He says inmates protected the mentally ill and gave them food while he accuses guards of bullying the mentally ill in the jail. The attorney general for michael tyrees family recalls juan perez testified in court. That one of them had a history of being mean to what are called j cats, which are seriously mentally ill inmates. That he checked to make sure the cells were locked, so that the only three people that had access to either one were these three officers.
