Today, authorities did expand the search area in lake tahoe and are continuing to conduct interviews, both in lake tahoe and also here in petaluma. Friends who saw 19yearold alyssa byrne right before she went missing say she was not acting like herself. She was a really happy personal girl. Reporter they were in tahoe for the threeday outdoor snow globe music festival. Her friends say on new years eve she left the concert to head back to the hotel by herself. Thats when one of her friends say he ran into her in the lobby and something wasnt right. She seemed intoxicated or under the influence of some type of drug. Reporter this was the last interaction friends had with her. We probably called her 15, 20 time throughout the night. Reporter investigators say say they got a ping on her cell phone three minutes after midnight and theyre waiting to find out where that text was made. They searched the hotel where she was saying room by room and carefully reviewing surveillance tape which one of her friends describes. Basically it showed her sitting on the couch in the lobby and all of a sudden, getting up and walking away like someone was, wanted her to meet her somewhere or something or someone got her to get up and walk away. It looked like there was a reason why she left. Would she walk away with someone she didnt know . Alyssa, there is too much here for her. Reporter a 10,000 reward is being offered for byrnes safe return. Her mother is pleading for anyone with information to come forward and contact authorities. Please, please, have a heart. It has been an emotional day in petaluma for many reasons. Today marks what would have been the 32nd birthday for polly klaus. She was just 12 years old when she was kidnapped from her home in petaluma and later found dead. That was back in 1993. So at Tonights City Council meeting, they were saying fix it now. There is fear massive flooding may happen if repairs are not made to the levy. Tonight they ratified that proclamation declaring it an emergency. It came all through here. You know how tall the couches are . It was halfway the couch. Reporter she survived the flood of 1998. And had deja vu a couple weeks ago when water flooded her garage. I was stunned. I couldnt do anything but say oh. Reporter she was one of seven home hit by floodwaters. It damaged the levy and the creeks banks. The entire length of the creek shows 12 areas in need of immediate repair. We have found more serious damages to the levy and the roads. And it is a very dangerous situation. Reporter the city of East Palo Alto has declared a local emergency and has asked the state for an estimated 2. 6 million in government aid. City officials said the storm caused conditions of extreme peril and has put neighbors and their homes in danger. With any strong storms and the high tide, we are, all our residents along the creek are in danger. Reporter the money from the state would be for emergency measures to correct the damages. The 2,000 sandbags are put on the levy to stabilize it after. Reporter just a temporary solution. They should fix the levy. Thats the main thing. Fix it. Reporter so it is up to governor jerry brown, the city of East Palo Alto would like him to declare a state of emergency and they hope to get an answer as soon as tomorrow. A san jose man accused of taking the law into his own hands was officially charged with murder today. Luis hernandez is accused of shooting and killing christopher after a confrontation on new years eve. He was frustrated that police werent responding to numerous calls for help after a rash of burglaries at an apartment complex. Hernandez told police he said he thought he was a serial burglar and he tried to make a citizens arrest. Nbc bay area obtained Court Records that show the victim was shot while running away and that the gun used in the shooting was illegally purchased. The victims mother is blaming the mayor for Police Staffing cuts. The mayor has to do something about the police force. He needs to hire more men. I know budgets, cut somewhere else. Dont cut the police department. We need more officers out there to prevent things like this happening. People being vigilantes and killing somebody. In not a email, the mayor said he does agree the need for more officers and that the city is in the process of training 40 new police recruits. Three people from the bay area have been arrested and charged in a nationwide sweep of suspected child predators. Ice agents launched operation sunflower in november to target child porn predators and to help identify their victims. 53yearold Michael Lindsay of san jose was arrested at sfo. Federal agents accused him of having sexual contact with a 13yearold girl during a trip to the philippines. Under the u. S. Protect act, a u. S. Citizen or a resident alien in the United States is subject to u. S. Law. Thats when were looking for that rainfall to arrive. Overall, the highest rainfall total is about a quarter to a half inch. For the south bay, it looks like a quarter of an inch.
