We have heard of stories of artists in San Francisco being pushed out of their art studios in order to make room for new developments. Now, artists are taking that fight to the ballot box. How some believe it will slow down new construction. I combine the print making with collage to create imaginary worlds of childhood. Reporter every artist will tell you one of the most important components of art is a place to make art. I need studio space in order to do large format work, messy work, smelly work. Reporter over the last few years, sharon stewer has watched fellow artists lose their Studio Spaces to development and changing uses. The Art Community has been devastated. The mission used to be filled with artists. Reporter artists are attempting to fight back at the ballot box. Prop x would force developers in the south of market and Mission District to build replacement spaces if they remove things like production facilities, auto shops, child care centers, and art spaces. Prop x is the first step to demanding that developers replace at least some of the cultural spaces, and the blue collar jobs that theyre displacing. Reporter the wave of evictions and loss of cultural space has sparked battles across the city with many calling Rampant Development the death of San Franciscos culture. I was in an art space in south of market reporter flora davis worked for 26 years in studios on bryant until it closed last year, displacing dozens of artists. Most of the people out of 43 artists, they i think maybe a third of us found a place. Reporter the recent closure of the south of market art facility is what people call the face of prop x. I think its a terrible idea to ask voters to make complex land use decisions on issues that havent been analyzed. Reporter colen said requiring developers to develop lost space will set back new Housing Construction in the city. But it will make projects feasible. On the margin it will certainly make more housing much more difficult to build. Reporter stewer who fears losing her own art space said the ballot measure may be the last hope for the artists. Focuof thvesdeali olen rearm p retail gun stores are now the focus of thieves dealing in stolen firearms. Steven stock uncovers what is causing this problem. And also, what could be the solution. Reporter more than 2 million guns were stolen nationwide in the last ten years according to the fbi. As we first reported one year ago, police are often the targets for those thefts, along with civilian gun owners. We found another group whos been targeted more recently here in california. Gun stores. Youre watching Security Camera footage of a gapg backing their suv through a plate glass storefront and iron gate to rob a gun store earlier this summer. It was one of five Northern California Gun Store Robberies in less than three months. In all, Officials Say more than 200 guns were taken. Police caught up with the gang just hours later, arresting them in oakland in this takedown caught by nbc bay areas helicopter. Despite the brazen smashandgrab in rockland, the thieves only got away with one gun. Walter ford said he and his staff take extra precautions every night, locking up every gun. The one that was stolen had been under repair and was left out. They were doing it as sort of a gang initiation. Reporter a nearby gun store wasnt as lucky. It lost more than 100 guns. Thats because the guns were not locked up, and the store did not have surveillance cameras. Why go to these extremes, these lengths . Youre doing the responsible thing but there are many Gun Store Owners who dont do that. Its less about the money, its more about the safety and security of the public. We have a responsibility. If were Gun Store Owners, or even gun owners, i think we have to lead. Reporter the latest information available, in the last three years, the number of guns stolen from licensed dealers neerld doubled here in california. Atf officials tell us many of the gun store heists are pulled off by gangs who specialize in breaking into these kind of stores. They have a very unique way of doing it, and they thats their business, gun stores. Reporter Graham Barlow was in charge of the sacramento field office. He was in rockland and on the case hours after the smash ound grab. I think we all agree that firearms ownership is a very Serious Business and that people who own firearms should be serious about how they store their firearms and the records they keep with those. Reporter its not just gun stores and dealers who are targets. A year ago, nbc bay area first uncovered more than 700 guns stolen from local and federal Law Enforcement officers. Updated data now shows more than 1,100 Police Issued weapons either being lost or stolen since 2010. Investigative unit then later teamed with journalists across the state and traced more than 4,000 lost and stolen guns in california directly to other crimes later committed with those very same weapons. But things may be getting more difficult for thieves. Following our first investigation, both San Francisco and oakland toughened their ordinances, requiring that all gun owners, not just police officers, take better care and lock up their weapons. We want to put a stop to the spiral of shootings. We have to do things differently. Reporter Rebecca Caplan is not only vice mayor of oakland, shes been a victim of gun violence, too. A stray bullet flew through the window of her home. Were sprepgtening our laws locally to make it harder for people to get illegal guns both by having safe storage requirements so they cant be stolen. Reporter our investigation prompted another state law proposed by san mateo state senator jerry hill. And signed into law by governor jerry brown in october. I wasnt aware of it until the media brought it to my attention. Reporter most recently our investigation prompted a congressman to introduce in september legislation in congress requiring all federal Law Enforcement officers lock up their guns. One of the bottom lines would be that when guns are not in service, when theyre not on the individual officers person, theyre locked and stored, so that things like you reported on cant happen. Its almost like a nobrainer. Why is this happening now . It sure seems like it to me. I personally think its a lot of cultural, just theres so many guns in our society now. Theres more than one per person. Over 300 million guns in our society. This project captures just one snapshot in time. And we want to emphasize that many Law Enforcement agencies here in california refuse to cooperate with this project. In fact, experts that we talked with estimate that the number of lost and stolen guns which are later used in other crimes is six to seven times higher than the data we obtained shows. We have a breakdown of all of this, you can find out where guns come from, where they end up, its all on our website. Just go to the special web page weve designed for this called guns in the bay area. Im steven stock, nbc bay area news.
