Neighborhood leaving everyone stunned and shaken. A few hours ago, firefighters were working to put out a fastmoving grass fire that jumped on to the roofs of homes east of interstate 80 in fair field. Tonight, the fire is out. But the damage is devastating. Two homes were destroyed but five others damaged. Do they know what sparked that vegetation fire . Reporter no, they dont. But they know its started on the side of the interstate and spread into this neighborhood. Most important, no one was injured. But several families are dealing with a big loss, including the family that lived in this house behind me. Fire crews are still here at the scene, where not one, but two families lost everything. Just made me feel really sad. Reporter within a matter of minutes, flames spread across the dry grass on interstate 80. The winds like this, and once the winds start swirling and the fire creates its own wind, there were several fires going in Different Directions and all over the place. Reporter the fire quickly went to seven alarms. And about 200 firefighters from nearby departments responded. Despite the large response, they werent able to save five homes. Rudy and mary got out their garden hoses. They kept it from spreading to the house they lived in for 40 years. I come back and seen that my house was still standing. Im one happy son of a gun. The flames were up high. And the smoke was unbelievable. It was almost choking us. Reporter other families werent so lucky. One woman fought back tears when she told me her and her husband didnt have renters insurance and they lost everything. 50 people were evacuated when the fire spread. And the red cross set up a temporary shelter at fairfield high school. Investigators are trying to determine how the fire started. It could be a cigarette. It could be a bottle on the side of the row that catches the sun the right way. With the grass and the humidity as low as it is, it could be a number of things. We asked if the response was slow because theres so many crews at the rim fire in yosemite. The short answer is its hard to tell. It continues to spread. Historic sequoia trees are in the fire line. So is our water supply. 280square miles have burned. Its 20 contained. The fire has reached the hetch hetchy reservoir. Ash is falling in the water. But Officials Say the water supply is not polluted. Theres a warning about false reports on social media thats causing a panic. But for many people, the damage and evacuations are very real. How are people dealing with this lifechanging event . Reporter 91 people spent the night here at this American Red Cross shoulder in sonora last night. Theyre expecting the same number tonight. Many of the people were forced to evacuate. But many of them came on their own because the smoke wasnt too much to handle. After days of watching the rim fire creep closer, linda decided to evacuate her home. She took her two best friends to this red cross shelter in sonora. I left behind a lot of things. Hopefully theyll be there when i come back. She says having her dogs by her side has helped her ease concerns about her house burning. This couple live near at the fire grounds. The red cross says more than 100 people crammed into this shelter. Tonight, theyre expecting about 90. Nurses are on stand by for people that need medical care. And theres a special area for pets. The evacuees are anxious, but hopeful when the smoke clears theyll have homes to return to. And some of the evacuees are ci staying in a tent city here on the grounds. Crews will battle the wildfire. And first thing in the morning, helicopters will be doing water dumps on to the flames. Thank you. 21 hours and counting until total shutdown. Come this time tomorrow night, the bay bridge will be closed to car traffic. And it will last through the labor day weekend. Crews will be connecting the eastern span. It was his first day at San Ramon Valley high school, where a moment of silence was observed for his friend. Although, he didnt know it at the time. The school told me, a kid died at school. It was somebody i knew. I couldnt believe it when my dad told me. Reporter a memorial with flowers is growing where the crash happened. He played on the golf team, played football and was an expert fisherman. We go to the lake every year. Weve been doing there since the year he was born. No one else catches fish there, but this kid. Robert was a determined baby. He grew up into an adventurous young man. He loved fishing, sports, people. Its cliche and you hear it all the time, especially in times like these. But he was special. He was going to make a big difference in the world for the world and for himself. Because people just gravitated around him. Reporter orlandos family says he had a list of five goals on his bedroom door. Did everything on his list except for, he was studying for the s. A. T. And wanted to be admitted to u. C. Davis. Reporter the cause of the crash is under investigation. Police do not believe drugs or alcohol were a factor in this crash. Theyve got the heart and the will. Just dont have the gear. Players on Gunderson High School j. V. Team are trying to get the equipment they need to kick off the football season. They dont have pads or helmets. And theyre basically benched without their safety gear. The parents are in the middle of their own hail mary play. Reporter the parents and the team have 11 days before that season kicks off to raise 5,000 to buy new helmets and pads. If they dont raise the money, the kids wont be able to play. Going to fall about 16 or 20 short. Reporter 20 High School Players on the Junior Varsity Football Team have no shoulder pads or helmets to play with. These players are in jeopardy of being cut from the team. They want to play. When you have kids that want to get off the street and do right and partake in the sport, and you have to release them or cut them, it hurts you. Reporter it hurts the players that have been coming out every day for practice. But no helmets or pads, he cant take part in hitting drills. Instead, he runs laps. All this adversity makes him more hungry to play. Makes me want to be part of the team. The teammates, theyre like family to me. Reporter a week and a half to go before the kickoff of the High School Football season, the players and parents are trying to raise funds for helmets and pads for 20 players. They need about 5,000 to make it happen. A struggle to get funding for the equipment. The players and parents know the helmets and pads are for their safety. They say cutting 20 players off the j. V. Team will stunt their football growth and the ability to play the next level. I dont know. I cant think of anything. Reporter very tough for him. The paramedics in Alameda County are revealing to us a broken system. Tony kovaleski is here with results from a sixmonth investigation. This is one of the biggest responses in the bay area. They cover a critical area. An area where shootings and stabbings regularly make headlines. Firefighters are usually first on scene. But the paramedic response can mean the difference between life and death. Im afraid for anyone that needs help in the 911 system. En route. They dont know the people are being dispatched off of shootings for people that are intoxicated, complaining of headaches. Reporter hes a veteran paramedic working in Alameda County. Code three. I dont see how somebodys vomiting is in more dire state straits who over someone who has been shot. Reporter alameda changed their dispatch system, including how they respond to shootings and stabbings. She is also an emergency veteran responder. They asked us to disguise their identities. Can you get fired for sitting in front of our camera . Yes. 52 response for medical. Reporter you heard shots . Yeah. My son is like i called 911. You know, i want them to send the ambulance. But i wait. Reporter less than two months after the countys Emergency Response transition, gabriel martinezs 5yearold son was shot near his taco truck in oakland. My son, died in my hands. He died in your hands. Reporter when martinez called 911, dispatchers categorized the shooting as a low priority. In this case, an ambulance was on scene in less than five minutes. But because it was a bravo level call, it meant paramedics could have taken up to 15 minutes to get there. And the ambulance could have been diverted to a socalled higher priority call. Paramedics say thats the problem. Children are being considered a lowpriority call. Reporter was that a mistake . I didnt listen to the tapes. Reporter joshua english manages the Emergency Response system for Alameda County. Reporter you know what happened to the young boy. Why should that not have been the highest priority call in your system . I dont like to secondguess our paramedics emts. Reporter and our Research Found other shootings in oakland, that received low priority responses. In april, the Fatal Shooting of offduty paramedic quinn boyar. And in oakland, the Fatal Shooting of alicia carradine. And this offers a significant contrast. In april, paramedics responded to this b. A. R. T. Station, for an intoxicated individual. A charlie category response. This received a higher priority, than the three Fatal Shootings. The system is not being run correctly. Reporter mike is another veteran paramedic. Any report of a shooting, would come in as a delta level response, if not an echo. Reporter delta and echo receive the highest priorities and the shortest required response times. We analyzed 15 recent months of emergency calls. 80 of all shootings, stabbings and penetrating traumas in Alameda County were dispatched as bravo calls, the secondlowest priority. They can be diverted for higher priority emergencies. The same records show that they are clammy, received a high priority. Shootings and stabbings. Will they be more of a priority in the future in Alameda County . Absolutely. Theres no question. Reporter youre going to make changes because of the questions weve asked . Yes. Reporter but our investigation has found more concerned. I dont feel we have enough ambulances available on the streets. Reporter managers for the county say response times are met more than 90 of the time, paramedics point to regular pages like this one, alerting the crew that the system is on level zero. Level zero. Whats that mean . That is when there are no ambulances available to run calls in a specific area. Reporter how often does that happen . I dont know. Reporter and look closely at this. A level zero page. Alerting paramedics a call has been holding for 20 minutes. If there are no ambulances that respond to calls, that sounds to a layman like a problem. Its not a new problem. Reporter you dont know how many times you go to level zero . Its not a number we track. Reporter a number they do track, is what paramedics has paid, for failing to meet requirements. You paid more than 5 million the last year . Yes, we have. Reporter he admits, since taking over the Alameda County contract, Paramedics Plus has lost money. Help me understand. In the first year, more than 5 million in penalties. You said youre not making money. How does it work . Were getting better. We work to get better. Thats how it works. Code three. Bravo level. Reporter response times to the three bravo shootings were in guidelines. But the reason the county is changing, is when categorized as a low priority call, shootings and stabbings can be diverted to other emergencies. We have 109 diversions first the past 22 months. Paramedics say that was the problem. Thats why the change is necessary. Eyeopening revelations in that report. Lets check in with jeff raineri who joins us now. Talk about the midweek weather. The biggest thing over the next couple of days. Watching the system developing off to the north by this weekend. It should see most showers near oregon. Were going to have to watch that closely. We finetune that sevenday forecast. For morning fog. And dizzle on sunday. But a slight shift to the south. We may be tracking rainfall for labor day next week.
