Can you see it here, the radar, the lashing outer bands to the Southeast Texas coast, lightning already moving in from houston to victoria to Corpus Christi waking up this morning. This storm has started. In less than 24 hours it will make landfall. Thats why we see hurricane warnings on the map. Of course, youve got Tropical Storm warnings that extend all the way west to san antonio and austin and a flash flood watch. The number one issue is going to be rainfall and deadly or potentially deadly flooding. Even san antonio and austin could see 10 to 20 inches of rain. Locally some places will see close to 3 feet. This is a lot of rain happening over the next five days or so. The wind speeds especially in this red zone, 110 Miles Per Hour or higher as it makes landfall. Matt gutman is right there in Corpus Christi. Matt, they are saying places could be uninhabitable for weeks or even months. Reporter thats right, ginger, that storm could cut off water and power and were already starting to feel the outer bands of Hurricane Harvey just whipping us with wind and rain. Check this out. Were at low tide right now and already this bay is filling up. The water lapping over the sea wall here. All of this creating a turbocharged sense of urgency here in texas. With Hurricane Harveys outer bands already lashing the gulf coast this morning a mass exodus is under way. Traffic piling up on freeways. As they say, get out of dodge. Reporter in many counties evacuation is mandatory. Tens of thousands of texans ordered to flee. The goliath storm is growing covering much of the gulf coast in this image from the International Space station and this is the view from inside the storm. A Hurricane Hunter plowing through its center. The storm forecast to dump a biblical deluge of up to three feet of rain. After news that the storm exploded in size, residents in Corpus Christi besieging this hardware store. These people are here buying plywood, plank after plank of plywood. The line just to get to the cashier is 20 minutes long. Residents not taking it lightly. Im 65 now and i dont want to die at 65. Reporter in some areas like houston panic as people scour for supplies. Theres no more water. Theres no more bread. The bread is already running out as well. Reporter lines for gas, wood and sand snaking around the block, some over three hours long. This is the line to get gas, absolute insanity over this hurricane. Reporter those in harveys path battening down the hatches as officials in an already inundated new orleans contemplate a full evacuation of the city. The impact of the storm may be felt nationwide. Gulf refineries produce about 45 of the countrys oil and onethird of the countrys refineries are directly in the hurricanes path with hundreds of oil rigs dotting the coast. Ginger has been talking about the storage surge. I want to give you a sense of massive volume of water. Initially they predicted a four to six foot storm surge. Now theyre talking about 12 feet plus high tide and on top of that there will be 20foot wave easily inundating this part of Corpus Christi, texas. George . Okay, matt, thanks very much. That storm surge and of course the heavy rain likely to cause major flooding across the coast and to rob marciano with more on that, our senior meteorologist in freeport. Hey, good morning, george. Theyre very concerned about that storm surge here, 50, 60 miles south of houston as this water continues to pile up. You can see the waves crashing, protecting this harbor inland thats had tankers and freighters Servicing Oil refineries. Levies around there are certainly worried about the hazard. Lets talk about the storm surge. Low pressure as it deepens will lift up the gulf of mexico but its the wind that takes the water and it pushes towards the shoreline, eventually overtaking anything in its path, people, property, in some cases homes. We expect here five, maybe ten feet of that surge. What theyre also worried about is the potential for this to be a multiday event like Tropical Storm allison, a Tropical Storm in 2001 that had 30 to 40 inches of rainfall across houston and that took 9 billion in damages, dozens of fatalities and thousands were left homeless so theyre worried about that. Its not always the wind. Its often the water and the way of heavy storm surge thats the biggest threat and were worried about that. George . Thanks very much. Harvey is causing travel delays. 83 of flights to Corpus Christi already canceled overnight. Most flights in and out of houston not expected to be affected until tonight and Major Airlines are waiving cancellation fees for people traveling through the storms path. And as we told you, thousands of evacuating trying to make it out before it hits and abcs eva pilgrim is there at the Evacuation Center in san antonio, texas, which took in more than 25,000 after Hurricane Katrina back in 2005. Good morning, eva. Reporter staging happening right here in san antonio, amy. We are seeing emergency responders, charter buses gathering here at the at t center. San antonio is a state and federally designated Evacuation Center. Tens of thousands are heading here as they get out of harveys way. There are 40,000 plus hotel rooms and theyre working to get warehouses and schools ready for that influx of people. We are expecting a lot of rain here, concerns of flooding as all those people head this way. Amy . Eva pilgrim, thank you. Lets turn to the head of fema, brock long in washington, d. C. Brock, i want to get femas perspective. How serious is the situation at this moment . Very serious. Unfortunately, the storm is currently strengthening and pressure is dropping forecast to be a major landfalling hurricane which means this would be the first major landfalling hurricane weve had since 2005. Right now citizens have been asked to evacuate. Their window to evacuate, that is closing very rapidly. Brock, how confident are you that the infrastructure is in place to prevent a major disaster . You mentioned the last time this area, especially the louisiana coast faced Something Like this was 2005, katrina. Let me set expectations. Texas is about to get hit by a major hurricane so theres going to be damage. Not only are you going to see large scale storm surge damage, but were also going to see over the next three to five days a significant amount of rainfall which is going to cause a gait amount of inland flooding so theres going to be damage. Now, fema is already positioned inside both states of texas as well as louisiana. Brock, what is your biggest concern, your biggest fear with this storm . Right now its the life safety mission. Im afraid people may not be taking this storm seriously. They may not be heeding the warning and, again, that window to evacuate is coming to a close. All right. There are no steering mechanisms to help get this storm out. And thats why were talking about up to 35 inches of rain in southwest louisiana in that 6 to 12inch rain including new orleans. Some of the most vulnerable hospital patients have already been evacuated from a hospital right there in Corpus Christi. With a Government Shutdown looming white house officials tell abc news that the president is seriously considering ending a program that provides legal status to hundreds of thousands of undocumented immigrants who came to the United States as children. The move the president is considering would put nearly 800,000 undocumented immigrants in danger of being deported. They are known as d. R. E. A. M. Ers people who came into the United States illegally as children. President obama gave them legal status. Back in january President Trump told abc they had little to fear. Preliminary dna tests reportedly show newly discovered remains in the search for Natalee Holloway are from a caucasian person of european descent matching the profile of the missing 18yearold who was declared dead in 2012. Her body was right here. Reporter these dna results come after bones were found, a New Discovery based on a tip from a former roommate of a friend of joran van der sloot, a prime suspect in the case. The investigation is part of a sixpart docuseries on the oxygen channel, the disappearance of Natalee Holloway. According to oxygen. It makes landfall by early tomorrow morning. Could be a category 3 which would make it the biggest landfalling hurricane in the United States since 2005, that was wilma. Then it starts to lose a little bit of its flavor as they do when they hit land, but there are no steering factors so it stays a storm, a Tropical Storm as it comes back out to the gulf of mexico. Tuesday into wednesday still terrorizing the southeast coast making its way to houston. People would actually post a picture of themselves online that says roast me. Essentially asking people to insult them. Now, among adults and maybe amongst your friends this could be goodnatured fun but it caught on with kids and teenagers and goodnatured fun turned mean pretty quickly. Its the comedic style known for not being nice. You literally are a guy that has it all except for friends, respect, love, good parents and a grammy. Reporter while tv roasts like these are popular with adults roasting is now a cause of concern for parents. Kind of smirked when i said the word roasting. Why is that . Because like adults dont really say it. Its like a kids thing. Reporter these girls are talking about roasting, a social media trend in which kids ask to be insulted using the roastme, or in some cases they gang up and insult other kids who dont ask for it. Photos and videos are posted on youtube and reddit and the insults start coming. Youve seen kids be roasted online. Yeah. A lot. When roasting does come up, do you think its 50 50 good natured fun and meanness . 50 50. Yeah, 50 50. Reporter they say they dont participate but have seen the effect a video had on their friends. He put pictures of kids from our school and compared them to things like animals and stuff like that. You remember talking to any of the people in the video . Some of the girls that were in it were like crying about it at lunch. Reporter experts say it can be difficult for kids to distinguish when theyre crossing the line online. Kids are volunteering this information but sometimes their pictures are being posted without their knowledge and you dont really know how that particular young person might react. They may already be suffering from depression and this is that thing that could send them over the edge. Reporter these girls say roasting can affect you even when youre not the target. Does it turn you guys off to social media when you see some of this stuff . I dont like to go on it after i see that for a little because i dont really like people saying negative things to each other. I dont like witnessing that type of stuff. That makes me feel like critical if something happens to that person. It makes me feel bad because i was there. Reporter they dont have the answers to make it stop. Is it going to go away . Probably not. They dont care because you cant see them facetoface so theyre not going to stop. Theyre just going to keep typing. Now, the disturbing thing in many cases some kids arent asking to be roasted. They essentially have kids ganging up on them in this whole Group Mentality and everybody, those insults just keep coming and keep coming. So disturbing. Lets bring in psychiatrist dr. Gail saltz for more. I want to follow up. You talked to them. What surprised you most about this kind of bullying . That its so prevalent. Right . Its just accepted behavior in a lot of ways and talked to kids before and they say sometimes the bullies are called out and the people will gang up on the bully but sometimes in these they say its kind of this spiral effect to where, that kid is insulting him and now its okay for me and it keeps coming at one kid. Youre inviting the entire internet to come pick on you. Gail, what was most surprising to me, the teens are asking for this or wanting to be roasted. Why would that be the case . Its a selfdestructive behavior like other selfdestructive behaviors like teens cutting or using drugs. And so usually underlying selfdestruction is the feeling that i deserve it somehow so often underlying depression or anxiety or there may be a group who feels so left out of things, so on the fringe and shunned, they would rather be the target than be not in at all. Negative attention. Negative attention better than no attention which of course it isnt. What do the parents have to say about this . Right now were catching up. The kids were almost laughing at me using the term roasting looking at an adult. Like you dont know what youre talking about. What do you know about roasting . Parents cant keep up. The kids are always ahead of us. Its so true. And what should parents do in this case, gail . If your kid is being roasted or if your child is roasting someone else. Both categories as youre bringing up its moving so fast so parents have to monitor and need the passwords and look at what is going on to stay abreast of whats going on and communicate openly with their kids about whatever is going on, i will not ream you out, i will help you. Lets talk about whats going on so theres that open communication. But if they are the ones who are being the victims lets say, then you need to look for that underlying cause. Is depression or anxiety going on . Get them help. If theyre the ones doing the bullying you need to teach empathy and say imagine youre standing in the shoes of the person receiving this. What does that feel like . Yeah, thats why we dont want to do it. And there need to be consequences. Parents have stopped doing this. You need consequences for bullying. So whether thats you remove the computer and access for some period of time or i think more importantly make it right. I want you to go to that kid and say, hey, im sorry.
