A lot of very distraught people out here. Red cross is out here. They told the family they would be able to put them up in a hotel for three days. There are obviously several other people out here trying to find shelter and replace the things that they lost out here. This is a very small community. Its very tight. Coming back here, as you can tell behind meet winds are blowing pretty hard right now. A lot more than they were at 1 30. In fact, at last check they were about 30 Miles Per Hour out here. So even though they have it under control they have to worry about embers blowing. This one blew about half a mile from the original point and started that one. Now theyre trying to stop any spot fires that might pop up. Allen wang. Another fire is burning in sacramento. Huge plumes of smoke are filling the sky near cal expo. At one point firefighters say flames reached 200 feet in the air. The grandstand where tonights fireworks performance is scheduled has been evacuated. No structures have been damaged. Turning now to that wildfire in napa county, all roads surrounding the fire northwest of the lake are now open again and all evacuation orders have been lifted. The fire that destroyed two homes has burned more than 4300 acres since tuesday. Its now 55 contained. Fire is a big concern for police and firefighters tonight. This is the scene every year on the fourth of july. Illegal fireworks everywhere. But this year the situation is more dire because of californias drought. Police and firefighters are out in large numbers tonight, hoping to prevent a disaster. We have Team Coverage tonight on the fireworks crackdown. We begin with abc7 News Reporter david louie in san jose with a closer look at the fireworks tonight. Reporter this hill right here is one of many the area firefighters are keeping an close watch on tonight because of the dry conditions and potential for fireworks accidents. Now, were toelgd that firefighters are very concerned that even when people use safe and sane fireworks they need to be responsible. Residents of this morgan hill neighborhood have been hearing fireworks go off for the past two weeks. Cal fire responded twice to san juan drive last night but cant do much unless they actually see the fireworks. People will try to get away with whatever they can, as human nature is. We try the best we can to limit those type of activities. Unfortunately, we cant get everything. All fireworks are banned throughout Santa Clara County except in the city of gillroy. But its apparent theyre not difficult to find and purchase. Last four or five nights, couple weeks, every now and then so the big ones that blow up in the sky and everything. Do you worry about that . My daughter does. She looks out the window and thought it would catch the house on fire. Some communities allow the sale of safe and sane fireworks, the kind that doesnt fly into the air or risk fire. Anyone can buy them even in a city where theyre banned. Well find a place we can discharge them safely. Were not going to get in trouble. But we look forward to enjoying it either way. Tile roofs have reduced the risk of fires from fire worngs. But the drought has left tinder dry grass which can ignite easily. Firefighters are hoping even users of safe and sane fireworks can be careful. Theres still a possibility of injury coming from the fireworks and also them starting fires. Reporter well, chinatown San Francisco has always been one of the most popular, if not the most popular marketplace for illegal fireworks during the fourth. There are still plenty of buyers here on the streets. You can see them all around. The problem is, many of these buyers are having a hard time finding the sellers. In the past chinatown streets were filled with sellers but not now. These last two july 4th holidays its been hard finding them. This man told us he spent all morning trying to find one. We left him still looking this. Person who did not want his name used said he too was having trouble. Couldnt find anything. Everybody seems to be really nervous right now. I was out here four months ago you walk into the store and say firecracker they pull stuff off the shelf. Now you walk in and everybody is like no no no. Reporter but he finally succeeded. He bought a box of small bottle rockets for 40. The runners, the street sellers, normally set off small fireworks on the streets to let people know theyre selling the big stuff. The runners are usually neighborhood teams trying to make extra money on this holiday week. The runners are nervous because of the police enforcement. On wednesday they arrested these three people who sold 22 m 1,000 fireworks to an undercover officer. M 1,000s are powerful explosives. The experts tell me you have one in your hand and you light it you could blow a hand off, blow an arm off. Its very dangerous. Police say internet sites like craigslist are running into the Street Runners business. You can find all kind of fireworks here. Just last week police raid add home in pitsburg and confiscated a ton of illegal fireworks being sold on craigslist. In chinatown you can still find them, but now many of the sales are being done in the safer confines of stores. You just have to know which ones. This store sells souvenirs. The fireworks are hidden under the cash register. When we were here there was a steady stream of customers. It seemed to be an open secret. Vic lee, abc7 news. Hundreds of thousands of people are expected in San Francisco to watch tonights big official fireworks display. The construction work on interstate 280 is forcing drivers heading into the city to find alternate routes. Well see low clouds along the San Francisco waterfront tonight with cloud base down to 600,800 feet. That could obscure the view of the fireworks partially at least. We do have an update on breaking news we first brought you on abc7 news at 5 00. A person hit by a bart train in richmond has died. Bart isnt releasing any information yet on how it happened. The richmond station is closed right now, but all other bart stations are oh. The oakland as were back in action this afternoon but fans were talk about a lot more than just home runs and strikeouts. Yesterday the Coliseum Joint Powers Authority approved a tenyear lease. But the deal must still win approval from the Oakland City Council and the Alameda County board of supervisors. A statement by the mayor shows the city wants to keep negotiating but the oakland as owner says hes gotten permission to leave oakland without a deal. Fans are frustrated. Were tired. We need to do something new. The fan base feel like youre sort of in the middle . Yeah. Theyre our as. We want them here. The Oakland City Council and the county board of supervisors are expected to vote on the deal by august 1st. California only allows the sale of safe and sane fireworks, but as abc7 News Reporter Tiffany Wilson explains most bay area communities have outlawed those as well. Reporter for many, fourth of july is all about red, white and boom. A lot of excitement for the kids. Reporter californias set strict restrictions, only allowing the sale of safe and sane fireworks which basically means fireworks that dont fly or explode. I grew up with some friends who literally blew their fingers off with the barrel bombs. I know people who have done that. I tomatally appreciate the safe and saen sane laws. Reporter fireworks are illegal where she lives, but she wants her grandson payton to light his first sparkler at home. I didnt buy anything super radical. Hopefully im not going to get in trouble. They came to a park specially designated for anyone to come and set off their safe and sane fireworks without a problem. The Alameda County Fire Department says you still have to be careful. Theyve increased staffing for firerelated fires. I would caution people that doesnt mean theyre no risk. Safe and sane is good. We need to have some control for the safety of the kids. Minimum fines will run 532. It was a day of parades around the bay area today. Its easy to see why this years fourth of july parade in redwood city is theme through the eyes of a child. Family tradition is as much a part of the festival as is the waving of old glory. This is the 76th year for the parade. The rose, white and blue parade kicked off in san jose this morning. The historic parade is a revival of the rose carnival of 1896 that featured live bands, dance groups, homemade floats, kids on bikes and antique cars. And in alameda, our own Michael Finney was grand marshall of the parade this morning. Its the largest fourth of july parade in the bay area, three miles long. That makes it one of the longest in the nation. The parade features more than 170 floats and 2500 participants. Danvilles parade drew thousands of people. The parade organized by the kiwanis club helps raise money for local Community Service organizations. There were other fourth of july celebrations around the country as well. Hi, spencer. Well, in the inland communities you will be able to see those fireworks. In San Francisco its a little iffy right now. But im here at the shoreline m amphitheater in mountainview. Live doppler showing mainly sunny skies across the bay area but we have fog at the coast beginning to push beyond the coast out over the bay and towards the east bay and through the golden gate. These are our forecast features. We will see fog continuing to hold on at the coast and around parts of the bay overnight. Warming trend begins tomorrow. And its going to be not just warm but hot by monday. High temperatures inland near 100 degrees on sunday and monday. Now, satellite image shows the area of fog not only along the coast but beginning to push through the golden gate. And as i said, sea breeze is carrying it across the bay to points in the east bay shoreline right now. And that does raise some concern about viewing conditions for the fireworks display in San Francisco. Our forecast animation will start at 7 00 p. M. You can see fog along the coast, around parts of the north bay, locally inland. Elsewhere, though, south bay and inland east bay mostly clear overnight. Now, weve been telling you the last couple of days about this mass of hot air over parts of the southwestern u. S. It has been gradually expanding westward. It will continue to do so. Thats the feature that will bring us the hot weather on sunday and monday. Not only here in the bay area but all across the state. Overnight look for areas of low clouds and fog, mainly clear in the inland east bay and south bay. Low temperatures will be generally in the 50s as 50 at santa rosa. The hottest spots will be down south, gillroy and morgan hill. On the peninsula, highs 60 on the coast at pacifica to 85 farther inland at los altos. Around San Francisco look for highs from 60 to 66. 60 in daley city, north bay a warm day inland for sure but a pleasantly cool one on the coast 60 degrees at bodega base and 70 at richmond up to 78 at fremont and castro valley. And the inland east will have a range from upper 80s to mid 90s, topping up to 95 in brentwood. Sevenday forecast, sunday and monday the hottest days in the forecast period with inland highs near 100 degrees. Well see at least mid 80s to upper 80s around the bay and upper 60s to near 70 on the coast. But heat will recede by midweek next week and temperatures will fall back into a more seasonal range. And the effects californias drought is having on boaters and why its only going to get worse this summer. Plus this weekend marks one year since the crash of asiana flies 214 at sfo. This is live pictures from santa cruz where the beach was packed today. But this year some beachgoerers are being warned to stay away. Abc7 News Reporter Wayne Freedman is live with the details for us. Wayne . Reporter this is chrissy field as you said where we are hours away from the big Fireworks Show. Tens of thousands of people will crowd this beach in a little while hoping the fog clears. The question is will they also crowd out a Little Critter that needs these dunes to survive . Only in San Francisco on a fourth of july would americans venture onto a beach and then be happy for wind and fog. Do you miss the heat . I dont at all. Not a single bit. Reporter now Something Else shell probably miss, the sight of a western snowy plover. Chrissy field and here at ocean beach, the National Parks service has restricted access to dunes for dacampers and for dog without leashes. Maam, are you going up into the dunes . Reporter the threatened birds rest and nest here during their annual migrations between Washington State and baja california. This habitat is precious stuff. It used to be that all of this was dune. Much of this part of San Francisco was a dune system. Theres very little of that left. Reporter in reality, this might be probably as close as youll come to seeing a snowy plover out here today. There are only 2800 of them left in the world. Its very rare and a special moment to see a snowy plover plover in its habitat. I know people who have worked here for 10, 12 years and have never seen one. Reporter some of the warning signs were almost as elusive. At chrissy field, Erik Williams of petaluma, his wife and four kids watch directly along the edge of a protected area, unaware of the birds or what they look like. Would you know one if you saw one . This holiday has been a dry one for people celebrating at the reservoir. The lake is less than onethird full and just one boat ramp is open. Officials had to rope off most boat access last month because water levels dropped below the edge of the ramp. That meant lines were long today as people had to wait to start their holiday on the water. Its horrible. Sitting there for 12 00 to now at 1 48 and still not in the water. The lake is the fifth largest lake in the state and one of the busiest. Park staff are preparing for even bigger crowds tomorrow. It is not much of a beach day on the east coast. About 40,000 people lost power overnight as hurricane arthur slammed into north carolina. Overall, though, there was very little damage. Arthur has now weakened to a category 1 storm and is expected to weaken even further as it moves up the coast tonight. Hundreds of protesters gathered again in Southern California outside a u. S. Border patrol station. About a third of the crowd opposed illegal immigration. The rest were supporters. There were lots of shouting matches but no violence. Its the same spot where protesters blocked buses carrying women and children who were to be processed in murietta about an hour north of san diego. President obama took part in a naturalization ceremony at the white house today. 25 foreignborn members of the u. S. Military became citizens. President obama commended their service, saying these patriots were ready to fight and die for the country despite not being full members. Police have caught the second suspect theyve been looking for since tuesdays Home Invasion and Sexual Assault of an elderly woman in san jose. The robbers crashed the stolen suv into a home on their getaway. They had assaulted the elderly homeowner. Officers caught a 15yearold boy at the crash scene, but a second person ran off. Police say they caught him this afternoon and he too is a juvenile. Sunday will mark one year since Asiana Airline flight 214 slammed into the seawall at sfo leading to three deaths. The tragedy has since prompted a sharp examination of Pilot Training and Emergency Response to disasters. Asiana flight 214 came in for a landing at sfo just before 11 30 in the morning. It crashed with 291 passengers and 16 crew members. The communication from the tower was alert 3, alert 3, plane crash, plane crash. Reporter emergency crews jumped into action at the airport. By the time we removed the final victim, the conditions were that the fire was banking down on us, we had heavy black smoke. At San Francisco general hospital, this doctor was preparing to be inundated with severely injured patients. As i ran downstairs to the emergency room, two of the critical people, the initial ones, were actually passing me going into the trauma bay. The 181 passengers suffered some kind of injury, only 12 were considered critical. You think youre ready and you walk down and you see this enormous disaster unfolding in front of you, you kind of have to take your own pulse for a second. Of the 307 people onboard, only two passengers died at the crash scene, both High School Students from china. One was run over twice by a San Francisco Fire Department crew. A third person died in the hospital several days later. Among those passengers onboard that day, joan jeng and her husband yun ling. They talked with abc7 news kristen zee. They told her they were traveling to San Francisco from shanghai on their dream vacation. Translator we suddenly crashed and i thought, oh, today i will probably die here. We impacted hard. Everything shook and things fell down. And all the lights went out. She broke down unable to describe that day. Yun ling took these pictures and that video of the scene as he watched emergency crews treat his wife. She fractured her ankle. A c. T. Scan revealed massive bleeding on her brain. Surgeons removed part of her skull to relieve the pressure. The couple is now back in shanghai and they shared this photo recently with kristen. Yun ling writes my wife has been in rehabilitation. The brain injury is also recovering. Though joan jeng still struggles with memories of that day she has returned to work parttime. Like many of the passengers injured in the asiana crash, the couple is now waiting for multiple lawsuits to be settled. Different lawyers have filed cases for all but 100 passengers. Those cases are against asiana, boeing and air cruisers. Theyre the makers of an inflatable slide that failed to deploy after the crash. Eriana airlines was fined 500,000 by the u. S. Department of transportation for providing inadequate aid to Crash Victims families. In late june, the National Transportation safety board released its final report on the crash along with this animation showing how the pilots made 30 errors that led to the accident. In this instance, the flight crew overrelied on Automated Systems they did not fully understand. As a result, they flew the aircraft too low and too slow and collided with the seawall at the end of the runway. The ntsb cited contributing factors as well, including the complexity of boeings auto throttle which it says was inadequately described in its training and operational manuals. The airline believes multiple factors are to blame for the crash. Boeing denies any fault. Now, there is an ntsb finding that maybe reassuring to many fliers. Seat belts aboard asiana flight 214 saved hundreds of lives. Two of the three victims killed in the crash were not buckled in and had been ejected from the aircraft. Just ahead, turning to technology to help those huge Fireworks Shows go off without a hitch. Whats new and different this year and outgoing high tech makes youre looking at live pictures from our camera on the embarcadero in San Francisco. Right now theyre making the final preparations to send four barges out into the bay filled with sparkling goodies to light up the sky. Theyve been around for centuries, but as abc7 reporter jonathan broom explains here in the nations high tech capital the fireworks are also high tech. Reporter back when he started, the whole 20minute Fireworks Show was lit by hand with one of these. By a highway flare. It burns for 20 minutes. Now its one of these. This is our computer operated control. It lights each fire work as precisely the right moment with an electric spark. When that little ignition takes place, off goes the shell. What do they call that . We call those electric matches or e matches. Reporter gone is the guesswork of timing fireworks to music. This computer calculates how early to shoot off the shells so they explode right on time. Pst is prefire time. Thats saying how long its going to take, 5. 7 second, 3. 9 seconds. Reporter of course it cant do anything. How do you get the smiley face right side up . A lot of luck. Reporter some things havent changed, even with all that new Technology Someone has to stuff 10,000 projectiles into these racks and make sure everything is rigged up to fire. We have a crew of 16 people out here on this barge alone. Reporter for two whole days, its tough work with dangerous cargo. We have to keep them dry, we have to keep them away from static electricity. We have to be careful we dont drop them. Any of these shells alone if you hold anytime your hand and it goes off you can kiss your hand goodbye. For american soldiers wounded in combat, identifying infections can mean the difference between life and death. Now researchers at the Lawrence Livermore lab believe they can deliver that power to the battlefield and beyond. Once its labelled the dna is extracted, we load the sample onto the microray. Biomedical scientist nicholas bay is loading samples onto a tiny microarray, slightly larger than a match box. Its designed to identify thousands of different viruses and bacteria that might be present in a wound. The ability to really comprehensively survey whats in a wound is really powerful. Because you dont necessarily have to say okay we want to look for for example mrsa or e. Coli or this or that. We can say were going to look for everything. The array can detect the signature of any bacteria or virus thats been previously sequenced, about 8,000 so far. Biologist crystal jong says that includes potential threats unique to modern warfare such as biological weapons. Because its very comprehensive it covers the dna signatures for known and unknown as well for example anthrax. The array was able to flag previously undetected pathogens in about a third of the wound samples tested. Analyst john allen says highspeed computer models can identify even tiny levels of bacteria before they grow into trouble. Its something that a low level that may be antibiotic resistant if you treat the wound with an antibiotic it could very quickly change and become the dominant organism. The Livermore Team believes the array could ensure u. S. Soldiers receive the right treatments quicker to ensure the wounds theyve suffered in battle heal faster and more efficiently.
