100 structures are threatened and those homes have been evacuated. We have Live Team Coverage starting with Terry Mcsweeney live on the fire lines for you. Reporter one minute the flames were up the mountain, then came strong gusts of wind and suddenly they were all the way down to Morgan Territory road. Morgan territory road is a fire break. It has to be held. Firefighters scrambled to stop the flames. Kevin lewis lives on that road and was not waiting for the order. We are on our way up. Last night i was up watching the spurs and stuff keeping an eye on it seeing where it was going to go. I saw this flare up and told the family that were going out. If the house burns down, whatever. Reporter 700 fiveday forecasts are battling the morgan fire and dozens of them quickly set up posts trying to contain it. Thousands of acres have burned and hundreds more went up tonight. We are expecting we will be losing about 6 to 8,000 acres. Reporter at the clayton fire station the problem was not fire but water. Citizens have brought in so much to help the fire crews they dont need more but it keeps coming. Water and snacks for the firefighters and anybody who needs it. Reporter the fire is burning mostly in very rough terrain. Air drops are the means of attack and they will resume after daybreak. The crews are hoping to contain, control and turn the fire back on itself. The winds helped that today. There have been four minor injuries and there are concerns about power lines. Seven homes have lost power and power lines are in the path of the flames. Back out here live you can see the fire crews who have come in down Morgan Territory road. This was a traffic jam of fire trucks on this road. They know that if the winds come back things could change here in a heart beat. Terry mcsweeney, nbc bay area news. It has been a while since we have had a fire of this magnitude on mount diablo. 1977 to be exact. These are pictures from that fire which burned 6,000 acres. This happened in 1977 in less than 24 hours. Lightning sparked that fire at a time when california was dealing with a drought. The flames are on the mountain. Live pictures from the chopper. But the smoke as you might know or you might breathe it is in the valleys. Plenty of smoke in the trivalley and santa clara county. There is a smoke advisory for contra costa, alameda and santa clara counties. A lot of people complaining of breathing problems and eye irritation. Reporter the red cross set up an evacuation shelter here at the clayton library. And someone says it is scary seeing the flames up close. But the fire is affecting a lot of people far from the flames. Spending smoke their way. Very scary. Everything you work for all your life. Reporter with the fire approaching, a park ranger told scott to leave the curry creek rv park fast. Its an evacuation and got to go. So i had one minute to grab my things, basically my wallet and phone. Reporter he is spending the night at the clayton library. The red cross turned it into an Evacuation Center and shelter for people forced off mount diablo. Being on the mountain is scary. Reporter this woman lives in danville and she took pictures of the smoke billowing toward her house. Getting our pictures and dvds together of the family. Any valuables. But i kind of just brought it downstairs. Reporter that smoke has lots of people concerned. You can see a thin layer of ash on parked cars in danville. Some say it looked like snow. Stopped and had lunch outside and in the short time, there was flakes falling on our black pants. The ash coming down slowly looked like snowflakes. Reporter asthma sufferers are staying inside. With the smoke advisory in effect all city sporting activities have been cancelled. P. E. And recess are inside until the air clears. A lot of things in the air and right now its a good thing to keep them indoors. Reporter schools will be checking the air quality again tomorrow and deciding if it is an inside day. And as for the red cross shelter, it will stay open as long as its needed. Thank you, jean. Lets check in with jeff ranieri on the weather conditions. What is tomorrow going to bring . The wind will continue to kick up. That is the biggest problem for firefighters. They keep talking about getting access to the fire. They are fighting between 1 to 3,000 foot elevations on the east side of mount diablo. Lets look at right now through tomorrow morning. That is the onshore cooling fog coming back. 10 to 15 miles an hour coming from the west. Thats the wind that we want because again that is increasing the humidity. Here is the forecast. Next 24 hours will see temperatures cooling off. Well have upper 80s to 90 degrees. Humidity, 25 to 35 . So instead of Single Digits and teens we are going to add a bit of moisture to the atmosphere. The winds hook look to be the b and most improved by thursday. Thats the highest humidity for the week in that region and winds that slacken up to 10 and 20 miles an hour. The next two days is a minute by minute situation for folks there in and around this fire. It will be important to watch that very closely. Thank you very much, jeff. Investigations proved a series of mistakes by pg e caused this blast. Today we learned that the state and san matteo county Attorneys Office will not be filing charges. But federal prosecutors could file charges and there are hundreds of civil lawsuits to be settled. After the break, the secret is out. For the first time we are learning the details of a closeddoor meeting between the president of the puc and san brunos mayor. Our chief investigator, Tony Kovaleski joins us now. You have been tracking this for a long time. They are speaking out for the first time tonight ten months after that closed door meeting. The two leaders questioning michael peavys arrogance, aggression and choice of words. Ive never witnessed Something Like that before. Reporter it happened inside the offices of the California Public utilities division. His actions were unprofessional and inappropriate. We sat down and the first thing he said was this is your meeting. You called it. What do you want . Reporter what was that tone . The tone was arrogance. I was a little surprised. Reporter san brunos mayor and city mayor called the meeting in december to discuss pg es penalty and safe plan. It was two years after the pine line explosion killed eight people, injured more than 60 and levelled a neighborhood. We said what you did in front of my building was bull [ bleep ] and i was taken aback. He was referring to press conferences. What message did you take away . Well, i guess, for me, it was shocking. S was embarrassing. And it probably reinforced the arrogance that we knew was there already. Mr. Peavy displayed a level of behavior that i have never before witnessed in my 30plus years of public service. The city and the Public Utilities commission have had a contention relationship since that explosion. In october of last year, san bruno residents called for the removal of president peavy. Mr. Peavy has an interest in the utilities companys interests rather than the public. And shortly after, kathy launched an online petition calling on Governor Brown to remove peavy. That says that the people are demanding change. We need the governor to change the head of the puc so that we can feel safe. Reporter then the San Bruno City Council unanimously passed a resolution calling for peavys ouster. The city Council Joins its residents in calling for the immediate remove of the commission president. San bruno leaders have called multiple press conferences, questioning peavys leadership. Tactics that have ruffled feathers and led to the use of what city leaders call choice words at the meeting in december. Did you expect anything like that. Not at all. This is a meeting with the president of the public units commission. An elected mayor representing a city that was devastated. It appeared as if he allowed his emotions to overcome his sensibilities. Did this cross the line . I believe it did. Reporter during the three years since the explosion, the mayor and city manager have identified failures within the commission and questionable behavior by its president. They detailed those in this memo to the investigator unit. Does mr. Peeve you owe you an apology for his behavior . Thats mr. Peavys call. With the arrogance that is there i would question the sincerity of the policy. President peavy has declined our request to ask him question. His poeks person said in a statement that the san bruno related cases are in the hands of an Administrative Law judge. Thank you, tony. It has burned 4,000 ache source far. Cries expect it will burn in the neighborhood of 6 to 8,000 acres. And the evacuate orders we told you about are still in effect. But the good news is no homes have been destroyed. Lets bring in our chief meteorologist talking about the whaenging weather tonight especially the marine layer. That will have dramatic impacts. After 102 in livermore the marine layer is building up really strong. This is what the firefighters want. We are going to see things drop by about 5 to 8 degrees. Therefore also increasing the humidity across the bay area. So a few good changes when it comes to the weather. Beginning tomorrow with areas of cloud cover at the coastline and keep some stratus there threw 4 00 p. M. Tomorrow. We will have sunny skies by the afternoon. And for the interior valleys the biggest thing to note here is that by 4 00 p. M. Forecasting low 90s instead of 100s. So relief there. Lets get to the hd sky camera network. We are fogged in right now. That is the main component of getting the cooler temperatures in our forecast. The wind as it moves in is producing sheets of drizzle across the golden gate bridge. So commuters tomorrow and bay bridge commuters may need the windshield wipers for a bit. The temperatures in the south bay going down 3 to 5 degrees throughout tomorrows forecast. San jose is getting closer to the averages with 88 degrees. 89 in los gatos. Low 90s in morgan hill and gilroy but better in evergreen. In the east bay where we had three days of triple digits we drop into the low 90s. Its also significant to note the air quality will be at moderate levels. Some ash may be coming down from the fire. If you suffer from asthma it will be difficult in the ease bay. Otherwise in San Francisco the temperatures in the 60s to low 70s. Overall the area High Pressure that has been producing all this heat continues to push off to the north. That will help the temperatures to drop. The numbers are in the upper 80s to near 90s all the way through friday. No rain in the forecast. But by month six days until fall. And if the pattern goes that storm may have an easier time opening up this year. Any kind of rainfall great news after one of the driest calendar years on record.
