders took a break to hold a rally in oakland. Members say they have made three public attempts to come to a deal with nothing firm to show for it. Whether there is a disturbance in service this week will come down to one issue and one issue only, whether the b. A. R. T board shows leadership and steps up to the plate. A strike could happen as early as friday morning if a deal is not reached in time. Now to changes in the weather. This is san jose where we are tracking potential rain showers and a chilly start to your morning. Jeff ranieri joins us now with the details. Reporter the jet stream will take a dip to the south over the next 24 hours allowing the cool rush of air to set in across most of the west coast dropping the overnight lows to the coolest over the past three to four months. Lets look at who will be the coldest tomorrow at 6 00 a. M. It will be likely in the north bay, napa at 46. South san jose down to an estimated 48 degrees. While we start off with 40s by 8 00 a. M. Temperatures in the low 50s for the entire bay area. By 11 00 in the morning the temperatures in the low 60s as we watch the storm system drop on down. We are tracking a slight chance of showers. In the past hour, the fbi and Sonoma County sheriffs deputies have cleared the scene where several pipe bombs were found. Four devices were found and detonated between last night and this afternoon. Isma ismael moyeland has been arrested. Someone who has four items discovered earlier would cause us to make sure he does stay in jail and gets the assistance he needs. Several others were in this home but are not suspects. They found materials to make more bombs. A home daycare facility for kids are open for business despite accusations of child molestation. Sunnyvale Police Arrested the man on felony charges last week. It happened at this child care facility. Neighbors say that he is the father of the daycares owner. Investigators asked anyone who might have information regarding this case to come forward. According to state social services the daycares license is in Good Standing with only one complaint relating to an aggressive dog. Store Surveillance Video led police to the man who attacked a safeway manager. Charlie johnson from oakland was arrested. They say she the man in this video from september 23rd. The man told the manager his wife lost a purse and the manager pointed him to the stores lost and found. She has strong ties to the bay area and Janet Yellens name is about to be known worldwide. President obama is about to announce her as the chair of the Federal Reserve bank. She is the front runner to replace ben bernanke. She will focus on unemployment. President obama expected to make that announcement tomorrow. Yellin, however would need to be confirmed by the senate. Now to more details on janet yellen. Her career highlights include positions as a professor at uc berkeley. She is married to George Akerlof a professor of economics at uc berkeley and winner of the 2001 nobel prize in economics. Sources in a new report involving the Asiana Airlines crash say the pilots claim a key piece of equipment malfunctioned. The pilots told investigators that the automated speed control system disconnected on that boeing 777. The pilots didnt realize the planes speed hat dropped dangerously low prompting the landing gear to strike the seawall. Now to an nbc bay area followup. Nearly 1 million californians have visited the obama care website. But thats just a small percentage of the roughly 6 million californians eligible to get health care in the state. Of those who visited the website in the first week more than 16,000 applications were completed. Another 27,000 applications were started but not finished. That may be due to a computer glitch. Jennifer moreno joined the army as a surgical nurse. Last weekend the 25yearold and three others were killed by an ied or improvised explosive device. One of her former teachers called her a model cadet in the rotc program. We thought highly of her and of the family. Thats what were going to miss, her beauty, her charm. Well remember her in our hearts. Reporter but her family will not be receiving guaranteed death benefits because of the government shutdown. Families are given 100,000 usually within 36 hours to help cover funeral cost and transportation. While that benefit may not be urgent for me, its urgent for somebody. Reporter her son was on patrol saturday when he was killed. He was only 19 years old. For the sacrifice that our kids are making at the age that theyre make them i dont understand how this can be a benefit that is withheld. I wont understand it. Reporter the death benefit was passed at the height of the iraq and afghanistan wars when no one imagined it could be stopped by a government shutdown. Fisher house offered to pay the benefits until the shutdown is over. Tonight nonessential government workers have been deemed essential, specifically food investigators. 30 cdc workers whoere furloughed were called back to work. The centers for Disease Control has been operating under minimal support during the shutdown. About 40 of those infected have been sent to hospitals. That Staggering Number is about double the percentage that typically gets sick from a salmonella outbreak. 300 people in 18 states have gotten sick. Some of the key findings from a report that outlines the failings of the state agency that regulates Hazardous Waste. Vicky nguyen started to expose the problems in february and has highlights from the report released today. Reporter it took ten months to arrive at key conclusions about the dtscs permitting process. It lacks a standard process when it comes to how regulators issue permits. They found that the permitting decisions are not made on a timely basis. Permit renewals take an average of 4. 3 years from start to finish. It paints a grim picture of the way state regulators keep tabs on the 117 companies that handle 1. 8 billion tons of Hazardous Waste each year. The department does not have enough staff. There are just 29 people. And the staff they have is poorly macked. Between 2009 and 2013 there was a fouryear period in which district surpgs of personnel lapsed. In august we sat down with the executive director. I would suggest and agree that our permitting program is not operating as effectively as it could. Reporter critics are not satisfied with continued lip service. They point to Evergreen Oil in newark saying they have a history of leaks, spills and explosions. Last month a tank overflowed spilling up to 100 gallons of fuel. When you look back at the Company History it hasnt faced any significant sanctions for being a serial polluter. Why is that . Evergreen is under careful scrutiny and attention from our department and other entities. When you look at a company like evergreen its a complicated industrial setting where you have a number of agencies looking at and making sure that evergreen is compliant. A spokesman for Clean Harbors which bought evergreen said that the company is committed to bring the facility up to best in class within the industry as a viable, safe and compliant operation. So now what happens . The report recommends adding 35 more employees in the permitting department and clearly stating the departments objectives and purpose. Not many extremes. 74 in walnut creek. 72 in hayward. San francisco at 69. Jump up to santa rosa, 75 tomorrow. And upper 60s and low 70s from richmond down to oakland. In terms of rainfall it is taking the dryer storm track right down the center of california. We are locked out of pacific moisture. The possibilities of showers are here. But as youll see in the futurecast we will be dry at 5 00 a. M. Most of the shower chances are off to the north. Through the afternoon a slight chance for the Santa Clara Valley and the coastline and east bay. San jose so far for the water year, 178 of normal. So far. 66 inch of rainfall.
